EXECUTIVE ORDER NO.02 -2022

RE - ORGANIZATION OF BARANGAY ANTI-DRUG ABUSE COUNCIL (BADAC)

OF BARANGAY CAMPOSANTO

WHEREAS, the increasing use of illegal drugs has significantly contributed to the incidents of
heinous crimes;

WHEREAS, the problem of illegal drugs has to be addressed much more effectively to
ensure community peace and harmony;

WHEREAS, Section 16 of the Local Government Code of 1991 provides that local government
units shall pursue undertakings to improve public morals and maintain peace and order, among
other equally significant concerns;

WHEREAS, DILG Memorandum Circular No. 2015-63 dated July 1, 2016 enjoins the revitalization
of Anti-drug Abuse Councils in all levels;

NOW THEREFORE, I, FEDERICO H. ESPIRITU, Punong Barangay of Barangay Camposanto,

Bacoor City, Cavite, by virtue of power vested in me by laws, do hereby order the re organization
of Barangay Anti-Drug Abuse Council (BADAC) of Barangay Camposanto, City of Bacoor,
Cavite.

Section 1. The Barangay Anti-Drug Abuse Council (BADAC) will be composed of the following:

Section 2. POWERS AND FUNCTION

The Anti-Drug Abuse Council shall perform the following roles and responsibilities.

a. Conduct regular meetings at least once a month and call for special meetings whenever
necessary;
b. Plan, strategize, implement and evaluate programs and projects on drug abuse prevention
in the Barangay;
c. Organize the BADAC Auxiliary Team to compose and ideal number of 25 per 2,000 population
of the Barangay representing streets, puroks, subdivision or sitios;
d. Orient the BADAC Auxiliary Team of their roles and functions and in formulating plan of action
to address the problem
e. Equip Barangay Tanods and BADAC Auxiliary Team on their roles and functions in the
campaign against street-level illegal trade through seminars or trainings;
f. Coordinate and collaborate with other institutions implementing programs and projects on
drug abuse prevention at the Barangay level;
g. Continuously gather and update data on all drug related incidents and its effect on the peace
and order situation in the Barangay including listing of suspected drug users and pushers;
h. Refer suspected drug users to the City Anti-Drug Abuse Council and other institutions
for corresponding counseling and/or rehabilitation;
i. Conduct and Information, Education Campaign (IEC) on illegal drug demand reduction;
j. Monitor disposition and progress of drug-related cases filed; and
k. Perform other related functions.

Section 3. Effectivity

This Order shall take effect immediately. Done this 22ND of February 2022
in Barangay Camposanto, City of Bacoor, Cavite.
