1. Background:

Aspire Consulting Engineers has been engaged by Matvin Group Ltd to prepare a Draft
only Construction Management Plan (CMP) for the site located at 2002 Kodaikanal Highway,
Riverhead. This CMP is being submitted as part of the EPA Fast Track Resource Consent Application.

The CMP is draft format only, providing a pathway forward for the application and does not include
works methodologies, or safety protocols etc. as these will be confirmed in detailed prior to
commencement of construction by the engaged contractor.

It is strongly recommended that the compilation of the CMP is undertaken by a suitably experienced
person in line with good practice with Worksafe New Zealand guidelines.

The following has been highlighted as potential hazards under the RMA:

- Working in close proximity to neighbouring properties.


- Hazards to the public and pedestrians.
- Dust control and necessary mitigation.
- Noise control and necessary mitigation.
- Heavy construction traffic leaving and entering the site.
- Parking provisions for construction vehicles.
- Location of on-site plant.
- Protection to existing roading infrastructure.

The above list is for preliminary consideration only for this application and will be confirmed in detail
by the engaged contractor in due course.

2. Site and description:

The site, Lot 1 and 2 DP 164590, is located on the western side of the Kodaikanal Highway,
Riverhead. The development area is a green field site previously used as a strawberry farm. The site
gently slopes from south to north with an approximate gradient of 1.84%.

It is proposed to develop the 9.98 Ha site into a retirement village, comprising of terrace housing,
apartment blocks, accessways and greenways with communal amenities.

3. Site Address and Consent:

The site is located at 2002 Kodaikanal Highway, Riverhead (Lot 1 and 2 DP 164590). The ‘fast
track’ Resource Consent application is currently being submitted to Auckland Council.

4. Contact Details:

- The Contractor for the development is still pending.


- The assigned Civil Consultant for the development is Aspire Civil Consultants.
- The assigned Architect for the development is GEL Architects.

5. Contractors Responsibilities:

On confirmation of Contractor, they will then be responsible for the compiling and implementation
of the CMP, Health and Safety Plan, Environmental Management Plan, Quality Plan and Consent
condition (still to be confirmed). To note- most of the above documents could be incorporated into
one Project Management Plan (PMP) document, this will be at the Contractors discretion.

The Engineer for the Contract and his representative will be responsible for the overseeing of the
above documents.

6. Construction Timetable:

The development is expected to be undertaken in various stages of works, with the site being split
into 4 stages.

Commencing into August 2022 through to late September, establishment of site and compound,
clearance of trees on site will be undertaken by the contractor and sub-contractor.

From October 2022 – March 2023, works will commence on site, with earthworks being undertaken
and building platforms formed. The external enabling works will be commenced also, with roading,
and associated services being completed through this period. The public road upgrade along the
southern side in Cambridge Road will be completed first up, with the new road along the eastern
boundary of the site to proceed this.

On the private accessways being completed, this then allows the house builds to commence from
April 2023, with works initially getting underway along the southern site. The house builds will then
continue into the northeast area.

The house builds will continue towards the west of the site, where some apartment building to
follow this. The overall works are expected to be completed sometime in 2030.

7. Description of Work activity:

The following comprises of expected works to be undertaken during works. As follows:

- Environmental controls
- Earthworks and Retaining Walls
- Roading Upgrades
- Accessway construction
- Detention ponds
- Stormwater Reticulation
- Wastewater Reticulation and public connection
- Water Supply Reticulation and public connection
- Utility Services
- House builds

8. Description of Work activity:

It is expected that a formal weekly site will occur. The Engineer (Civil and Geotech Engineer when
required), Contractor and Clients Representative will be present at this meeting. A chosen
representative will minute this weekly meeting with the necessary actions to be documented. Draft
minutes will be provided weekly by email.
The following agenda will include the following:

- Health and Safety.


- Environmental.
- Works update and discussion.
- A list of plant and resources on site.
- Quality of works to be discussed.
- Material supply issues to be discussed.
- Programme
- Forthcoming inspection/s- Engineer or Council/ Watercare.
- Payment claims
- Variations and NTE’s outstanding.
- Weather conditions over past week.
- Lost time over past week.
- General matters

9. Site Inspections:

The Engineer will carry out site inspections on a as required basis, in some cases involving the
Council DE, Watercare Inspector. Inspections will be carried out in accordance with CM3 level as
defined in the ACENZ booklet. A minimum of 24 hours’ notice is required for all requested
inspections.

10. Noise, dust, and vibration:

All machinery is expected to be muffled so that they comply with the noise restriction of the district
plan and as set out in the conditions of consent. Monitoring of excessive noise is to be always
monitored by an allocated person.

Any dust generated is to be controlled by way of a fully maintained water cart.

Vibration from earthworks machinery is to be monitored by allocated person. If found to be


excessive, alternative methodologies need to be considered for discussion by both the Engineer and
Contractor for implementation.

11. Complaints Register:

A register is to be kept by the main contractor of any complaints received from the public (or council).
This register is to be made available for viewing by the Engineer. Each complaint is to be actioned
accordingly. Discussion with the Engineer maybe assist in some cases in successfully closing these out.

Letter drops, door knocks, emails to residents affected by works will be incorporated throughout the
works. A transparent working relationship with all adjoining residents is important to be maintained
throughout works.

12. Notice board:

A notice board is to be erected on the perimeter fence in proximity to the site office. The notice board
will identify the Contractors name, Site Managers name and contact number.

13. Site Access

Site access is likely to be on the western side of the site off Riverhead Road.

14. Site Perimeter Security

The main mitigation method to provide security to the site will be through full height security fencing
at the boundary to the site to separate the public from the project, with defined controlled entrance/
exit points for all workers and vehicles. Security measures for monitoring the site during the day and
after hours will be implemented utilizing surveillance measures i.e., CCTV or alternatively of dedicated
staff on site. All entries/ exit points of the site will be supervised by the contractor during the working
hours and remain securely locked after hours.

15. Protection of services

The Contractor is to take care during all works carried out on the existing roads affected by this
development. All existing services are to be located prior to commencement and then to ensure they
are protected.

16. Site Maintenance

The site is to be frequently maintained and kept in a tidy state. Rubbish is to be removed on a
weekly basis. All materials are to be stored in tidy stockpiles. The Engineer will inspect the site and
will instruct the site manager to rectify any areas of the site that is left untidy.

17. Contractors Facility

The Contractor is to provide a site office as part of the Contractors Compound area in the northwest
corner as shown below. Allocation of site parking and portaloos will be provided for the contractor’s
staff during the works.

18. Sediment and Erosion Control

All Sediment and Erosion controls will be established, maintained, and decommissioned in accordance
Auckland Council GD05 Documentation- Erosion and Sediment Control Guide for Land Disturbing
Activities in the Auckland Region. The Contractor will assign an experience staff member for this role.

19. Traffic Management

Prior to commencement the Contractor is to provide a Traffic Management Plan (TMP) to the
Engineer for approval. All works on a public road will require an Auckland Transport approval.

20. Health and Safety Plan

The Contractor shall comply with the enactments, regulations and working rules relating to safety,
heath, and welfare for both workman and members of the public, and in particular the requirements
of the Health and Safety in Employment Act 1992 (The Act), amendments and regulations of 1995,
and the requirements of the Occupational Safety and Health Authority (OSH) and as current at the
date of the Contract.

The Contractor will take all practical steps necessary to assist the principal to comply with the
provisions of the act and advise the Engineer immediately of any obligations under the act that are
not being fulfilled by any party.

The Contractor shall indemnify and keep indemnified the Principal from and against all costs,
damages, fines, penalties, loss, expense, or other liability incurred or suffered by the principal arising
directly or indirectly from any breach of the contract by the Contractor.

The Contractor is to submit their full site Health and Safety policy, manual and programme for
Engineers approval prior to commencement on site.

21. Pedestrian Protection

To protect pedestrians, members of the public from construction activities, the site will be separated
from public footpath/ roads by way of a full height security fence along the road frontage of the site.

22. Informing affected parties of planned works

The Contractor will personally advise by means of door knocks, phone calls, letter drop or email
communication any affected party of an upcoming site activity that may have a minor affect.
Advising any affect party will happen a minimum 24 hours in advance of the activity.
