DESIGN 6 – SITE PLANNING

MAJOR PLATE 1: Sustainable Residential Development in Urban Area

OBJECTIVES: Making human settlements inclusive, safe, resilient, to produce high quality – and
crucially – sustainable developments:
• quality homes and neighbourhoods,
• places where people actually want to live, to work and to raise families, and
• places that work – and will continue to work - and not just for us, but for our children
and for our children’s children.

RATIONALE:
Housing improvement is one of the most important sectors of the economy, which ensures the
prosperity of urban development and sustainability. The variety of design solutions and innovative
technologies incited a lot of challenges in the quality of accommodation and satisfaction of residents.
Often, designers strive to maintain the aesthetics of housing appearances and neglect the actual needs
of end users. Compared to commercial buildings, the residential design must correspond to day-to-day
concerns of people's lives and address problems related to their life experience and ambience. Besides,
due to excessive energy consumption, housing construction must be sustained. Thus, for successful
sustainable housing development, an optimal balance between safe, resilient, sustainability and
residents’ satisfaction are required.

PROJECT LOCATION/ DESCRIPTION:

Tondo District lies on the outskirts of metro Manila, Philippines, and has a population of about 631,000.
Tondo is a collection of temporary housing units constructed on a dump site ‘Smokey Mountain’ and is
known as one of the worst slums in the country.

Sorting of garbage is the main source of income for the inhabitants of Smokey mountain. Garbage is
seen everywhere and the smell of it is intense. The houses are built with materials found on the garbage
dump. Some people made their houses under concrete bridges, hanging under the bridge and above
the water. These houses have a height of 1.5 meter and don’t have access to daylight. In order to
improve the situation did the government build several apartment complexes for these people twenty
years ago. But due to the lack of maintenance they fell apart and are now a part of Smokey Mountain.
Shocking inhumane conditions the people live, but inspiring because of the happiness and joy the
people send out.

DESIGN PROBLEM:

This project aimed at providing decent housing to 1,000 families “living in the middle of the streets” for
decades by designing mid-rise towers in the given 50,900sqm lot area in Smokey Mountain, Baseco
Compound, Tondo Manila.

The project must provide its residents sufficient living areas while having access to many recreational
spaces where they could enjoy both indoor and outdoor activities. The housing design should represent
social, aesthetic, and environmental concepts and include all elements for creating spaces that would
satisfy the lifestyle of people or the community. Satisfaction with residency is one of the most important
aspects that affect the quality of life and the very behaviour of people in living spaces. The satisfaction
of residents is based on personal qualities (cognitive, emotional, or behavioural characteristics) and

social characteristics of the living environment. Thus, social, economic, and environmental aspects of
housing design should be considered in order to achieve maximum effect. It can be achieved by
respecting the cultural, psychological, physiological, financial, and historical characteristics and
preferences of residents or the community. Bringing the residents closer to nature by providing rich
landscapes which could stimulate behavioural change to its residents to be more aware, calm and at
peace. Engaging the community by making social spaces more inclusive for everyone to enjoy.
Additionally, it will provide a sustainable planning that will exemplify energy saving operations and
resiliency during calamities and even in pandemic situations.

4. Case Studies:

3 case studies (minimum). Include design analysis of similar project in the Philippines and/or
abroad. Illustrations to be completed with analysis – design approach, circulation, space planning and
layout, etc.

4.1. Synopsis
 Outline the purpose of the case study.
 Describe the field of research.
 Outline the issues and findings of the case study without the specific details.
 Identify the theory that will be used.

4.2. Findings
 Identify the problems found in the case by:
 analysing the problem, supporting your findings with facts given in the case,
the relevant theory and course concepts.
 searching for the underlying problems.

4.3. Discussion
 Summarise the major problem/s.
 Identify alternative solutions to this/these major problem/s.
 Briefly outline each alternative solution and evaluate its advantages and
disadvantages.
 There is no need to refer to theory or coursework here.

4.4. Conclusion
 Sum up the main points from the findings and discussion.

5.5. Recommendation
 Choose which of the alternative solutions should be adopted.
 Briefly justify your choice explaining how it will solve the major problem/s.
 Here integration of theory and coursework is appropriate.

4.6. References
 Make sure all references are cited correctly.
