Further place this Annual SoR minutes in the website. ) ge —ig| 20%” for Engineer-in-Chief (AW/IW) we goo MINUTES OF ANNUAL SOR MEETING HELD ON 14-08-2020 @ 3.00 PM IN THE CONFERENCE HALL OF ENGINEER-IN-CHIEF(A.WII.W) TO REVIEW & FINALIZE THE SCHEDULE OF RATES (PART-I, PART-Il AND PART-IV) AS PER A.P, REVISED STANDARD DATA FOR THE YEAR 2020-21 At the outset, the Enginor-in-Chief(AWIIW) & the Chairman, Board of Chief Engineers (BoCEs) has welcomed all the Engincers-in-Chief, Chief Engineers of Engineering Departments and representatives of Builders Association of India to the Annual SoR meeting to finalise the draft SoR of 2020-21. The list of members/ persons attended the meetings are appended vide Annexure-1 The Engineer-in-Chief (AW/IW) initiated the discussion Review & Finalization of Schedule of Rates for all Engineering Departments for the Year 2020-24. The draft proposals of SoR 2020-21 were called from R&B Dept. Public Health Dept., and Superintending Engineers of Irrigation Circles of Chittoor, Dowlaiswaram and Vijayawada of Water Resources Dept., The regional Superintending Engineers of Water Resources Department in charge of the Andhra and Rayalascema regions have furnished the draft proposals based on the quotations obtained from the Market and discussions with the other Superintending Engineers in the respective regions. The Superintending Engineer, Irrigation Circle, Guntur has furnished the draft rates for mechanical and work shop items. Further, itis informed that because of Covid2019 pandemic, the whole country is under lockdown during the months of April-2020 and May-2020 and the rates during these months could not be collected and hence the rates prevailing in the month of June-2020 are considered for fixation of SOR-2021 rates. The draft rates for Water Resources (Basic Input data) required for preparation of Standard data for work items in respect of Water Resources Works were finalized as follows The draft labour rates are prepared based on G.O. Ms. No. 107, LET&F (Lab.i) Dept dt. 01.11.2007 (Minimum wages for Dam & Multipurpose projects) and G.O. Ms. No. 85, LET&F (Lab.ll) Dept. dt. 22.09.2007 (Minimum wages for Roads and Buildings operations) revised with Consumer Price Index (CPI) points as on 01.04.2020 issued by the Commissioner, Labour Dept. Based on the percentage increase of minimum wages of the year 2020-21 over the minimum wages of the year 2019-20, the draft labour rates are increased by 6%. ‘The draft material rates, capital costs of machinery and costs of accessories to chinery are prepared based on the recommendations of the Regional Superintending Engineers. During the finalization of the draft rates, the rates based on the percentage increase of WPI index and also other States rates are also compared for arriving the reasonable ratos, The Engineer-in-Chief, Public Health Department has furnished the draft rates for the Public Health work items and pipe material after conducting internal review meetings with their field level officers. ‘The Engineer-in-Chief (R&B) has furnished draft rates for Roads & Bridge works of SoR 2020-21. The draft rates thus arrived for parts-I,ll & IV are placed before the Annual SoR meeting Representatives of the Builders Association of India (BAI), Andhra Pradesh wing, have attended the meeting and submitted a representation regarding various field problems in the current COVID-19 scenario, The BAI in their representation dt. 14.08.2020 have informed to BoCEs that due to Covid Pandemic, migrant labour are not available causing huge scarcity of labour and requested to enhance the labour component by 25%, machinery component by 20% and materials by 10%. Finally, the BoCEs reviewed the draft rates item by item of parts 1,11 & IV of SoR and finalized the rates for the year 2020-21 The recommendations of the BoCEs keeping in view of the BAI representation and also the draft rates submitted by various Departments are as follows: Part-l(Water Resources Works) | PREAMBLE: The draft Preamble proposed in the draft SoR book presented in the meeting is approved without any change. Il, LABOUR RATES; The draft labour rates proposed for Water Resources Department in the draft SoR 2020-21 are reviewed for all categories of labour (Skilled, Semi-skilled, Un-skilled and Other Category) and approved the rates except for some of the labour for which BoCEs recommended modified rates. The modified Labour rates are shown in Annexure-2. Further, the BoCEs direct to round-off all the labour rates both approved as well as modified labour rates to the nearest multiples of 5. lil, Material Rates: The draft rates proposed for WR Dept., in the draft SoR for 2020-21 are examined item-wise from item no. 1 to 92 and from item no. 1 to 27 under Additional materials for gates and hoists. After detailed discussions, the BoCEs approved the rates as proposed in the draft Schedule of Rates book without any changos. During the discussions, it is brought to the notice of BoCEs that against the Stainless Stee! Plates/ flats (item no. 22) under “Additional Materials for Gates & Hoists’, instead of actual rate, erroneous rate got entered in the last two SoR years. Hence, the BoCEs agreed to rectify the erroneous entry during the current SoR and approved the rate as Rs. 275! Kg. Materials for Power Supply Works For establishing Electrical Sub-Stations at the Project Sites wherever necessary, the rates approved by APTRANSCO s} Ibe followed. Capital Cost of Machinery! Equipment The draft rates proposed for WR Dept. in the draft SoR for 2020-21 are reviewed which are arrived based on the recommendations of Regional Superintending Engineers of WR Dept. The proposed draft rates are approved by the BoCEs without any changes. Accessories to Machinery! Equipment ‘The draft rates proposed for WR Dept., in the draft SoR for the year 2020-21 are reviewed and approved by the BoCEs without any changes Other Costs on Material/ Machinery! Equipment The draft rates proposed for WR Dept., in the draft SoR for the year 2020-21 are reviewed and approved by the BoCEs without any change from item no. 1 to 31 Materials for Gates and Hoists The draft rates proposed for WR Department in the draft SoR for the year 2020-21 are reviewed and approved for item nos. 1 to 13. For other labour rates, the draft rates proposed by ENC(R&8) for the year 2020-21 are approved by BOCES without any modifications Materials & Work Items: For common items, the rates shall be adopted as per approved rates of WR Dept. for the year 2020-21. Hire Charges of Plant & Machinery: The Hire Charges of the common machinery are to be adopted as per the Hire charges arrived based on input data approved fer the WR Dept. works, For remaining machinery, the hire charges as recommended by ENC(R&B) are approved except for some of the machinery for which BoCEs revised the hire charges. The modified hire charges are listed in Annexure-3. PART-IV: PUBLIC HEALTH WORKS The Engineer-in-Chief (PH) has placed the draft rates of Public Health Items before the BoCEs for the year 2020-21 The Board of Chief Engieers (BoCEs) reviewed the Graft rates item wise and approved the draft rates as follows: (A) Labour Components: Tho BoCEs approved the draft labour rates without any change (B) Pipe Materials, Specials & Valves The BoCEs approved the draft proposal rates of all the pipe materials, specials & valves without any change During the meeting, it is informed that in the proposed rates for BORE WELL DRILLING for the year 2020-21, for the sub-items, 1) Drilling of Bore well with DTH Rig, 2) Drilling of Bore well with Rotary Rig and 3) Drilling of Bore Wells with Hand Bore Sot, are inclusive of GST. Hence, the BoCEs directed the Engineer-in-Chief(PH) to update the rates duly deducting the GST component from the above items Part-lil: Building works During the meeting, the CE(R&B), Buildings, placed the modifications proposed by CE(R&B), Electrical for incorporating the changes in the approved buildings part of SOR 2020-21 as follows: | SoR 2020-21 Electrical part | As per already approved | Modifications proposed by Item No, SoR 2020-21 CE(R&B), Electrical Elec. 3.8.23 Crompton (Nexus+) Crompton (Neo Series) ~ (Nexus! Hawi Elec. 3.8.24 | Crompton (Hawk Serie: Cromptor Series) | The BOCEs approved the proposal made by CE(R&B), Electrical and directed the CE(R&B), Buildings to incorporate the changes into the approved SoR 2020-21 Further, during the meeting, the BoCEs discussed about introducing CFMS unique ID against each material as requested by APCFSS vide its email dt. 31-07-2020 addressed to ENC(AW/W), WR Dept., so as to enable the users to identify the materials while adopting newly developed CFMS works module and recommend to include the unique-id by inserting a separate column/row in all the four parts of the SoR-2020-21., viz., Water Resources items(Part-), Roads & Bridges items (Part-l), Buildings items (Part-IIl) and Public Health items (Part-IV). Printing of Schedule of Rates & Standard Data: The Heads of Departments of R&B, Public Health, Panchayat Raj and RWS are authorised to print the Schedule of Rates for the year 2020-21 & A.P. Revised Standard Data. The Superintending Engineer, Irrigation Circle, Dowlaiswaram is directed to take necessary action for printing the Schedule of Rates for the year 2020-21 & A.P.
