WHEREAS
Child protection project “provision of protective services including mental health &
psychosocial support services to flood affected girls, boys, women & men’ in district Naushahro
Feroze Sindh province at the district office of Shifa Foundation Muhammad Ishaque Chandia
house opposite Grid station Main Mithiani Road, District Naushahro Feroze Pakistan whereas,
social welfare department district Naushahro Feroze having its district office Naushahro feroze
at near deputy commissioner office district

OBJECTIVE OF THIS MEMORANDUM OF UNDERSTANDING

Case Management and Referral of the cases to connect the survivor with different service
providers. Development of Management Information System for record-keeping of Child
Protection cases, the Authority is also planning to work further on the system so that the Data
Base will be available to the public to follow the 

BACKGROUND

As the monsoon rains of 2022 created flood situations in many districts of Sindh, mainly in
Naushahro Feroze. The flood damaged the houses and compelled the inhabitants to leave their
dwellings. The Government of Sindh has declared different villages of the districts “Calamity
Affected Areas’’. The affected people are shifted to spontaneous/organized camps and besides
other needs, the vulnerable population i.e. Women, children, adolescent girls, elderly, and
people with disabilities need protection support.
After signing contingency PCA with UNICEF, Shifa Foundation’s activities of its project
interventions in districts Nashahro Feroze are ongoing. The Child Protection Project aims
to contribute in creating a protected environment to safeguard the protection rights of children
(girls and boys), adolescent girls & boys from risks of abuse, violence, neglect, and exploitations
and enhance their abilities to cope with emergency situations.  The purpose of Provision of
Protective Services Including Mental Health and Psychosocial Support Services to Flood
Affected Girls, Boys, Women and Men in District Naushahro Feroze is to provide children with
a protected environment in which they can participate in organized activities to play, socialize,
learn, and express themselves as they rebuild their lives.
The project commenced from the beginning of September 5th 2022 as planned. Provision of
Protective Services including Mental Health and Psychosocial support services to Flood affected
girls, boys, women and men in District Naushahro Feroze activities designed to build on
children’s natural and evolving coping capacities, and proactively involve children in the
selection of activities to ensure that the recreational activities are relevant to children.
Considering the emergency situation Shifa Foundation established 06 Provision of Protective
Services including Mental Health and Psychosocial support services to Flood affected girls, boys,
women and men in District Naushahro Feroze to provide a child-focused and child-friendly
environment in which children continued their cognitive development and learn through
multiple interventions. In this regard Shifa Foundation will ensure support of Social welfare
department Naushahro Feroze about Case Management and Referral of the cases to connect
the survivor with different service providers. Development of Management Information System
for record-keeping of Child Protection cases, the Authority is also planning to work further on
the system so that the Data Base will be available to the public to achieve the Child Protection
Project Provision of Protective Services Including Mental Health and Psychosocial Support
Services to Flood Affected Girls, Boys, Women and Men in District Naushahro Feroze Sindh
province at the District office of Shifa Foundation.

ROLE AND RESPONSIBILITIES OF Social Welfare Department

 Social Welfare will provide more support and guideline, facilitation for referred Girls
Boys Women and men survivors who are referred by Psychologist to respond to GBV
cases and to guide the victims/ survivors of GBV.
 Social welfare will help victims and they will able to know to seek assistance and what
services are available at different referral points. Under mentioned referral Partners are
identified i-e Public Health facilities, Public Legal Facilities, Police Stations, NGOs and
CSOs working on GBV issues.
 Social Welfare Ensure The confidentiality of any information of case which were provided by
Shifa Foundation and survivor.
 ROLE AND RESPONSIBILITIES OF SHIFA FOUNDATION
 Shifa foundation will refer survivors to social welfare department with all basic
information of survivor
 Shifa Foundation Will provide more support and guideline.
 Shifa Foundation facilitate to both survivor and Department where they need.
 Shifa Foundation will link with other service providers i-e Public Health facilities, Public
Legal Facilities, Police Stations, NGOs and CSOs working on GBV issues.

This MoU under signed by the duly authorized signatories of the Parties in Location, this Date in four
equally authentic original copies in the English language, two copies each for each of the Parties.
