 Tamil Nadu’s Authority for Advance Ruling (TNAAR) has ruled that Jigarthanda will attract 12% GST.
 Jigarthanda is a popular milk-based beverage sold in Tamil Nadu.
 Milk, almond pisin, basundi, ice cubes and sherbet are its main ingredients.
 Fresh milk and pasteurised milk are at present fully exempt from GST.
 Milk products such as curd, lassi, buttermilk and paneer are exempt from GST if they are sold in a form other than pre-packaged and labelled.
 However, if they are sold in pre-packaged and labelled form, GST at the rate of 5% applies to them.
 GST at the rate of 12% applies to condensed milk, butter, ghee and cheese.
 Milk flavoured with cocoa or other substances are included under Chapter heading 2202 (GST at the rate of 12%). They are excluded from Chapter heading
0402 (GST at the rate of 5%).

 The government's fiscal deficit as of end-December touched 59.8% of the full-year
Budget Estimate (BE) on subdued growth in revenue collections, according to
Finance Ministry data.
 In actual terms, the fiscal deficit -- which is the difference between expenditure and
revenue -- was ₹9,92,976 crore during the April-December period of 2022-23. In the
corresponding period last year, the deficit was 50.4% of the Budget Estimates (BE)
of 2021-22.
 The government has budgeted fiscal deficit at ₹16.61 lakh crore, or 6.4% of the
GDP, in the current financial year ending March 2023. The deficit is funded by
market borrowing.
 As per the Controller General of Accounts (CGA) data, the net tax revenue at
₹15.55 lakh crore was 80.4% of BE 2022-23. During the corresponding period of
2021-22, the net tax revenue was 95.4% of that year's BE.
 The central government's total expenditure during April-December works out to be
71.4% of BE of 2022-23.
 Capital expenditure stood at ₹4.89 lakh crore or 65.4% of BE at end-December.
 As per the CGA data, the central government's total receipts, including non-tax
revenue, stood at ₹18.25 lakh crore or 79.9% of the current year's BE. I

 The Reserve Bank of India (RBI) has appointed V. Ramachandra as a member of the Advisory Committee of
Srei Infrastructure Finance Ltd. (SIFL) and Srei Equipment Finance Ltd. (SEFL) with immediate effect.
 This follows the resignation of Farokh N. Subedar from the Advisory Committee with effect from January 31,
2023.
 The Advisory Committee will now comprise of Venkat Nageshwar Chalasani, former Deputy Managing
Director, State Bank of India, T. T. Srinivasaraghavan, former Managing Director, Sundaram Finance Ltd., V.
Ramachandra, former Chief General Manager, Canara Bank.
 The Advisory Committee shall advise the Administrator in the operations of the SIFL and SEFL during the
corporate insolvency resolution process.
 The RBI had on October 11, 2021, constituted an Advisory Committee under Rule 5 (c) of the Insolvency and
Bankruptcy (Insolvency and Liquidation Proceedings of Financial Service Providers and Application to
Adjudicating Authority) Rules, 2019, to advise the Administrator in the operations of the financial service
providers during the corporate insolvency resolution process.
 Subsequently, upon the resignation of R. Subramaniakumar, it had appointed Venkat Nageswar Chalasani as a member of the Advisory Committee.

digitisation of payments across the country.
 The index comprises five broad parameters that enable the measurement of the deepening and penetration of digital payments
in the country over different periods.

Payment Infrastructure Supply-side factors (15 per cent); Payment Performance (45 per cent); and Consumer Centricity (5 per
cent).
 The index is published on a semi-annual basis from March 2021 onwards with a lag of four months.

equipment maker.
 The India specific GE-414 INS6 engine will power the LCA (light combat
aircraft) Mark II, which will be rolled out by Aeronautical Development
Agency (ADA) early next year and take to the skies by the end of 2024, and
the under-development twin engine Advanced Medium Combat Aircraft.
 GE-414 engine will be manufactured under terms that include 100% transfer
of technology (ToT), with the deal likely to be sealed during the on-going
visit of the high-level delegation led by National Security Adviser Ajit Doval’s
visit to the US.
 While GE-404 engine powers 4+ generation LCA Tejas Mark I aircraft, the GE-
414 engine will power the 4.5 generation Mark II Tejas, which will carry
nearly 6.5 tonnes of missiles and ammunition and will be a replacement for
Mirage 2000 and MiG-29 aircraft.
 India plans to produce more than six squadrons (each squadron has 18
aircraft) of the Mark II aircraft for the Indian Air Force, and will also be
exporting the fighter to interested countries.

 The Reserve Bank of India has partially relaxed restrictions on SBM Bank India by allowing ATM/POS transactions under
Liberalised Remittance Scheme (LRS) through its KYC compliant internationally active debit cards. This relaxation, available only
till March 15.
 On January 23, RBI had asked SBM Bank (India), the Indian subsidiary of State Bank of Mauritius, to immediately stop
transactions under LRS, following certain material supervisory concerns observed in the bank.
 RBI said the bank has since initiated corrective action and made submission for relaxation of the restrictions.
 LRS refers to external remittances by resident individuals for purposes like studies abroad, medical treatment, maintenance of
close relatives, and investments and travel.
 The LRS scheme allows Indian residents to send up to $250,000
abroad each financial year.
 SBM started operations in India on December 1, 2018. It was the first
universal bank in the country to get a banking licence from RBI
through the wholly-owned subsidiary (WOS) route. Globally, it is part
of SBM Group.

One Family, and One Future', Comptroller and Auditor General (C&AG) of India is proposing collaboration of G20 SAIs on
two priority areas of Blue Economy and Responsible Artificial Intelligence.
 Bahtiar Arif, Secretary General, SAI Indonesia, formally handed over the presidency of SAI20 to Parveen Mehta, Deputy
Comptroller and Auditor General (Deputy CAG) who represented SAI India in the meeting.

2022, as against a growth of 3.8% recorded in the year-ago
period, as per the provisional data released by the Ministry of
Commerce & Industry.

month, November 2022, when it stood at 5.4%.
 A surge in the output of coal, steel, cement, fertiliser and
electricity aided higher growth in December.
