Discussion

2. On April 16, 2021, a meeting attended by the representatives from the Bureau of Customs (BOC),
FedEx Express Philippines (FedEx), Clark Development Corporation (CDC) and Bases Conversion and
Development Authority (BCDA) was held to discuss the comments raised by FedEx on Customs
Memorandum Order (CMO) No. 09-2021.

3. With reference to the concerns and comments raised by FedEx on the transshipment provisions of
CMO No. 09-2021, the Project Management Office hereby prepared a draft letter stating that a
separate CMO will be issued dealing with the transshipment of cargoes so that the operations and
procedures of other Air Express Cargo Operators (AECO) will not be affected.

4. The new CMO to be issued then will provide a new opportunity to incorporate new procedure or
policy about the operations of a regional hub in CDC or other ports in the Philippines, and to further
consider the other recommendations of FedEx.
