A. The Philippine Government Science and
Technology Agenda

Scientists and technologists are the backbone of an


industrialized nation that propels socioeconomic gain and
national progress.

As such, it can be said that scientists and technologists are


essential players in nation building.
In the Philippines, the Department of Science and
Technology (DOST) is tasked to oversee and manage national
technology development and acquisition, undertake
technological and scientific research and promote public
consciousness of science and technology.

In 2017, DOST launched the Science for the People thru


Administrative Order No. 003 s. 2017. This is in response to the
government’s call to address inequity in developments within
and among countries and is aligned with the national goals and
plans.
Stipulated in the strategic plan are the seven outcomes that the
agency strives to achieve. These are as follows:
1. Innovation and stimulus
2. Technology and adoption promoted and accelerated
3. Critical mass of globally competitive STI human resources
developed
4. Productivity and efficiency of communities and the
production sector, particularly Micro, Small, and Medium
Enterprises (MSMEs) improved
5. Resiliency to disaster risks and climate change
ensured
6. Inequality in STI capacities and opportunities
reduced
7. Effective STI governance achieved
The strategies to attain these outcomes are embodied in the
DOST Eleven Point Agenda as follows:

1. Pursue R&D to address pressing national problems.


2. Conduct R&D to enhance productivity and improve
management of resources.
3. Engage in R&D to generate and apply new knowledge and
technologies across sectors.
4. Strengthen and utilize regional R&D capabilities.
5. Maximize utilization of R&D results through technology
transfer and commercialization.
6. Develop STI human resources and build a strong STI
culture.
7. Upgrade STI facilities and capacities to advance R&D
activities and expand S&T services.
8. Expand STI assistance to communities and the production
sector, particularly MSMEs.
9. Provide STI-­based solutions for disaster risks and climate
change adaptation and mitigation.
10. Strengthen industry-­academe-­government and
international STI

AGENDA 1: Pursue R&D to address pressing
national problems.

AGENDA 2: Conduct R&D to enhance

traditional industries steadfast and competitive
through technological innovations that can address
gaps in productivity and increase production yield.
AGENDA 3: Engage in R&D to generate and
apply new knowledge and technologies across
sectors.

technologies may potentially disrupt and change the way

AGENDA 4:Strengthen and utilize regional

regional development.
AGENDA 5: Maximize utilization of R&D
results through technology transfer and
commercialization.

transfer and avenues where R&D results are promoted
in the bid to maximize its utilization.
AGENDA 6: Develop STI human resources
and build a strong STI culture.

researchers, scientists, and engineers (RSEs) and
promoting a culture of STI.
AGENDA 7: Upgrade STI facilities and
capacities to advance R&D activities and expand
S&T services.
- features various S&T facilities that offer technical services
for carrying out research and development, as well as
addressing the needs of the industry in terms of quality
assurance, adherence to standards, product development, and
innovation.
AGENDA 8: Expand STI assistance to
communities and the production sector,
particularly MSMEs.

technological capabilities and improve the productivity

OF SCIENCE
RAMON BARBA
Ramon Barba developed a simple
method for inducing early flowering
in mango plants. His invention,
widely used today, revolutionized the
Philippine mango industry, making the
crop one of the country's top export
earners.
JOSEFINO CASAS COMISO

Dr. Comiso is known for his


work on observing the
characteristics of Antarctica by
using satellite images.
LOURDES JANSUY CRUZ
Lourdes Jansuy Cruz is a Filipino
biochemist whose research has
contributed to the understanding of the
biochemistry of toxic peptides from the
venom of fish-hunting Conus marine
snails. Throughout the Philippines, she is
known as the Sea Snail Venom Specialist.
JOSE BEJAR CRUZ
Jose Bejar Cruz known internationally
in the field of engineering and for
outstanding contributions to the field of
automatic control in research, teaching,
and service.
FABIAN M. DAYRIT
Dr. Fabian M. Dayrit is recognized for his
significant achievements in the field of
chemistry, spectroscopy and environmental
science which have contributed to the growth
of science and science education in the
country. He isolated and identified new
pharmacologically active bioactive
compounds in indigenous plants, particularly,
lagundi.
LILIAN PATEÑA

Lilian Pateña is a Filipino


scientist who is known for her
work on doing research on plant
biotechnology.
RAFAEL DINEROS GUERRERO III
He was recognized because of his
scientific and technical contributions to
the growth of Sex Reversal and
Hatchery Techniques that help the
commercial fabrication of high yielding
market-size tilapia in the Philippines
and other nations.

ENRIQUE MAPUA OSTREA JR .

Dr. Ostrea Jr. has been recognized as a


leading pioneer in the field of Pediatrics, having
significantly contributed in numerous ways
specifically in that area of drug addiction in
neonates due to fetal exposure. In his research,
Dr. Ostrea Jr. developed a meconium drug test
which has been proven as one of the most
sensitive tests to detect the presence of illegal
substances in newborns..

MARI-JO PANGANIBAN RUIZ .

Mari-Jo P. Ruiz is a Filipina


mathematician, currently a professor
emeritus of mathematics at Ateneo de
Manila. Ruiz specializes in graph
theory and operations research

GREGORY LIGOT TANGONAN .

Known for his research in the field


of communications technology.
He has been instrumental in
developing applications of
optoelectronics in radar, optical
networking, and analog systems
OPTOELECTRONICS – is the study of and
. application of electronics devices that uses
light.

OPTIC NETWORKING – uses light to transmit data


between devices.

ANALOG SYSTEM – process analog signals which


will take any value within range, for example
the output from LDR (light sensor) or
microphone.

CAESAR SALOMA .

Saloma is an internationally
renowned physicist.
He was recognized for his
contributions to photonics and signal
processing that were accomplished with
colleagues and students.
Photonics – is a branch of optics that involves the application of
generation

, detection, and manipulation of light in form of photons
through emission, transmission, modulation, signal processing, switching,
amplification, and sensing.

Ex: laser diodes, light emitting diodes, solar, displays and optical
amplifiers.

EDGARDO DIZON GOMEZ .

He led the world’s first national-scale


assessment of damage to coral reefs leading
to international conservation initiatives such
as the replanting of corals. He also
pioneered giant clam (Tridacna Gigas)
breeding stationed in Bolinao and other
protective areas for coastal communities of
the Philippines.

WILLIAM PADOLINA .

His research interests include the chemistry of the


coconut — production of novel derivatives of coconut
fatty ac-ids; medicinal plants chemistry – isolation,
identification and biological testing of novel active
constituents of Philippine medicinal plants, particularly
those with anti-allergy and anti-diabetic properties;
acetone-butanol production from molasses using
Clostridium acetobutylicum, and biogas production
from cellulosic wastes like coconut coir dust and fiber
and rice straw.
ANGEL ALCALA
Alcala made major contributions to marine
biology research efforts in the Philippines and
authored over 160 scientific papers as well as
books. Alcala was the first Filipino scientist to
engage in comprehensive studies concerning
Philippine reptiles and amphibians and minor
studies on mammals and birds.

He was recognized for his contributions in building sanctuaries and


promoting biodiversity in the aquatic ecosystems in the Philippines.
