Preface

My interest to carry out the present research work grew from a deep sense of
encouragement provided to me by my supervisors Dr. Jyoti Rattan, Associate
Professor, Department of Laws, Panjab University Chandigarh. I owe my sincere
gratitude to her as without her inspiration and supervision this work could not have
been successfully completed.
The present research is based on the study that being a welfare state, the
government puts its efforts in providing good governance to the people. With the
increasing use of Information and Communication Technology (ICT), e-Governance
has become an integral part of good governance. To provide better and improved
service delivery to the people, Department of Information Technology (DIT) and
Department of Administrative Reforms & Public Grievances (DAR&PG) has
formulated National e-Governance Plans (NeGP) comprising of 31 Mission Mode
Projects (MMPs) and 10 components which are approved by the Union Government
on May 18, 2006. In the year 2011, 4 more projects have been introduced to make the
list of 27 MMPs to 31 Mission Mode Projects (MMPs). These mission mode projects
cover important aspects of governance including judiciary. Many States have initiated
various e-Governance projects since then. The success of these projects depends on
effective implementation of the means of Information and Communication
Technology. There are various legal issues in online medium which can only be
resolved with specific legislation dealing with Information Technology. The
researcher in this study has addressed all the issues which come in the way of
successful implementation of e-governance.
The present study is confined to the Union Territory Chandigarh. It possesses
great potential in the Information and Communication Technology (ICT) sector.
Chandigarh has become a role model in using Information and Communication
Technology to provide fast and user friendly technology for the people. Since 2000
various e-Governance projects has been implemented by Chandigarh Administration
both in urban as well as rural areas of Chandigarh Administration. Both e-Governance
and setting up of Rajiv Gandhi Chandigarh Technology Park (RGCTP) attracted
many companies such as Wipro, IBM, and Dell etc.

The present study is based on extensive field work. To reach to the object, data
was collected from advocates and litigants from Punjab and Haryana High Court and
District/Taluka courts under Punjab and Haryana High Court regarding efficacy of e-
courts projects. A survey through questionnaire was conducted among the residents of
Chandigarh and rural areas around Chandigarh. Beside that information was collected
from government officials of Chandigarh Administration to know the actual working
of different e-governance projects being run by government departments. In the last
some suggestions have been made for better and improved implementation of
governance projects.
