10 of the 1987 Philippine Constitution, that the state recognizes the essential character
of science and technology, and shall give priority to research and development,
invention, and their utilization. And on August 23, 1956, Republic Act (RA) No. 1606
was approved by President Carlos P. Garcia. Referred to as “An Act to Promote
Scientific, Engineering and Technological Research, Invention and Development,” it is
among the earliest declarations of the Philippine state’s interest in pursuing
advancements in the fields of science and technology.

This study is significant to provide a new way of identifying milkfish size in a more
advance and comprehensive way that are capable of the following:
The consumers will be able to recognize the milkfish size and be knowledgeable enough
to identify prior to educational purpose specially having wise decision making.
This study will greatly help the fishery students to know basic fish information and
classifications. For the reason that it will help them in terms of convenience for their studies.
Another method for indirectly estimating fish size is to first detect the head and
tail of fish with a DL model and then calculate the length of fish on that basis. Although
this approach increases the workload, it is suitable for more complex images (Tseng et
can be fully exploited (Hu et al., 2014) to achieve superior performances compared with
other models. In addition, DL-based methods can eliminate the influence of fish overlap

França Albuquerque et al. (2019) have said that it is essential to continuously observe fish parameters
such as abundance, quantity, size, and weight when managing a fish farm. Quantitative estimation of
fish biomass forms the basis of scientific fishery management and conservation strategies for
sustainable fish. 2) Candido Emmanuel B. et al. proposed a study about Fish Size Identification, a
system that can identify the size and measurement of a fish that focused on one of the most
consumed aquatic species in the Philippines, namely bangus (milkfish), through the use Deep
Learning Algorithm on the length of the fish from the mouth to the tip of the tale with help of image
processing on capturing and scanning the image of the fish. 3) The authors Marini et al., 2018 and
Díaz-Gil et al., 2017 concluded on their study about Recent applications of DL to fishery science
offer promising opportunities for massive sampling in smart fish farming. Machine vision combined
with DL can enable more accurate estimation of fish morphological characteristics such as length,
width, weight, and area. There is another method for indirectly estimating fish size is to first detect
the head and tail of fish with a DL model and then calculate the length of fish on that basis. 4) Fish
size is determined by taking images of the fish using mobile phone without some other extra sensors
used and with a standard quality assessment using edge detection. Extracted information from the
image was analyzed and trained with CNN, and the measurements of the fish is not just its body
length but also the weight of the fish. Philippines Law and Jurisprudence Databank
