AGENDA :- EMERGENCY REVIEW OF THE


BELLIGERENT STATE OF AFFAIRS BETWEEN
UKRAINE AND RUSSIA

COUNTRY :- POLAND

HISTORY
The first eight years of the conflict included the
Russian annexation of Crimea (2014) and the war
in Donbas (2014–2022) between Ukraine and
Russian-backed separatists, as well as naval
incidents, cyberwarfare, and political tensions.

REASONS FOR WAR

1. Ukraine has become the bone of contention


between washington and moscow.
2. Russia wants the west to keep ukraine and other
former soviet nations out of nato , halt weapons
deployments near russian borders and roll back
forces from eastern europe.
3. Ukraine wants to join nato which has not gone
well with russia
4. Russia thinks if ukraine is allowed to join nato ,
the group would move closer to russian borders.
5. If ukraine joins nato , it is eligible to get support
from the group members In case of external
attacks.
6. So, russia believes ukraine could attempt to take
back crimea if it joins nato.
7. Hence, russia demands the west to stay out of
ukraine as putin wants to restore mascows
influence throughout the post-soviet space.
8. Moreover, after the collapse of the soviet union,
russia lost control of 14 former republics including
ukraine.
SOLUTIONS FOR THE CONFLICT BETWEEN

RUSSIA AND UKRAINE

First, Ukraine should become a neutral country with no


membership of any military organisation (namely, NATO
or the Collective Security Treaty Organisation) and
disavow membership of the European Union and the
Eurasian Economic Union.

Second, the neutrality of Ukraine should be guaranteed


by placing joint military garrisons of the Russian
Federation armed forces on the one hand and the
armed forces of France (acting independently of the
command of the United States through NATO) in
mutually-agreed locations in Ukraine. No other
country’s armed forces should be stationed in Ukraine
(especially not those of the USA, England and Eastern
Europe countries, since they operate at different levels
within the framework of the “rules-based international
order”). For instance, the armed forces of Germany and
Italy cannot be part of this process for “historical
reasons”. These garrisons will be tasked with
maintaining peace and guaranteeing the security of
Ukraine through mutually “restraining” moves. The
Russian and French troops must not intervene in the
domestic political process in Ukraine. Their joint troop
presence may go some way in achieving the goal of non-
interference of external powers in Ukraine’s domestic
affairs. 

Third, both Crimea and Donbas must be made available


to the citizens of Ukraine for visa-free travel and
economic activities on a “national basis” and vice-versa.

Fourth, Ukraine should be reconstituted as a


confederation of oblasts with the option to avail full
autonomy. This is possibly the only means available to
reconcile, to some extent, Ukrainian sovereignty over
oblasts such as Mykolaiv/Nikolayev, Kherson,
Kharkiv/Kharkhov, Zaporizhzhia/Zaporozhye etc., and
the Russian presence therein. Similar considerations
may apply to other oblasts in Ukraine if the Russian
presence expands due to the prolongation of the armed
conflict. 

Fifth, the rebuilding of Ukraine should be fully financed,


in mutually-agreed proportions, by all foreign countries
willing to participate in the reconstruction process.

Sixth, along with this diplomatic solution, the


repatriation of all Ukrainian refugees willing to return
must be facilitated in tandem with United Nations
organisations that have such responsibilities.

Seventh, the economic war against Russia must be fully


reversed.
POLAND’S STANCE ON THE ISSUE

 Poland is facing severe threat by the imperial


ambititions of russia
 More US and NATO forces to be deployed in poland
 Putin has an obsession with ukraine he wrote an
essay in july last year where he claimed that russians
and ukranians are the same nation, they share same
history
 Nearly, 3.4 refugees are absorbed by poland
 Ukranians are polands slavick brothers and we share
a common enemy. If russia attacks our any neighbour
poland will not sit quietly
 When russia attacks any one of our neighbours its
almost a moral obligation as well as historical
obligation to defend that neighbour . also indirectly
defend our own freedom
 Poland believes that russia fears ukraine being part of
NATO or EU as it would build up pressure on russia
 More severe sanctions to be enforced on russia by
germany , france,US and other countries as it will
keep the pressure on russian ecnomy .
 Poland is looking forward to end gas/oil imports from
russia
 If russia launches a full scale world war II style war
against ukraine poland will be there on frontline
 Russia hates the idea of ukranians fixing there
country the way polls did after 1989 when they
overthrew communism.
