New Minister of Health..New Start

• New government was formed in Egypt and Dr Kaed was appointed as the new health minister.

• The Minister wants to ensure that everyone in the ministry is aware of:

1. The ministry of health obligations mentioned in article 18 of the Egyptian constitution.

2. The function of the health system and the role of the ministry in fulfilling its obligations.

3. Adoption of good governance and application of its principles within the health sector.

4. Engaging Stakeholders.

Ministry of Health obligations

◉ Provision of comprehensive high quality health care services for every


citizen in Egypt.

◉ Fair geographical distribution of health services.

◉ Increasing the budget of the ministry of health to reach global rate of GDP.

◉ Improving regulations of employment and working conditions for


physicians, nursing staff, and health sector workers.

◉ Supervision and regulation of health services, health facilities and medical


products (public and private sectors)

Steps

• Reviewing the article 18 by the ministry team.

• Mission formulation.

• Team training on the concepts, skills, tasks that are necessary for success.

* Mission Meeting

◉ After reviewing article 18 by the ministry team, it is better to set another
meeting to discuss it and involve them in creating a mission for the ministry.

◉ This meeting makes the team more likely to accept, embrace the mission
and to be committed.

◉ Make sure the whole team have good understanding to the obligations.

◉ The mission should be communicated everywhere.

1- Health improvement

◉ The defining goal for the health system is to improve the health of the
population.

◉ The health of the population should reflect the health of individuals


throughout life.

◉ Health system should be concerned both with the average level of


population health and with health distribution inequalities within the
population.

2- Responsiveness to expectations

◉ Enhance the responsiveness of the health system to the legitimate


expectations of the population.

◉ Respect for persons’ dignity, autonomy, confidentiality.

◉ Prompt attention to health needs and basic amenities (population


satisfaction surveys).

◉ Access to social support networks for individuals receiving care.

◉ Choice of institution and individual providing care.

3- Fairness in financial contribution

◉ People should not become impoverished, or pay an excessive share of their


income in obtaining needed health care.

◉ Poor people should pay less towards the health system than rich people.

✓ It assures that corruption is minimized.

✓ The views of minorities are taken into account.

✓ The voices of the most vulnerable in society are heard in decision-making.

1. Participation: Organized, informed, all stakeholders should be included (Patients and


family members, Healthcare providers, Government agencies, Pharmaceutical firms,
Staff, Investors, Local community, NGOs, Media, Research institutions).

2. Rule of law: Fair legal frameworks that are enforced impartially.


3. Transparency: Decisions should follow rules and regulations, information should be
freely available and directly accessible.

4. Responsiveness: Serving all stakeholders within a reasonable timeframe.

5. Consensus oriented: Reaching a broad consensus in society on what is in the best


interest of the whole community and how this can be achieved.

6. Effectiveness and efficiency: Produce results that meet the needs of society while
making the best use of resources (sustainable human development).

7. Accountability: Not only governmental institutions but also the private sector and
civil society organizations must be accountable to the public.

8. Equity and inclusiveness: All members of the society shoul feel that they have a
stake in it and do not feel excluded from the mainstream of society.

Conclusion

The ministry team with the minister can’t work toward fulfilling
the ministry role and obligations without good knowledge and
understanding as well as good skills and know how.
