1 DESCRIPTION OF THE PROJECT

1.1 Project Summary


The services covered under the contract shall include all location preparation works as well as re-
instatement work in existing locations and roads, pavings, drains to the lines and profiles and
related services that may be required in Seplat operating fields within the Niger Delta region of
Nigeria.

1.2 Objective
The objective of this Execution Plan is to detail the method to be implored by MICRENCH
GLOBAL RESOURCES LTD in the execution and construction phase of this Project that will
ensure a safe, quality and timely delivery of the project within estimated budget.

1.3 Scope of Work


The scope covers all location preparation work as well as all re-instatement work in
existing locations and roads, paving and drains to the lines, levels and profiles as shown on
drawings or to such lines levels and profiles as SEPLAT may direct and approve. Each unique
work item should therefore be carefully planned and executed using international standards,
procedures, codes and guidelines.

2.2 Responsibility of Key Personnel

2.2.1 Project Manager


The Project Manager is the focal point for our clients. He is responsible for:

 All matters related to the general supervision and management of the project,
 Liaison with Clients in respect of all matters associated with the works,
 All matters related to Engineering, Procurement, Fabrication, Construction and
installation
 All matters related to cost control,
 Controlling the project schedule to ensure timely and economical completion,
 Ensuring construction, operations and materials are in compliance with project
requirements, the quality assurance requirements and the detailed procedures and
instructions,
 Ensuring that the prescribed project requirement are properly implemented,
controlled and effectively documented,
 Ensuring that effective corrective actions are taken on identified problems,
 Stopping work any time the quality of work is in question,
 Issuance of weekly and monthly report

2.2.2 Safety Coordinator


With reference to construction regulations, Safety Coordinator will be a major contributor
to the development of project safety plan, health and safety managements system, manual
and procedures. Reporting to the Site Engineer and Construction Manager to advise and
assist on Health and Safety matters.
Responsibilities of the Safety Coordinator will include:

 Ensuring that managers and supervisors are aware of their HSE responsibilities
 Carrying out regular inspections of site and work places to determine whether work
is being carried out in accordance with health and safety procedures.
 Carrying out quantified safety audits in accordance with procedures.
 Carrying out accident/incident investigations in accordance with the
Accident/Incident reporting procedures and analyzing all data, making
recommendations to the Construction manager to avoid any recurrences,
 Carrying out induction training and identifying any additional training requirements
 Ensure that all statutory inspections/examinations are carried out as required.

2.2.3 Safety officer


The safety officer shall assist the Safety coordinator on site. The numbers of safety officers
to be engaged on the project shall be in ratio of 25 workers to a safety officer.
The responsibilities of the safety officer are:
 Organize pep talks and daily tool box before the commencement of the day’s
activities.
 Participate in the site inspection and safety audit.
 Organize and attend HSE meetings.
 Safety officer monitor safety compliance on site.
 Safety Officer participates in accident investigation.
 Update and maintain HSE data.
 Organize and supervise drills.
 Record unsafe act and unsafe conditions

2.2.4 Construction Manager


The Construction Manager is responsible for adherence to schedule and reporting services
which is provided by Planning Engineer to ensure the proper control of the project. He
reports directly to the Project Manager and his specific responsibilities are:
 Performing construction operations in conformance with project requirements
using qualified procedures and personnel as applicable, and assuring that the
required level of quality of workmanship is maintained throughout the construction
process.
 Co-ordination and supervision of the Site Supervisors in the performance of their
assigned scope of work and for execution of the work in a manner that is consistent
with the project requirement.
 Update the schedule and give alert as soon as possible to avoid critical path
 Value the Project progressive work report
 Liaise with and supervise contractors whose services will be engaged on site as the
project progresses

2.2.5 Project Engineer


The Project Engineer assists the Project Manager in the area of design and
construction. He plays a vital role in that he ensures that the design parameters,
data sheet and equipment and facility drawings are adequately reviewed and
verified before procurement and construction. He also ensure that ordered
equipments are procured as designed, ensures that necessary checks and
inspections are carried on procured/fabricated equipments before transportation to
site. He also ensures that equipments/fabricated equipment are installed as

designed. In short, he ensures a seamless coordination of all the activities of the


project from design to design verification/reviews to procurement to fabrication to
installation. He reports to the Project Manager. Other responsibilities include:
 Execution of the project in line with company standard and other acceptable Seplat
standards
 He shall Participate in preparation of briefs, project planning schedules, weekly
Project Milestones/reports, updates commissioning and startup operations of new
Projects and interpreting the company requirement into technical proposal.
 He shall assist Project manager & Engineering Manager on Engineering procurement
and installation of Capital projects.
 He shall support the Construction manager in reviewing the work schedule on daily
bases, and plan for the next day work ahead.
 He shall coordinate with QA/QC engineers for all necessary tests, in respect to his
project assignment.
 He shall Manage contractors and third party services providers
 He shall ensure proper asset management.
2.2.6 QA/QC Coordinator
The QA/QC Coordinator is responsible for providing QA and QC services which
include developing and maintaining the project QA/QC Plan and procedures. He
reports to the Project Manager and is specially responsible for:
 Ensuring that appropriate quality procedures and in place, implement the quality
management systems; reviewing and evaluating these systems and procedures; and
give instructions to correctly implement the project Quality System, procedures
and other project quality requirements when necessary.
 Providing assistance to and working with the Project manager in developing and
maintaining the detailed procedures and instructions necessary to correctly
implement the Project Quality Systems and procedures.
 Providing an independent channel of communication on quality related problems
initiating necessary Project action to resolve deficiencies and ensuring satisfactory
solution have been achieved.

 He may authorize stop work action until acceptable solutions to identified


deficiencies have been obtained
 Ensuring that an effective quality management system is being operated and
maintained at all project level. In case of conflict with the project, he can refer
directly to the Project Manager

2.2.7 Construction Supervisors


The Construction Supervisors are responsible for directing and controlling assigned project
construction operations to assure that work is performed in accordance with project
requirement. They report to the Site/construction Manager and are especially responsible
for.
 Performing construction operations in conformance with project requirements
using qualified procedures and personnel as applicable, ensuring that the
requirement of quality workmanship is maintained throughout the construction
process

2.2.8 Journey Management Officer


The journey management officer ensures that the journey management system and
procedures are in place. He or she maintains the records of all the project
vehicles/boats, the particulars and the drivers. He/she ensures that each driver
possesses valid driver license, Client driving permit and attend the required HSE
trainings. He or she ensures
that drivers carry out the relevant vehicle checks on daily basis. He/she ensures the
IVMS are in place, calibrated, decoded and reports sent to MICRENCH management and
Client on a regular basis. He or she ensures that the necessary journey management
forms are available, duly filled and approved by relevant authorized personnel before
each journey.
He or she ensures that all project vehicles are in good working condition, safety belts in
place; and that they are premobbed when due. He or she ensures that prescribed
journey management plan and safety rules are obeyed during each journey. He or she
publishes Journey management weekly and monthly report.

3.0 CONSTRUCTION SCOPE


In line with the scope and schedule of the LOCATION PREPARATION AND ACCESS ROAD
CALL-OFF CONTRACT, the activities to be carried out during the construction phase of the
project are as enumerated below:

 Mobilisation
 New Well site Location preparation for drilling
 Rehabilitation of existing Well site Locations
 Location access road construction and rehabilitation
 Campsite construction and rehabilitation
 Piling works
 Bridge works
 Marine structures
 Jetty, sheet piling, shore protection construction
 Equipment Foundations for greenfield and brownfield projects
 Structural Steel Works
 Civil infrastructures including Drainage, Landscaping, Fencing
4.0 PRE-MOBILIZATION

Before mobilization of personnel and equipment to site, the following shall be carried out.
4.1 PREMOB
A comprehensive list of all the equipment to be used shall be provided for client scrutiny and
approval. They shall be made available for Client to premob. It is only those that pass Client
premob that will be used/transported to site for use.

4.2 Medical certification


All personnel to be engaged on the project shall pass medical fitness test done at Client
approved retainer ship Clinic.

43 Work permits
JHA’s and permit to work shall be developed, reviewed and approved for the construction
activity before mobilization to site

4.4 Induction
Safety induction shall be conducted for all the personnel that will be engaged for the
construction work activity before mobilization to site. All the personnel shall be properly
inducted with regards to the nature and volume of jobs to be carried out, the 12 life saving
rules, culture and tradition of host community, safety and environmental precautions to be
taken in a water borne operations and security implications
4.5 Temporary accommodation and site office
Prior to full mobilization, a pre-mobilization crew will be sent to ensure that the temporary
accommodation and site office are properly installed, equipped and made ready for use.
5.0 SECURITY

The assessments of the security hazards, threats, risks and possible incidents, that personnel
and equipment will be exposed to during the various stages of the LOCATION PREPARATION
AND ACCESS ROAD CALL-OFF CONTRACT will be carried out. Adequate control measures will
be put in place to ensure security of life and property throughout the entire construction.
These control measures are contained in a separate deliverable document titled “Security
Plan”. This document shall be submitted to SPDC for review and approval before mobilization
6.0 MOBILZATION
The equipments, materials and personnel required to achieve the contract activities will be
transported to project site.

7.0 LOGISTIC
The project shall utilize vehicles/buses/trucks for road transportation of personnel,

materials and equipment while speedboats, barges, tug boats shall be used for marine

transportation of personnel, materials and equipment. Vehicles/boats/barges shall not be

loaded beyond their capacities. There shall be no night sailing or driving. All journeys must

be carried out in accordance with the approved journey management plan.

7.1 ACCOMMODATION
The accommodation shall be equipped with beds, air-conditioners, toilets, lighting system

and recreational facilities etc. in line with Client requirements. Messing facilities shall be

provided to serve food three times daily. This facility shall be well equipped with well

ventilated kitchen that will have cooking utensils. The services of a catering company shall

be engaged during the project execution period. The catering service shall be in line with

Client requirement.

7.2 SITE OFFICE


There shall be well equipped offices for the Client representatives and MICRENCH
site workers near the construction site. There shall be an approved
site clinic, manned by qualified nurses and an emergency evacuation boat.
There shall be laid down areas for key equipment, temporary waste disposal, fabrication,
maintenance activities and mustering.
7.3 SITE ORGANISATION
The site activity is going to be managed and supervised by the following key personnel:
 The Construction Manager
 The project Engineer
 The Civil Engineer
 The Mechanical Engineer
 The Electrical Engineer
 The Material Co-ordinator
 The Mechanical Supervisor
 The Welding Supervisor
 The Civil Supervisor
 The Electrical Supervisor
 The QA/QC Engineer
 The Safety Officer
 The Administrative Officer

7.4 CONSRUCTION ORGANISATION CHART
This is contained in a separate document earlier submitted.
7.5 MATERIAL CONTROL
The storage and preservation of materials in this project shall be in accordance with type
and nature of the materials. All materials shall be stored above ground. Pipe and steel
structures shall be stored in racks. Gas cylinders shall be stored in cylinder racks.

Handling:
Materials will be handled both manually and mechanically depending on their sizes, shape
and weight.
All materials handling equipment/accessories shall be pre mobbed and certified okay before

being mobilized to site.


Lifting procedure /plan shall be developed and approved by SPDC before commencement of
lifting activities.

Receiving
At the receiving stage the material shall be verified by the Material Co-ordinator, for the
quantity, and by Q.C. Inspector, for the quality.
After the successful verification the “Material Received Inspection Report” shall be issued
and signed by both the above-mentioned persons.
If any discrepancies arise about the quantity of materials, the Client shall be informed
through letter, if the material is damaged and/or it is not in compliance with the certificates,
a Non Conformance report shall be issued.

Storage
The material shall be stored indoor or outdoor depending on their type. Different materials
shall be kept separately, and in such a way to allow an easy access for retrieval and handling
operations which shall be carried out with suitable means in order to avoid any kind of
damages.
The withdrawal of materials shall be performed with controlled system. It shall be done
through the withdrawal voucher only, issued and signed by authorized personnel. Copy
of voucher shall be given to the planner for material status updating.

7.6 FABRICATION CONROL


Where equipment is shipped with some loose items for ease of shipment, they shall be
accompanied with assembly drawings.
The assembly of loose materials to equipment during installation shall be carried out by
our team of engineers.
But steel work shall be fabricated on site, and painting carried out prior to
installation/assembly.

Prior to site fabrication, design shall be carried out, drawings, procedures and
specifications shall be submitted to Client for approval. Approved welding procedure
specification (WPS) shall be used in conjunction with the approved for construction
drawings shall be used for fabrication.

Detailed procedures for fabrication, painting, installation shall be submitted after


detailed design.

Fabrication drawings shall be made with AUTOCAD.

During assembly, alignment and level shall be checked with appropriate tools.
Equipment shall be grouted to minimize vibration.
7.7 CONSTRUCTION SAFETY

The construction manager shall ensure that construction activities are performed in
conformance with project requirements using qualified procedures and skilled personnel,
and assuring that the required level of quality of workmanship is maintained throughout
the construction process.
The site safety officer shall ensure that safety and environmental rules are obeyed
Tool box talks shall be held on a daily basis to ensure that the activities of the day are well
understood by all and that all necessary precautions and barriers are in place
Adequate PPE shall be provided and the use enforced and monitored.

7.8 CONSTRUCTION SURVEILLANCE


Inspection and testing plan (ITP) will be produced and monitored for the control of
inspection status and record of acceptance. Construction comments, concession requests
and accepted variations will be fully documented and approved through formal and
approved procedures.
A dedicated QA/QC supervisor will be on site to monitor compliance

7.9 TRANSPORTATION
Control of transportation activities such as loading, road transport, river transport, in-
plant movement, off-loading and their associated safety requirements will be organized,
executed and monitored in accordance with detailed plans to ensure ease of operation.

Client premobed vehicles shall be engaged to convey the required materials, equipment and
personnel between office and the Jetty. Premobed boats, barges and tugboats will be used
to do the marine transport. There will be dedicated boats to convey workers.

7.10 CONSTRUCTION RECORDS


A complete fabrication and testing record of all construction activities demonstrating
satisfactory completion of quality plan requirements, including data and documentation
approval shall be used for control and monitoring of progress

8.0 WORK METHOD STATEMENTS


Detail work method statements, JHA’s and Permits to work shall be developed, submitted
to Client for review and approval before carrying out any of the construction activity. All
HSE rules and regulations including the 12 life-saving rules and the entire project
Quality standard shall be strictly adhered to.
However some of the work method statements are as enumerated below:

8.1 CIVIL

8.1.1 Subsoil investigation


The Subsoil scope of work involves the listed items but not limited to the following:
1) Preliminary inspection of the area to observe main features and boundaries.
2) Engineering surveying of the proposed work area, to establish the new structure relation to other
adjourning features.
3) Probing of underground facilities/cable shall be carried out.
4) Mark out the borehole and Cone Penetration test grids as may be directed by the Engineer using
tape and line.
5) Set up the Rotary Drilling Ring for borehole drilling and obtain samples at interval of 1.5m to the
required depth at the specified number of locations.
6) The Cone Penetration Test Equipment is also set up at marked location to obtain samples of all
strata to the required depth at the specified locations.
7) The samples collected shall be taken to the Laboratory for analysis.

Procedure

Site preparation
The Sites shall be cleared of grasses, trees, stems and, any other obstructions.

Loading and offloading of equipments and materials


Loading and off loading of equipments and materials shall be done under close supervision of the Civil
Engineer and Safety Officer in line with Client guild line on marine operations. Hard wood timbers shall
be laid on the road to the sites in a swampy terrain.

MICRENCH shall carry out Reconnaissance survey of the various sites to obtain information which
shall not be limited to the followings for design purposes The general topography of the sites as it affects
the foundation design and construction.
The location of buried facilities such as pipelines, electric and telephone
Cables, water mains and sewer lines
The general geology of the sites with particular reference to the main geological formations underlying
the sites.
Information on tide ranges, extreme high and low tide ranges and river levels, seasonal river levels and
discharges.
A special feature of the sites such as flooding

Geo- technical investigation


The geo-technical investigation of the site shall be done in phases to reduce logistic problems

Bore hole and cone penetration test layout


The bore hole and cone penetration test shall be set out in grids and at least one each, must be at the
equipment location while the outstanding numbers shall be as close as possible. The locations, of cone
penetration test, bore hole, depth of drilling for each activities shall be agreed with Client representative
before commencement of work at the site. Boring and cone penetration test location shall be marked on
plot plan before setting out on site. The borehole shall be sufficient in number to allow analysis of the
following:
 Location of proposed construction both vertically and horizontally.
 Development of detailed subsurface investigation for foundation design.
 Information on soil strata.
 Location of natural water table.
The cone penetration test shall be of adequate numbers to provide relevant information of relative
density of granular deposits, such as sand, and gravel which are virtually impossible to obtain
undisturbed samples.
The method of boring that shall be adopted is Rotary Drilling.

This is a procedure by which rapidly rotating drilling bit attached to the bottom of drilling rod cut and
grind the soil and advance the bore hole down. Water is forced down the drilling rod to the bit and the
return forces the cutting to the surface.
Soil sampling
The soil that shall be recovered from boreholes are:
 Disturbed samples
 Undisturbed samples
Soil samples shall be taken at interval of 1.5m and at each change of strata in the bore hole. The soil
samples shall be kept in sample can and, labeled to give borehole number, the depth, a description and
covered to avoid loss of moisture.

Cone penetration test


Soil samples are taken using a standard apparatus split spoon. A weight is dropped on to the dice and it
penetrates into the ground. The number of blows it takes to move the instrument 1meter is recorded for
every one meter up to the depth specified, or until it hits the point of refusal. The information obtained
from Cone Penetration Test shall be used to determine the shear strength and the bearing capacity of the
soil. From this information a foundation recommendation is outline and the procedures to follow to
ensure a proper design.

Post site surveys and geo-technical investigation:


The following graphical presentations shall be included in the report:
Site location map.
Location of boring and Cone penetration Test with respect to the proposed structure.
Boring logs
Laboratory test results
Other special presentation.
Clean-up worksite and demobilize.
Close-out permit to work.
QHSE
All HSE rules and regulations including the 12 life-saving rules and the entire project
Quality standard shall be strictly adhered to.
A detailed JHA shall be submitted together with the work pack together with the work pack.

9.0 PRE-COMMISSIONING AND COMMISSIONING

The main objectives associated with ‘pre-commissioning’ are focused on inspection and
acceptance at the manufacturers premises and plant tests on site after mechanical completion.
Pre-commissioning shall also identify any inherent problems, define the nature of such problems,
and expedite responses from the appropriate parties to ensure that there is no impact or
detrimental effect on the commissioning phase. Factory Acceptance Tests (FAT) will be
maximised and where possible be integrated tests on the full functionality. The FATS will be
witnessed by the Client.

Pre-commissioning encompasses all the required checks, simulations, tests that could be carried
out to confirm the functionality of a system, or the permanent energising or pressurising of a
system.

MICRENCH Engineering shall prepare a complete set of pre-commissioning check-sheets for all
installations in the project, which will contain all test results for all the pre-commissioning tests.
These will be completed by MICRENCH Engineering and accepted by Client as pre-
commissioning activities progress.

The initial pre-commissioning tests shall involve hydraulic, pneumatic, electrical and other field
tests as are specified or are necessary to demonstrate that the various sections and components of
the work have been constructed in accordance with the Design and Job specifications. Specific test
activities shall typically include, but not be limited to:
 Hydrostatic, pneumatic, strength or other non-destructive testing of all pressure
containing parts of the system.
Testing of all electrical system components including power management s y s t e m s
interface, Switchgear system, starters, transformers, battery systems, motors, Generator & power
supply network, Earthing system, etc.
 Mechanical run tests / string tests / performance tests at the vendor’s works.
 Calibration and testing of all instruments including those installed on packages or skids.
 Testing of power and instrument cables (continuity tests).
 Completion of appropriate test sheets and documentation.
 Cleaning, flushing, draining, blowing out and drying out of vessels and piping systems
and the installation & removal of temporary blinds used for isolation and testing of joints, as
necessary.

 Replacing control valves, relief valves and orifice plates as removed for above.
 Replacement of gaskets, tightening of flanges, etc.

When these activities have been carried out to the satisfaction of Client, the equipment and / or
system will be ready for the next stage of pre-commissioning which is to prove that:

 The equipment and systems are fit and safe and ready to be put into operation with
the intended service fluids, power sources, etc.

MICRENCH shall furnish and install all components, accessories, preservatives and any other
consumables necessary for operation of the entire facility.

All pre-commissioning activities shall be subject to witnessing by Client representatives.


MICRENCH shall submit completed and accepted pre-commissioning check-sheets for each
item of equipment or system once the pre-commissioning is complete.

10.0 Mechanical Completion


On full completion of pre-commissioning activities and the pre-commissioning documentations
received by Client, then a certificate of mechanical completion shall be issued by Client for that
system.

11.0 Commissioning Team


A commissioning team shall be established to be headed by Lead Commissioning Engineer who
controls and co-ordinates on a daily basis, the execution of scope, with operations. The Lead
commissioning engineer will become responsible on mechanical completion having been
achieved.

Prior to commencement of commissioning activities, the physical completion status and


documentation to support Mechanical Completion shall be verified by the Lead Commissioning
Engineer and by a pre start-up audit team.

A check list will be developed and all actions recorded to ascertain readiness to proceed with
hydrocarbon introduction. A detailed operational review will take place with “customers” to
verify readiness.

During all phases of commissioning, including the live testing of equipment, the intention is to
integrate operations staff within the commissioning group. During this phase of the works, the
lead commissioning engineer shall liaise on a day-to-day basis with the operations on all matters
which relate to live commissioning.

The joint project team shall develop a detailed commissioning plan.

To ensure that commissioning works are carried out in the most appropriate manner, the
commissioning group shall put in place the necessary plans, controls and deliverables, and shall
arrange the necessary resources, in order to achieve the overall common objective of
commissioning, start-up and Handover of the facilities as soon as is practicable.

These controls shall be documented in the commissioning plan.

12.0 Pre-commissioning Audit


Once all the system components are mechanically complete, Client shall conduct a Pre-start-up
Technical Safety Audit to confirm that the facilities are ready for the introduction of Gas.

MICRENCH shall implement all recommendations of the audit which affect the work. The
implementation of any recommendation shall not absolve the contractor from any of its
responsibilities under this contract. If the contractor has an objection to implementation of any
recommendation, then he shall advise Client in writing of his objection.

13.0 Commissioning
MICRENCH shall carry out detailed commissioning exercise of all installations. This shall
demonstrate that the functionality and operation is as per design.

13.1 MICRENCH Role in Commissioning

 Appoint a Commissioning co-ordinator who shall be responsible for all aspects of design
liaison, planning and co-ordination of all commissioning and completion activities.
 The commissioning co-ordinator shall be suitably qualified and experienced in the
co- ordination of commissioning.

 MICRENCH shall also integrate client operators and maintenance personnel into his
organisation.
13.2 Client’s Role

 Client shall nominate an Operation’s representative and Lead Commissioning


Engineer who shall be responsible for the facilities.

 During the commissioning period, all formal lines of communication and


responsibilities of the Client representative shall be maintained.

 Client staff shall assist in the commissioning and Initial Operation, in accordance
with the commissioning plan.

14.0 Demobilization

All excess construction materials shall be returned to MICRENCH after material


reconciliation as maybe agreed with Client.

All personnel mobilized for this project shall be demobilized and taken back to base
upon a successful completion of the project.

Dismantling and evacuation of contractor spread from site and Site Restoration: - Any
temporary structure erected during the construction phase of the project shall be dismantled
and promptly removed from the site and taken to MICRENCH.

Boats, equipment/tools and storage caravans or empty containers used for the execution of
the project shall be promptly removed from the work site and taken to MICRENCH base
after a successful completion of the project.
