Ans. In response to the ASEAN 2015 Agenda, the government, particularly the DOST, has
sought the expertise of the NRCP to consult various sectors in the society to study how the
Philippines can prepare itself in meeting the ASEAN 2015 Goals.
The NRCP clustered these policies into four:
1. Social Sciences, Humanities, Education, International Policies and Governance
- Integrating ASEAN awareness in basic education without adding to the curriculum
-Emphasizing teaching in the mother tongue
-Developing school infrastructure and providing for ICT broadband

2. Physics, Engineering, and Industrial Research, Earth and Space Sciences, and
Mathematics
- Emphasizing degrees, licenses, and employment opportunities
-Outright grants for peer monitoring

-Harnessing science and technology as an independent mover of development
3. Medical, Chemical and Pharmaceutical Sciences
-Ensuring compliance of drug-manufacturing firms with ASEAN-harmonized standards by full
implementation of the FDA
-Creating an education council dedicated to standardization of pharmaceutical services and care
-Empowering food and drug agencies to conduct evidence-based research as pool of information
-Allocating 2% of the GDP to research
-Legislating a law supporting human genome projects
4. Biological Sciences, Agriculture, and Forestry
- Protecting and conserving biodiversity by full implementation of existing laws

Part II. Explanation.

 How did science and technology affect the world in the ancient, middle and modern
ages? Cite instances were science and technology changed the way people lived? (15pts)
-It has a big impact on how they lived by making their lives easier and faster and
also to make their life grow and improve.
 In Ancient civilization Mesopotamia people is known for their metal works,
woolen textiles, and pottery, copper, tin and timber were imported goods
exchanged for dried fish, wheat, and metal goods. So they invented a wheel
and it greatly helps the Mesopotamia people in making transportation of
goods easier and quicker. Also their writing was improved by the invention
of writing system .their different religions, culture and beliefs and their way
of farming is improved.
 In middle and modern ages this period has many technological advances
including the adoption of gunpowder, the creation of vertical windmills,
lenses, mechanical clocks, and significantly enhanced water mills,
construction techniques (gothic architecture, medieval castles), and
agriculture in general (three-field crop rotation).
 Discuss how science and technology affect the Philippine Society. What do you think is
the role of Science and Technology in Philippine nation building? (15 pts)
- Science and technology affect the Philippine Society by two influences: The
internal and external Influences. Under Internal influences are Survival; Culture
and Economic Activities while under external influence are Foreign Colonizers,
Traders with Foreign Countries, international economic demands.
- The role of Science and Technology in Philippine nation building is to introduced
and implemented programs, projects and policies to boost science and technology.
Health, energy and emerging technology, disaster risk mitigation and the national
integrated research agenda are the key areas that are being targeted.

 Search the internet and identify three (3) recent government science and technology
policies and programs that aim for the development of the Filipino nation? (15 pts)
 DOST SCIENCE FOR CHANGE PROGRAM
- The Science for Change Program (S4CP) was created to accelerate STI in the country in
order to keep up with the developments in our time wherein technology and innovation
are game changers. Through the Science for Change Program (S4CP), the DOST can
significantly accelerate STI in the country and create a massive increase in investment on
S&T Human Resource Development and R&D.

 NICER PROGRAM:
= The NICER Program capacitates Higher Education Institutions (HEIs) in the regions to
make significant improvement in regional research by integrating its development needs
with the existing R&D capabilities and resources. It provides institutional grants for HEIs
in the regions for R&D capacity building to improve their S&T infrastructure. The
NICER Program was established in consultation with the academe and industry; and
endorsed by the Regional Development Council (RDC). Hence, a NICER is a Unique
center for collaborative R&D to address specific S&T needs of local communities and
industries, thereby accelerating regional development.

 RDLEAD PROGRAM:
- The R&D Leadership Program complements the establishment of R&D Centers thru the
NICER Program. RDLead provides the mechanism to bring in experts and highly skilled
professionals with strong leadership, management and innovative policy-making
proficiencies to be in charge of strengthening the research capabilities of the HEIs,
National Government Agencies (NGAs) and Research Development Institutions (RDIs)
in the regions. Together, the RDLead and NICER Programs will capacitate HEIs to help
improve and hasten the use of research results that will contribute to the socio-economic
development of the country and help address pressing challenges. The NRCP is the
implementing agency for this programme.
