ARTICLE I - HONOR CODE PRINCIPLES


"With Honor comes a feeling of belonging to the family of man so strong
that it wipes out all differences."
The Honor Code solely belongs to the Corps of Cadets of the
Philippine National Police Academy. The preservation and protection of
its values and ideals lies within each member of the Cadet Corps.
The Code means a lot of things to different people. To the
civilians, it represents the values and ideals expected of the members
of the CCPNPA. To the subordinates, it denotes justice and fairness in
all aspect of relationship and dealings with them. To the Cadets, it
means embodying the character of a righteous leader living up with the
virtue of integrity.
The Code is the foundation of values and ideals of the Cadet
Corps. It sets the minimum standard of behavior needed for the
development of the character and integrity of the Cadets. It is the heart
of the Academy in developing the character of the Cadets. It presents
positive principles of honesty, respect of other's properties, fairness and
commitment.
The existence of the Code creates an atmosphere of trust and
confidence. It does not exist to be feared, rather, it is used as
foundation of a Cadet's character. It is the bond that strengthens the
relationship among Cadets as members of the family of honorable men.

SECTION 1: Philosophy of the Honor Code and the Honor System

A. The development of character and integrity in each cadet is one of the basic
philosophies of the Philippine National Police Academy. The Honor Code and the
Honor System are the primary instruments in attaining this objective. It is a unique
system that serves as a "mold" for all cadets to develop themselves into upright
leaders of tomorrow.
B. All throughout his stay in the Academy, the cadet binds himself to the Honor
Code - " We, the cadets, do not lie, cheat, steal nor tolerate among us those who
do." It carries with it the virtues of honesty, fairness, respect of other's properties,
and commitment as the guiding spirit behind everything that the cadet does or
upholds. It is his responsibility to maintain the highest standards of Honor within
his own society.
C. The Honor System is the most treasured system in the Corps of Cadets in
which every cadet binds himself, to uphold and live by his sense of honor. It is the
system used to implement the Honor Code that gives the mark of true leader in
his words and deeds.
D. Such system is best applied to an ideal society like the Cadet Corps. Since it
is primarily for character building, it should not be kept within the society of cadets
only. The Honor System is universal in its application. It shall be lived up to and be
applied in all aspect of a Cadet's life.
E. A cadet is absolutely bound by the Honor System. He is dictated by his
sense of honor and good judgment which demand that he acts according to the
very principles by which he lives in.
F. The Cadet Corps is a society with a Code and own norms. Each member is
accountable to his peers, seniors and juniors as well. To be part of the system, it
requires strict adherence to the rules and regulations established in the Cadet
Corps. It requires the waiver of some basic rights and liberties for the best interest
of the Cadet Corps.

G. The Honor System provides for sanctions. It is necessary to preserve its
sanctity and to prevent inconsistencies. The commitment to the Code must always
prevail over factors that might come along in the process of applying the Honor
System.
H. Honor is immeasurable and the System does not tolerate acts in violation of
the Code. Hence, the system does not provide for graduated punishment. It
provides sanctions to cadets found guilty. As an ideal, the Honor System must be
firm and definite to effectively realize its purpose - the development of integrity
and honor as the foundation of an upright society.

SECTION 2: Spirit of the Honor Code - "Do the right thing and live
honorably”

The Honor Code primarily exists in order to develop the character and
integrity of each cadet and not to provide restrictions or to detect misconduct
committed by cadets. It should be seen not merely on the act of a cadet but on the
value and intent in every actions committed.
The Spirit of the Code operates in values of truth, justice, fairness, respect
for other persons and their properties, and the commitment to such as a universal
norm rather than a mere Code. These values freely emanate from each individual
as a result of living with the Spirit of the Honor Code.
Evident compliance with the Honor Code is the least standard for cadet
behavior. Adherence to the Code does not only require visible actions, knowledge
of its provisions, plain conformity for fear of the sanction that it may provide, but
also, it requires the respect and love for the system, internalizing it as a practice
and a part of lifestyle.
In every decision made or action taken, the cadets should always uphold the
Code and fully imbibe and exercise what it dictates. The Spirit of the Honor Code
guides the Cadet Corps in identifying and assessing violations committed. Ardent
internalization and observance of the Code will develop an upright character of an
individual. The Spirit of the Code is likely best described by the following: the
Code says, do not lie - The Spirit says, be truthful.

The Spirit of the Honor Code dictates the cadet with prescribed high ideals
of ethical behavior to follow the Code beyond not lying, stealing, cheating or
tolerating and do what is upright at all times.

SECTION 3: Definition of Terms

A. CADET COMPLAINED OF
A Cadet complained of refers to a cadet who is subject of a complaint but is
not yet formally charged by the Honor Committee.
B. CADET COUNSELOR
A Cadet counselor refers to a cadet who has been chosen personally by the
respondent to assist or represent him during the conduct of Honor Committee trial.
He or she may be appointed by the Chairperson in case that the respondent has
not chosen one.
C. CHEATING
a. Cheating is an act to gain advantage by using unfair or deceitful
methods.
b. Cheating is committing an act with intent to receive undeserved credit
or unfair advantage. It includes aiding others to cheat or attempting to do the
same.
c. Cheating is any deceitful or fraudulent attempt to evade rules,
standards, practices, customs, mores, and norms to gain an unfair advantage or
to protect someone who has done so. Cheating includes, but is not limited to:
i. Giving or receiving information during an exam ("exam" includes tests,
assessments, and quizzes, whether delivered in a classroom setting or on
line.)
ii. 'Using unauthorized material (like notes) during any exam;
unauthorized dissemination or receipt of exams, exam materials, contents,
or answer keys in written or digital form.

iii. Taking an exam or writing a paper for another student, or asking
someone else to take an exam or write a paper for another cadet (this
includes sharing work and or writing group-produced answers on take-home
and online exams unless explicitly permitted by the instructor). This is called
"impersonation."
iv. Submitting the same paper-or different versions of what is
substantially the same paper-in other courses or in subsequent attempts to
pass a course.
v. Sabotaging, misrepresenting or fabricating written work, sources,
research, or results as well as helping another student commit an act of
academic dishonesty or lying to protect a student who has committed one.

D. COMPLAINANT
A complainant refers to any person or entity that formally filed or submitted
appropriate report of Honor Code violation and other serious offenses before the
Honor Committee.

E. DECEIVING
Deceiving is deliberately causing another to believe something that is not
true for personal gain.

F. HONOR CODE VIOLATIONS


Honor code violations are infractions against the Honor Code and the Honor
System 􀀚f the Cadet Corp Philippine National Police Academy. It refers
particularly to lying, cheating, stealing, tolerating to such and other similar acts
that involves deception and taking undue advantage to others.

G. HONOR COMMITTEE
The Honor Committee is assigned to investigate, hear and decide on cases
of Honor Code Violations, impose penalties enforceable within their rights,
recommend appropriate action to violations and indoctrinate and educate the
cadets about the values and principles of the Honor Code and Honor System
within the Cadet Corps.

H. LYING
Lying is making an assertion contrary to the truth with intent to deceive or
mislead. This deceitful assertion may be oral, written, or clearly communicated by
a gesture.

I. PLAGIARISM
a. Includes copying, paraphrasing, or using the analysis, conclusions or
assessments of another person without clear, specific and explicit reference.
b. When a student plagiarizes on purpose, deliberately presenting
materials as his own in order to deceive or gain unfair advantage, he or she
has acted in dishonorable manner.

J. RESPONDENT
The respondent refers to the cadet who is formally charged by the Honor
Committee.

K. STEALING
Stealing is intentionally depriving someone else of property or service
without the owner's permission, or attempting to do the same.
L.SUB-COMMITTEE FOR INVESTIGATION

The Sub-Committee for Investigation is a subdivision under the Honor
Committee which is responsible for the conduct of preliminary investigation on
reported Honor Code violations, forward the preliminary investigation report to the
Chairperson of the Honor Committee, determine the existence of probable cause
and recommend the filing of formal complaint before the Honor Committee, act as
the prosecutor during hearing of Honor Code cases and furnish copies of
necessary documents to all participants of hearings.

M.TOLERATING
Tolerating is allowing someone to commit an Honor Code violation and the
deliberate failure to report a suspected violation of the Code.

N. UNDUE ADVANTAGE
a. UNDUE-Unwarranted or inappropriate because it is excessive or
disproportionate.
b. ADVANTAGE -A condition or circumstance that puts one in a more
favorable or superior position; exploit for one's own benefit.

SECTION 4: The Honor Code


"We, the cadets, do not lie, cheat, steal nor tolerate among us those who do."

A. In his dealings with others, a cadet tells the truth regardless of the
consequences. He keeps his word. He does not quibble. He does not make
evasive statements.
B. A cadet does not deceive others nor does he take undue advantage of
them. However, a credit he earns in any activity is entirely his own.
C. A cadet does not take any personal property of another without the latter's
consent. He does not keep for himself anything that he finds which does not
belong to him.

D. A cadet is bound to report any breach of the code that comes to his
attention. He does not tolerate any violation of the system. If he does, he becomes
an accomplice to such and he himself is committing an Honor Code violation.

ARTICLE II - THE HONOR SYSTEM

SECTION 1: Concept - The Honor System is an instrument by which the Honor


Code is kept alive within the Corps of Cadets. Through indoctrinations and
orientations, the precepts of the Code are gradually nurtured. The Cadets are
expected to live by the Code in all of their activities.

SECTION 2: Fundamental Principles


A. The Honor System transcends all ranks and class barriers. No cadet,
regardless of rank or class, is over and above the system. An underclass cadet
can report any upperclass cadet who violates the Honor Code just as an
upperclass cadet can report a violation committed by his underclass.
B. No violator of the Code is granted immunity. No cadet who violates the Code
can redeem or cleanse himself from any Honor Code violation. The Cadet Corps
shall never readmit into its ranks any cadet who has been found guilty of violating
the Code.
C. Basically, the Honor System is not used as a tool to instill discipline, to
enforce regulations or to ferret out violations of regulations. The Honor Committee
lays down in its policies the specific instances when the Honor System shall be
used to supplement regulations in order to provide the cadets with opportunities to
develop their character and sense of honor. Officers and cadets shall be careful
not to use the Honor System to detect infractions of regulations beyond those
stated by the Honor Committee.
D. A violation of the Honor Code and the Honor System requires both act and
intent. This would give light that the disposition of an Honor Code violation is
primarily based on the circumstances by which the offense was committed.

 The "act" refers to any action that falls under lying, cheating, stealing and
tolerating.
 "Intent" is the state of mind concerning the purpose of the act and the intent
to violate the Honor Code.
E. The spirit of the Honor System is based on two basic questions a cadet must
always seek to answer.
 Do I intend to deceive?
 Do I intend to take undue advantage?
If the answer is "No" to both questions, he is not violating the Code therefore;
he is doing the honorable thing.

SECTION 3: The Honor Committee

A. Composition and Organization

1. The Senior Tactical Officer or any other officer designated by the


Commandant of cadets shall be the Officer-in-Charge of the Honor Committee.
2. The Honor Committee shall be composed of thirty-two (32) members with a
Chairperson, a Vice Chairperson, a Scribe, Heads of different sub committees
and one (1) representative from each class per company. However, if deemed
necessary, the committee may add members voted upon by the majority of the
existing members.
3. AIl fourth class men of their respective company shall choose their Honor
Committee representative after a month from the start of their first academic
year through secret balloting and shall hold the designation until graduation
unless terminated in case of resignation or in cases as may be determined by
the committee. Fourth class men may attend hearing but could only vote after
recognition.

4. The Chairperson shall be chosen among the first classmen through secret
balloting; a majority vote of the Honor committee sitting en bane shall be
sufficient to elect the chairperson. Results of the secret balloting shall be final
and irrevocable unless waived by the elected member due to justifiable
reasons.

5. The Chairperson of the Honor Committee shall hold office for a period of
one academic year, unless sooner terminated by 2/3 votes of the committee
sitting en banc.

6. As representative of the Cadet Corps, the Regimental Commander


automatically acts as an Ex-Officio member of the committee.

B. Functions of the Honor Committee

1. To investigate reports involving violations of the Honor Code.


2. To conduct spot inspection of any member of the Cadet Corps immediately
upon report of any Honor Code violation.
3. To conduct lectures about the Honor Code and its system to the Corps of
Cadets.
4. To give guidance and direction on the interpretation of the Honor Code and
the Honor System.
5. To ensure uniform interpretation of the Honor Code, Honor System and
Honor Committee policies for the Cadet Corps.
6. To uphold the sanctity of the Honor Code through constant reminders to the
Cadet Corps.
7. To amend or revise the Honor Code and Honor System Pamphlet as
necessary.

C. Chairperson

1. Monitors and coordinates all cases of Honor Code Violation to ensure that
the members are functioning properly.
2. Keeps the Commandant of Cadets informed of the issues of Honor within
the Cadet Corps through the Officer-in-Charge.
3. Presides over Honor. Committee hearing, meeting or En Banc.
4. Ensures and maintains records through the Honor Committee Scribe.
5. Supervises activities of the Sub-committees.
6. Suspends, removes or readmits members of the committee with justifiable
basis provided that the majority of the committee convened with the decision.
7. Designates sub-committees for recording, investigating, educating and
financing.
8. Creates other sub-committees as may be necessary and determines the
function, composition and the duration of its mandate.

D. Vice Chairperson
1. Assists in the activities of the sub-committees.
2. Assists and assumes the roles of the Chairperson of the Honor 􀀝Committee
as required.

E. Sub-Committees

1. Recording
a. The sub-committee for Recording shall be primarily responsible for the
record keeping of the minutes of meetings, hearings, and video recordings
related to cases.

b. It shall be responsible for the safekeeping of all pieces of evidence
and documents related to Honor Code violations.
c. It shall be responsible for checking the attendance of members during
meetings.

2. Investigation

a. The sub-committee for Investigation shall conduct preliminary


investigation on reported Honor Code violations.
b. It shall forward the preliminary investigation report to the Chairperson
of the Honor Committee.
c. It shall determine the existence of probable cause and recommend the
filing of formal complaint before the Honor Committee.
d. It shall act as the prosecutor during hearing of Honor Code cases.
e. It shall furnish copies of necessary documents to all participants of
hearings.

3. Hearing

a. The sub-committee for Hearing shall be composed of the chairperson


and a representative from each company, excluding the members of the
committee for investigation and a member from the Recording Sub-
committee. It shall hear and decide cases filed before it.
b. The representatives from each_ company shall decide who among
them shall be a voting member of the Subcommittee for Hearing.

c. The members of the Hearing Committee shall be introduced to the
Committee n bane an hour prior to the hearing.

4. Education
a. The sub-committee for Education is responsible for the conduct of
formal indoctrination and reminder of the Honor Code and the Honor System
to the members of the Cadet Corps.
b. It shall conduct seminars and lectures for the members of the
Committee.
c. It shall inform the Cadet Corps regarding policies, instructions, and
decisions made by the Committee.

5. Finance
a. The sub-committee for Finance shall be responsible in handling the
funds of the committee.
b. It shall maintain a formal record of all expenses of the Committee.
c. It shall report the quarterly financial status of the Committee to the
members.

6. Guidelines Implementation
a. The sub-committee for Guidelines Implementation shall be responsible
in ensuring the strict implementation of the guidelines in dealing with Honor
Code violators.
b. It shall impose the specific sanction to cadets who violate the
guidelines.
c. It shall be responsible in constantly reminding the Honor Code
violators and the Cadet Corps of their individual responsibilities as stipulated
in the guidelines.

ARTICLE III - PROCEDURE IN HANDLING HONOR CASES

SECTION 1: Coverage - These rules shall be applicable to all cases of Honor


Code Violations brought before the Honor Committee.

SECTION 2: Honor Code Violation Proceedings - The investigation and hearing


conducted before the Honor Committee does not necessarily and strictly adhere
to the technical rules of procedure and evidence applicable in judicial
proceedings.

SECTION 3: Complaint

A. All reports of violation of the Honor Code must immediately be submitted or


forwarded to the Chairperson of the Honor Committee through their respective
Honor Committee Representatives. In cases where PNPA personnel or civilians
are the complainants, reports must be coursed through the Officer-in-charge of
the Honor Committee.
B. The withdrawal of the complaint shall not result in its outright dismissal or
discharge of the. cadet complained of from the allegation. If the Committee finds
obvious truth or merit to the allegation in the report or complaint or where there is
documentary evidence that would tend to prove the guilt of the cadet complained
of, the same shall be given due course.

SECTION 4: Investigation
A. The Chairperson of the Honor Committee shall designate a subcommittee
for investigation to look into the facts and circumstances of the reported violation.
B. The sub-committee for investigation shall conduct a pre-charge investigation
within three (3) days from the receipt of the complaint issued by the Chairperson
of the Honor Committee. It shall issue a Charge Sheet after the report or
complaint filed is deemed to be sufficient. Respondent(s) are given twenty-four
(24) hours to comply with the requirements stated in the charge sheet.

C. Such investigation shall be made with confidentiality to protect the cadet
complained of from prejudice.
D. Within one (1) week from the commencement of the pre-charge
investigation, the sub-committee shall recommend whether to dismiss the case for
lack of merit or to file the case before the hearing committee in cases when
probable cause is established.
E. If the result of the preliminary investigation is negative and the sub-
committee for investigation recommends the honor case to be dropped, the
Hearing Committee shall still deliberate on the matter at hand for profiling and
reference.

SECTION 5: Notification of the Accused of the Hearing - When probable


cause is established in the conduct of Investigation, the Honor Committee shall
proceed with the summary hearing. The Honor Committee shall then notify the
accused in writing one day prior to the start of the hearing. The notice:
A. Shall state the name of the respondent.
B. Shall state the nature of the charges against the respondent.
C. Shall state the date, time, and location of the hearing on the alleged
violation(s).
D. Shall inform the respondent of the right to request appearances of witnesses
on his or her behalf.
E. Shall inform the respondent of his or her right to avail of a counsel of his or
her own choice from within the Cadet Corps. If he or she is not inclined to avail of
such right, the hearing committee shall assign a counsel to assist him or her in his
or her defense from a pool of Cadet Counselors designated by the Honor
Committee. No member of the Honor Committee shall act as counsel for the
respondent.

SECTION 6: Hearing
A. General Rules

1. Cadets appearing before the Hearing Committee shall be in GOA


uniform except for the respondent(s) who shall be in full dress white
uniform.

2. The Chairperson shall preside over the hearing and shall be present
during the deliberations.

3. No person shall be present in the hearing room unless the Hearing


Committee calls him or her.

4. The respondent may address the Hearing Committee and may


question the witnesses.

5. A member of the Hearing Committee belonging to the same company


as that of the respondent cadet may inhibit himself from voting
provided that he announces his decision to inhibit before the start.

6. The hearing shall be recorded by both written and audio means. The
Hearing Committee shall use these recordings for the sole purpose of
recalling the information during the hearing procedure. All recordings
shall be saved and kept accordingly.

7. An honor case is treated as strictly confidential. No civilian employee


or member of the Corps shall be informed of the proceedings, except
those persons directly involved in the case like the Officer-in-Charge
and members of the Honor Committee and Tactical Officers.

B. Procedure

A. The Hearing Committee shall commence trial within one (1) week from
termination of the pre-charge investigation. The Sub-committee for
Investigation will now serve as the prosecutor.

B. Before the trial, the respondent cadet shall be asked to enter a plea on
the honor case· filed against him. If the cadet pleads not guilty, the
trial will ensue. If he pleads guilty, the Hearing Committee shall
ascertain if the cadet entered such plea with full knowledge and
voluntariness. In which case, the Hearing Committee shall direct the
said respondent to state the circumstances of the case for recording
and reference and decide the case within 24 hours.

C. During the trial, the respondent cadet has the right to avail of counsel
of his own choice from within the Cadet Corps. If he is not inclined to
avail of such right, the hearing committee shall assign a counsel to
assist him in his defense from a pool of Cadet Counselors to be
designated by the Honor Committee.

D. After the trial, the Hearing Committee shall deliberate the case and
members shall be given a chance to speak or ask for clarification to
ensure that all voting members understood the case before casting
their vote.

E. The Hearing Committee decides by secret ballot to determine whether


the cadet is guilty as charged. A unanimous decision of all the
members of the Hearing Committee is required to find an accused
guilty of the charges filed against him.

F. Cadets found guilty before the Honor Committee who opted not to
resign shall immediately be separated from his or her original barracks
and be directed to transfer to a Cadet Holding Area. (Annex 'A')

G. The decision of the Hearing Committee shall be reported to the
Commandant of Cadets through the OIC, Honor Committee, and the
Chief Intelligence and Investigation, Cadet Affairs Department for
information and reference.

H. Decisions rendered by the Hearing Committee shall be


recommendatory. It may be subject for review upon filing of a motion
for reconsideration by the respondent.

SECTION 7: Motion for Reconsideration


A. A person involved in a case may file a Motion for Reconsideration within
72 hours from the time he or she is informed of the verdict of the Honor
Committee regarding his or her case.

B. The Motion for Reconsideration may be filed provided that the following
grounds are present:
1. New pieces of evidence
2. New witnesses
3. Strong defense

C. The Motion for Reconsideration shall be addressed to the Chairperson of


the Honor Committee.

D. The Chairperson shall call a meeting to present the Motion for


Reconsideration to the Honor Committee sitting En Banc.

E. A consensus vote of all the members of the Honor Committee shall be


required to accept the Motion for Reconsideration. Otherwise, the
decision of the Honor Committee shall stand.

ARTICLE IV- PROCEDURE IN CONDUCTING SPOT INSPECTION

A. The Honor Committee representatives have the authority to conduct spot


inspection on any member of the Cadet Corps upon receipt of complaint
regarding Honor Code violations.

B. The Honor Committee representatives shall announce the conduct of spot
inspection in the immediate vicinity prior to such inspection.

C. The Company Commander and the Platoon Leader, or in their absence, two
members of the company shall act as witnesses during the spot inspection.

D. Upon announcement, no one is allowed to leave the area or move or touch


any object until the announcement of the termination of the spot inspection.

E. All cadets shall be isolated in a temporary holding area to be determined by


the Honor Committee representative(s) for searching.

F. Honor Committee representative(s) in the presence of the witnesses shall


conduct thorough search of the area and inspection of the belongings of the
person/ s involved.

G. If evidence supporting the complaint is found, the cadet concerned shall be


isolated for initial questioning and clarification. A formal report shall be
submitted to the Chairperson of the Honor Committee within 24 hours after
the conduct of inspection.

H. A Delinquency Report shall be issued upon the suspected cadet if probable


cause is found, and submitted to the Honor Committee for formal
investigation and hearing.

I. The Honor Committee representative shall announce the end of the spot
inspection thereby resuming all regular activities of the cadets.

J. The representative who conducted the inspection shall accomplish a


checklist to ensure that the inspection was properly conducted. It shall
indicate the specific items seized and the signature of the owner, inspecting
officer and two (2) witnesses present during the inspection.

ARTICLE V – HONOR COMMITTEE POLICIES

1. General

a. The Honor System applies to all cadet’s activities. The principles of the
Honor Code adhere in all aspects of a cadet’s life whether official or not.

b. All policies enunciated herein are of general in nature and any violation of
the policy that comes to the attention of any cadet shall be reported to the
Honor Committee within 24 hours from the discovery of the offense.

c. The Honor System shall be the primary vehicle for the character
development of all cadets and shall not be taken lightly. Cadets shall not
use the Honor Code as a means to enforce regulations and detect
infractions thereof.

2. Specific

a. The Honor Committee is the ONLY interpreter of the Cadet Honor Code
and the Honor System.

b. Delinquency Reports on Honor Violation Cadets are required to explain


Delinquency Reports received within twenty-four (24) hours from receipt
thereof.

3. Formations

a. Representatives shall report all absences ad all latecomers in his


accounting sheet. He or she shall be liable for any erroneous report.

b. Representatives shall report the absence of a cadet as “authorized” or


“accounted for” if the absent cadet previously notified him about his
absence and the authority for such absence.

4. Academics

a. Cadets shall close all books, notes and other similar materials during
class recitation, seat works or board works, unless specifically permitted
by the instructor.

b. As soon as an examination sheet is submitted, it can no longer be


retrieved for rewriting, alteration or amendment.

c. Asking cadets from other sections, giving hints as to whether there was a
recitation, quiz or seatwork, or asking hints on an examination is strictly
prohibited.

d. Any work done by another, typing or drawing for a term paper; shall be
accompanied by a written acknowledge. A cadet must clearly identify all
sources and assistance used in any academic or non-academic work,
whether graded or not, otherwise, he or she shall be charged of the
Honor Code Violation, Cheating in connection with Plagiarism.

e. The act of submitting or presenting an academic work necessarily means


that the cadet has adhered to all restrictions and requirements of the
assignments. The cadet, who violates these restrictions, may be guilty of
deceiving the instructor as well as gaining unfair advantage. Some of
these restrictions are:

i. Homework is an individual work unless otherwise specified by


the instructor.

ii. Field works and laboratory reports. Computations must be


done individually. All those who joined the group unless
prohibited by the instructor may use common data. Data from
the fieldwork and laboratory work cannot be changed during
the computation of the data,

iii. Doubts, questions and clarifications concerning other proper
academic procedures or specific instructions for an
assignment or an academic work should be directed to the
instructor only.

f. Cadets shall make corrections and reports undue increase of scores in


their grades.

g. Bringing out library materials without the authority is prohibited.

5. The “All Right”

a. The “All Right” is a statement or word of challenge by a cadet. It carries with


an inquiry or reply regarding the observance of regulations pertaining to the
observance to MALTREATMENT, ALCOHOL, NARCOTICS, GAMBLING
and OFF LIMITS.

b. It is a statement from any occupant of the barracks or billet at initial evening


call to quarters, tattoo, and taps inspections that: all occupants of the billet,
except those specifically authorized to be absent and members of the Guard
Detail are present at the last note of tattoo and taps, up to the time that “All
Right” is asked.

c. It is a statement from any occupant of the room at inspection


- That all absentees and all visitors are authorized; That he or she has
observed regulations relative to MALTREATMENT, ALCOHOL,
NARCOTICS, GAMBLING and OFF LIMITS.

d. It is a statement from a cadet at an inspection for loss of property – That he


or she does not have the lost article in his or her possession; that he or she
has returned the property to its rightful owner personally or otherwise,
disposed of it properly.

e. It is a statement from a cadet entering or leaving the messhall individually

- That the cadet is authorized to avail the privileges of early mess or late
mess.
- That any guest accompanying him is authorized and that he or she is
NOT bringing him with him or her Mess Hall equipment.

f. It is a statement from a sentinel – That he or she is inspected in the


prescribed manner his or her area of responsibility; that only authorized
persons have entered or left the buildings; that all violations of the foregoing
have been or shall be duly reported to the reporter to the proper authority.

6. Violation of “All Right”, Signature, and Marcher’s Report status.

a. Unintentional

1. A cadet reports himself or herself for an unintentional violation of “All


Right”.

2. If it is determined that an aggravated associated offense has been


committed, a recommendation concerning said offense shall be
forwarded to the Company Tactical Officer

3. The Company Tactical Officer shall forward the recommendation to


the Officer-in-Charge, along with the results of any additional
investigation, and recommend a disciplinary or other appropriate
action.

4. The Officer-in-Charge shall review the case, approve, disapprove, or


modify the award, and return the recommendation to the Company
Tactical Officer for disposition. In cases where he or she determines
that there is an aggravated associated offense, he or she shall direct
further investigation and action as appropriate. If an unintentional
honor violation is suspected, he or she shall report this to the CIC,
Honor Committee for Investigation.

5. Upon review of a reported offense and if it is evident to the Officer-in-
Charge that an honor code violation was not committed, the offense in
the Delinquency Report shall be rewritten to reflect the regulation
violated.

b. Intentional – Intentional violations of the “All Right”, signature, and


Marcher’s Report status are violations of the Cadet Honor Code and must
be reported to the OIC, Honor Committee who shall bring the matter to the
attention of the Cadet Honor Committee.

c. Cadets unable to give an “All Right” – In these cases, cadets normally


shall be reported for the actual offense. If a cadet is reported for “Unable to
give an All Right”, the Tactical Officer shall determine the actual offense
from the Explanation Report and award the report accordingly.

d. Signature
i. When taking advantage of any privilege authorized by regulations, a
cadet’s signature in the Departure Book shall certify to the correctness
of all entries and he shall observe the regulations pertaining to
MALTREATMENT, ALCOHOL, NARCOTICS, GAMBLING, OFF
LIMITS and PROHIBITED DRUGS and HERBS and that NO marriage
shall be or has been contracted.
ii. When signing in the Departure Book from leave, official business pass
or hospitalization, a cadet’s signature certifies to the correctness of all
entries and that NO marriage has been contracted.

e. Marcher’s Report status

- Marchers shall indicate the status of cadet(s) stating the reason for their
absence or tardiness during classroom instructions.

7. Miscellaneous

- The provisions of the Code are applicable to cadets only. It shall not be
used for non-cadet personnel.

ANNEX “A”
GUIDELINES IN DEALING WITH CADETS FOUND GUILTY OF AN
HONOR VIOLATION

A. Cadet Corps – All members of the Cadet Corps shall adhere to the
following guidelines:

a. Refrain from having any form of communication or acquaintance with


convicted cadets, except during classroom instruction, worship or when
situation calls for it.

b. Never accompany or buddy any convicted cadet.

c. Not to give any personal orders to convicted cadets.

d. Not to join the table designated for Honor Code violators.

B. General Directives – All cadets found guilty of Honor Code violation shall:
a. Cadets found Guilty:
i. Not be addressed as cadet anymore. He or she may be called as
Mister or Miss;

ii. Not be entitled to a salute from any cadet;

iii. Not be allowed to render regular cadet duties;

iv. Shall not issue orders to cadets unless necessary;

v. Be restricted to specified limits;

vi. Not be permitted to serve as mentor to the underclassmen;

vii. Not be allowed to wear his or her gala uniform anymore;

viii. Be separated from their respective barracks and transferred to the
Cadet Holding Area.

ix. Not be allowed to talk to anyone except with proper authorization.

x. Be prohibited from entering other barracks except with proper


authorization.

xi. Be included in all Corps activities except if such requires them to


wear Gala uniform or unless instructed by higher authorities.

b. Cadet Corps Formation - In any formation, cadets found guilty of an


Honor Code violation shall form a separate formation beside the Hawk
Company.

c. Mess Hall Regulations:


i. Cadets found guilty of an Honor Code violation shall occupy a
separate table in the mess hall to be determined by the CIC, Mess
Council.
ii. They shall be ordered to leave the mess hall prior to the reading of the
Mess Publication.
iii. They shall observe proper formation upon leaving the mess hall.

d. Leaves and Privileges - Cadets found guilty of an Honor Code violation


shall:
i. Not be allowed to go on privileges and leaves including breaks
(Semester's break, Christmas/New Year Break, and summer break)
except for emergency reasons with authorization from competent
authority.

ii. Be removed from all ranks as cadet officer and positions to include
academy representations (i.e., clubs, organizations, committee, etc)
iii. Be excluded from recognition if the offender is not recognized prior to
his conviction.
iv. Lose specified privileges as the Honor Committee recommends for
approval of the Commandant of Cadets.
C. Sanctions
a. General Provision - All members of the Cadet Corps shall strictly
observe the above-stated guidelines in dealing with Cadets found guilty of
an Honor Code violation. Any member of the Cadet Corps and those
adjudged guilty of an Honor Code violation, who violate the above-
mentioned guidelines, shall be issued delinquency report for not following
specific instruction.
b. Liability of Commanders and CIC of Organizations: Delinquency
Report shall be issued to Company or Battalion Commanders and the
Cadet-in-charge of an organization or club who shall allow Honor Code
violators to join the ranks or the organization or club.
