1.1 The Chairman welcomed all to the zoom video meeting No. 8 and Info
called the meeting to order at 2.00 p.m.

2.0 CONTRACT DETAILS

3.0 PROGRESS PRESENTATION

Contractor briefed their progress of works as of 25th July 2020 as


follows:-

Contractor brief that due to the land blockage, they are unable to Info
proceed with site clearing works in the first 2km (CH12 - CH14). They
are only able to complete all the site camps and site facilities which
include installation of genset and wiring work.

4.0 CONTRACTUAL ISSUES

4.1 Site Handing Over and Site Possession Date Info

4.2 S.O and the Organization Chart

4.3 Contractor’s Site Organization Chart/Responsibility.


DDSB
Chairman informed that they have received the submission of QAQC
engineer by the contractor. Contractor to update and resubmit their
updated project organization chart.

4.4 Site Office and Facilities for SO and His Representative

i. Chairman advised the contractor to install electric stabilizer to DDSB


protect the electric equipment on site as the electric supply
from Genset can be unstable.
ii. Contractor shall erect the site office and provide all the Info/DDSB
facilities in accordance to Contract and Specification.
iii. Contractor informed that they have completed the construction Info
of SOR site office and accommodation including with gravity
water supply and genset power supply.

4.5 Insurance, Bonds, CIDB Requirements & Bank Account

i. All the documents submitted and insurances had been Info


forwarded to RECODA for safe keeping.

4.6 Contractor’s Quality Assurance Manager and Quality Plan

i. Chairman reminded contractor to revise their Quality STATUS DDSB


Assurance Plan based on the comments replied on 13 March QUO
2020.

4.7 Laboratory, Laboratory Equipment and Quality Control Testing

i. Contractor informed that they have submitted all up to date Info


calibration certificates and already approve by SOR
ii. All the frequencies of tests and test requirements shall be in Info/DDSB
accordance to specification.
iii. Contractor informed that they have completed the construction Info
of Laboratory with water supply and power supply.

4.9 Extension of Time (EOT) and Variation Order

i) Chairman informed that the contractor has been granted Info


84 days EOT due to MCO and CMCO
ii) Contractor to submit Inclement Weather Record for EOT DDSB
due to rainfall, if any

5.0 CONSTRUCTION ISSUES

5.1 Contractor’s Work Programme.

i. Contractor to submit their revised work programme and all its 21 Aug DDSB
supporting documents due to 84 days MCO EOT 2020
i. Contractor to submit editable softcopy and hardcopy of 21 Aug DDSB
revised Work Programme and 90 days Recovery Work 2020
Programme affected by MCO.

5.2 Contractor’s Method Statement of Works

i. Contractor to submit their work method statement for


Consultant’s approval before commencement of works. Info/DDSB
ii. Contractor informed that they have submitted their work
method statement for earthworks, culvert construction, STATUS DDSB
drainage works and pavement works. They also informed that QUO
they have received comments from JPW. Contractor to
amended and resubmit their method statement. Status quo as
7th August 2020.

5.3 Contractor’s Recourse Utilities Programme Machinery and Manpower

Contractor to submit their revised recourse utilities machinery and 21 Aug DDSB
manpower schedule for monitoring purposes. 2020

5.4 Survey and Setting Out Centerline/Road Reserve

i. Chairman informed that the road alignment may need to be Info/


revised. Draft design drawing have been submitted to HAPM HAPM
for approval. Contractor to hold center line survey work until
revise construction drawing issued out.

ii. Contractor brief that during the dialogue with affected land STATUS DDSB
owners, they receive complains that the center line pegging QUO
are to close to some cemetery area. Due to that complain,
contractor had carried out joint survey works with RE and
supervision team and found out some graveyard at Bedegum,
Bangkit & Sengkabang Cemetery fall inside perimeter road
boundary at approximately CH7+100, CH7+340 and at
CH16+640. However, that survey work was done using GPS
survey equipment. Contractor is advised to redo the survey
work with standard/regular survey equipment to get more
accurate survey data.
iii. The survey verification report and drawings shall be endorsed
by Licensed surveyor and submit to SO for record purpose. DDSB

iv. Setting out for ROW, bench marks, control pegs and etc shall
be carried out by a Licensed Surveyor. DDSB
5.5 Crop Counting and Compensation
I. Mr. Sagu, the Superintendent L&S Kapit Brief that:
a. They have completed the Survey work for 1st 2KM, from Info/L&S
CH12+000 to CH14+000. He also briefed that 7 out of 17
landowners blocked the contractor from doing any site
clearing works. They insisted that the land and crops must
be compensated first before work can be carried out. L&S
Kapit are in process of preparing the compensation cheque
and expected to deliver the compensation cheque within
next week.
b. The balance of 19.6KM land acquisition survey & crop
counting will be carried out by the two appointed licensed L&S
surveyors:
 Makut A - CH0+000 to CH10+700 is under Juru
Survei Konsult. They had completed the survey
work for ROW and they did discover the road
alignment encroach three graveyards. JPW to do
the realignment and submit to L&S Kapit for ROW
resurvey work. Investigation work is currently in
progress (to determine the landowner, size of
individual land and crops). L&S Kapit will notify the
Contractor once the ROW & Investigation survey
work completed.

 Makut B - CH10+700 to CH12+000 & CH14+000 to


CH21+600 is under Geosurvey Consultants. They
are unable to commence work due to the areas that
are without any control point. L&S HQ team has
mobilized to carried out survey work for
establishment of the control points and expected to
complete by October 2020. ROW & Investigation
survey work under Geosurvey Consultants
expected to completed by December 2020.

5.6 Land Acquisition & Compensation for Structures

Mr. Sagu suggest that SO needs to attend any future dialogue as Info
some landowners were reluctant to let the contractor to start work
before being compensated.

5.7 Site Clearing

i. Contractor brief that they have started the site clearing work for Info/L&S/
only a few days before being stop by the land owners. They DDSB
insisted the crop compensation must be done first before
contractor can enter their land. – Status quo as per 7th August
2020.
5.8 Shifting / Relocation of Utilities

Contractor is to inform SO/SOR of any relocation of utilities needed. Status Info


Chairman highlighted that contractor to take an extreme precaution in Quo
shifting/relocation of any local gravity pipe line.

5.9 Layout Plans

Contractor is to submit borrow pits (if any), sand material and dumping Status Info
grounds for SO approval Quo

5.10 Maintenance of Existing Roads

i. Chairman reminded the Contractor to inform SO on which Info/DDSB


route access they will use during construction. Contractor is
advised to maintain the access road during the construction
period.
ii. Chairman remind the Contractor to take photos on all the Info/DDSB
existing road and access road for record proposes.
iii. Contractor informed that they have received a letter from a STATUS RECODA/
logging company under Taan group wanted to claim QUO DDSB
maintenance fee from them for the maintenance of their
logging roads which is the only access to the site. Contractor
also informed that they wrote to RECODA on this matter.

6.1 Monthly Progress Report / Quality Control Report

Chairman inform contractor to submit hardcopy of the Monthly Info/DDSB


Progress Report and not only the softcopy. The Monthly Progress
Report should follow the new format requested by SO.

6.2 Tracking Records

7.0 ENVIRONMENT MANAGEMENT AND PROTECTION

I. Contractor to invite their EIA consultant to attend the next site DDSB
meeting.
II. Contractor informed that they have submitted the EMP to the Info
NREB for approval. Pending approval by NREB.
III. Contractor informed that their EIA consultant has carried out Info
sampling work on site for their EMR.
IV. Contractor informed that their Early Commencement of Work Info
(ECW) has been approved by NREB and has been forwarded to
JPW
V. Chairman inform that EIA report has been given to the contractor Info
on 30 June 2020

8.0 SAFETY ISSUES / TRAFFIC CONTROL PLAN

i. Chairman inform contractor to submit their HSE Plan and STATUS DDSB
HIRARC (Hazard Identification, Risk Assessment and Risk QUO
Control)
ii. Contractor informed that their DOSH registration has been Info
approved and forwarded to JPW.
iii. Contractor is required to submit Temporary Traffic Management STATUS DDSB/info
Plan for approval. Status quo as at 7 July 2020. QUO

9.0 Other Matters

9.1 Temporary Road Sign and Chainage/Culvert Markers

The chainage/culvert markers locations are subjected to SO/SOR Info


approval.

9.2 Earth Breaking Ceremony

Earth Breaking Ceremony will be informed later. Info

9.3 Project Signboard

Contractor informed that they have install 1 nos. of Project Signboard


at their Base Camp. The remaining another 1 nos. will be install at the Info
later dates.

9.4 Matters Arising (Anticipated Activities)

i. Contractor informed that they have submitted their proposed STATUS Info
Bailey Bridge supplier for approval. Contractor to submit Bailey QUO
Bridge design & material properties for approval. – Technical
discussion is on-going with design consultant as per 7th August
2020.
ii. Contractor informed that their surveyor team could not find any Info/DDSB
Temporary Benchmark (TBM) that have been installed along
the road alignment. They believe the TBM was done by private
license surveyor, Resources Surveys Services, hired by SO.
Contractor requested for that TBM data and Chairman inform
them to write in to SO.

10.0 NEXT SITE MEETING AND ADJOURNMENT OF MEETING
