Instructions for Operation of Fuel SMS/W 0772


Changeover of Vessel

1 Purpose
The Instructions is hereby formulated to ensure the safe operation of fuel oil changeover.
2 Scope
The Instruction applies to onshore bases and oil tankers of the COSL Shipping.
3.Basis of Preparation

4.Responsibilities and Authorities
4.1 the duty engineer responsible for fuel changeover operation
4.2 the duty officer should inform the ship dynamics to the duty engineer in advance
4.3 The material and equipment department of operation company is responsible for
providing technical guidance and inspection for ship fuel changeover.
5 General Regulations
5.1 The diesel oil must be used for vessels during berthing & unberthing, and when leaving
the port and entering & the channel or from the anchorage or piloted, the navigation
bridge shall consider informing the engine room to change over to the fuel.
5.2 Before a vessel enters into the port anchorage or offshore platform, the deck officer on
watch shall inform the on-duty engineer of the vessel trend one hour in advance. In
order to make the fuel oil supply pipe system being completely washed, the on-duty
engineer shall change the heavy oil used for main engine, boiler, etc. into the light diesel
oil in advance, to ensure that the fuel oil supply pipe system is smooth after berthing or
anchoring of the vessel.
5.3 Before completion of berthing or anchoring operation of the vessel, the light diesel oil
shall be used for the main engine for at least half an hour. The deck officer on watch
shall record the informed oil changeover time of engine room in the Log Book; and the
on-duty engineer shall record the actual oil changeover time in the Engine Logbook.
5.4 During the process of fuel oil changeover, the viscosity of the fuel oil and the range of
temperature change must be controlled to ensure the smooth changeover. The heavy oil
shall be used as much as possible under the premise of ensuring the safety of vessel.
5.5 The fuel changeover of ships should also subject to the special requirements of the
"Implementation Plan of Ships' Emission Control Zones in Pearl River Delta, Yangtze
River Delta and Bohai Sea (Beijing-Tianjin-Hebei)
5.5.1 Ships in the control area where low-sulfur fuel is to be converted, information such as
the date and time of oil change, the latitude and longitude of the vessel, the sulfur
content of fuel oil, the use amount of low-sulfur fuel operating personnel and other
information recorded in the engine log.

5.5.2 The ship shall keep the fuel supply documents provided by the fuel supply units for
three years, and shall retain the fuel samples for at least one year until the fuel is used
up.
5.5.3 Ships and wharves are provided with shore-based power supply conditions, and
appropriate arrangements have been made for the power supply and discharge
procedures. The ship should give priority to the use of shore power without prejudice to
the safety of the ship-shore. Ships should record the date and time , operator and other
information in the engine log.

5.5.4 When the ship uses shore power, the ship shall operate in accordance with the
prescribed procedures
5.5.5 In order to protect the safety of the ship or to carry out salvage at sea, or if the vessel
and its equipment are damaged or fail to meet the requirements of emission control of
the scheme, the vessel shall report to the nearest maritime administrative organ in time
and record the relevant information In the log book
5.6 For the shore-based inspection, the management conditions of fuel oil changeover for the
vessel shall be inspected
