1. The purpose of this activity is to assess your knowledge and skills in Develop, Implement and maintain
WHS management systems.

2. If you have any considerations that may affect your performance in the assessment, please inform your
assessor immediately. Your assessor will provide you with a suitable alternative to complete this
assessment.

3. Your assessor will mark your assessment and provide feedback and a grade to you via the assessment
submission on Moodle.

4. If you feel the decision made by your assessor was incorrect you have the rights to appeal the grading through
filling out an appeals form which will then be handle by the Academic Manager.

5. A “NYS” (not yet satisfactory) result of this task may be returned to you for a re-assessment. Re-assessments
must be submitted by an agreed date with your assessor.

6. The re-assessment work must address the specific performance tasks beyond doubt for the assessor to issue a
satisfactory (pass) result. A repeat NYS outcome could lead to an administration fee for further
reassessment.

of your trainer to help you complete this assessment.

If you are unable to download your assessment or any learning material from the Moodle

Task A – Knowledge Base Questions

1. List some general requirement when creating a policy?


The policy includes general direction and standards that define specific actions and

responsibilities. The policy is established through some organisational procedures such as

cultivating the need for a policy, determining the content, stakeholder support,

communicating with employees, and revising or updating the policy. The organisational

policies are important for the employees and employers as well. The policy set accountable

management for the organisation along with law compliance. The policies also assist

employers to treat their employees fairly (Australia, 2018). The organisational policy also

includes the health and safety of their employees during their working hours.

2. When creating a WHS policy which questions should be asked to ensure


organisational requirements and appropriateness has been met?
The workplace health and safety management (WHS) policy includes a set of plans,

policies, and procedures that helps to manage health and safety at work for the employees

to reduce the high risks of illness, injuries, and harassment. All employees are responsible

for this policy to take their actions when they need it. Especially all workers are allowed to

take their responsibilities to manage their health and safety during working hours

(McGregor-Lowndes and Hannah, 2019). The key points of this policy are health and safety

policy statement of intent, organisational health and safety, and risks management for

health and safety. This policy helps to mitigate the risks in the working places

appropriately.

3. List both the internal and external factors which can affect the development and
review of a policy?
Safety culture is defined by two factors such as internal and external in the business

organisations, that affect the health and safety culture positively or negatively. The internal

factors are commitment, production of service demand, communication, competence, and

employee representation (Potter et al, 2019). The external factors include trade unions,

legislation, public, economic, and commercial stakeholders of the business organisation.

These two factors are creating difficulties to develop or review the WHS policy of the

business organisation. The company can manage its downfall health and safety resources

through the negative and positive impact outcomes.

4. Give examples of barriers to WHSMS implementation and strategies to overcome them.


Examples of the barriers to implementing the WHSMS are avoiding responsibilities, over-

complicated systems, staff ignoring health and safety, costs of the health and safety

implementations, not consulting personnel (Warmerdam, and Lingard, 2017). The

organisation should develop some organisational strategy to overcome the difficult

circumstances such as training for the staff and explain the reasons of the policy in the

working place and provide justification for their betterment, give the rewards or incentive to

participate in the training, develop the working system linear and simple, communicate with

employees to involve them into work and reduce the complicated tasks.

5. What kind of information and data can you use to provide you with valid and reliable
measures of WHS performance and the WHSMS, and what are positive performance
indicators?
The WHS performance can be measured with two types of indicators as input and output

indicators. The input indicators, also defined as lead indicators, are safety audits and

training in the organisation that reduces the present and future severe health and safety-

related incidents. The output indicators are also known as the lag indicators, including lost-

time work injuries and incident rate within the organisation. The health and safety

measuring is important for the business organisation to identify the trends and clusters of

the organisational incidents that help to prevent deaths, disease, and injuries in the

workplace.

6. What types of topics discussed in the WHS Act 2011? State at least three.
The WHS Act 2011 provides the framework to protect the employees' health, safety, and

welfare in the working places. This Act also protects other people's health and safety who

are affected by the work process of the particular organisation. Several aspects have been

discussed in the WHS Act 2011, but there are some important topics such as promoting the

provision of advice, education, training, and information (Furci, and Sunindijo, 2020). The

Act also discussed securing the compliance of effective and appropriate enforcement

measures of the health and safety issues. The WHS Act 2011 also ensures appropriate

scrutiny and review of actions that powered persons of the particular organisation take.

7. What are the requirements for addressing WHS and privacy in recordkeeping?
The WHS record keeping is the least favourite task for the business organisations that may

affect the tax and GST records and day-to-day operations. The legal requirements for

keeping WHS records cover the safety data sheets for at least five years in which anyone

can monitor the health regulations in the organisation. The statutory requirements of the

report keep maintaining the confidentiality and dignity of the employees and organisation

as well organization (Dougall, 2019). The responsible person who keeps these reports is the

WHS safety and compliance officer to reduce abuse, libellous, and judgements in the

business organisation. These data help to manage the whole management system of the

organisation to maintain the health and safety of the employees.

8. Describe the structure and the functions of a WHSMS.
The WHSMS includes all factors of the employee's health and safety within the business

organisation for future betterment. This system provides a framework to identify the

improvement areas and assured procedures to implement the reporting hazards. The

WHSMS also provides a framework to manage the complete system of protection for the

betterment of organisational betterment. This framework helps develop the working

cultures of the business organisation and maintain the health and safety hazards of every

employee. These frameworks help the organisation to minimise the rate of critical

accidents, illness, and injuries in the workplace. The implementation of this framework will

cover Hazards Identification, Risk Assessments, and control processes for the future

betterment of the organisation.

9. Briefly outline WHSMS certification and auditing standards, processes and requirements.
The WHSMS certification refers to the health and safety management system designed to

exceed or meet the relevant standards that the business organisation needs to mitigate the

operational risk during working hours. According to the ISO 45001:2018 - Occupational

Health and Safety Management System, the process of the certification is to offer

acceptances from the client and confirm the order, optional pre-audit, certification audit,

issues of a certificate on successful completion of the certification audit, surveillance audits

for defined intervals, recertification audit after 3years for the betterment of the business

organisation. This certification helps the organisation to reduce their organisational risks

and increases the occupational health and safety measures to provide a healthy and safe

working environment for the new employees. The legal requirement of this framework is to

improve the structural analysis to increase the safe and healthy workplace.

1. As a real or simulated workplace activity as directed by the assessor, you must engage in the
following workplace tasks in regards to a WHSMS.
This will involve working and speaking with the relevant WHS contacts and persons in the
workplace; you must conduct these tasks according to the requirements of the
organisation/workplace, and will be given access to workplace equipment and resources, WHS
policies and procedures, and relevant acts, regulations, codes of practice and any other available
guidance materials to:

⮚ Develop WHS policy and commitment to a WHSMS
⮚ Develop a WHS plan
⮚ Implement a WHS plan
⮚ Measure and evaluate WHS performance
⮚ Review and improve the WHSMS.

Your answer must be documented clearly and presented professionally.

2. As a real or simulated workplace activity as directed by the assessor, perform a review of the
organisation’s WHS policies and procedures to determine if and where improvements in health
and safety of employees at work can be made.
You will need to:

⮚ Read and review current WHS policy and procedures


⮚ Assess and analyse past and current WHS performance
o Extracts and evaluates the mathematical information embedded in a range of tasks
and texts in measuring and evaluating WHS performance

o Selects from, and applies, an expanding range of mathematical and problem-solving


strategies measuring and evaluating WHS performance

⮚ Consult with WHS contacts to discuss the results of your review and analysis, and to
determine whether WHS policy can be improved (and how).

⮚ Document the outcomes of your review in a report; this should include your own findings
and the results of your discussions with the WHS contacts.
