1. The Federal Democratic Republic of Ethiopia has received financing from the World
Bank toward the cost of the One WaSH Consolidated Water Supply, Sanitation, and
Hygiene Account Project, and intends to apply part of the proceeds toward payments
under the contract for Civil works construction with supply and installation of pipes &
fittings and transportation & installation of pumps and generators of the above Rural
Water Supply Project.

2. The Oromia Water and Energy Bureau now invites sealed Bids from eligible Bidders
for Civil works construction with the supply and installation of pipes & fittings and
transportation & installation of pumps and generators of the Rural Water Supply
Projects shown below.

3. Bidding will be conducted through National competitive procurement using a
Request for Bids (RFB) as specified in the World Bank's "Procurement Regulations for
IPF Borrowers" July 2016, revised November 2017 and August 2018 ("Procurement
Regulations"), and is open to all Bidders as defined in the Procurement Regulations.

4. Bidders must have valid licenses for category WW/GC-6 and above.

5. Bidders are required to attach with their bid a copy of their renewed business
license, competence certificate in the sector of water works, VAT certificate, Tax
clearance certificate, and Tax Identification Number (TIN).

6. Bidders are free to bid for one or more projects and they must state which project or
projects they are applying to participate in. There are also additional requirements
provided in the bidding document.

7. No margin of preference shall be granted for preferential programs such as but not
limited to small and medium enterprises.

8. Interested eligible Bidders may obtain further information from the Oromia Water
and Energy Bureau, One WaSH National-Consolidated Account Implementation Unit
and inspect the bidding document during office hours from 8:30 am - 12:30 pm in the
morning and 1:30 pm to 5:30 pm in the afternoon at the address given below.

9. The bidding document in English may be purchased by interested eligible Bidders

upon the submission of a written application to the address below and upon payment
of a non-refundable fee of ETB 700.00 (Seven hundred Birr only). The method
of payment will be direct cash payment to the counter cashier at the Oromia Water and
Energy Bureau.

10. Bids must be delivered to the address below on or before 22 February 2023 at
11:00 A.M in the morning. Electronic bidding will not be permitted. Late Bids will be
rejected. Bids will be publicly opened in the presence of the Bidders' designated
representatives and anyone who chooses to address below on 22 February 2023 at
11:30 A.M in the morning.
