ACTUAL SCIENCE AND TECHNOLOGY POLICIES OF THE GOVERNMENT AND

THEIR IMPACT ON THE DEVELOPMENT OF THE FILIPINO NATION

REPUBLIC ACT NO. 2O67


(SCIENCE ACT OF 1958)

AN ACT INTEGRATE, COORDINATE AND INTENSIFY SCIENTIFIC AND TECHNOLOGICAL RESEARCH AND
DEVELOPMENT AND TO FOSTER INVENTION; TO PROVIDE FUNDS THERFOR; AND FOR OTHER
PURPOSES

Republic Act 2067

 Two years after the establishment of RA 1606, the development of Science and Technology became official state
policy after RA 2067, also known as the ‘Science Act of 1958’ which proposed to integrate, coordinate, and
intensify scientific and technological research and development to foster invention.
 The establishment of this act necessitated the creation of the National Science Development Board (NSDB), as
stated in Section 4 of this article
 NDSB would allow government offices to play a more active role in shaping the country’s scientific and
technological pursuits.
 Furthermore, in collaboration with DepEd, NSDB was also to undertake a survey of the educational system to
determine how it could be made “an effective instrument for scientific advancement.”
 One of the results of increased government involvement in Education was the passing of RA 3661, which would
establish the Philippine Science High School in Diliman, Quezon City and later to some parts of the Philippines.
 In 1982, the NDSB was granted the ability to exercise broader policy making and program implementing functions
as the National Science and Technology Authority (NSTA)
 Finally, in 1987, E.O. 128 was signed and NSTA was elevated to the Cabinet level as the Department of Science
and Technology (DOST)
 In the creation of the Philippine Atomic Energy Commission (PAEC), as stated in Section 16 paragraph 1, which
is about the establishment of laboratories for research, training and development relating to
 Nuclear processes and techniques
 The theory of atomic energy
 Processes, materials, and devices used in the production of atomic energy
 Utilization of special nuclear material, and radioactive material for commercial, industrial, medical, biological,
agricultural, or other peaceful purposes;

 This was amended in 1963 thru RA 3589 which specified the regulatory power of PAEC under Section 16-a which
states “No person may manufacture, produce, transfer, acquire, own, possess, import or export any radioactive
material except in pursuance of a license issued in accordance with this act”

 Philippine Nuclear Research Institute (PNRI) replaced PAEC and was reorganized under the DOST by E.O.
128. PNRI is presently performing both regulatory and promotion functions.

AN ACT TO PROMOTE SCIENTIFIC, ENGINEERING AND TECHNOLOGICAL RESEARCH, INVENTION AND
DEVELOPMENT.

DECLARING THE SECOND WEEK OF JULY OF EVERY YEAR AS “NATIONAL SCIENCE AND TECHNOLOGY
WEEK,” AND AUTHORIZING THE NATIONAL SCIENCE AND TECHNOLOGY AUTHORITY TO UNDERTAKE
APPROPRIATE COMMEMORATIVE CEREMONIES AND ACTIVITIES WITH THE SUPPORT OF OTHER
GOVERNMENT AGENCIES AND THE PRIVATE SECTOR.

Republic Act 1606

In order to promote scientific, engineering, and technological research, invention, and development, the Government shall,
in accordance with the provisions of this Act

a) Grant scholarships in Science, engineering and technology for especially gifted citizens
b) Grant bonus and other financial aid to brilliant and deserving scientific, engineering and technological researchers.
c) Give additional compensation to scientific, engineering and technological researchers employed that would devote
all their time to scientific research and studies, even after their working hours.
d) Employ the services of recognized scientists, engineers and technologists for the purpose of training promising
young scientists or researchers.
e) Acquire necessary equipment which may be needed for conducting researches.
f) Allocate funds provided in this Act, over and above existing funds, to all existing and new research institutions of
the government, for their expansion, improvement and establishment and for originating and continuing researches.

REPUBLIC ACT NO. 9513

AN ACT PROMOTING THE DEVELOPMENT, UTILIZATION AND COMMERCIALIZATION OF RENEWABLE


ENERGY RESOURCES AND FOR OTHER PURPOSES

Renewable energy – is energy source generated from natural resources such as sunlight, wind, rain, tides, waves and
geothermal heat. The Philippines has an ambitious plan to sustainably increase and improve its energy supply. And in terms
of this Philippines has a natural advantage since it is a geologically active part of the world. This act will make an impact
since it can improve energy security and will enhance energy access in the country. It will improve energy security which
means that our country will have an uninterrupted availability of energy and the cost of the energy will be cheaper. It will
enhance energy access which means that we will have more choices in terms of when we will generate energy.

REPUBLIC ACT NO. 7687

AN ACT INSTITUTING A SCIENCE AND TECHNOLOGY SCHOLARSHIP


PROGRAM AND OTHER PURPOSES

Republic act 7687 provides scholarship slots to poor but deserving students whose families annual gross income
does not exceed the poverty threshold limit. The scholar must pursue a course in the field of science, mathematics and
engineering leading a Bachelor of Science degree. The impact of this act is it will improve the quality of life in our country.
This is because when we have more people in the country who have that knowledge in terms of science and technology
there will also be more people who will invent things for us which will make our life easier.

REPUBLIC ACT NO. 6977

AN ACT TO PROMOTE, DEVELOP AND ASSIST SMALL AND MEDIUM SCALE ENTERPRISES THROUGH
THE CREATION OF A SMALL AND MEDIUM ENTERPRISE DEVELOPMENT (SMED) COUNCIL, AND THE
RATIONALIZATION OF GOVERNMENT ASSISTANCE PROGRAMS AND AGENCIES CONCERNED WITH THE
DEVELOPMENT OF SMALL AND MEDIUM ENTERPRISES, AND FOR OTHER PURPOSES

First, who are those small and medium scale enterprises here in the Philippines and what is the essence of building
the SMED Council for them. What do they contribute for us, the Filipino citizens? Small and medium enterprises have a
very important role in developing the Philippine economy. Those enterprises can help reduce the poverty by creating jobs
for the country's growing labor force. According to my research, as of 2010, there were a total of 777,687 business
enterprises in the Philippines. Of this figure, MSMEs represented 99.6 percent with 774,664 establishments while large
enterprises represented 0.4 percent with 3,023 establishments. Imagine how many small and medium enterprises have been
built nowadays (2019). And imagine how many Filipinos have been given a job because of them. Those enterprises are
really a big help for our nation, and these helps comes bigger because of the Republic act no. 6977 which implements the
creation of Small and Medium Enterprises Development Council (SMED Council).

REPUBLIC ACT NO. 6959

AN ACT ESTABLISHING PROVINCIAL CENTERS FOR SCIENCE AND TECHNOLOGY IN ALL PROVINCES OF
THE PHILIPPINES AND APPROPRIATING FUNDS THEREFORE

From the name of this act itself, it is an act who accelerates the application and transfer of the modern science and
technology, particularly to the rural areas or provinces. What will be the benefit of this act to our nation, particularly to our
fellow Filipinos who are living in different provinces? This kind of implementation can also give a big help for the Filipinos
and can also reduce the poverty in our nation. It can improve the quality of the lives of the Filipinos who are living far from
the city. It can also help them increase productivity and earning power through the help of science and technology.

REPUBLIC ACT NO. 8439


AN ACT PROVIDING A MAGNA CARTA FOR SCIENTISTS, ENGINEERS, RESEARCHERS AND OTHER
SCIENCE AND TECHNOLOGY PERSONNEL IN THE GOVERNMENT

ADDITIONAL INFORMATION UNDER R.A 8439: Executive Order No. 784: The Scientific Career System is a system
of recruitment, career progression, recognition and reward of scientists in the public service, as a means of developing a
pool of highly qualified and productive scientific personnel.

The State recognizes science and technology as an essential element for the attainment of national development and
progress. To attain this objective, it is hereby declared the policy of the State to provide for a program of human resources
development in science and technology to achieve and maintain the necessary reservoir of talent and manpower that will
sustain its drive for total science and technology mastery.

The State shall establish, promote and support programs leading to the realization of this objective, such as science and
engineering scholarship programs, improvement of the quality of science and engineering education, popularization of
science culture, and provision of incentives for pursuing careers in science and technology.
REPUBLIC ACT NO. 7459
"Investors and Invention Incentives Act of the Philippines"

AN ACT PROVIDING INCENTIVES TO FILIPINO INVESTORS AND EXPANDING THE FUNCTIONS OF THE
TECHNOLOGY APPLICATION AND PROMOTION INSTITUTE, APPROPRIATING FUNDS THEREFOR, AND
FOR OTHER PURPOSES.

It is hereby declared to be the national policy to give priority to invention and its utilization on the country's
productive systems and national life; and to this end provide incentives to investors and protect their exclusive right to their
invention, particularly when the invention is beneficial to the people and contributes to national development and progress.
Pursuant to the national policy, the Government shall provide a program to set up a climate conducive to invention and
innovation, give encouragement and support to inventors who are creative and resourceful, as well as the imbued with a
deep sense of nationalism, and maximize the capability and productivity and inventors through incentives and other forms
of assistance and support.

REPUBLIC ACT NO. 3850

REPUBLIC ACT NO. 3850 - AN ACT TO CREATE A PHILIPPINE INVENTORS COMMISSION, DEFINE ITS
POWERS, FUNCTIONS AND DUTIES, AND FOR OTHER PURPOSES THAT WILL PROMOTE AND
ENCOURAGE PHILIPPINE INVENTIONS AND THEIR MANUFACTURE

Section 1. This Act shall be known and cited as the "Philippine Inventors Incentives Act."

Sec. 2. There is hereby created a Philippine Inventors Commission, under the supervision of the National Science
Development Board, hereinafter referred to as the Commission, for the purpose of giving technical, financial and legal
assistance to inventors in the Philippines.

Sec. 3. The Commission shall have the following functions, powers and duties:
(a) To give technical assistance to inventors by examining their submitted inventions to determine their patentability
and by helping them prepare their patent applications under certain term and conditions; To recommend to
government lending institutions inventions that are beneficial to our country for long term loans not exceeding
seventeen years to enable inventors to manufacture their inventions. To help inventors find markets for their
inventions here and abroad; To encourage Philippine inventors to make known their inventions by giving annually
sizeable cash awards and medals, to be known as the "President Awards for Inventions," to patented inventions in
the Philippines in the field of it could be agriculture, chemistry, education, engineering, medicine, national
defense, pharmacy, physics, public safety and welfare, public works, transportation and other fields of science. To
organize creative societies in schools, colleges and universities to promote and encourage creativeness among our
youth.
REPUBLIC ACT NO. 8293
June 6, 1997

AN ACT PRESCRIBING THE INTELLECTUAL PROPERTY CODE AND ESTABLISHING THE INTELLECTUAL
PROPERTY OFFICE, PROVIDING FOR ITS POWERS AND FUNCTIONS, AND FOR OTHER PURPOSES

The State recognizes that an effective intellectual and industrial property system is vital to the development of
domestic and creative activity, facilitates transfer of technology, attracts foreign investments, and ensures market access for
our products. It shall protect and secure the exclusive rights of scientists, inventors, artists and other gifted citizens to their
intellectual property and creations, particularly when beneficial to the people, for such periods as provided in this Act.

The use of intellectual property bears a social function. To this end, the State shall promote the diffusion of
knowledge and information for the promotion of national development and progress and the common good.

It is also the policy of the State to streamline administrative procedures of registering patents, trademarks and
copyright, to liberalize the registration on the transfer of technology, and to enhance the enforcement of intellectual property
rights in the Philippines.
