UTILIZATION OF CABLE TV AS AN ONLINE LEARNING MEDIA

Introduction
Recently the world was shocked by the outbreak of a disease
caused by a virus called corona or known as covid 19
(Corona Virus Diases-19). The virus, which was signaled to
have started to plague from December 31, 2019 in the city of
Wuhan, Hubei Province, China, is currently spreading to
almost all corners of the world so rapidly that WHO has
designated this outbreak as a Global pandemic on March 11,
2020 (Agus, 2020). The complexity of handling this
epidemic has caused country leaders around the world to
implement strict policies to break the chain of the spread of
Covid 19. One of them is by implementing social distancing
for each country, and this policy has many negative impacts
on all aspects of life, including in the world. education.
The government suddenly closed or moved the learning
process from school to learning at home. This transition in
learning methods forces various parties to follow the flow
that is being taken so that learning continues. And the choice
is to use technology as an online learning medium.
This online study aims to increase awareness and the process
of stopping the spread of the virus through direct interaction
between people. The transition of the learning process from
face to face to online certainly forces various parties to be
able to follow the process and flow, so that the learning
system continues to run well. However, it turns out that this
system is not running as effectively as we imagine, even all
parties experience difficulties, not only students, parents,
teachers, and the government also feel it. Indonesian
education practitioner Yusra Tebe assesses that there are a
number of challenges in the world of Indonesian education
amid the COVID-19 pandemic outbreak. Based on data from
the Indonesian Ministry of Education and Culture as of April
16, 2020, around 68.7 million students were affected by
COVID-19 (Wahyu, 2020). The adoption of the home
learning method itself is beset with a number of challenges.
Yusra explained that more than 46,000 or 18 percent of the
total primary and secondary education units in Indonesia do
not have internet access facilities.
KPAI Commissioner Retno Listyarti in a meeting at
Commission X DPR, Thursday (25/6/2020) said internet
quota is one of the problems in online learning. Parents of
students whose economies are affected by the COVID-19
pandemic also feel burdened and have difficulties with
internet quotas. This is a problem because parents are
economically affected by COVID-19. Finally, more and
more children are not served online learning because they
have problems with purchasing expensive internet quotas
(Nur Azizah, 2020). In addition, according to data from the
KPAI commissioner 79.9 students complained about the lack
of interaction with the teacher because in online learning
they were only given assignments via the WhatsApp
application. The children also felt that the task load for them
was too heavy, the majority of students had difficulty doing
the assignment because the teacher never explained the
lesson. As a result, many of the students are not happy
studying at home.
In order to make learning at home more meaningful, the
Ministry of Education and Culture (Kemendikbud) provided
a number of alternative student learning at home during the
Covid-19 outbreak. One of them is through the Home
Learning Program through TVRI as an alternative to learning
as well as a solution to quota problems and internet networks
related to online learning (Ayunda, 2020). Therefore, the use
of television media is very important to overcome Internet
problems in rural areas.
Therefore, researchers are interested in researching the use of
cable TV as an online learning medium during Covid 19 in
rural areas in East Lombok, West Nusa Tenggara.
Nowadays, the cable TV business in the regions shows a
more rapid development. This business is mushrooming and
reaching remote hamlets. The existence of a local cable TV
operator in the regions actually gives a positive value to
serve the public regarding the need for information and
entertainment media, especially in areas that cannot be
reached by broadcast TV without a satellite dish.
Research Methodology
a. Types of Research
This research is a qualitative research which aims to obtain
an overview of online learning using cable TV media carried
out by students in rural areas in Anjani Village, Aikmel
District, East Lombok Regency as an effort to suppress the
spread of Covid-19 in that environment.
The research was conducted by first conducting a survey to
students regarding the application of online learning. The
survey was carried out using interview and documentation
techniques. The variables in this study are online learning
and cable TV
b. Objective Research
The research objects were 7 students in class 2
Homeschooling Inspirasi Lombok who are actively carrying
out the Online learning method with limited internet
networks, who have TV at home and as cable TV subscribers
and the child is accompanied by parents while watching
learning through cable TV broadcasts.
c. Instruments and Data Collection Techniques
Instruments and data collection were carried out through the
process of documentation, interviews, observations,
document review and questionnaires. Structured interviews
were conducted with questions that were compiled and
linked and developed with related literature.
The researcher prepares the questions that will be asked in
the interview with the respondent, and the interview will be
conducted in the place where the respondent is most
comfortable. All information that the researchers got from
the interview results was accompanied by the researcher's
permission and the respondent's consent, and was recorded
with voice notes and transcribed verbally.
d. Data Analysis Techniques
To analyze the data using qualitative descriptive analysis
techniques. Utarini (2020) states that in general, the
approach in qualitative data analysis can use thematic
analysis. Clarke and Braun (Utarini, 2020) explain that the
purpose of thematic analysis is to identify themes, namely
patterns that are important or interesting from data and use
these themes to discuss or answer a problem. To get the
findings through analysis, the researcher compiled several
questions to ask as material to explore and obtain
information from respondents.
Result and Analysis
Abdul Azis Akbar is a cable TV business owner located in
Anjani Hamlet, East Lombok. Currently, the number of
cable TV subscribers is 83 people. 7 of its cable TV
subscribers are the guardians of Grade 2 students of
Inspiration Lombok Homeschooling.
In early August 2020, he and his fellow Islam took the
initiative to develop online learning via Cable TV, because
he really understood how difficult it was for children in
Anjani to access online learning which required an android
cellphone and internet connection. Meanwhile, the average
income of people in Anjani area is middle to lower,
especially after this pandemic period.
The material content displayed is a video that he collected
from several learning videos made by creative teachers. The
video that is shown varies depending on the material content
for what class and level of education
After conducting interviews with the object of research, 7
students of Homeschooling Inspiration Lombok, they said
they were quite helpful to access learning materials easily
and inexpensive way. This means you don't need to have an
Android phone and buy an internet quota which is quite a
drain on money. They also said that the video shown was
very creative and easy to understand. This solution can
answer community concerns whose children will miss
lessons if they don't have cellphones and internet quota.
This solution also helps parents to control the learning hours
of their children, who previously went to and fro but the
presence of cable TV as an online learning medium can
reduce children's playtime because they are learning. Parents
are also easy to control their children so they always learn at
home.
But what became a drawback during online learning via
Cable TV was that when there was a lesson that required
certain tools and materials, they had difficulty preparing
beforehand. Some children expressed that they sometimes
find it difficult when the material is missing or not
understood. They don't know where to ask, and when they
are confused, that makes their interest in learning a bit less.
Conclusion
Learning through cable TV media can be an online learning
solution during a pandemic for rural communities with
limitations. This medium is effective enough that it can
provide a variety of creative, easy to understand and cheap
learning videos. However, this becomes less effective when
learning requires certain tools and materials that students do
not have. Another thing is that it is not effective because
there are no teachers who can answer some questions
directly that are owned by students.
