Chapter 1: The Problem

Introduction

In generation today where technology expands and continuous to improve,

manual systems where slowly diminish and automation systems were introduced and

develop. As part of the IT Industry that were in-charge of the development of automation

system, our group as one of the researchers will give solutions out of the learnings

taught from school to help diminish manual systems.

The researchers agreed to continue a past unfinished conceptual paper turning it

into a system which is entitled “Balingasag South District Website with Management

Information System”. To make the system possible and achievable based on their last

interview of the past researchers, the current researchers propose to current capstone

instructor to specific the scope and limitation of the proposal system. The title was

changed to “Baliwagan Central School Management Information System”.

The researchers were gathering the latest data conducted an interview to

baliwagan Central School and inform for the proposal system. The system which will

solve their problems sighted or listed during interview towards their manual doings. The

manual system they still do were searching one by one of student grades files, storage

of their student grades which were kept in folders with envelope as their written reports

and manual of inputting data grades.

This system purposely will serve as a back-up of their written report towards

Managing Information specifically form 138 which revised today as School Form 9 or
SF9 and form 137 which also revised today as School Form 10 or SF10. This system

will computerize their SF9 and SF10.

The proposed MIS system will end up time consuming searching one by one of

student grades by just one click with the use of keyword to show list of data they need.

The system will act as back-up only not to replace their written reports school forms.

The system also will computerized information data inputs to manage it easily.

Conceptual Framework

The collected data samples which are the input were processed and analyzed

converting it into an output system entitled “Baliwagan Central School Management

Information System”.

Statement of the Problem

The proposed system study aimed to develop a Management Information

System in Baliwagan Central School.

1. How to end-up time consuming manual searching one by one of student grades

files at Baliwagan Central School.

2. How to computerized manual process of enrollment, grades releasing and

teacher’s evalution at Baliwagan Central School.

3. How to secure back up School Forms of every School Year at Baliwagan Central

School.

Significance of the Study

The findings of the study offer benefits to the following people who are directly

involved in the study:

Baliwagan Central School Faculty and Staff – The system will provide convenience

to the instructor and staff in searching student grades with less time consumption.

Baliwagan Central School – The result of the study will be profitable for the school, for

it can be helpful for the ICT and Teachers managing of student information specific in

grades made it easier as to lessen time in manual searching of it and files also will be

secured. The school will be adapting the new ways of technology.

Future Researchers – The study will give the future researchers a partial view on how

to start a program like Management Information System and discover the specific

details that are included in the study.

Scope and Delimitation of the Study

The study focuses only on the process of Management Information System

Baliwagan Central School which is located at District of Balingasag South, Division of

Misamis Oriental. The program is design to provide management in student information

specifically in SF9 and SF10. It is also design to secure their school forms which the

system will act as duplication or back-up to their school form reports. It will help the

teachers to lessen their work in finding, viewing and etc. of student information specific

in SF9 and SF10 as it is manage already in a system.

The study delimits only on how to enhance the manual process of Baliwagan

Central School turning it into Management Information System which is shared online

via “Free” WebHosting with “limited” transfer of data per day of 360mb and a storage of

10Gb. Initially deployed in Firebase, as website. The system was intended to use only in

Baliwagan Central Elementary School and a system unit that meets the system

minimum requirements is also required in order to use our proposed system.

Definition of Terms

For better understanding and clarification the terms of related in this study, the

following terms are defined conceptually and operationally.

Management Information System – is the study of people, technology, organizations,

and the relationships among them.

Management - the process of managing, monitoring and optimizing a computer system

for performance, availability, security and/or any base operational requirement.

Information - is a group of data that collectively carries a logical meaning.

System - consists of hardware components that have been carefully chosen so that

they work well together and software components or programs that run in the computer.

School Form 9 – abbreviated as SF9, Learner Progress Report Card. Individual

academic, behavioral, and attendance report by quarter (formerly Form 138) To be

prepared by Class adviser per Quarter.

School Form 10 – abbreviated as SF10, Learner's Permanent Academic Record for

Elementary (SF10-ES) An individual record of a learner's academic achievement per

level.
Information and Communications Technology – abbreviated as ICT, Technical staff

that provides daily technical support to users of information management tools and

technology infrastructure.

According to Yasar Kemal, 2013, Management Information Systems is one of the

essential specializations in the modern era, because it combines managements

Technology with information in a unified framework. It aims to develop current

administrative system using Modern Technology to support the decision making

process and control and analyze information in the work system. This article will discuss

an essential information about the management information about system in Turkey.

The system Provides basic and necessary information for management at all internal

and external levels. It saves time to complete essential and significant basics and

reducing the time of minor and routine tasks such as data entry and other internal tasks.

Their system includes: School Information, School Finance, Faculty Information and

Student Grades.

According to Charina Maneja, 2015, Advance School Management System is a

system covers all operations and transactions to be processed in managing schools.

The system will streamline student management, class management, teacher

management, school fee management, expenses management, staff payment

management, and other management areas. School information and records will be

highly accessible and available. The developed system will allow the school’s

administrators to manage the aforementioned management areas all in one place in an

efficient, accurate and hassle-free manner. The system is an IT-based solution

proposed by the researchers to solve the issues and problems encountered in

managing schools. The developer aim to develop a system with advanced features and

capabilities in capturing data. The developer also aim to meet the criteria for the project

in terms of effectiveness, efficiency, quality, timeliness, and productivity. The capstone

project, “Advance School Management System” is a digital system that will further

enhance the current systems used in managing school. Their Management Information

System includes Student Profiling System, Class Scheduling System, Billing Statement

System

Local Studies

According to Nancy A. Tandang, Barangay Management Information System

implements its own, specialized desktop software that is able to generate up to 100

reports and tables for easy retrieval and analysis of local governments. It encourages

people-based participatory planning for the identification of vital linkages among line

agencies that will lead to proper coordination of municipal programs, thus, reducing the

risk of project failures. BMIS enhances the efficient reporting of local government

offices, PPIC/BDC, and other field workers in designing projects according to intended
stakeholders, and easily assess progress of implemented projects that will serve as

basis for reprogramming and/or updating development plans.
