1. Purpose
The Instructions is formulated to ensure the normal maintenance, use and normal performance of
mooring winch.
2. Scope
The Instruction applies to onshore bases and oil tankers of COSL Shipping.
3. Basis of preparation
The formulation of the scheme and instruction of the key operation
4. Responsibilities and authorities
The chief officer shall be responsible for testing the braking capacity of mooring winch and keeping
record.
5. General regulation
5.1. Test Period
The braking capacity test of mooring winch shall be implemented for the vessel at least once a year by
the chief officer. Each mooring winch shall be marked with fixed number and position name, which are
identical with those test records.
5.2 Test Method and Signs
5.2.1. The edge of mooring winch drum shall be punched (generally completed before delivery of the
vessel), and installed with fixed support block (special tool).
5.2.2. The suitable hydraulic jack (marked with piston area and equipped with pressure gauge)
shall be used.
5.2.3. Calculate the value of hydraulic jack's pressure gauge corresponding to 60% of breaking
capacity of tested mooring rope.
5.2.4. The jack shall be installed well (along the tension direction of mooring rope).
5.2.5. The mooring winch shall be braked well; and the pumping pressure of jack shall be increased
up to the value calculated in 5.2.3.
5.2.6. The brake shall be slowly loosened until the mooring winch starts to operate. The braking
force at this time is 60% of breaking capacity of mooring rope. The position of screw shall be
recorded.
5.2.7. The brake screw shall be equipped with a limiting device.
5.2.8. The test date and the value of breaking capacity (RP) shall be marked at a striking position on
the mooring winch.
5.2.9. For the calculation method and records, see the Record of Brake Band Test for Anchor Winch
of Oil Tank.
