RECORD OF DISCUSSION

1. Communication protocols of Ward/WBHO - based on Business Forums email/calls to our office.


WBHO noted that, contrary to resolution made in the Contractor Introduction Meeting, WBHO is now
receiving direct calls and visits from individuals from Community including people submitting business
profiles to WBHO Offices.

It was responded that, resolutions of the PSC remain in force at all times unless negotiated and
changed by PSC, therefore, meeting resolved that, this communication will be copied to PSC
Members including Local Business Representatives. Communication between Principal
Contractor (WBHO) and Community at large is through Social Facilitator’s Office.

The meeting further acknowledged the receipt of the SME Procurement Plan which was received by SF
Office on Friday 31st January 2020 as discussed and agreed and review by SF Office (SME Manager)’s
comments thereafter which were forwarded to WBHO on Sunday the 02nd February 2020 for clarity.
When clarities and details received, that will be forwarded to PSC in particular Business Reps.

2. Close out discussion on current list sent over the weekend and other relevant points .

WBHO noted that, Local Business Database received has in majority Ward 12, followed by no ward
SMEs and SMEs from other seven wards like (5, 10, 13, 17, 32, 39(2) and 60).

The meeting noted and responded that, the matter of other wards participating is Ward 12 Business
Community decision which SF Office asked at the initiation meeting and response was only Ward 12.
Following therefore the resolution of the PSC, only Ward 12 SMEs will be considered unless otherwise
brought to the attention of PSC and resolved otherwise.

The meeting further resolved that, SF Office will make a follow-up on no wards names and submit a
revised database to WBHO before the end of the week, but WBHO will identify those grades are
needed to go out on tender so that, SF and Local Business Leadership prioritise those.

The meeting further confirm that, the issue of road extension is not part of the Building Contract,
therefore is to be dealt with elsewhere.

3. Confirmation that Contractor can commence with SMME tenders re Security, Civils, Concrete,
Formwork, Rebar, Brickwork and plaster based on attached list.

WBHO asked if the SME Procurement process can start based on the plan submitted and Local
Database received, but noted concern on number of none compliances in the received database.

Meeting responded that, tendering process can start to meet the targeted mid February 2020 but
clarities and details are needed so that SF shares the clear plan with Local Business Leadership then
Business Community before tender start so that, necessary preparatory is orderly done.

The meeting further inform WBHO that, a decision was taken not to have packages for Contract 1 as it
is a very short two months contract and no one can be developed within that time, but Contract 1
Principal Contractor will sponsor what is referred to as Off Site Development which will concentrate on
compliance support to get Local SMEs ready for Contract 2 (Building) and others.

4. Ditto, but for structural steel.
WBHO also noted that, they will wish to also include structural steel to the first packages that goes for
tender but they saw no SL from the Local Database.

The meeting noted but requested WBHO to submit the requested detail for discussion with Local
Business Community and see if is something at lower grades or higher, then make a decision on which
next area to get such.

5. Discussions on HVAC meeting and email received - would like this closed out prior to communications
with PA and relevant consultant - Jomo please print out email sent from ITD.
WBHO gave feedback of a meeting held with HVAC Specialist Nominated Sub-contractor and fact that,
they have agreed to sub-contract but to a maximum of 18%, but the challenge was once again

The meeting welcomed the report and once again agreed that, only after receiving the detail, the
matter will be able to be processed and resolved accordingly including considering the proposed
names.

RECORD OF DECISION

At the end the meeting resolved as follows:

1. Social Facilitator Office immediately attend to the cleaning further the received database and re-
submit to WBHO. The team to be vigilant up to the tender evaluation in making sure awards are
according to PSC Resolutions.

2. WBHO to urgently work on the details even if they had to start with those packages that need to go
out for tender soon.

3. This communication to be distributed to PSC Members as communication which need to be


considered.
