1. PURPOSE
The purpose of this Method Statement is to describe the methodology involved in
general concreting works and to details out the steps to be taken in meeting the technical
standards and EHS requirements of SEMBCORP Logistic Park A in VSIP Hai Duong
Project.

2. SCOPE
This Method Statement outline the general requirements for concrete construction work
and to ensure that the entire execution stage of work is done in compliance with the
engineering standard practices, nation and local codes.

4. MACHINERY & EQUIPMENT


 Prior to using any machineries/equipment at site, it will be inspected and certified
by qualified person.
 Periodic Preventive Maintenance will be made on all equipment and machineries.
 All operators and drivers are to be equipped with valid driver's license/operator's
license or permit from concerned government agency.
 Only authorized drivers and operators are allowed to operate equipment and
machinery.
 Only authorized signalman will be assigned together with the driver or operator.
 All lifting equipments as well as its accessories such as sling wire, nylon sling,
shackles, chain blocks crane hook and latch shall be inspected periodically.

5. RESPONSIBILITIES
a) It is overall responsibility of Project Manager to organize resources prior to perform
construction activities as per project specification in compliance with the quality,
schedule & safety requirements.
b) EHS Manager will ensure coordination with Site Engineer that all
measure/construction taken shall be maintained till completion of job.
c) It is the responsibility of Construction Manager/Site Engineer that construction
activities are executed according to the relevant project specification in compliance
with the quality, schedule & safety requirements.
d) HOANG THINH will ensure that all works are performed safely according to the
attachment.
e) The relevant HOANG THINH Supervisor will ensure that the work is carried out in
accordance with this method statement and project specification.
f) The QC Inspector will ensure that the work is executed according to the requirements
of quality dossier are fulfilled.

6.1. Excavation work


6.1.1. Scope
This Method Statement covers the works related to excavation and backfilling for
foundations, buildings, substation, trenches for services and other miscellaneous foundations
as detailed on for construction drawings to ensure that the entire execution stage of work is
done in line with good engineering practices and in compliance with engineering standard
practices, nation and local codes.

6.1.4. Responsibilities

6.1.5. Procedure and Sequence


6.1.5.1 Mobilization
a) Obtain valid permit to work (PTW) and other required certificate related for the
works.
b) Prior to enter the working area, all equipment and machinery will be inspected by
safety personnel. Safety personnel shall be responsible for preparing and providing
relevant documents.
c) All machineries, equipment and material shall be entering using the designated
entrance gate.

6.1.5.2 Equipment Setting-up


a) All material, machineries and equipment shall be located at designated area.
b) Setting-up of equipment will be done by Supervisor by adhering to all safety
measurement and requirement outline.
c) Upon completion of set-up, joint inspection will be carried out to satisfy all parties
and ensure all relevant equipment/machineries shall be complied with safety rules and
regulation.

6.1.5.3 Survey
a) Prior to the work commencement, construction drawing will be reviewed to check of
its latest issuance for construction and all essential details are given. It will be
checked that the intermediate dimension agree with the overall dimension.
b) The setting-out will be made at the beginning stage of the work by referring to the
construction drawing and all reference points will be made necessary for the entire
work. This will be acquired and develop method of checking and cross-checking on
all setting-out operations. When principal lines and levels has to be set-out, it would
be advised to be the relevant persons.

6.1.5.4 Layout and Marking


a) Layout and marking will be marked using surveying equipment having a valid
calibration certificate and will be verified by QC.

6.1.5.5 Excavation by machine.


 Based on the excavation volume by machine, location of construction and technical
parameters of the machine.
 Excavator does not work near the constructed pile. The soil near the constructed pile
will be dug by manpower.
 Digging along the line, bracing with slope openings.
 With this diagram, the machine will dig lands on its path
 The volume of land excavation is relatively large. The contractor will arrange the
truck to transport the land out of the excavation scope so as not to affect total
construction site.
 During excavating, surveyor will check level of foundation
 Dewatering by pump if there is a lot of water
6.1.5.6 Digging the soil by hand.
 Manpower digging will be do the area which excavator could not carry out such as:
near constructed pile area, near the designed level, catch pit…
 When digging the last layer of soil to the design elevation, must pour lining
concrete to it to avoid erosion of the environment.

6.2. Material Specifications


6.2.1. Cement
 Cement shall conform to the requirements of the project.
 Access shall be provided to the storage facilities and delivery units for sampling
purposes.
 The Contractor may be asked to obtain and furnish to the Owner certificates from
the cement supplier showing the results of all tests and analysis of the cement to be
used in this project.

6.2.2. Concrete Aggregates


 All concrete aggregates shall be clean, hard, durable and free from deleterious
material and shall meet the requirements of the project.
 The aggregates shall consist of natural sand, gravel or crushed stone reviewed by
the Engineer that meets the requirements from gradation strength and durability.
 The Engineer will examine the aggregates proposed for use in concrete. Preliminary
review will not constitute general acceptance of all material in the deposit or source
of supply.
 Any aggregates that do not meet the requirements of the specifications will be
rejected.

6.2.3. Coarse Aggregate


 The coarse aggregate particles shall be proportion of flat and elongated particles in a
representative sample.

6.2.4. Water
 Water used in mixing and curing concrete shall be fresh, clean, potable and free
from injurious amounts of oil, acid, alkali, organic matter or other deleterious
substances.
 Adequate water storage facilities shall be provided by the Contractor to ensure that
placing and curing operations are not interrupted.
 Water additions to the concrete other than the required batching water shall not be
made.
6.2.5. Admixture
 Admixtures for concrete shall conform to TCVN and project technical requirements
 All concrete supplied by the Contractor shall contain the admixtures as required by
these specifications.
 A water reducing admixture or plasticizing agent shall be incorporated into the
concrete mix using methods and proportions as recommended by the manufacturer.
6.2.6. Proportioning of Concrete
 Proportions of all materials used for the manufacture of concrete will be controlled
in accordance with the requirements of the project.
 All materials used in the manufacture of concrete shall be measured by weight
except the liquid admixtures as required which shall be measured by volume.
 The water content of all concrete mixtures shall be the minimum necessary to
adequately place the concrete with systematic and uniform internal vibration.

6.2.7. Manufacture of Concrete


 The Contractor shall use a batching plant, which can produce concrete continuously
at a rate that will complete the works within the required time.
 All equipment producing concrete shall be kept clean of hardened cement and
concrete.
 The plant shall include provisions to facilitate the inspection of all operations at all
times.
 Proof of accurate calibration of the scales shall be given to the Engineer when
requested.
 The mixers shall be capable of combining the materials into a uniform mixture and
discharging the mixture without segregation

6.3. Setting-out
The site is to ensure that the instruments such as level and total station used in
setting-out has a valid calibration certificate and checks are made at site to ensure that
these instruments are in a good working order.

6.4. Forms/ Shuttering


 Forms shall be made of steel or heavy waterproof plywood. Forms shall conform to
the shapes, lines and dimensions of the structure according to the drawings. It shall
be substantial, rigid and unyielding.
 Forms shall be so designed, ties and supported so that they will not deflect or bulge
during placement and compaction of the concrete. It shall be sufficiently tight to
prevent loss of mortar.
 Forms for successive lifts on adjacent parts of the structure shall be so arranged that
a continuous, uniform and harmonious texture of the concrete surface results.
 Fabricated forms will be erected on 3 sides and adequately supported using steel
props and bolts/clamps.
 The verticality, line and levels of the erected forms shall be checked by the
formworks Foreman in first instance and subsequently by the Site Engineer and
Surveyor.
 The last side of forms will be erected after the completion on fixing of all inserts
and cleaning.
 Before concrete is placed within the forms, the accumulated dust and debris shall be
removed from the forms are removed there shall be no metal within 80mm of any
concrete surface.
 In general, chamfer strips of 25mm in dimension shall be provided at all exposed
corners and edges unless otherwise shown in the drawings and except for joint
justification.
 Inspection of Forms:
The Subcontractor will notify the Contractor in writing in sufficient time to
permit a thorough inspection of the forms, form bracing, reinforcing steel and
embedded parts that they are ready for inspection.
No concrete shall be mixed or placed until this inspection is completed and
concrete control, placement authorization slips have been signed and given to
the Subcontractor by the Contractor.
Inspection for shuttering will be carried-out and inspection findings will be
recorded in respective quality forms as detailed in the Inspection and Test Plan
of concrete works.
Walkway platforms for inspection and erection shall be provided.

6.5. Reinforcement Fixing


 Reinforcement is fixed in accordance with the drawings. The fixing of
reinforcement and formwork activities may be carried-out in parallel or alternatively
the sequence can be interchanged and adequate supports are provided to avoid any
movement of reinforcement during the concreting operations.
 Adequate spacer blocks are provided to ensure that uniform cover is maintained
between concrete and reinforcement.
 All relevant mill test certificate of the reinforcement will be checked.

6.6. Fixing of Cable Entry Ducts


 The cable entry ducts are placed at places indicated in the drawing and in
accordance with the levels.
 All ducts are secured firmly to the reinforcement to avoid any movements during
the concreting works.

6.7. Fixing of Inserts


 Inserts are fixed in a position in accordance with the drawings and checked for its
line and level.
 The position and levels of bolts and pockets are thoroughly checked by the Site
Engineer and then the inserts are welded to the reinforcement to prevent any
movement during the concreting works. Adequate supports are given to the inserts
to avoid any lateral/vertical movements. Care shall be taken to ensure that no
shuttering props are in direct contact with the inserts.

6.8. Cleaning and Final Fixing of the Last Side of Shutter


After completion of initial fixation and checking, a thorough clean-up of the
area will be carried-out to ensure that no foreign particles are left inside the block and
last side of the shutter is erected and supported.

6.9. Inspection and Approval of Quality Documents


 Prior to the actual concreting, the works shall be first inspected thoroughly by the
Subcontractor Site Engineer followed by QA/QC Engineer and then a request for
inspection made to Contractor and Owner for final checking.
 Necessary quality documents will be signed by Owner/Contractor/Subcontractor as
per the approved Site ITP.

6.10. Concreting
Subcontractor Site Engineer along with the Site QA/QC Engineer and Site
Foreman will carry-out the following checks to ensure smooth concreting operations.
Adequacy on number of vibrator units including back-ups and conditions.
Adequacy of cube moulds and its conditions.
Availability of slump cones and tamping rod.
Adequacy of lights.
Availability of concrete thermometer.
Adequacy of polythene sheets and other required coverings
Proper scaffolding with all clear access for the movement of personnel.
 Designated access routes for concrete supply will be prepared and traffic control
measures implemented. The proper access must be organized to enable a continuous
transportation of the concrete during the entire period of pouring so that the required
temperature of concrete pour will be maintained.
 Concrete batching plant capacity and numbers of delivery trucks will be planned to
maintain a continuous supply of concrete and minimize temperature differentials
occurred within the concrete mass during pour.
 A sufficient length long boom concrete pump will be used to pump the concrete.
Whilst second pump will be on stand-by if required.
 Prior to actual concreting works, the area is fully wetted by water, however, it
should ensure that no standing water remains inside.
 Dedicated personnel will be deployed to check for any possible movement of
shutters or bolts.
 Dedicated personnel will be deployed to check compliance to the concrete from
each truck for its suitability of meeting specification i.e. temperature, slump and
cubes shall be taken as required (QA/QC Engineer) Any of trucks not complying to
specification shall be rejected
 The following guidelines shall be followed:
Concrete slump shall be:
As per approved mix design Concrete temperature shall be: ≤ 32ºC
Sampling from truck shall be as advised by the Engineer/as per site
inspection and test plan.

 Sequence of Concreting:
Ready-mix concrete of grade as per the approved mix design shall be used.
Spacer blocks used shall be of the same grade of structural concrete.
Dedicated team of personnel will be deployed to pour and compact the

concrete adequately.
Sufficient number of vibrators will be used continuously and backups will be
kept at site to meet eventuality.
Vibrating of the concrete shall be carried-out by experienced personnel and
under supervision of the Engineer to ensure that no segregation of the concrete
due to over vibration.
Concreting will be carried out on a continuous horizontal layers up to
maximum height of 2.4 meters for one day and maximum height of 5 meters
for wall. In case for Steam Turbine, every pedestal one time casting will be
carried out.
Maximum drop height of concrete shall not be more than 1.50 meters to avoid
segregation.
Care shall be taken to protect the concrete from any possible dust or rain.
Polyethylene sheets or other required covering materials will be kept ready to
cover the finished concrete
After the completion of concreting works a thorough checks on the shutters
and the inserts shall be carried-out to check its integrity and levels.
 Time Between Mixing and Placing:
Concrete which has not been placed during the time specified shall be wasted
unless its use is accepted by the Engineer.
 Transporting and Placing:
 Concrete shall be placed only in the presence of the Engineer.
 All regular concrete shall be transported and placed as follows:
All equipment for transporting and placing concrete shall be adequate to
maintain a continuous supply of fresh concrete at the forms and shall be kept
clean of hardened concrete.
In order to minimize lateral movement of the concrete in the forms, the points
of deposition of the concrete shall not be greater than 2m apart.
Concrete shall be delivered to site and placed within the lower half of the
specified slump range. No water shall be added after the initial introduction of
the mixing water for the batch except at the start of discharge, when the
measured slump is less than the minimum of the specified range and no more
than 90 minutes have elapsed from the time of batching to the start of
discharge.
 Pumped concrete shall be placed by pumping in accordance with recommendations
contained in ACI Standard 304 2R, Placing Concrete by Pumping Methods.
 Compaction
 Applications of the vibrators shall be made systematically and at such intervals that
the zones of influence overlap.

 A vibrator shall not be applied at any point longer than necessary to effect proper
compaction, in order to prevent segregation and loss of entrained air.
 Immersion type vibrators shall be inserted vertically so as to penetrate the concrete
in the upper portion of the underlying layer.
 A vibrator shall be withdrawn slowly after each insertion to facilitate the removal of
entrapped air bubbles.
 A vibrator shall not be inserted into lower layers where the final set has occurred.
 For lock wall concreting, where each monolith is divided into vertical panels by
dummy joints, It shall use one vibrator for each panel, and shall also have a
minimum of two vibrators on standby for each placement.
 Field Tests
 Standard test cylinders will be 150mm in diameter by 300mm high and will be
made representative concrete as it is being introduced into the forms.
 A designated necessary facilities shall be provided for taking the samples.
 The job cured cylinders will be placed in the work area in such a manner that they
will be subjected to the same conditions of curing as the concrete in the work.
 It shall be ensure that the specimens are not disturbed by the personnel working on
the site during the curing period.

6.11. Curing
 Freshly placed concrete shall be protected from drying and extremes of temperature.
After it has hardened sufficiently to prevent damage thereby, suitable and adequate
protection shall be provided during the curing period against damage from shock
and impact, exposure to undesirable weather conditions including extremes of
temperatures and loss of moisture.
 The exposed surfaces of freshly placed concrete shall be kept in continuously moist
condition for a period of at least 7 days by the use of absorbent mats or burlap
which shall be wetted down as required to keep them in a continuously moist
condition for the duration of the curing period. To assist in maintaining the moist
conditions, adequate impervious sheets such as plastic film or its equivalent shall be
used as cover.
 Immediately upon the removal of the side forms, absorbent mats or burlap shall be
draped down the sides a sufficient distance to completely cover the exposed
surfaces and kept in a continuously moist condition for the required curing period.
 In order to control the cracking the following measure shall be applied:
Immediately upon the completion of the concrete the top surface shall be
covered with Polythene Sheet with joints overlapping 50mm and sealed
properly to prevent evaporation of water from the concrete.
Subsequently the above area shall be covered with absorbent mats or burlap

for minimum of 7 days or curing compound shall be applied.


In case of blinding concrete the concrete curing shall be for one day.
Then the entire area is flooded with water to prevent evaporation loss.
Where the concrete protective coating is applicable the area shall be cleaned
thoroughly and protective coating shall be applied in accordance with the
approved coating specification.
6.12. Removal of Forms
 Care shall be taken to ensure that during removal of form operations concrete edges
are protected from any possible chipping off.
 All embedded parts be cleaned thoroughly and made free from dust, cement and
slurry and covered with temporary protections.
 For easy de-shuttering the shutter surface in contact with concrete shall be treated
with a coat of demoulding oil.
 Minimum time allowed before deshuttering is 12 hours.

6.13. Horizontal Construction Joint


 Construction joints, other than those shown on the drawings shall be as reviewed by
the Engineer.
 Horizontal construction joints shall be continuous throughout the structure and shall
be re-vibrated within 1 to 3 hours after the initial placement of concrete to provide a
uniform level surface.
 The showing edge of construction joints shall be brought to a neat line by the use of
chamfer strips when forming.
 Concrete shall not be deposited upon a prepared joint until all free water has been
removed from the surface.

6.14. Joint Rustication


 Unless otherwise directed, all horizontal and vertical construction joints and
contraction joints shall be rusticated by the use of 25mm chamfer strips installed on
the formwork.
 The chamfer strips shall consist of the same material as that used in the forms.
 The chamfer strips shall be so installed as to leave a neat regular groove in the
concrete at all construction joints, along the vertical showing edge of contraction
joints and at all exposed corners and edges of the concrete.
 When the chamfer strips are fabricated, care shall be taken to ensure that all strips
are equal in cross-section so that the ends of the strips can be matched during
installation.

 When wooden strips are used, the forming face shall be oiled and shall be free from
warps, knots or slivers that would otherwise defect the concrete surface.
 The strips shall be carefully installed true to line and grade.
 When used to form the showing edge of construction joints or at the top edges of
pours, the concrete shall be placed even with the top of the strip to provide a formed
groove with the same dimensions as that of the strip.
 To avoid inclusion of dust and debris beneath chamfer strips located at construction
joints, the strips at the bottom of the form shall not be positioned until the joint
surface has been washed or blown clean of all debris.

6.15. Water Stops


 Water stops shall be supplied and installed according to the drawings.
 Water stops shall be moulded or extruded in such a manner that all cross-sections
will be dense, homogeneous and free from porosity and other imperfections.
 The section shall be uniform and symmetrical throughout.
 PVC water stops shall be installed in their locations prior to concrete being placed.
It shall be undamaged and shall be capable of fulfilling the requirements.
 If requested by the Owner, the Contractor shall supply for testing purposes, one 1m
length of the type of moulded water stop for which review is requested.
 It is essential that splices be made in such a manner as to ensure the following:
The material shall not be damaged by heat sealing or by the application of
cementing materials.
Except in the case of water stops of different sections, the ribs on the splice
pieces shall match perfectly. This shall require mitre cutting at corners.
 During concreting, special care shall be taken to keep water stops in their intended
position, and to place concrete so as to fill in evenly around the water stops.

6.16. Joint Filler


 Joint filler shall be provided according to the drawings.
 Joint filler shall, where possible, be nailed to the forms with the nail heads
protruding from the surface to provide a bond into the concrete.

6.17. Joint Sealant


 The joints shall be sealed according to the drawings.
 The sealant shall be a one component, permanently flexible polyurethane base
elastomeric sealant, gray in color such as Sikaflex
 The sealant shall retain elasticity and durability over a temperature range of -40ºC

to +65ºC. 6.16.4 No application of sealant shall be made until:


The concrete is fully cured.
The surface of the concrete to which the sealant will be applied is sandblasted
to remove friable material and cleaned by means of a compressed air jet.
 The sealant shall be applied in strict accordance with the manufacturer's
instructions.

6.18. Surface Finish, General


 The formed surface of concrete shall be true, sound, smooth and free from defects
except as otherwise noted.
 Immediately upon the removal of forms, the surface shall be inspected, repaired and
finished as specified.
 The surface of the concrete to be finished shall be thoroughly saturated with water
and maintained wet for at least one hour before finishing operations are begun.
 Surfaces that have been improperly filled improperly cured or otherwise damaged
due to the failure to observe the procedures shall be repaired.
 No material shall remain on the surface of the concrete except within the voids.
 The surface shall be maintained in a damp condition by means of burlap sacking or
other absorbent material for a period of 72 hours after finishing.
 The sand and cement used in the mortar shall be the same as that used in the
concrete.
 To determine the exact proportions, trial batched in which the percentage of
replacement is varied shall be made, allowed to set and compared with the surface
of the concrete to be sack rubbed.
 Exposed unformed surfaces shall be screed and floated to an even dense surface,
free from projecting stone, high spots and depression.
 In the event that finishes are not specified or given on the drawings, the finish to be
used shall be that specified for similar surfaces as determined by the Engineer.
 Formed and unformed surfaces shall be given finishes unless otherwise specified or
indicated on the drawings.
 All finished works shall be free from all defects which will impair its appearance,
strength, impermeability and durability. Defective or inferior shall be removed and
replaced or restored to the satisfaction of the Engineer.

6.19. Treatment of Chipped Concrete Surfaces


 The exposed surfaces of all chipped concrete recesses and surfaces which will be
left exposed after the existing concrete has been removed shall either be formed and
backfilled with concrete.

 Where pargeting of the exposed concrete surfaces to match the surrounding surface
is required, according to the drawings or as directed by the Engineer, this shall be
carried out as directed by the Engineer.

7. INSPECTION AND TESTING


The Site Inspection and Test Plan (ITP) for this work summarizes various
characteristics to be checked. The concerned Site Engineer/ Foreman will be
responsible to ensure stage wise compliance for these operation and the Site QA/QC
Engineer/Inspector will carry-out quality control checks and report the inspection
results.

8. ENVIRONMENT, HEALTH AND SAFETY (EHS)


8.1. Responsibilities and Instructions
 PM/EHSS Officer shall ensure that all work is undertaken in accordance with the
specified work scope.
 Safety training should be conducted to all personnel assigned at site prior to
commence any work.
 All personnel should know the locations of fire extinguishers, communications,
manual alarms & ESD points.
 All personnel should be aware of assembly points, escape routes, emergency contact
numbers.
 Personal Protective Equipment (PPE) shall be worn at all times.
 Good housekeeping shall be observed in work areas.
 Construction wastes shall be segregated and disposed to an approved dump yard
area.
 Keep non-essential workers clear of machinery whilst it is in operation.
 Proper inspection of all equipment prior to use to avoid leakage and equipment
failure.
 Permit to work shall be obtained appropriately for the type of work and location.
 All vehicles must comply and observed speed limit of 10km/h on site.
 Excavation and delivery of materials are prohibited during heavy rains.
 Adequate lighting equipment when working night time.
 Ensure all workers and equipment working overtime are properly accounted and
obtained permit/approval from HOANG THINH EHS Manager prior to carry-on
works. Regular working time is from 7:30 am ~ 5:30 pm.
 Periodic refresher trainings, tool box talk and audit shall be conducted.

8.2. Safety (PPE)


 Personal Protective Equipment (PPE) will be issued to all workers such as safety
shoes, hard hat, working gloves, earplug, safety goggles, reflective vest and safety
harness for workers who will be assigned in elevated places 1.6m and above.
 Wearing of the basic PPE will be enforced fully.
 All new recruits will undergo proper orientation and safety induction before they
could deployed at site for work.
8.3. First Aid Facilities
 First aid facility is always made available during working hours by a qualified first
aiders.
