ceedings.
Two years later, Ramcharan found that the fail-
ure and continued failure of the commissioner to
make a decision in the investigation into the alle-
gations against Phillip, within a reasonable time,
was unlawful.
In his ruling, the judge stated that “in the ab-
sence of any evidence to the contrary, the claim-
ant ought to have been promoted to the rank of
Senior Superintendent.”
Following the judge’s ruling, the matter went be-
fore Master Pierre for an assessment of damages
and was heard in May 2022.
On Tuesday, Pierre ordered the State to pay Phil-
lip $125,000 in general damages, $70,000 for loss
of salary and $10,000 for nominal damages for
loss of pension.
The State also has to pay Phillip’s legal costs.
The commissioner was represented by attorneys
Karlene Seenath and Amrita Ramsook.

transfer window.
The 32-year-old Antonio, who joined the Ham-
mers from Nottingham Forest for £7 million
(US$8.6 million) in 2015, confirmed he had been
in contact with other clubs.
Antonio became the Hammers’ top scorer in the
Premier League in August 2021 with his 48th top-
flight goal, breaking Paolo di Canio’s club record.
He has scored only four goals and provided
three assists in all competitions so far this season
in which manager David Moyes’ side have found
themselves in a relegation fight. They lifted them-
selves out of the bottom three last weekend with a
