DOO in line with AFHQ/CSS/CSCS: Matter needs your kind intervention for early approval.
c) Approval of SROs of Group-B & Group-C cadres.

d) Conduction of LDCE-CM & JWM exams.

a) Conduction of LDCE-JWM(NT) & JWM(SG) after revised SRO approval or one time
relaxation.
b) Filling up of all vacant posts (including DR Vacancies) in the posts of AWM, JWM/SG,
JWM, Chargeman, NIE’S & IEs by DR/Promotion through one time Relaxation in concerned
SROs keeping in view the shortage & functional requirement.

c) Implementation of JWM-SG w.e.f. 01.01.2016 as per 7th CPC which has been
implemented by OFB w.e.f. a perspective date of 13.09.2018 instead of 01.01.2016(i.e., the date
of implementation of 7th CPC).

d) DDP interference in Proposed SRO of Group-B Category regarding LDCE to CM & JWM
eligibility and qualification and to continue the existing SRO eligibility criteria.

a) LDCE to CM(T)- eligibility criteria to be Skilled with two years’ experience along with the
diploma
b) LDCE-JWM(T) & JWM(SG) – qualification criteria to be considered “Diploma” +
Experience.
e) Renaming of Chargeman: The renaming of Chargeman to Junior Engineer in place of
Chargeman(T), Junior Administrative Officer in place of Chargeman (NT/OTS), Junior Stores
Officer in place of Chargeman (NT/stores) is pending for a long time. This demand doesn’t
involve any financial implications/repercussion. Hence, the renaming is to be done on priority
along with SRO proposal. It is relevant to place that earlier OFB Vide letter no.
100/MISC/Renaming/Per/NG dated 20-02-2015 had proposed and same was accepted by the
Association but till date not implemented. The proposal has been forwarded to DDP office again
by DOO (C&S) vide ID No: 100/MISC/RENAMING/CM(T&NT/Per/NG dated 29-03-2022
f) Settlement of the Distance Mode Education cases: Whereas this Confederation and
Constituent Associations are advocating this issue since the beginning to reach an optimum
settlement, the prolong delay in settling the issue has put the affected in a mode of depression
and demoralization among the individuals. Secretary (DP)& JS/LS assured to consider the
issue positively, DOO (C&S) forwarded the status report to MoD which lacked several facts. A
fresh/revised and concrete proposal with one time relaxation for all pending cases to settle the
matter at the earliest in line of DRDO and ministry of the railway is needed. This may please be
given utmost priority.

g)Distance education candidates for CM-JWM promotions:- During CM to JWM


DPC, segregation who are acquired educational qualification through Distance Mode of
Education is not justified and denying promotion against the DPC and SROs norms. Right to
promotion cannot be taken away from them having a clear vigilance record and APAR grading.
Hence, all the withheld promotions may please be released without further delay and all such
candidates must be considered for promotion to the post of JWM in the Review DPC for the
year 2022. Clear instruction to DOO (C&S) may please be issued in this regard.

POST CORPORATIZATION GRIEVANCES:

a) Protest against deployment of JWM (SG) as Divisional Officer in various DPSUs. Since
the DPC for JWM to AWM has not been done for the last four years violating all government
orders, acute shortage of divisional officers has created functional constraints in the factories.
Divisional Officer is a Group-A post. In absence of Group-A officers, the DPSUs are ordering
JWM (SG) to act as Divisional Officers. This is unjust/whimsical/illogical/tyrant decision from
the DPSUs as there has not been any HR policies framed till date in any of the DPSUs. Also,
Divisional Officer, being a functional post, shall demands functional benefits to incumbents
Delegated/promoted to such posts. It is excruciating to note that the DPSUs are ordering the
JWM (SG)s to Divisional Officer post without any financial benefit. Nor there is any proper
regulation is being followed for the selection of these incumbents. This is not at all acceptable.
Moreover, this act is totally in contravention to the assurance given by the DDP/MoD against
the protection of service condition and following of extant rules during deemed deputation.
This needs immediate intervention and appropriate action to rectify the wrongs of DPSUs.
b) Working 48 hrs in various DPSUs: Through Office Memorandum No. 1(5)/2021/OF/ DP
(PlgV)/02 Dt 24 09.2021 it was assured that all the employees' service conditions shall be
protected and extant rules continued i.e working hours should be 44.75 hrs per week but
various DPSUs adopting their own working hours, which is in direct contravention to the
earlier assurance given by the DDP/MoD.
c) Compassionate appointment: All the recruitments under the compassionate ground
have been kept in abeyance after 01.10.2021. This is against natural justice. Hence all such
cases may please be processed. Even DPSUs deemed deputation employees and DOO(C&S)
employees’ compassionate appointments should be considered without further delay.
d) Consultative Mechanism for discussion with employee representatives under
various DPSUs: MIL,TCL & YIL etc have issued letters to Federations/CDRA & Associations
for forwarding nominations for the formation of IR Mechanism at DPSUs levels. Parity shall be
maintained in the mechanism/framework of IR policy in all the DPSUs. But it is unfortunate to
note that DPSUs are framing different IR policies. Also, the participation of the staff side is
different for different DPSUs. It is noteworthy to mention that being the central platform of
different unions/associations, the Recognised Federations and confederation
discuss/negotiate/represents the workmen. CDRA has already represented this matter to the
Defence Minister vide joint letter no. 143/AIDEF/BPMS/CDRA/22 dated 13.01.22 and
separately vide Ltr No: 19/CMDs-DPSUS/2022, Dt:02/05/2022 to all CMD’S for framing
consultative machinery at Headquarter level of DPSUs. There shall be nominations from the
part of Federations/confederation for the participation of staff side members. Three members
each from the recognised federations and three members from CDRA should from the staff side
representation and the same is implemented by AVNL & AWEIL

e) Additional negotiation mechanisms in line with the periodical meeting conducted by the
DOO (C&S) with the Central Headquarters of associations may be framed at the field unit level
to address the local issues related to service matters of employees at par with JCM-IV level
forums.
f) Granting Associations continuous recognition as per CCS (RSA) rule, 1993: DJCM/MoD
is holding back the continuous recognition of erstwhile OFB Associations. Since DoP&T has
clarified over the issue, the earliest action on this matter is warranted.

g) DOO(C&S),Kolkata (OFBHQ ) Employees station protection: DOO(C&S) Kolkata office
pressure on DOO employees' transfers, as per existing assurances employee's extant services
conditions will be protected, accordingly, willing transfers may be considered and remaining
employees may be considered for Central Govt offices or organisations within the state and
same concrete proposal forwarded by CDRA Constituent Associations to JS/LS. This setup may
be considered for re-deployment or continued till completion of deemed deputation period.
The employees of DOO (C&S) may also be allowed the DDP office related works or DPSU's
works in the same place.
h) Implement 5 days working in Filed units: The purpose of employees’ service matters
dealing created 7 field units under DOO(C&S). Vide letter No1(1)/2021-Per/Policy
dated7/2/2022 the field unit were asked to 6 working days in a week. As per DOPT OM, Office
establishments will have 5 working days and as per Central Government offices 5 working days
to be implemented in field units without any discrimination.
i) Complications in booking CSD AFD-1 items through Portal: All the erstwhile employees
of OFB were availing the facility of CSD as per entitlement. It is now experienced that on
placing demand through CSD AFD Portal for AFD-1 items, we are getting Note saying:
“The defence civilian employees whose salary disbursed from defence service estimate fund
are entitled to purchasing Of AFD 1 item. So, it is informed to mention salary disbursing head
(if paid through defence service estimate fund), address. Then Upload amended serving
certificate and attested pay slip both Documents in one pdf file.”
Latest CSD issued order vide Ltr No:2/MS/DDGCS/Smart Card/3/2 Dtd:26/04/2022 only
for grocery items to erstwhile OFB employees till their deemed deputation period, but no
clarity on Booking AFD items through CSD, this hurdle may be cleared so that the employees
can avail of the CSD facility for AFD-I items.

j) Rule-37-A of CCS (pension) Rules-1972-not applicable to NPS employees and

09.2021 in matters of transfer of all sections of employees of OFB including those recruited on
or after 01-01-2004 en-mass to newly formed DPSU's on deemed deputation following Rule-
37-A of CCS(Pension) rules 1972 does not apply to NPS employees and alternatively to allow an
option to all subscribers of NPS to opt for CCS(Pension) Rules 197 from the date of transfer,
further course of action initiated by DOO(C&S) office.
It is expected that the above points/issues may find its right justification and significance
for necessary and apt response at your end.
