（安全衛生に関する教育及び訓練）
（Education and Training regarding Safety and Health）
第十一条 船舶所有者は、次に掲げる事項について、船員に教育を施さなけれ
ばならない。
Article 11 A shipowner shall give training on the following matters to the
seafarers:
一 船内の安全及び衛生に関する基礎的事項
(i) basic matters regarding safety and health on board the ship;
二 船内の危険な又は有害な作業についての作業方法
(ii) procedures for onboard work that is dangerous or harmful;
三 保護具、命綱、墜落制止用器具及び作業用救命衣の使用方法
(iii) usage of protective gear, lifelines, fall arrest equipment, and
working life jackets;
四 船内の安全及び衛生に関する規定を定めた場合は、当該規定の内容
(iv) in cases in which rules are established for safety and health on board
the ship, details of these rules; and
五 乗り組む船舶の設備及び作業に関する具体的事項
(v) specific matters regarding the facilities and work of a ship to go on
board.

③ 船員は、第五十一条第一項、第五十二条第一項、第五十七条第一項、第六
十六条第一項又は第六十八条第一項に規定する作業において墜落制止用器
具又は作業用救命衣の使用を命ぜられたときは、当該墜落制止用器具又は
作業用救命衣を使用しなければならない。
(3) Seafarers, when ordered to apply fall arrest equipment, or working life
jackets while engaged in the work prescribed in Article 51 Paragraph (1),
Article 52 Paragraph (1), Article 57 Paragraph (1), Article 66 Paragraph
(1) or Article 68 Paragraph (1), shall apply the said fall arrest equipment,
or working life jackets.

（高所作業）
（Work at a High Place）
第五十一条 船舶所有者は、床面から二メートル以上の高所であつて、墜落の
おそれのある場所における作業を行わせる場合は、次に掲げる措置を講じ
なければならない。
Article 51 (1) A shipowner shall implement the following measures in
cases in which work is carried out at a high place that is 2 meters or more
above a floor surface and where there is a risk of a fall:
一 作業に従事する者に保護帽及び墜落制止用器具を使用させること。
(i) compel those engaged in the work to apply safety helmets and fall
arrest equipment;
二 ボースンチエアを使用するときは、機械の動力によらせないこと。
(ii) when using a boatswain’s chair, do not apply mechanical power;
三 煙突、汽笛、レーダー、無線通信用アンテナその他の設備の付近で作業
を行う場合に、当該設備の作動により作業に従事している者に危害を及ぼ
すおそれのあるときは、当該設備の関係者に、作業の時間、内容等を通報
しておくこと。
(iii) in cases in which the work is carried out near a funnel, a steam
whistle, a radar device, a wireless communication antenna, or other
equipment and there is a risk that operation of the said equipment may
harm those who are engaged in the work, inform concerned parties of
said equipment time and details, etc. of the work;
四 作業場所の下方における通行を制限すること。
(iv) control passage below the work area; and
五 作業に従事する者との連絡のための看視員を配置すること。ただし、事
故があつた場合に速やかに救助に必要な措置をとることができる状態で
二人以上の者が同時に作業に従事するときは、この限りでない。
(v) place a watchman to communicate with those engaged in the work;
provided, however, this shall not apply to cases where two or more
 people are simultaneously engaged in the work in such a manner that
a necessary measure for rescue can promptly be taken in case of an
accident.
② 船舶所有者は、船体の動揺又は風速が著しく大である場合は、緊急の場合
を除き、前項の作業を行わせてはならない。
(2) A shipowner shall not have the work in the preceding paragraph
carried out when pitch and roll of the hull are remarkably large or when
wind velocity is remarkably high, except in case of an emergency.

（げん外作業）
（Over-the-Side Work）
第五十二条 船舶所有者は、船体外板の塗装、さび落とし等舷外に身体の重心
を移して行う作業を行わせる場合は、次に掲げる措置を講じなければなら
ない。
Article 52 (1) A shipowner shall implement the following measures in
cases in which work is carried out with a worker’s body mass center
moved outside a gunwale, such as painting and derusting of a ship’s side
surface, etc.:
一 作業に従事する者に墜落制止用器具又は作業用救命衣を使用させるこ
と。
(i) compel those engaged in the work to apply fall arrest equipment or
working life jackets;
二 安全な昇降用具を使用させること。
(ii) compel those engaged in the work to use safe ascending and
descending facilities;
三 つり足場を使用する場合等作業場所が甲板上にいる者から容易に視認
できない場合は、当該作業場所の上部のブルワーク、手すり等つり足場等
の指示箇所の付近に作業を行つている旨を表示すること。
(iii) in cases in which the work area is not easily visible to those on a
deck when a suspended scaffolding, etc. is used, put a sign on a bulwark,
on a handrail, etc. above the said work area near supports of the
suspended scaffolding, etc. to indicate that the work is in progress;
四 作業場所の付近におけるビルジ、汚水、汚物等の舷外排出及び投棄を禁
止すること。
(iv) prohibit discharge and disposal of bilge, sewage, filth, etc. outboard
near the work area;
五 作業に従事する者との連絡のための看視員を配置すること。ただし、事
故があつた場合に速やかに救助に必要な措置をとることができる状態で
二人以上の者が同時に作業に従事するときは、この限りでない。
(v) place a watchman to communicate with those engaged in the work;
 provided, however, this shall not apply to a case where two or more
people are simultaneously engaged in the work in such a manner that
a necessary measure for rescue can promptly be taken in case of an
accident; and
六 作業場所の付近に、救命浮環等の直ちに使用できる救命器具を用意する
こと。
(vi) prepare rescue equipment that can immediately be used, such as life
buoys, near the work area.
② 前条第二項の規定は、前項の作業を行う場合に、準用する。
(2) The provisions of Paragraph (2) of the preceding article shall apply
mutatis mutandis in cases in which the work prescribed in the preceding
paragraph is carried out.

（漁ろう作業）
（Fishery Work）
第五十七条 船舶所有者は、漁ろう作業を行わせる場合は、次に掲げる措置を
講じなければならない。
Article 57 (1) A shipowner shall implement the following measures in
cases in which fishery work is carried out:
一 作業を開始する前に、作業に使用する機械、漁具その他の設備及び用具
を点検すること
(i) before commencing the work, inspect machineries, fishing gear, and
other equipment and tools to be used for the work;
二 甲板上で作業を行わせる場合は、作業に従事する者に墜落制止用器具又
は作業用救命衣を使用させること。
(ii) in cases in which the work is carried out on a deck, compel those
engaged in the work to apply fall arrest equipment or working safety
jackets;
三 前号に規定する作業を行わせる場合は、作業に従事する者との連絡のた
めの看視員を配置すること。ただし、事故があつた場合に速やかに救助に
必要な措置をとることができる状態で二人以上の者が同時に作業に従事
するときは、この限りでない。
(iii) when carrying out the work prescribed in the preceding item, place
a watchman to communicate with those who are engaged in the work;
provided, however, this shall not apply to a case in which two or more
people are simultaneously engaged in the work in such a manner that
a necessary measure for rescue can promptly be taken in case of an
accident;
四 第二号に規定する作業を行わせる場合は、作業場所の付近に、救命浮環
等の直ちに使用できる救命器具を用意すること。
(iv) when carrying out the work prescribed in Item (ii), prepare rescue
 equipment that can immediately be used, such as life buoys, near the
work area;
五 釣ざおを使用して漁ろう作業を行わせる場合は、当該作業に従事する者
に保護帽を使用させること。
(v) in cases in which fishery work is carried out using fishing rods,
compel those who are engaged in the work to wear safety helmets;
六 前号に規定する作業を行わせる場合であつて釣針の飛来により危害を
受けるおそれがあるときは、作業に従事する者に保護面その他の必要な保
護具を使用させること。
(vi) in cases in which the work prescribed in the preceding item is
carried out and there is a risk of harm by flying fish hooks, compel those
engaged in the work to apply protective masks and other necessary
protective gear;
七 漁具を海中へ送り出し、又は巻き込む作業に従事する者にゴム長靴その
他の必要な保護具を使用させること。
(vii) compel those engaged in letting out or winding in fishing gear to
apply rubber boots and other necessary protective gear;
八 送り出し、又は巻き込む場合における漁具には、みだりに、身体を触れ
させ、若しくはこれをまたがせ、又は当該作業に従事する者以外の者にこ
れに近寄らせないこと。
(viii) prohibit contacting or stepping over fishing gear at the time it is
wound in or let out without reason, and prohibit persons not engaged
in the said work from approaching the said items without reason;
九 ドラムの回転又は索具の走行を入力で調整する作業に従事する者の服
装は、袖口、上衣の裾等を締め付ける等巻き込まれるおそれのないものと
すること。
(ix) compel those engaged in manual adjustment of drum rotation or
rigging movement to wear clothes with tight-fitting cuffs, tight jacket
bottoms, etc. without risk of getting caught;
十 刃物、釣針その他の危険な用具は、みだりに放置しないこと。
(x) prohibit leaving edged tools, fishing hooks, and other dangerous
objects around unnecessarily; and
十一 甲板上の魚の血のりを適宜清掃する等甲板を滑らない状態に保持す
ること。
(xi) maintain decks in a nonslippery state by cleaning fish gore on the
decks when appropriate, etc.
２ 第五十一条第二項の規定は、前項第二号の作業を行う場合に準用する。
(2) The provisions of Article 51 Paragraph (2) shall apply mutatis
mutandis in cases in which the work in Item (ii) of the preceding
paragraph is carried out.
 （船倉内作業）
（Work Inside a Hold）
第六十六条 船舶所有者は、船倉内で作業を行わせる場合は、次に掲げる措置
を講じなければならない。
Article 66 (1) A shipowner shall implement the following measures in
cases in which work is carried out in a hold:
一 作業に従事する者に保護帽、滑り止めの付いた保護靴その他の必要な保
護具を使用させること。
(i) compel those engaged in the work to apply safety helmets, safety
shoes with nonslip protection, and other necessary protective gear;
二 作業を行つている層より下層の船倉内の場所であつて、人又は物が落下
するおそれのある場所への立入りを制限すること。ただし、防網、防布等
人又は物の落下を防止するための設備が設けられている場合は、この限り
でない。
(ii) restrict entrance into areas in the hold on lower tiers than the tier
on which the work is being carried out where there is a risk of a fall of
a worker or an object; provided, however, this shall not apply to a case
where equipment to prevent the fall of a worker or an object, such as
protective nets, protective sheets, are installed;
三 床面から二メートル以上の高所であつて、墜落のおそれのある場所にお
いて作業を行わせる場合は、防網、防布等を張る等墜落による危害を防止
するための措置を講ずること。ただし、作業に従事する者に墜落制止用器
具を使用させる場合は、この限りでない。
(iii) in cases in which work at a high place that is 2 meters or more above
a floor surface and where there is a risk of a fall is carried out, take
measures to prevent harm from the fall such as installing protective
nets, protective sheets; provided, however, this shall not apply to cases
in which those engaged in the work apply fall arrest equipment; and
四 作業に従事する者との連絡のための看視員を配置すること。ただし、事
故があつた場合に速やかに救助に必要な措置をとることができる状態で
二人以上の者が同時に作業に従事するときは、この限りでない
(iv) place a watchman to communicate with those engaged in the work;
provided, however, this shall not apply to a case where two or more
people are simultaneously engaged in the work in such a manner that
a necessary measure for rescue can promptly be taken in case of an
accident.
② 第五十一条の規定は、前項の作業を行わせる場合には、適用しない。

 （着氷除去作業）
（Deicing）
第六十八条 船舶所有者は、船舶の着氷の除去作業を行わせる場合は、次に掲
げる措置を講じなければならない。
Article 68 (1) A shipowner shall implement the following measures in
cases in which deicing of the ship is carried out:
一 作業に従事する者に保護帽、滑り止めの付いた保護靴その他の必要な保
護具を使用させること。
(i) compel those engaged in the work to apply safety helmets, safety
shoes with nonslip protection, and other necessary protective gear;
二 作業に従事する者に墜落制止用器具を使用させること。
(ii) compel those engaged in the work to apply fall arrest equipment; and
三 作業に従事する者との連絡のための看視員を配置すること。ただし、事
故があつた場合に速やかに救助のため必要な措置をとることができる状
態で二人以上の者が同時に作業に従事するときは、この限りでない。
(iii) place a watchman to communicate with those engaged in the work;
provided, however, this shall not apply to a case where two or more
people are simultaneously engaged in the work in such a manner that
a necessary measure for rescue can promptly be taken in case of an
accident.
