Definition: Indicator 13.3.1 is the number of countries that have integrated

Capacity-building for climate change
Definition: Indicator 13.3.2 is the number of countries that have communicated
the strengthening of institutional, systemic and individual capacity-building to
implement adaptation, mitigation and technology transfer, and development
actions.

Learning objective of SDG 13
1. The learner knows which human activities – on a global, national, local and individual level –
contribute most to climate change.
2. The learner understands the greenhouse effect as a natural phenomenon caused by an
insulating layer of greenhouse gases.
3. The learner knows about prevention, mitigation and adaptation strategies at different levels
(global to individual) and for different contexts and their connections with disaster response
and disaster risk reduction.
4. The learner is able to encourage others to protect the climate.
5. The learner is able to recognize that the protection of the global climate is an essential task for
everyone and that we need to completely re-evaluate our worldview and everyday behaviors in
light of this.

How can we Contribute?
As an Individual, we can contribute by turning off lights, reducing water waste, recycling, and reducing
the amount of things we buy and throw away.
Companies can contribute to this SDG by decarbonizing their operations and supply chains through
continuously improving energy efficiency, reducing the carbon footprint of their products, services and
processes, and setting ambitious emissions reductions targets in line with climate science, as well as
scaling up investment in the development of innovative low-carbon products and services.
To address the growing risks, the government institutionalized reforms and preparatory measures
undertaken, including the formulation of guidelines/frameworks in mainstreaming climate and disaster
risks; provision of additional financing for adaptation and disaster risk reduction (DRR); development of
vulnerability and risk-assessment tools and methodologies; and capacity-building and awareness-raising
activities.

Government’s plans to achieve goal 13
Climate Change Act of 2009 (RA 9729)
Established the Climate Change Commission (CCC) and directed the formulation of national and local
climate change actions plans.
National Disaster Risk Reduction and Management Act of 2010 (RA 10121)
Provides for the overarching country policy for DRRM, and established the national and local DRRM funds
Efficiency and Conservation Act of 2019 (RA 11285)
Which intends to secure sufficiency and stability of the country’s energy resources by promoting the
development and utilization of efficient renewable energy technologies and systems .
Green Jobs Act of 2016 (RA 10711)

People’s Survival Fund Act of 2013 (RA 10174)
Established a special fund of at least PHP2 billion (US$45 million) from the 2013 to 2015 annual national
budget to augment financial support for local adaptation projects.
