1. Introduction.
This document defines the methods to be adopted to ensure that the works conducted at site
are in compliance with the approved designs and material approvals. That the materials are
installed in accordance with the approved design and using recognized installation practices
that are safe and compliant with the Project Safety Plan and associated Safety Procedures.
That the inspection and testing of the works are in compliance with the Project Quality Plan,
its associated Quality Procedures and approved Inspection and Test Plan for the work.
The method statement describes the procedure for Material Delivery Inspection, Installation,
Inspection and Testing of the Low Voltage Cable, Cable Termination & Wires.
2. Scope.
This document is concerned with on site inward inspection, installation and testing methods
to be adopted to ensure that all LV cables, cable termination & wires are supplied, installed,
tested and inspected for the works is in accordance with the Project requirements. It applies
for the laying of LV cables, wires, cable termination of the Cables (Glands & Lugs), testing
& commissioning of the LV Cable & wires.
The work methods are summarized as follows:

Referring to the general specification of electrical system.
8. Construction Equipment
It is envisaged that no major plant or equipment will be required to be provided for the
activities involved in the supply and installation of the LV cable, cable termination & wires.
The typical construction equipment requirements is as listed below, and will be used for
erection activities at site.

9. Personnel
Installation of the LV cables, cable termination & wires will be organized from a central
location by the project management team. It is envisaged that the installation of LV cables,
cable termination & wires on site will be conducted by the following:
Installation team shall be responsible for setting out the termination works and shall have
more installation groups based on the work load. Each installation team will comprise of a
supervisor for one to six installation groups. One installation group shall have two skilled
electricians/ fitters and two laborers.
Cable laying/ pulling team shall be responsible for setting out the cable pulling and cable
laying works and shall have more installation groups based on work load. Each installation
team will comprise of a supervisor for one to three installation groups. One installation group
shall have one electrician/ fitter and seven laborers.
The installation team and/or cable laying/pulling team will report to the site construction
management organization, in general, and the Site Electrical Engineer in particular.
The personnel on site will be fully competent to carry out the setting out and installation and
all related works associated with the project to the relevant standards.
The site personnel will have attended the required contractors induction safety and/ or
competency training and will abide by the health & safety plans, policy and procedures as
well as Environmental Plan.
Personnel will be deployed to the various sites on the basis of program requirement and site
access availability. It is intended that the works teams will be organized by geographical
areas.

10. Materials
The LV cables, wires and cable terminations will be according to the site requirement and in
accordance with the approved design/ shop drawings. The LV cables, cable terminations &
wire materials will be inspected at the factory before being delivered to the site.
The unloading of the LV cables, cable termination & wires materials will be carried out at
site using a resident crane, forklift provided, if available at site, a licensed operator under
project safety rules and regulation will operate it. If a crane or forklift is not available at site,
the materials will be manually unloaded at the job-site either using a chain block, inclined
wooden planks, cable drum shaft and cable drum stopper. For short lengths and lighter
cables, it will be manually lifted
It should be noted that the materials used in this work are of valuable nature and that they
shall be stored in a secured location and access to these materials shall be strictly controlled.
All materials delivered to the site will first be inspected by the store in charge/ site in charge,
to check that it is in accordance with the site requirements, the approved design and approved
material submittals. The materials are free from any damage caused during delivery to site.
Delivery documents shall be checked for completeness. Defective or damaged material/s
shall either be returned to their supplier's facility or stored on site at a suitable quarantine
location. Allowance of reasonable period to remove this damage material/s from the site will
be given. The inward inspection of materials will be carried in accordance with the relevant
QA/ QC procedure.
The site engineer has the authority to perform any inspection for the stored materials from his
own point of view, to check the material quality or quantity whatever.
No materials will be permitted to enter the work locations without being inspected upon
arrival to the site.
11.1.4 Check that the LV cable, cable termination & wires material have been
ordered and inspected at the suppliers' facility and available for delivery to
store/ warehouse.
11.2 Delivery and inspection of cable, cable termination & wires on arrival at store.
11.2.1 All delivered material shall be inspected upon arrival at the store/ warehouse.
The inspection shall be advised, in advance, as required by the ITP.
11.2.2 The delivered materials shall be inspected in accordance with the appropriate
QA/QC and project procedures.
11.2.3 The delivered materials shall be in accordance with the approved design,
approved shop drawings; materials approvals and all applicable
documentation and certification shall be available with the delivery.
11.2.5 Any material delivered to the site that does not conform to the above shall
either be returned to the point of supply or stored on site at a suitable
quarantine store. A NCR shall be raised for all such materials.
11.2.6 No materials will be permitted to enter the works locations without being
inspected on arrival to the site.
11.3.1 Generally prior to commencement of the delivery of the cables and wires,
cable terminations & wiring materials, the setting out of the installation shall
be conducted to determine the location of any equipment.
11.3.2 The setting out of the works shall be on the basis of an "Issued for
Construction" installation shop drawings. And the setting out shall be from a
common reference point to be provided at the site. The common reference
point shall also be included in the “issued for construction" installation
drawings, with all setting out dimensions relative to the common reference
point.
11.3.3 Any discrepancy between the common reference point on the "Issued for
Construction" installation drawings and the actual site provisions shall be
notified to the Project Manager and a NCR shall be raised.
11.4.1.2 List for proposed cables which shall be laid in each area shall be
prepared.
11.4.1.3 Cable identification tags shall be made available for above cables in
advance & also after glanding.
11.4.1.4 Required sizes cables drum shall be shifted to work area site by means of
crane, forklift & trailer/ trucks
11.4.1.5 Lift drum to designated level by using crane. Refer to illustration below
for proper lifting of the drum.
11.4.1.6 When drum reaches designated floor, provide wooden block/ plate below
the reel to prevent it from rolling
11.4.1.7 Before removing the hoist cable, check direction of arrow on the drum. It
must be the same direction as the pull.
11.4.1.8 After unloading of cable drums near working area, Insulation Resistance
Test shall be carried out for complete cable drum to ensure there is no
damage occurred during transportations
11.4.1.9 Assigned personnel to guide the cable while it passes through every
succeeding floor to avoid jamming with the building's structure.
11.4.4.7 Cables shall be properly sleeved with appropriate color coding at each
cable termination end.
11.4.4.8 Cables are properly marked with approved markers before & after the
entry in the switchboard.
11.4.4.9 Crimp the cable lugs with correct crimping tool. Connect to terminal as
per requirement.
11.4.4.10 The holes made for taking the cables inside the switchboard should
be properly covered and sealed after checking of the cable termination
point.
11.4.4.11 Cables shall be properly terminated & torque.
11.4.5 Wires
11.4.5.1 Ensure all the related documents like current approved shop drawings
and load schedules are available with the installation team.
11.4.5.2 Transfer the required amount of wires from stores/ warehouse from the
crane access point by pickup and lifted by crane to the particular level
and/ or by wheel barrow or manually to the work place
11.4.5.3 Prior to pulling of wires, check and ensure there are no sharp edges or
burrs in the raceways to prevent damage of materials while pulling the
cables.
11.4.5.4 Identify the correct cable size, cable color code (According to the
specified color coding), and cut the cable to the required length.
11.4.5.5 In case of trunking each circuit shall be taped or strapped together at
intervals, and place the wires in trunking. Pulling is not allowed in
trunking.
11.4.5.6 Do not bunch two circuits together, if done so easy for installation, it
should be removed after installation.
11.4.5.7 Pull the wires in the conduits with the help of pull wires.
11.4.5.8 Comb the wires in trunking for better flexibility during replacement.
11.4.5.9 Ensure no joints are made inside conduits.
11.4.5.10 Where wire insulation is damaged in trunking, The use of straight
sleeves of same color code shall be used.
11.4.5.11 Where trunking installed of more than 5000 mm vertically, pin
racks shall be provided at 3 m centers to avoid strain on conductors.
11.4.5.12 Leave wires of 250 mm length or sufficient length to ensure it
meets the minimum requirement for the connection to the desired
terminals before cable termination.
11.4.5.13 Cover the trunking with appropriate cover/s and pull boxes as in
case of conduits.
11.4.5.14 The wires in the distribution board should be neatly arranged after
ensuring enough wire length and proper circuit no. are tagged before
termination of the wire.
11.5.1 Upon completion of the cable & wire installations, the same shall be
offered up for inspection and, if necessary, testing, in accordance with the
project requirement.
11.5.2 Notice of testing shall be advised to the ENG. for their discretionary
attendance and witnessing. Notice shall be advised at least 24 hours prior
to the proposed inspection and testing.

12.4 Methodology
12.4.1 Material:
12.4.1.2 Approved cable ties should secure for all cable installed.
12.4.2 Preparation:
- Machineries & Tool: Fork Lift, Mobile Crane, Steel Pipe, Cable Drum support,
Cable Roller (Cleat), Hacksaw, Ropes, Cable Markers, Insulation Tape, Cable
Grip, Hydraulic Jack, Cable Cutter, Rubber Hammer etc.
- Scaffoldings:
a. Setting of scaffoldings where the work to be carried out at elevated area,
please refer to Detail – 1.
b. Guardrails shall be provided when working with height exceeds 3 meters.
c. Scaffolds that are to be used on site must be inspected and deem safe by
the sub-contractor’s Safety Supervisor before use. Tagging shall be
provided by the respective sub-contractors.
d. Defective scaffolds are to be dispose off immediately.

Installation:
Material: Gather & ensure sufficient of cables, tools, man powers & check-
up cable routing prior to start work execution.
12.4.3 Preparation:
1. The work shall be started by orienting workers how to do the pulling cable in
a proper sequence of work. Inform workers about safety matters
2. Check cable support system have completed, clean & approval of installation
schedule.
3. Checking cable routing follow to approved shop drawing at areas where the
cables are ready for installation. Cable routing installation shall
accommodate the minimum curve radius.
4. Determine actual length, type of cable need for installation. Draw the correct
drum cable.
5. Check at inspected starting point area, the draw wire for embedded conduits
& cable ducts.
6. Coordinate workers at both side of cable duct, cable ladders, tray &trunking.
7. When cable is to be cut, the length of both ends shall be checked & protected
by PVC insulation tape with marking installed properly.

2. LV Cables, ELV Cables and Wires Installation in Cable Ladders, Trays and
Trunkings.
Determine the actual length, type of cable need to install. Draw the correct
drum of cable, cut the cable after sure of a proper estimation of cable
allowance.
For cables install in ladder, trays & trunkings, to place the cable rollers on
the cable support system, by using manpower to pull the cables.
Place a ply-wood on the floor or slab for the standby cables (coiled cables).
By using cable tie to temporarily fasten cable on cable ladder & tray in order
to proceed to the next cables.
All cables shall be installed in orderly rows.
Straighten each big diameter cable by a rubber hammer.
Cable to secure to transverse members of cable rack & slots in trays with
approved cable ties in every 800mm vertical run & maximum 1400mm
horizontal run for straight and tidy. As for trunking only use approved cable
tie to secure between cable.
Arrange the cable of each circuitry separately and make sure its no scratch
and effected to each others for insulation requirement.
3. LV Cables, ELV Cables and Wires Installation in Cable Ducts / Conduit.
Determine the actual length, type of cable need to install. Draw the correct
drum of cable to the nearest pulling of cable area..
For cables install in embedded conduit & cable ducts, to use the draw wire
grip with the cable end and be bound to the cable sheath by tape & pull. That
will make cable straight & no damage to cables when pulling.
For cable size <50mm², after installed the 1st cable, to proceed with the same
manner for the 2nd cable.
No splicing shall be allowed inside conduit. Cable runs shall be continuous
or if jointing is necessary in junction box with approved connectors shall be
used.

Notes: Cables shall be arranged on the metallic or ferrous cable tray, trunking in such a
way that attain the trefoil formation and the three leaves of each trefoil are due to be
used for three different phases of the same circuit.

12.7 Appendix:

13. Responsibility
The Project Manager is the overall responsible person for the process implementation of the
works. The Construction Managers will be responsible for all construction activities at the
site and will directly supervise through erection supervisor/ skilled workmen the work at site.
The Construction Manager will also be responsible for arranging and controlling the
inspection and testing activities. Notwithstanding the above, it is the responsibility of each
individual employed in the project to take due care to ensure their own personal safety and
that of their work colleagues.
21. Subcontractor
VIETPHAT has been appointed as Electrical subcontractor for the Lixil Project. It is
envisaged that the LV Cable, Wires, Cable Termination installation works will be undertaken
by VIETPHAT direct workforce.
