1 SCOPE

The scope of the specification shall cover the functional requirements for the Central
Control Hardware and Standard Software.

2 CODES AND STANDARDS

The following standards, rules and regulations, all in the latest valid edition must be
observed specifically:

- IEC 60870 Telecontrol equipment and systems, part 1 - 6


- IEC 61000 Electromagnetic compatibility (EMC), part 1 – 4
Further standards, rules and regulations that are used by the manufacturer for design,
construction and testing are allowed, but must be declared.

3 ENVIRONMENTAL CONDITIONS

All components of the CC shall properly work within the environmental conditions that
are summarised in the Specification S01 “Design and Construction of I&C System” and
in the General Specification G02 “Description of Project and Works”.

The above-mentioned conditions are valid for all components, except for server and work
place hardware for which the following is applicable.

- Temperature range: +10 to +35 °C (extended range preferred)


- Relative humidity: 10 to 90 %
Servers and work places shall be capable to withstand for a period of time temperatures
below 10 °C and above 35 °C without reduced lifetime expectancy.

4 SYSTEM REQUIREMENTS
4.1 System Topology
The control system shall meet the specified requirements on functionality, data
throughput, update time, consistency, availability, maintainability and safe guarding the
future.

An open system topology shall be provided that allows for an optimal upgrade in the
future.

The Local Area Network (LAN) shall be built-up redundant.

The protocol, which has to be used inside the local area network including the
communication between the individual systems of the control system, shall be based on
Ethernet, routable IP-based protocols are preferred.

The CC shall consist of:

- Operator Working Place


The term working place is used to describe those computers that are providing the
HMI for the operators of the entire pipeline
- Engineering Working Place
The term engineering working place is used to describe those computers that are
providing the HMI for the engineers to modify and/or to maintain the entire
control/communication system.
- Server (additional server for process specific software, if necessary)
The term server is used to describe those computers that are responsible for data
processing, long term archival, etc.. Server shall be provided in redundant
configuration.
- Printers (hard copy, page printer, line printer)
- Network components (routers, switches, cables, etc.)
- Training Working Place
The term training working place is used to describe those computers that are
providing the HMI and control system simulation for the Operators to get familiar
with the pipeline system.
All components (server, working place, router, switches, etc.) shall be installed in a
separate room beside the control room (e.g. instrumentation room). The noise level
inside the control room shall be below 40 dB (e.g. adequate housing to be provided for
printers).

The control system components shall be time synchronized (as far as functionality is
supported).

4.2 Redundancy

Basically, the failure of a redundant hard-/software component shall have no influence on


operation.

The failure of two individual components shall only have a tolerable limitation for the
operation. Tolerable means all actual process information shall be displayed at least at
one operator working place and all commands can be given and registered.

Operator working place, server, front end processor (if required), LAN in the CC shall be
set-up redundant. Therefore, two independent networks are necessary to which each
component shall be connected.

Redundant equipment shall be installed each in a dedicate cabinet.

4.3 Expandability

It shall be possible to extent the system without the need for basic modifications as
follows:

- Hard disc capacity +300%


- RAM capacity +200%
- LAN-Interfaces +100%
- CPU-power +100%

4.4 Consistency
The central control system shall display the actual process and system status within 2 s
at all working places consistently under regular operating conditions. This requirement on
consistency with respect to the actual process and system status also applies for the
process history, acknowledgement status, substitute values, signal blocking and power
of command.

4.5 Availability

The availability of the system is defined by the characteristic of the provided hardware
and software components. The system availability explicitly includes the availability of the
hardware and standard software as well as the availability of the control and process
specific software.

The following availability requirements shall be met:

5 STANDARD HARDWARE

The following parameters given for the hardware components are only on informational
basis. Generally state of the art hardware using latest available technology (e.g. high
energy efficiency) shall be provided.

5.1 Display Wall


The display wall shall be LCD type and meet the following minimum requirements:

- Basic Resolution of Modules ≥ XGA


- Screen Luminance ≥ 400 cd/m3
- Contrast 4000:1
- Display reaction time ≤ 7.5 ms
- Acoustic Noise Level ≤ 35 dB(A)
The system shall be with an appropriate video control unit and software.

The display wall system shall be designed such that burn in effect is avoided.



5.2 Server

The servers shall be rack mounted and meet at least following requirements, incl. long
term archive:

- HD: RAID1
- Backup/long term archive: Tape drive e.g. DDS or DAT format
- DVD: Multilayer, double sided
- NIC: ≥2
- Power supply: Redundant

5.3 Working Place

The working place shall be rack mounted and meet at least following requirements, incl.

- Power Supply: Redundant

KVM switches from the instrumentation room.

5.4 Printer

In case printer noise is exceeding the limit of the room the printer shall be installed,
suitable countermeasures needs to be considered to reduce to the defined level.

5.5 Network Access Storage (NAS)


A NAS shall be provided for backup and long term archive purpose.

- Type: Raid 5
- Power Supply: Redundant
Following minimum requirements shall be considered:

- Backup procedure shall be supported online (e.g. control system, process


database)
- Backup and reconstruction shall be performed without limitations to the operating
process
Backups shall be considered as follows:

- Complete control system once a month


- Process database once a week
At least the last 3 backups shall be available for reconstruction.

5.6 Training Working Place

A dedicated working place for training shall be considered. The working place shall be
rack mounted and meet at least following requirements:

- HD: RAID 1
- NIC: ≥1

- Size: 24“
- Type: LCD

- Pointer Device: 3-Key-Mouse
Only keyboard, mouse and monitors shall be installed in the control room, extended via
KVM switches from the instrumentation room.

5.7 SYSCON

For SYSCON PLC and Local Control Panel requirements refer to S04 “Distributed
Control System”.

6 STANDARD SOFTWARE

Only state of the art standard software shall be used.

6.1 Licenses

For the whole standard software system unlimited and transferable licenses for all
system components shall to be provided. This includes also required development
licenses for maintenance and administration purposes.

These licenses shall be written out on behalf of the Employer and submitted with
installation of the system.

6.2 Operating system

For all components of the control system, a consistent operating system shall be
provided.

The basic requirements on the operating system are described in the following:

- The operating system shall support a multi-user and multi-tasking environment and
shall support time-sharing with batch operation

- The windowing function shall support multi-monitoring with min. 3 monitors, i.e. the
assignment of a window to a mouse shall work properly over several monitors.

6.3 System Monitor


All system functions shall be continuously and automatically monitored. All applications
of the control and process specific software shall be supervised with a watchdog
function, if selected accordingly. In addition, the system resources must be supervised.

The watchdog function shall include at least:

- CPU performance
- Paging
- Context changeover
- Overview over the capacity of every partition/storage media
- Network traffic
Deviations from the normal status, limit violations at overload of resources have to be
announced and recorded.

6.4 Access Control

At standard operating system the user accounts shall be limited to the real requirements
like standard user and administrator. The applications as per specification S06 “SCADA
and Process Specific Software” shall be executed at standard user level.

Access to the administrator account shall be password protected, whereas the standard
user level shall allow an automatic logon to allow “SCADA and Process Specific
Software” start-up without operator intervention.

6.5 Operation System Amendments

All amendments to the standard operating system that are required for a proper
performance of the pipeline control system out of the described applications are part of
the scope.

7 CYBER SECURITY

Reference is made to specification S11 “Cyber Security System”.

User access shall be arranged as described in section 6.4.

8 TEST AND COMMISSIONING

The appropriate tests of the central control hardware and the standard software are part
of the tests for the entire control system according to the specification S04 “Distributed
Control System”.

9 DOCUMENTATION

The documentation of the central control hardware and the standard software is part of
the documentation of the entire DCS system according to the specification S04
“Distributed Control System”.
