INTRODUCTION
GENERAL

This is a Procure and Construct (PC) Contract. Work shall be execute within the Scope of Work in
compliance with the Contract documents.

The Work includes the furnishing of all plant, labor, materials, supervision, tools, equipment, technical
services and temporary works required for completion of the Work in accordance with all the terms
and conditions of Contract including all specifications and drawings.

The Contractor shall be responsible for performing a pre-condition survey of all existing works, which
are expected to be affected by the activities of this Contract, prior to commencing his work. This
Work shall include recording of existing conditions on drawings with submission of same in the form
of a report to the [Authority] prior to the commencement of such affected work.

The Contractor shall be required to work' in the vicinity of areas already developed and inhabited. The
roads and utility systems in these vicinity areas are operational and will remain in operation during
the period of performance of this Contract. Contractor will ensure that no (or bare minimum)
disruption is caused to the normal civic activity and operation of utilities and services during the
performance of Work under this Contract.

The Contractor shall be responsible to connect the utility systems constructed under this Contract
with the outside existing system, and to make required modifications in the existing systems to
provide fully integrated and functional systems.
The area outside the limit of Work affected by Contract activities shall be kept clean at all times. The
Work shall include all testing of the supplied materials at factories, testing all the Works at the Site,
systems testing, commissioning and monitoring as required. All Works shall be performed in
accordance with the applicable [Authority] Guidelines specified and listed in Part 2 of the Attachment
"D", and all addenda thereto.

The Contractor is entirely responsible for ordering and procuring materials from the details and
information shown on the Contract drawings, Specifications, and [Authority] approved Contractors
shop drawings.

The Contractor is entirely responsible for pre-commissioning start-up and initial operation tests.

SYNOPSIS OF CONTRACT
1.0 GENERAL
Shared services network for the plascim region for plots No. (11 and 13) in Jubail region 2,
Phase 3 in Jubail Industrial City, the contract blueprints include the works described in this
Supplement.
Description of the facility:
The contract site is located in Al-Jubail 2, Phase 3, Al-Blaskim Region, plots (11 and 13).
Description of the contract:
The scope of work for this contract includes the supply and construction of the following additional
benefits in the plots of land (11 and 13):
In the plasque area:
1. Enhancing the storage and distribution of firefighting water. -
2. Medium pressure steam network (-25 bar), (for pipes only without steam generation).
3. T and the capacity of the cooling network with sea water for plot No. 11.
4. Expansion of the industrial wastewater network for plot No. 11.
5. Expansion of the pipeline corridor (horizontal girders, railings and inflection
structures) of the pipeline corridor current to the interfaces of the individual plots
through the existing ferries below the roads of the Plasque Zone.
6. Signs and connections of additional utilities to facilities to facilitate connection and
operation of conductivity for investors.
7. Addition of two grids (-2) of 25 megavolt-ampere circuit electric power in plot No. 13,
It derives its electrical energy from Electric Power Substation No. 4 and uses the right
of way Existing ducts and ducts installed in accordance with Contract No. (137A-03).
* Civil/construction works
Building of electrical equipment, safes, lighting fixtures, switchgear foundations, canopy and
foundations
Pump, horizontal supports for concrete pipes, pipeline corridor expansion, access roads to reservoirs,
ducts, manhole valves for the communication network, And the lifting station and the foundations of
the isolation switch in the plots of land (11 and 13). Pipeline corridor expansion (horizontal girders
and bending installations) of the pipeline corridor. The current to the interfaces of the individual plots
through the existing ferries under the roads of the plasque area.
* Mechanical works
Enhancing the storage and distribution of firefighting water Check the capacity of the existing drinking
water network and reinforce the network to provide the required rate of flow Fire extinguishing water
for the investor in his facilities in the event of a fire. To strengthen the network, it is suggested Water
tanks with a volume of (3200 cubic meters for three sites) as well as pumping systems for each site

Building services (heating, ventilation and air conditioning network, plumbing network and
suppression network fire) for the electrical equipment building. T and capacity of the industrial
wastewater network in plot No. 11 Installing an industrial wastewater network on the eastern side of
plot No. 11, to provide
Entry routes for investors, which include a manhole and an additional lifting station to deliver water
Industrial drainage to the existing network. Medium pressure steam network (25 bar), (for pipes only,
without steam generation) Installing a steam/condensing network dedicated to plots (11 and 13), to
supply supply pipes Steam and return condensation, allowing the investor to connect with the steam

Telecommunication network
Connection of the telecommunication service provider in plot No. 13 The terminals will be used to
distribute the existing optical fibers (FDT-31-01) with the cable the current single-mode optical fiber
and current telecommunications channel duct to provide service connections of additional
telecommunication benefits to the existing plots specified so that the investing contractor does not
have to extend telecommunication services beyond the line own property. It will provide branch
connections and duct connections for the new investor's existing communications channels to
provide communications services to these identified new investors. There are no modifications to the
arrangements of the investors served by the terminals to distribute Optical fiber (FDT-32-01), and
only two (2) sub connections were added with a conduit their own channels, because they were not
included in previous contracts. Regarding plot number 11, there are no amendments to the investor
arrangements. T and capacity of the industrial wastewater network for plot No. 11 It will use single-
mode fiber optic cable and telecommunication cable duct to provide telecommunication connections
to the auxiliary lift station that It was added in plot No. 11 to connect the new lifting station to the
control room of Annexes for the current wastewater treatment plant No. 9. Regarding plot No. 13, no
new lifting station has been added. The new drinking water network for plots (11 and 13) A new fiber
optic cable will be added with the use of the telecommunications cable duct to enable a utility
company to conduct remote control and monitoring of drinking water pumping stations. It will
provide auxiliary connections and connections to the ducts of the existing communication channels of
the pumping stations to provide telecommunication services for these new pumping pumps. T and
capacity of the seawater cooling network for plot No. 11 The current telecommunications network
that provided for cooling by sea water for Jubail-2 Listed based on additional fiber optic cabling
system running parallel between lines
Sea water cooling tubes. The network connects all valve chambers, external stations, Instrumentation

2.0 MANPOWER REQUIREMENT


Bidder is advised that the [Authority]’s minimum manpower requirement for this Contract is 3800
man-months with a peak workforce of 280 men.

3.0 DURATION OF CONTRACT


The duration of contract is two hundred (200) weeks after Notice to Proceed.

Site clearing: – KWC will be do site in a clear condition. It involves the removal of trees, demolishing
any unwanted structure, removing any and all old underground infrastructure, and any other
obstacles that might affect the construction process in the future or hinder the project to be done.

Site Surveying: – KWC surveyor will survey the site and line out exactly where the structure or
pipeline project is to be built. The Surveying process is not an option it is a requirement for most
zoning and permitting processes. Surveying is the translation of our set of construction plans into a
physical representation on the project site.
The surveyor will locate the boundaries of the structure to be built and is denoted with physical
markers, usually a lathe, pin, or survey stake in a horizontal position. However, the surveyor’s marks
are also communication to us as to the actual elevation and the required cut or fill necessary to obtain
the design elevation. It also includes the checking of improvements and temporary construction items
placed to construct those improvements. We will use the surveyor’s marks to verify the horizontal
and vertical location to the construction plans.

Site Plan Design: - KWC will make site plan will show newly developed access roads for
construction vehicles and temporary storage areas for supplies to be delivered. The site plan will also
depict where the building should be after it is built. Unlike other steps taken in site preparation, the
site plan is updated in the field and revisions are carried out in office by consultants.

Site investigation
KWC will conduct a Geotechnical site investigation performance in order to characterize soil, rock and
groundwater condition of the proposed site. A geotechnical site investigation is the process of
collecting information and evaluating the conditions of the site for the purpose of designing and
constructing the foundation for a structure, such as a chambers, manholes, pipeline and roads.

2. Excavation Methodes
 Mark layout of the pipeline and obtain approval from the RC representative. Protect
sides of trenches to be excavated.
 Start excavation works (Using manual labor or an excavator machine). Ensure that the
width does not exceed the maximum specified.
 Use a leveling instrument to make depth markings all along the length of the
excavation. In certain situations, it may not be practical to use a leveling instrument in
a plumbing or sewerage installation. In such cases, a tube level could be used.
 Allow for deeper excavations to accommodate the PCC base of inspection chambers
and at collars/joints of pipes.
 Additional care should be exercised for excavations deeper than 1.5m, especially in
loose soils. Arrangements should be made for shoring the sides of trenches.
 Care should be taken that excess excavations are always avoided. If in doubt, excavate
less and take out the extra depth in the next stage. Filled in soil invariably settles
taking the pipe with it, disturbing alignments.
 Will ensure that excavated earth is always stored away from the edge of the trench.

This Method Statement describes a proper work procedure shall be carried out during the excavation
stage as per specification and contract drawings.

Site Preparation
Existing Services – KWC construction team would conduct an investigation and acquire
information about site services that might have been placed/embedded below the ground. Services,
wherever found shall be rerouted and protected to place will not affect site activities.
Setting out – KWC surveyor would conduct the site survey to mark/stake-out the lines and levels of
the objective excavation for foundations as indicated in the approved drawing.
Excavation
 The area to be excavated shall be properly marked and clear before starting the

works.
 The depth of excavation shall be periodically checked by a surveyor to avoid over-
excavation.
 the bank of the excavated area shall be sloped 30 degrees and shall be maintained to
avoid a collapse of the bank into the excavated area.
 All excavated material shall be kept a minimum of 1.0 meter from the edge of
excavation or shall be stockpiled to the area designated by the Engineer.
 For all excavation activities, adequate safety barriers, signboards, advance warning
signs would be used.
 For foundation, as soon as the excavation reaches the required depth/elevation the
surface shall be leveled and shall be compacted to 95 % of maximum dry density or
MDD.
 Before the compaction starts, it shall make sure that the excavated level is free from
standing water or excessive moisture content.
 Inspection would be conducted during compaction for checking and approval of the
Engineer.
 The compaction test report shall be submitted to the Engineer for approval prior to
proceeding to succeeding work.
 Anti-termite treatment would be conducted prior to start blinding works but make
sure the anti-termite material is approved by the Engineer.
Backfilling work.
 After completion of the compaction under blinding, tie beams and ground slab.
Backfilling shall commence using similar excavated material. Care shall be taken to
remove bolder, vegetations and any other deleterious materials.
 But prior to backfilling, the compacted surface shall be accepted by the Engineer.
 The thickness of the backfill shall not be greater than 300mm.
 The sub-grade once approved, the excavated materials or any material source
approved by the Engineer shall be placed in layers not more than 300 mm thick
followed by compaction test when the surface level is ready.
 In-situ dry density test (compaction test) shall be performed at the rate indicated in
the specification.
 Backfilling followed with compaction shall continue till the final level is achieved.
Safety
 All works shall comply with safety procedure or instruction as set in out in project
Safety Plan and Municipality rules and regulation.
 Basic Personal Protective Equipment (PPE) shall be worn by all staff or laborers.
 Trained operator or banks man shall be engaged to control or operate heavy
equipment machines.
3. Shoring and Dewatering System
It is dangerous and illegal to have anyone working in a trench that’s over 5 feet deep unless
the trench is protected with some kind of deterrent. Of course, the danger of collapse varies
with the soil type. Some cemented soil quiet stable. But it’s wise to consider all trench walls
over 5 feet high to be dangerous.
The easiest way to protect against cave-ins is to slope the trench walls. Below picture shows
the angle of repose of several common soil types. This is the maximum angle at which friction
holds the soil stable. But don’t rely on a chart to tell you when soil is safe. There are other

factors to consider:
 Damp or saturated soil is much less stable than dry earth
 Changing soil conditions can make a trench wall unsafe. A vertical trench wall may
be quite safe when dug in cemented gravel. But if you run into a pocket of loose
sand or heavy loam, the wall becomes dangerous.
 Earth that’s disturbed can become unstable. For example, equipment digging
another trench or nearby vibratory compaction equipment may make your
digging area unstable.
 Pilling spoil near the edge of the ditch can make the trench walls unstable.

Dewatering & Shoring


The natural geographic structure of Saudi Arabia, especially the areas in
its sea-side cities and suburbs, often leaves high level water presence in
the excavated areas of construction sites, which is problem which is to
be solved most efficiently in minimum time possible.

KWC is capable to that, as and when the necessity arises for dewatering
at such areas. Our specialized personnel and latest equipment’s are viable to the demand of
situation to execute efficiently the works of excavation, different side
support systems, piling and dewatering systems with single and
multistage pumping ground water even from a depth of 10m. Some
sites were about 90m x 70m with 8m deep. Midst of a populous city or
a sea-side with chemically aggressive ground water, our dewatering and
shoring divisions are willing to take up the challenge and do it our
customer satisfaction.

5. Concrete Works Method Statement
This civil works method statement details general procedures for concrete works at any kind of
project. This method statement for concrete works applies to all concrete work of permanent
structure except lean concrete to be used as a structural fill and backfill. The normal sequence of
concrete works is:
 Curing
 Bituminous Protective Painting
 Backfilling
 Blockwork
 Finishes
Project Manager has the overall responsibility for the implementation of this method statement and
shall well ensure that the approved Supplier for Ready Mix Concrete/Independent Testing Agency and
Sub-Contractors as well other team members are aware of the requirements of the method
statement.
Project Manager is responsible to coordinate with the company PRO and the local bodies for
obtaining necessary and essential work permits if any, for proceeding with the works.

Construction Manager / Project Engineer will ensure that the Resources are available to carry out the
works as scheduled. Project Engineer/Site Engineer is responsible to carry out the works as per
approved Shop Drawings, Method Statements.
Site Engineer / Supervisor is responsible to ensure that the work has been carried out as per
specifications & drawings and inspections are done as per contract.
Surveyor / Site Engineer / Supervisor is responsible for Setting out the area and measuring,
monitoring and controlling the lines and levels.
QA / QC Engineer / QC inspector is responsible to ensure that the work performed in compliance with
the approved method statement & other applicable requirements.
Safety Officer is responsible to ensure that all safety precautions are in place and that the personnel
onsite possess the necessary and essential PPE. He is also responsible to ensure that essential work
permits are available prior to the commencement of the concrete and any other construction works.

Quality Requirements
The works will be performed as mentioned in this procedure and the quality assurance requirements
shall be consistent with the relevant sections of Quality System Procedure Manual as well with the
Project Quality Plan.
Quality Control and Tests for concrete will be as per contract specification. Testing laboratory shall be
approved by the RC engineer.

Material Requirements
The materials and material manufacturer (Ready Mix Concrete Supplier) covered by this procedure
shall be approved by Engineer prior to the commencement of concreting works in the project
Composition of concrete will comply with that specified in the approved Mix Design. Batching, mixing
and delivering of concrete will be performed in accordance with the trial mix approved by the
Engineer for the supply of Ready-Mix Concrete.
Site Engineer / Supervisor has the responsibility of maintaining communication between the point of
placement the concrete batch plant and with the approved Concrete Testing Laboratory.
Cement for the concrete works will conform to the specifications for materials.
Aggregate grading will conform to applicable specifications. Testing shall be carried out as per
relevant requirements of project specifications. Water shall conform to specification and source of
construction water to be approved by the RC.
Concrete admixture for use in concrete will be approved by the engineer and shall be as per the
requirements of project specifications.

Method Statement for Concrete Works


Formwork
Form works shall be designed and constructed in accordance with applicable codes with in the
specified tolerances to the shape, lines, and dimension required by the design drawings(s).

Forms shall be coated with approved mold oil or release agent.


Form exposed corners to produce smooth, square, solid unbroken lines. Provide chamfers (20 mm x
20 mm) for surfaces where indicated on drawings.
For slab work, Shore / support shall be provided for floor directly under slab being placed so that
loads from construction above will safely transfer directly to these shores.
Form work shall be struck without damaging, disturbing, or over loading the structure. The minimum
periods for striking form work shall be as agreed with Engineer based on the compressive strength
results on test cubes. Calculations for form work shall be submitted for consultant approval.

Reinforcing Steel works


Steel reinforcement bars to be used onsite shall be from approved source only
Cut and bend steel supplier shall be approved by the Engineer.
Rebar work shall be performed in accordance with the relevant specifications, drawings and as per
the bar bending schedule. Binding of rebar shall be done using annealed wire of 1.6 mm dia.(16gauge)
The concrete cover to the reinforcement shall be as per
approved drawings.

Covers blocks shall be of concrete and of class same as


that of the structure.

Fabric reinforcement shall be of approved type


complying with BS4483.

Welded wire fabric shall be lapped for a minimum length


of 300mm including one full mesh for deformed wire
fabric and two full meshes with50mm overlap for plain
wire fabric. Offset elapsing adjacent width stop event continuous laps.
The lap length of rebar shall be asper drawings/specifications.

Rebar and fabric reinforcement shall be stored under cover on timber or concrete blocks at a
minimum height of 300 mm above ground.

Reinforcement shall be securely fixed in position within a dimensional tolerance of 20 mm in any


direction parallel to a concrete face and within a tolerance of 5mm at right angles to a face, provided
that cover is not thereby decreased bee low the minimum specified or otherwise as shown on
drawings.
Copy of mill certificate of the consignment shall be attached to material delivery inspection report
and submitted to engineer for approval upon receipt of rebar at site.

Embeded Items
Anchor bolts, Pipe sleeves, Conduits for electrical works, drains, curb and trench angles and other
inserts as shown on the design drawings shall be placed, secured, and protected during placement of
concrete.
Engineers of relevant discipline from the Sub-contractor side shall check installation of embedment.

Construction Joints
Construction joints shall be located as shown on the design drawings. If not shown on the design
drawings, construction joints shall be prepared in accordance with the design document
requirements. Construction joint schedule shall be approved prior to start of work.
Vertical Joints shall be formed by means of rigid, grout tight side forms or stop ends designed to
accommodate projecting reinforcement & horizontal joints shall be level.
The surfaces of the joints shall be thoroughly roughened, cleaned off all loose and foreign matter and
laitance, washed & saturated with water.
Before concreting joints shall be treated with cement grout or sand and cement grout mixed in the
same proportions as that in concrete. Bonding agent (if in structed by the engineer) shall be applied
as per manufacturer recommendations.
The placing of concrete shall be carried out continuously from joint to joint. The face edges of all
joints, which are exposed to view, shall be carefully finished true to line and elevation.
Approved water stops shall be provided in construction joints in concrete designed to contain liquids
and where indicated on the drawings.

Isolation joints in slabs on grade at all points of contact between slabs on grade and interior column
pedestals and grade beams and else whereas indicated.
Control joints shall be formed in fresh concrete by either saw cutting or by forming. Depth of joint
shall be¼ slab thickness, unless indicated on drawings.
Sliding joints shall be provided, where indicated on drawings, with a preformed slip membrane to
ensure positive separation of concrete surfaces.

Preparation for Concrete Placement


Areas to be placed with concrete shall be maintained in clean condition, free form trash, debris, sand
and other foreign matters.
In hot weather conditions, area to be placed with concrete shall be suitably covered and protected by
tarpaulin sheet placed 20cm above thee reinforcement. Water shall be sprayed on forms,
reinforcement and base prior to pouring the concrete.
Prior to placing, following items shall be checked by respective site supervisor:
Survey check review: deviation of line, grade, plumb and location of embedment. Final cleanup.
Joint preparation.
Dampness of surface to receive concrete
Contractor site engineer shall initiate concrete pour record & Inspection Request. Concrete
Requisition
After visual inspection by Engineer and approval of IR, Project Engineer / Site Engineer shall initiate
requisition to the Ready-mix Concrete Supplier.

Concrete Placement Steps

Field Checks
Upon arrival of transit mix truck at site the delivery note will be checked for the actual details like time
of batching, quantity, mix type, approved mix design, variation in weighing of materials, water cement
ratio & slump checked regularly to the satisfaction of the Engineer.
Concrete Temperature shall be measured using Thermometer and the maximum allowable
temperature of concrete shall be 32degree centigrade.
One set of six (6) cubes for each 75 cum. or fraction thereof of each concrete class placed in anyone
day or for each450sq.mtr of surface area placed.
One specimen shall be tested at 7 days and 4 specimens shall be tested at 28 days. One specimen
shall be retained in reserve for later testing, if required. Two specimens tested at 28 days shall be field
cured. All others shall be laboratory cured.

Slump test shall be carried out for each concrete load at point of discharge and one for each set of
compressive strength test specimen.
Air content test as per BS1881 part 106, pressure method; shall be carried out one test for each set of
compressive strength test specimen.

Durability test for concrete shall be done as required in specifications as and when directed by the
engineer.
Placing of Concrete

No concrete shall be placed during and storm or rain. No water shall be added to the mixer truck after
batching.
Site Engineer shall take immediate steps to notify the Engineer when a cold joint is imminent and shall
assure that the required method of correcting it is adopted as detailed on the drawings.
Pump car, bucket and chute will be used as placing equipment as appropriate.

Chutes shall be used for drop of concrete greater than 1.0mtr in case of thin walls and 2meter
another work. In case of slab work it shall be 250-S00mm.
The slope of chutes should be constant and steep enough to permit concrete to flow continuously
down the chute without segregation (1:2or2.5slope)

Concrete shall be deposited in horizontal layers to a compacted depth not exceeding 450mm and in a
manner to avoid inclined construction joints.

Procedure for compaction of concrete

Concrete shall be consolidated by mechanical vibrators. The vibrators shall be adequate in number of
units and power of each unit to properly consolidate all concrete.

In consolidating each layer of concrete, the vibrator shall be operated in an ear vertical position, and
the vibrating head shall be allowed to penetrate under the action of its own weights. Vibrator shall be
allowed to remain inside the concrete for sufficient time to obtain proper consolidation of concrete.

The vibrator should penetrate rapidly to the bottom of the layer and at least 4 inches into the
preceding layer. Vibrators shall not be used to move or spread concrete.
Concrete shall be placed as soon as practicable after mixing and while sufficiently plastic for full
compaction.

Concreting during hot weather (Temperature greater than40deg. Centigrade) shall be avoided as
much as possible to prevent the occurrence of severe thermal effects.

After concrete placing, site engineer / supervisor shall record relevant details on the format' Concrete
Pour Record' in presence of Engineer.

Finishes

Concrete finishes shall be as required in specification and shall be free from voids, honeycombing or
any other concrete defects.

All concrete shall be power floated to produce smooth even finish unless otherwise specified. Hand
troweling shall be carried out to surfaces of footings, beams etc.
Concrete Curing
During and after placement, concrete and the exposed surface of fresh concrete shall be protected
from wind high temperature and rain.

Curing shall start soon as free water has disappeared from the concrete surface after placing and
finishing.

Concrete surface shall be initially covered by only polythene sheet. Then after required hardening,
place the wet hessian cloth and cover with polythene sheet.
Concrete shall be cured fora minimum of 7 days. Curing compound, infused, shall be approved by the
Engineer.
Concrete Repair
Repair method of defective concrete shall be determined or selected by Consulting Engineer or in
accordance with the disposition of issued Non-Conformance Report.
Repair shall not be carried out without written instruction / approval of Engineer.

Health, Safety and Environmental [HSE)Requirements


The entire works will be carried out as per the guidelines established in the Project Specific HSE Plan.

Utmost importance shall be given to safety of personnel and protection of existing above /
underground services. It will be ensured that the personnel involved are thoroughly aware of the
“Name of the contracting company" / Employer Safety regulations. To achieve the above the
following shall also be ensured:

Toolbox Meeting will be conducted before starting the works.

All personnel will be provided with suitable Personal Protective Equipment.

Required permits will be obtained from the Engineer / authorities concerned before starting the
works.

Plant Equipment’s shall be fully tested & certified by an independent testing agency. Copies of
certificates shall be submitted to Engineer

All pneumatic / lifting equipment’s including booms, slings; chain blocks etc. Shall be fully tested &
certified by an independent testing agency. Copies of certificates should be available.

The following checks will be done as required:


Rigidity of connections in case of booms of the pneumatic pumps
Check if the grease applied to the wearing parts is adequate.
Check against slippage / breakage of the concrete pumps boom from the sleeves / connections while
working. Check whether the end of the hose has become loose or has slipped from connecting clamps
Check for loose strands of wear, deformation, corrosion and Breakage of parts of the pump.

Check all forms, shuttering ‘sand bracings are adequate to support the concrete loads and asper the
approved design.

1. Site description and location:

The Project is administrated under Contract No 128-C07 known as the P&C of shared services
network Project. It includes primary infrastructure developments such as potable water tanks & water
pump station, Sewer & Storm Water Lines, Electrical & telecommunication lines. It is perceived to be
a future industrial community in Jubail II industrial city.

3. Roles and responsibilities concerning traffic management
A. Project Manager:
 The Project Manager has overall responsibility for the site’s Traffic Management Plans and
Policies.
 Relates with all employees in promoting a positive driving culture by creating an interest and
enthusiasm for road safety in all activities and set a good example (driving defensively).
 Ensures appropriate driving and TMP training is given to all employees as necessary.

 Ensures that that Road Safety factors are considered at all stages in the work process and
sufficient resource is made available to maintain safe working methods and equipment.
 Ensures an ES&H Manager, Roadwork’s Coordinators and Responsible Persons are appointed
for each field using the appropriate form.
 Mandates compliance to Company policies and procedures and reprimand any manager or
employee for failure to follow driving rules and TMP.

B. ES & H Manager:
 The EH&S Manager communicates and ensures that the TMP is effectively implemented and
obeyed by all concerned persons in the Site.
 Ensures the TMP information is communicated to all employees and visitors entering the
Project site.
 Participates in Company induction programs regarding traffic management.
 Participates in incident investigations and liaise with concerned personnel for the corrective
actions identification, implementation and follow-up.
 Identifies and facilitates driver and pedestrian training for employees.
 Prepares reports, statistics and position papers supporting the overall traffic management
strategy of the company to Management.

C. Construction Manager:
 Is responsible for carrying out the task identified by the PM. He is also responsible for
implementing the TMP in his works execution orders, and to make sure that Method
Statement and supporting activities and undertaking in the worksite conform to the TMP.
 He ensures compliance with all traffic rules, regulations, policies and project specifications.
D. ES & H Engineer/ Coordinators:
 Conducts toolbox talks with the site personnel and sub-contractors.
 Inspects the project daily, and record all perceivable safety hazards including observation of
violators. Communicates to the employee, superior and ES&HM on his observations.
 Follows-up with the Superintendents and ES&HM the timely correction of safety hazards
making immediate correction as necessary.
 Checks all areas at least once a day for housekeeping and clean up. Coordinates with team
personnel assigned for these tasks.
 Communicates with Supervisors to take immediate action to ensure compliance with ES&H
requirements.
 Plays an active role in incident investigations and corrective actions identification,
implementation and follow-up.
 Assists Issuers and Receivers in the processing of safe work permits.

E. ES&H Officer / Assistant Employees:


 Inform others when may be affected by changing road, routing and re-routing conditions.
 Seek full understanding from Foremen & Engineers for information relating to TMP and Road
Safety given at induction, trainings and communications.
 Follow and observe the compliance to the TMP, and report any abnormal occurrences or
defects in road condition, signage’s, vehicles, plant, equipment, or written procedures.
 Report any accident or personal injury and obtain first aid for any injuries.

F. Roles of Superintendents & Engineers (Working with Road):


 Each Superintendent/Engineer has a responsibility for the traffic safety of personnel, for the
protection of equipment and the environment, especially when working on or near roads and
accesses under their control.

 Implement the TMP and driving rules on Site.


 Investigate, review and take timely action on nonconformities and complaints reported to
them (affecting traffic flow and road safety).
 Ensure a safe place of work, safe system of work and safe access and egress to the place of
work.
 Ensure that all employees are properly informed of the known road risks related to their job.

Excavation Competent Person


Ensures that all excavations affecting the road users are protected with barriers, safety and warning
signs, etc.
4. Communicating TMP to site Users:

a. The TMP, driving policies, rules and regulations and new information, such as routing and re-
routing plans will be communicated to, and fully understood by all levels of the site
organization. Any feedback from site users will be gathered by consultation in the following:
 Copy of TMP always available in ES&H Office files
 Copy of TMP always available in site documentation files
 TMP posted in site bulletin boards
 TMP discussed in Toolbox Talks
 TMP discussed in new employee & visitors inductions
 TMP discussed in group meetings agenda
 TMP discussed in employee refreshers

b. Copies of the ES&H Information will be posted in strategy areas in the project site where all
employees can easily see it at least once each day.
c. A Suggestion Box will be placed in strategic locations for workers to drop their suggestions.
5. ES & H Induction Program
a. All new employees, of whatever rank or category, whether directly or indirectly hired by KWC
shall undergo an ES&H Induction Program prior to assignment in Contract 128-C07.
b. The ES&H Induction Program (including TMP and Driving Rules) shall be conducted prior to, or
on the first day of work of a new entrant, before he is deployed to his assigned work station.
c. A Spot Induction will be conducted to new entrants, first time delivery drivers particularly on
the TMP and site driving rules. The induction will also guide them and give directions to
specific site locations of intended destination.
6. Quick Driving Regulations in the Site
 A Traffic Management Plan with map will be schemed to guide road-users in the site
regarding safety, routing and directions. Please refer to the ES&H Construction Phase Plan for
details.
 Only employees with driving license will be allowed in the project.
 Drivers will make sure that his vehicle has a valid inspection sticker and maintained in
operating condition,
 Drivers will comply with all applicable laws.
 Drivers will observe driving speeds posted on road signs.
 Drivers will excuse himself to drive if he in unfit, not feeling well, or under medication which
could impair his driving ability.
 Using cellphone, eating or drinking will be prohibited.
 Drivers will wear their seat belts.
 Drivers will not leave their vehicles unattended while the engine is running.
 Drivers will report any vehicle collisions and moving violations, no matter how small.
 Vehicles will only be parked in designated area.

 Maintenance and servicing of vehicles will only be done in workshops, except in emergency.
 Drivers will not allow overloading of loads or passengers on their vehicles.
 Service buses will stop only in their designated loading and unloading zones.
 Heavy vehicles will activate their beacons when operating.
 Heavy vehicle drivers will undergo red man, green man and dead man training.
7. Site Traffic Management Plan

a. Traffic Plan
 KWC ES&H Department will focus on safety Awareness with special emphasis to on road
safety. The point listed below relate to traffic, transport, driving and road safety.
 All drivers of light and heavy vehicles must possess a valid license.
 All drivers and operators will be responsible and accountable for safe and legal operation of
KWC vehicles and equipment.
 Seat belts are mandatory for all drivers and passengers.
 All drivers must obey posted speed signs, traffic signs and stop signs.
 KWC ES&H Department will monitor traffic safety at construction site and [Authority] roads,
and anyone observe breaking traffic rules will be issued a safety violation along with
disciplinary action.
 Detour signboards, directional arrow sign, barrels and light for night shall be installed. And
posted to protect the general public.
 Flag men with safety vests will be assigned at road crossing and construction sites.
 All drivers will inspect their equipment daily. The inspection will be conducted prior to
starting the equipment.

b. Traffic Safety
KWC will make frequent use of road transport, to ensure that all the project materials will timely on
site such as:
 Heavy construction equipment i.e. low-bed transport, mobile cranes.
 Camp and facilities materials.
 Construction materials i.e. sand, gravel, cement and concrete.
 Permanent materials i.e. steel plate, valves, piping and equipment.
 The driver of subject vehicle is primarily responsible for lashing and shoring of the road.
 Prior to departure he will ensure that load is properly secured.
 At the site, the site transport coordinator will check and distribute the waybills, etc. to
relevant persons.
c. Visiting Drivers
Visiting drivers should be told the layout of the work place, the road they need to take, and relevant
safe working practices (e.g. for parking and unloading), as may not have visited the site before. Visiting
drivers should drive as per designed road lines.

d. Deliveries
 Deliveries and collections can be some of the most dangerous transport activities. As far as
possible, parking, loading and unloading should be off the access road or pavement, and well
away from the public or co-workers. Where this is not possible, consider any risks to
members of the public who drive or walk near the vehicle.
 The side of the vehicle with easiest access to the site shall be presented to workplace.
 Where possible, the site layout should be designed so that reversing is unnecessary.
 Where reversing is unavoidable, it shall be done a safe as possible, preparedly using the
signaler.
 Where maneuvering on public roads, remember the public traffic has priority.

 In case of coupling and/or uncoupling an articulated vehicle, the driver shall know how to
park the vehicle. Drivers shall understand the correct used of parking and hand brakes, and
uses them accordingly. Drivers shall receive adequate safety information for each delivery or
collection beforehand, such as restrictions on the type of vehicle the site can handle, or
problems such as one-way system. If possible, a site plan including parking, location of
reception, route through the site, and location of unloading areas, drivers are waiting areas,
and written information on procedures for visiting shall be provided.
 Report any vehicle accidents, incidents near misses and other safety concerns during delivery
and collection.

e. Traffic Routes

 Workplace traffic routes must be suitable for the people and /or vehicles using them.
 General Principles of Safe Traffic Routes are:
 They should be wide enough for the safe movement of the largest vehicle permitted to use
them (including visiting vehicles).
 They should take vehicle height into account. The height of a vehicle may vary, e.g. when the
body of a tipper vehicle is raised.
 Potentially dangerous obstructions, such as overhead electric cables need to be protected
using goal posts and should be planned to give the safest road.
 Routes that pass close to such things as unprotected fuel or chemical tanks or pipe lines,
unprotected road edges, unfenced edges of elevated loading bays or excavations, or anything
that is likely to collapse of the left in dangerous state if hit by a vehicle shall be avoided.
 Routes should be constructed of suitable material for the location, the type of traffic, the size
of the route, and the ground or foundation it is laid on.
 The routes should avoid steep slopes are unavoidable, they should be properly signposted,
and should avoid sharp or blind bends.
 Traffic should be maintained to provide a good grip for vehicle and people, e.g.by roughening
smooth surfaces, or applying marl/gravel/stone to slippery ones.
 Road edges should be made visible even in night time.

f. Temporary Traffic Routes

 Temporary workplaces (e.g. access roads, desert roads) often have routes for vehicle that
change as work progresses, or unprepared routes such as un-surfaced roads or open ground.
 Temporary roadways increase the risk of accidents. The following shall be considered:
 Driver competence, particularly in dealing with the sorts of hazard encountered on
unprepared sites.
 Providing information and instructions to drivers, especially if they are not familiar with the
temporary roadways.
 Safe system of work and traffic management e.g. used temporary road signs and traffic lights.
 Supervision of drivers, vehicle activities, and other employees.
 More frequent preventative checks may also be necessary to ensure the vehicles do not
develop faults while working on unprepared roadways.

g. Visibility

 Forward visibility needs to be good enough to allow drivers to see the avoid hazards.
 Adequate visibility is related to vehicle speed and the distance drivers need to stop or change
direction safely to avoid hazards. Additional factors affecting visibility are available light, dust,

bad weather, the height of the driver above the road and the arrangement of the vehicle
windows. There should be enough visibility at junction and bends to allow drivers to see
anything that might be dangerous.
 Sharp or blind bends shall be avoided, when visibility at a junction cannot be improved
sufficiently. A flag man should be stationed at the junction to increase the safety of working
traffic and bypassing public.

h. Speed

 Limiting vehicle speed is an important part of traffic control. The best way is to use fixed
features (traffic calming features) that stop drivers travelling too quickly.
 Examples include speed humps routes by use of bollards, raised Krebs or chicanes, and
rumble strips or areas. Where required the various features available shall be assessed and
the most appropriate selected for the traffic using the site. Traffic calming measures should
be clearly visible; the features can be painted in bright colors or made reflective.
 Speed limit shall be set and clearly identified by signboards along the road.
 Everybody using that road is bound to adhere to set speed limit.

i. Housekeeping of Traffic Routes

All routes must, so far as is reasonably practicable, be kept free from obstruction and from anything
that may cause traffic incident and/ or car collision. Routes may be maintained to be clean and free
from obstructions. Spilled loads, anything that falls from a vehicle such as used packaging, and anything
else that creates a risk of collision or tripping should be dealt with as soon as possible.

j. Maintenance

 Driver has responsibility to ensure that work equipment is in good working order.
 Vehicle should be maintained so that they remain mechanically sound. Planned inspections
are an important part of maintenance. These can range from basic safety checks by drivers
before using the vehicle (such as checking that the tires are properly inflated), to regular
maintenance inspection carried out based on time or mileage.

 Preventive maintenance is also needed to help avoid failures during use. This should be
thorough, regular and frequent enough to meet the manufacturer’s guidance.

 Special attention shall be paid to:


- Visibility
- The breaking system and any hydraulic or pneumatic system;
- The steering system
- Tires
- Mirrors
- Windscreen washers and wipes;
- Any warning devices
- Specific safety system
- Ranking, securing points for ropes
8. Vehicle Breakdown Procedure
 When vehicle breaks down drivers can become distracted and unwittingly place themselves
and other in danger. To minimize the risks associated with a breakdown:
 The means of raising the alarm to be used in the event of a breakdown is to flash the hazard
sign, hang a flag or at least a white cloth/shirt outside the left side window.

 “No feet on the ground” it means the driver should refrain from disembarking his vehicle or
equipment. He should stay inside the cabin until rescue comes, or unless he is sure that there
is no other vehicle approaching the area.
 The window view should not be obstructed (curtains, etc.)
 All mirrors must be in good working order.
 Vehicle to be equipped with back-up alarms, flashing beacons, head lights tail lights.
 The stop operating vehicle immediately to protect workers on foot.
 Driver will conduct daily inspection and fill-up the checklist.
 Barricade the area and provide warning signs when service the broken vehicle.
 Divers and operators will be trained on Vehicle Breakdown Procedure.
9. Equipment servicing & mainenance program
 As a general rule, plant equipment, including mobile heavy equipment, vehicles or
machineries will not be allowed to be serviced or maintained within the vicinity of the site
 A separate KWC Central workshop Located outside the project will be designated for day
long, long-term or complex servicing and maintenance works for plant equipment and
vehicles.
 Only quick fixing and short-term trouble shooting works will be allowed. Otherwise the
exercise will only be done with the aim of transporting or demobilizing the disabled
equipment from site going to central workshop.
 The operator or driver will be trained not to un-board the disabled equipment/ vehicle until it
is secured from roads and high – activity area in the site.
 Applicable traffic warning signs will be posted accordingly.
10. Vehicle workshops:
 As a general rule, vehicles will not be allowed to be serviced or maintained within the vicinity
of the site.
 The separate KWC central workshop located outside the project will be designated for day-
long, long-term or complex servicing and maintenance works for plant equipment and
vehicles.
 Only quick fixing and short-term trouble shooting works will be allowed. Otherwise the
exercise will only be done with the aim of transporting or demobilizing the disabled
equipment from site going to central workshop.
 The operator or driver will be trained not to un-board the disabled equipment/ vehicle until it
is secured from roads and high – activity area in the site.
 Applicable traffic warning signs will be posted accordingly.
 All vehicles being worked upon will be chocked. All cabs and load carriers in the open position
must be mechanically locked or chocked into position, gravity balances or hydraulic rams are
not to be relied upon.
 No person will be under the chassis whilst a vehicle is being positioned, or whilst the engine is
running (unless during testing, the exhaust fumes are being artificially directed away from the
area.
 All vehicles being positioned off parking or onto a ramp will be guided by a banks-man
 There will be lockout / tagout system for all hydraulic inspection ramps.
 Only approved vehicle jacks will be used for propping up vehicles, homemade jacks will
strictly be prohibited.
11. Road works:
Traffic on two-way roads
 On a two-way road, signs will be set out for traffic approaching from both
directions.
 Traffic at Junctions:

Signs should be set out for traffic approaching from all directions.
 Site Layout
The contractor must include the works area, working space and safety zone in the area to be
marked off with cones, drums or similar and lamps placed where necessary. Never use a
safety zone as a work area or for storing plant or material.
See Appendix for the minimum dimensions for the safety zone.
 Additional areas to be signed
If there are any temporary footways adjacent to the carriageway, or obstructions such as spoil or
plant which are not already within the working space, provide signs and guard them separately to the
same standard.
 Additional requirements:
Sometimes the contractor may have to duplicate the warning signs on both sides of the road. An
example of this would be where signs on either side especially on the right, become obscured
by heavy traffic. On dual carriageway roads, the warning sign need to be duplicated on the
central reservation, if possible to reduce instances of this.
The road width and volume of traffic at the works site may make traffic control necessary. See
traffic control – need for control for details of which type of control is appropriate.
Drivers visiting the works must switch on their roof mounted amber beacons. If they have them,
before signaling to enter the works. This will help to make sure that other driver’s will not he
misled into entering the coned-off area as well. Hazards warning lights confuse other road
user so don’t use them when entering or leaving a site.

Maintenance of site:
Always keep the site safe with signs, cones, drums or similar, lights and barriers clean and
correctly placed. When no one is on site, make sure that the site is regularly inspected.
Damaged or displaced equipment must be replaced promptly. Emergencies should be dealt
with without delay.

Changing Traffic Conditions:


Where site or traffic conditions change, appropriate adjustment should he made to signing,
lighting and guarding.
Clearing up
On completion of the works daily, ensure that all plant, equipment and surplus materials are
removed promptly from the site. All signs, lighting or guarding equipment should be removed
immediately
Site Layout (see following pictures)
The work area is the excavation, chamber opening, etc at which work will be undertaken. This is
to include the tie-in off new highway to existing or the closure of old highways. It shall include
the completion of work project task from the installation or connection of fittings or
structures to landscaping and final completion.
The Total work area is any area, where project works are undertaken this may be signs in the
footway is permitted but in no circumstances must the footway width be reduced below 1
meter. If there are already vehicles parked in the carriageway, place the advance signs so that
they are not obscured

The Road works Ahead sign is the


first sign to be seen by the

clear visibility distance will
vary according to the type of
road and its speed limit. The
range of distances is given to
allow the sign to be placed in the most convenient position bearing in mind available space
and visibility for drivers. Do no simply choose the minimum distance-assess each site
carefully.
A Road Narrows Ahead, sign warns the driver which side of the carriageways is obstructed place it
midway between the road works ahead sign and the beginning
Of the lead in taper.
On road with speed limits of 80 kph or more all advance signs will have plates giving the distance
to the works in meter or kilometers)
Keep Right and Keep left signs place keep Right or as appropriate.
Keep Left Signs at the beginning and end of the lead in taper of cones. These signs will be the
same size as the road works ahead sign. MAKE SURE THAT THE SIGNS POINT IN THE CORRECT
DIRECTION. Do not turn the sign must not be used for directing pedestrians?
 Cones & Lamps;
 Place a line of traffic cones, drums to guide traffic past the works and add road danger lamps
in poor daytime visibility and bad weather. Where the traffic is faster the length of taper must
be longer. Look at the appendix table for full details of positioning of cones, drums and lamps.
 Road dangers lamps must be used at night on roads with a speed limit of 70kph or above. On
roads with a lower speed limit, judgment may be used whether road danger lamps are
needed, depending on the standard street lighting.
 Danger lamps must not be higher than 1.5 meters above the road (1.2 meters where the
speed snit is more than 70 kph)
 Barriers

 Barriers may comprise separate portable post and plank systems, gate frames linked
together, or semi-permanent constructions built to enclose the actual work site.
 There are several different requirements for the barrier planks associated with post and
plank systems. The following explains the requirements and how they may be met using
barrier planks which are red and white and manufactured in the fully retro-reflective
materials (Note: Retro-Reflective means that at night the material reflects light back to the
light source)
 Barrier planks are required to carry out three function:
 As a TRAFFIC BARRIER, when a traffic lane is closed for works to take place, the regulations
require this to be done with a retro-reflective red and white barrier plank placed across the
lane. This is illustrated in basic signs and equipment.
 As a PEDESTRIAN BARRIER. Pedestrian must be separated from the works by barriers which
are conspicuous and mounted as part of a portable fencing system. pedestrian barrier planks
may be of several different contrasting colours, yellow, white or orange colours are best
detected by partially sighted people, but red and white is one of the acceptable
combinations.

 As a TAPPING RAIL for blind and partially sighted people. Tapping rails are placed as the
bottom rails in a pedestrian fencing system. A red and white barrier plank may be used.
 All barriers facing vehicular traffic should be of the fully retro-reflective red and white form.
Red and white barrier planks do not have to be sued for pedestrian barriers or tapping rails
but, if they are they must be retro-reflective. Other planks used for these purposes do not
need to be retro-reflective.

 There are other points to note about the use of barriers planks in portable fencing system)
a. The TRAFFIC BARRIER (Lane Closed Sign) is not needed if the works are
protected by a conspicuous vehicle.
b. Pedestrian barrier system must be rigid enough to guard pedestrians from
traffic, excavations, plant or materials. They must be placed with sufficient
clearance to prevent pedestrians falling into the excavation and when placed
to create a temporary footway in the carriageway parallel to the traffic stream.
Consult the supervisor it the excavation is deep, or positioned close to
pedestrians, as stronger barriers may be needed and or other safety
measures may be required e.g covering or temporarily refiling the excavation.
 Where a work site may be approached by pedestrians crossing the road from the opposite
side, the contractor should place barriers, including tapping rails, all around the excavation,
even when pedestrians are not diverted into the carriageway.
 Where long excavation are sited in situation where pedestrians are not expected to cross
from the opposite side, barriers on the traffic stream side of the works area do not need the
tapping rail. In these circumstances, on an unrestricted road, the barrier on the traffic stream
side can be replaced with an additional row of cones. These cones should be linked with a
suitably supported traffic tape to attract attention to the boundary of the safety zone.

 If at all possible maintain the two-way traffic flowing past the works area. If the contractor
can’t traffic control a diversion may be required.

 two-way traffic flow is less than 20 vehicles counted over 3 minutes (400 vehicles/ hr)
 Less than 20 heavy goods vehicles pass the works per hour. The signing the contractor will
need is shown in the following pictures.

Stop-work sign (Short Duration) Traffic Control

 The Stop-Works sign may only be used to stop traffic for a short period during works on or
near a road. It must not be used a substitute for other forms of control
 And should only be used at sites where the risk is assessed as being low. It is used
 In a similar manner to the European school crossing patrol sign.
 Flag men can only be used to “WARN” drivers of coming Dangers. These should wear high
visibility clothing and if required be utilized in multiples, i.e. one two-four etc. on the lead-in
tapers and where the lanes narrow.
 The sign must be double sided and mounted on a black/yellow banded pole, and held by the
operator who must be wearing high visibility clothing. The sign must be illuminated when
used at night. Tow STOP WORK signs may be required in the circumstances such as
maneuvering plant or works vehicles.
 Only use the STOP-WORKS sign when all the following apply
 On the single carriageway roads
 When the stoppage is to be for a maximum period of 2 minutes
 The minimum clear visibility for drivers to the sign is
 60 meters for speed limits of 60 kph or under
 75 meters for speed limits of 80 kph and above
 Unless the site is already signed and guarded, additional signs ‘ Traffic control Ahead must be
positioned on both approaches when any of the following conditions apply
 The two-way traffic is greater than 20 vehicles counted over 3 minutes (400 vehicles/ hr)
 Bends in the road or other obstructions affect visibility
 The speed limit is 50 and above. See table in Appendix for the siting distances for these signs.

Speed Control:

 The use of speed control as a traffic management option will need to be considered as part of
the works planning, as it may not be reasonably practicable to provide full safety zone
clearances to suit existing speed limits of 80 or 96 kph. In such cases it may be possible to
provide the safety zone clearances applicable to a reduced speed limit of 50 or 70 kph.

CONSTRUCTION STRATEGY

General
The CPS will remain under review during all stages of the project and certain areas of
operation will be the subject of specialist considerations. More specific and detailed method
statements and risk assessments relating to these operations will be provided at a later

stage and as the project proceeds. These additional method statements and risk
assessments will comply with the requirements of the relevant regulatory bodies and will be
prepared by us.

Planning & Program


The overall Project program including construction is estimated to be completed within 104
weeks after Notice to Proceed is issued to the Contractor by the [Authority]. We will prepare
a computer based program using project management software or similar. The project
management system will analyze critical path and produce bar chart programs that can
incorporate design, design reviews, procurement, equipment/material orders, deliveries and
site installation period as part of standard procedures. The construction program will be
monitored, tracked and updated on a regular basis and any corrective action applied as
necessary.

Site Investigation
A topographical survey will conduct out to confirm the existing site levels, extent of any
existing services and the condition of the existing environs. Services have been plotted on
drawings and a photographic record taken, which will be maintained as a record
throughout the stages of the contract. Geotechnical investigation will carried out to
determine detailed ground conditions to support the pipe right of way.

Site Logistics
The way in which the site is established and managed is critical to the success of the project.
We will be responsible for preparation of a site access plan identifying areas for unloading,
storage of materials and waste, vehicle parking, accommodation and messing facilities etc.
Methods of unloading using crane and/or forklift plant will also be detailed showing methods
of lifting and horizontal material movement facilities during the construction period.

Site Management
The site management for the project will comprise a permanent full time site based Project
Manager who will lead the site team and administer the contract. The Project Manager will
be assisted and supported by various site based construction Management personnel,
responsible for the management and supervision of the site- based operations. The site
team will be supported and assisted by additional office based staff including
environmental, planning, temporary works, health and safety managers.

Security and Site Establishment


Heras fencing or hoarding or will be erected on the site boundary with project Road to
secure it during the contract period. Additionally, Heras fencing will secure the work area
inside the site boundary. The working areas of site will operational and visit by Safety staff
throughout the construction period. Site office and welfare facilities will be established.
Temporary site accommodation and welfare will comprise of the Project Managers office,
Meeting and Induction room, Welfare facilities and will be erected on hard standing within
our working area. Further accommodation for sub- contractors will be sited as required and
the meeting room will be available for the Client’s representatives when visiting the site.

Personnel Safety Inductions

All personnel will be inducted prior to gaining access to the site. They will be informed of
the specific site rules required in the preliminaries relating to this project.
Site Access and Deliveries
Vehicular and pedestrian access to the site will be watch. Delivery vehicles will be provided
with directions onto the site and be required to turn off engines to avoid nuisance upon
arrival. No parking on street in entire project Road will be permit.

Signage
Adequate signage will be installed such that vehicle deliveries and access to the site are
clearly defined within the general site geographical area. A main construction signboard will
be positioned in site. Site signage will be provided within the curtilage of the site as necessary
to advise operatives/visitors and delivery staff of safety requirements within the confines of
the site and where to report on arrival. Such signage will include: -
Accommodation / Access requirements
Speed Limits
Overhead / Underground Services
Safety Helmet, high visibility work wear and footwear requirements
Noise and any requirements for ear protection
Danger Construction Site, etc.

Movement and Lifting of Materials


Crane and Hoisting provisions will be as detailed within specific risk assessment and method
statements. All vehicle movements and deliveries will be subject to the control of us. The
storage of materials on site will be kept to an absolute minimum and therefore delivery
scheduling will be carried out to ensure supply is on a ‘just in time’ basis only.
All concrete and screed deliveries are anticipated as ‘ready mixed’ and will be delivered to
site in appropriate vehicles. Concrete and screed placement techniques will be changed and
adapted to suit the location and suitability of the equipment for its placement.

Storage and Handling


Our site area will provide the storage area for all plant and materials delivered to site.
More vulnerable materials/equipment will be stored in the secure containers, or
Programed on to site to be incorporated directly into the construction.
Waste Management
A waste strategy will be developed during the pre-commencement period. We will
produce a Site Waste Management Plans (SWMP) for this Project with the objective of
working towards better understanding waste management so the volume of waste to be
disposed is reduced and segregation enables as much as possible to be recycled.

Scaffolding
Conventional scaffolding, where required, will be independent with boarded lifts to suit
the nature, location and type of the particular operations. All scaffolding will be securely
tied to the structure and will include suitable ladder access. Scaffolding will be provided,
erected and maintained in accordance with all current statutory regulations. Suitable
guard railing will be utilized to prevent falling from unprotected edges of the excavations,
upper floors and staircases as applicable. No person other than certified competent
scaffold erectors will be permitted to erect, alter, adapt or dismantle any conventional

scaffolding.

Temporary Services
Power supply will be provide by a generator or temporary power supply from the nearest
sources. Water will be provided direct from the mains system for use in the welfare
facilities. Fax, telephone lines and an electronic data transfer line will be provided to the
site offices (if it’s possible).

Dust and Debris


The site will be kept clean and tidy at all times and will comply with any statutory
requirements. Particular attention will be given to preventing the contamination of
adjoining roadways and existing water courses. Wheel washing of HGV’s leaving site and
road sweeping will be carried out as required.

Noise Control
Management of noise pollution and vibration control will be given a high priority. Where the
works are in close proximity of occupied buildings we will ensure that targeted acceptable
levels of noise are adhered to as well as statutory levels or any imposed by the
Environmental Health Officers.

Safety
Management and execution of the project will be fully compliant with the requirements of
the Construction Design and Management. The Health and Safety file will be maintained
and available throughout the construction phase. We will be required to provide safety
policies, plans and method statements and will be assessed prior to order placement on all
aspects of safety, health and welfare. All employees shall be checked for competency and
complete a Health and Safety Site Induction before commencement of any work on site.
The site will be subject to independent site safety checks, inspection and reports by our
independent site safety inspectors and advisors.

Construction
General
We will produce a master program indicating proposed timing and sequencing of
operations necessary to achieve project completion.

Initial Work
Prior to the commencement of the project works, the preliminary Health and Safety Plan
will be prepared. This plan will be progressively refined and developed as other specialist
sub-contractors are appointed, and more specific and detailed methods, techniques and
requirements are established. Our offices and welfare facilities will be set-up within the
contractor’s site designated work area. The temporary hoarding and fencing, will be
erected around the site before work commences and maintained throughout the Project.

Groundworks & Structure


Excavation for the foundation base slab and walls for wet well, dry well & Influent Screen
will be undertaken by tracked excavators. Construction of wet well, dry well & Influent

Screen will be followed by preparation for construction and placement of reinforced


concrete base slab. This will involve construction of blinding layer and erection of
reinforcement matting. The ground floor slab will then be cast in structural concrete. It is
anticipated that we will use heavy articulated cranes to place shuttering and steel
reinforcement to the wall and roof structural elements. These will be cast using reinforced
concrete either skipped or pumped into position. Walls will be cast progressively in suitable
height lifts, from floor slab level up to full height. Reinforced concrete columns, internal to
the pump station structure.
A mobile crane is likely to be used to erect the steel platforms, hoist equipment
valves and pipework into the valve room.

Pump Station Construction steps

1. Obtain approval from RC & Consultant for excavation

3. Excavation for the foundation base slab and walls for wet well, dry well and influent screen will
be by excavator
4. Compact the bottom of excavated bottom as per RC specification.
5. Obtain dully verification from consultant for compacted base.
6. Supply and install bedding according to approved soil report

Valve room - Mechanical / Electrical Services


A detailed fabrication, delivery and installation schedule will be prepared by the
Mechanical and Electrical engineer, upon instructions to proceed, to ensure compliance
with the overall contract program. Builders work required for the new services will be
defined at this stage for inclusion on the Structural engineer’s construction drawings.
Installation of light fittings, smoke/heat detectors and intruder alarm systems will be
coordinated with other works. Key dates for power and water supplies to be available
within the building will be identified on the program. Testing and commissioning of
specialist systems will be carried out by the specialist system supplier/installer and test
certificates will be issued.

External Works
The hard and soft landscaping will be undertaken once the building envelopes have been
completed all access scaffolding has been removed.

FORCE MAIN SANITARY PIPE LINE

INSTALLATION
Given below are method statements for Replacement of force main sanitary pipeline. This may
need to be modified in specific cases depending on the nature of the installations.
Mark layout of the pipeline and obtain approval from the Client’s representative. Protect sides of
trenches to be excavated.
1. Obtain permission from RC and Consultant

2. Mark pipe lines in ground according to working drawing and provide barricading.

3. Excavate trenches to required depths as per working drawings.

4. Compact the bottom of excavated areas.

5. Obtain dully verification from consultant.

6. Place the bedding below pipe as per RC specification.

7. Lay the pipes on the prepared base and support them at adequate intervals.

8. Place the bedding above and around the pipe.

9. Backfill trenches up to bottom of subbase in layers including compaction.

11. Test the pipes for leaks under pressure in the presence of client’s representative and maintain a
‘test certificate’ duly signed by the representatives of the client and contractor.

12. Provide sub base for roads and make compaction and grading (if required)

13. Asphalt and make roads with roads marking and sign assembly. (if required).

DOCUMENTATION
Mark changes made from the working drawings; if any. These records should be maintained from
time to time during progress of work.

Prepare ‘As-built’ drawings. This is an essential requirement often ignored. After the construction
team leaves the project site, it would be impossible to identify pipe routings etc. without these
drawings.

Hand them over to the client with specified number of hard and soft copies.

Project Reporting
The following will be tabled for discussion at each internal site meeting;
The status and progress recorded against the contract program. Current updated
Construction Program with, if necessary, actions for bringing works into line with the
Construction Program. Weekly labor and plant returns. A rolling schedule of approvals of all

Design, Detailing and Materials yet to be approved. This schedule will be updated on a
weekly basis. A schedule of materials and projects manufactured off site, with status of
percentage manufactured and anticipated delivery dates.

Cleaning, Testing, disinfection and Commissioning


Following construction works roof water testing, cleaning, drop testing, disinfection and
commissioning will be carried out in accordance with RC standard specifications and
procedures.

Handover Documentation and Client Training


In parallel with the construction phases, the handover of the project to RC
operational staff will require development of H&S, operational and technical
information and procedures by us and project team.

Contract Administration and Handovers


Throughout the contract, we will maintain the updated, tracked and monitored
Construction Program for the works. In order to ensure that the Program is adhered to,
we will hold regular on-site progress meetings with sub-contractors (if any). At these
meetings, other issues such as quality and safety will be discussed in detail to ensure that
they fully comply with the contract requirements. Prior to handover of sections of works,
we will carry out their own snagging of the works, with the aim of minimum defects at
practical completion. As built drawings, commissioning records and operation and
maintenance manuals will be prepared and issued prior to completion of the works.
