Case of Tokyo and Rio

Tokyo and Rio, both with a criminal record, spend a night in a pub. On that occasion,
they plan to rob the Bank of Madrid.

The police know the two criminals and carefully follow their movements. Having placed
"bugs" inside the room, the police can intercept their conversation and record it.

Can Tokyo and Rio be arrested and charged with attempted robbery?

*** Scene 2 ***

In the following days, Tokyo and Rio carry out accurate and meticulous inspections in
the bank they intend to rob. They note the opening hours of bank counters, as well as
staff entry times.

They procure weapons and clothing to dress up, and plan every aspect of the bank
job in detail, including the kidnapping of an employee to ensure their own escape.

*** Scene 3 ***

The day set for the rob, Tokyo and Rio drive to the bank and park the car nearby. Then,
they wait patiently in the car until 5 o'clock in the afternoon, just before the closing
time to the public. This is the perfect time to spring into action.

At 5 o'clock, Tokyo and Rio wear masks and gloves. They take bags to store the cash,
and then they spring into action. They head towards the entrance to the Bank.
