SECTION ONE
GENERAL TECHNICAL SPECIFICATION AND
CONDITION
1.3.1 66 kV Switchgear
The 66 kV switchgear shall be SF6 Gas insulated (GIS) indoor type, double
bus bars with rated current 2500 A, single breaker configuration with
symmetrical short circuit current of 40 kA for one second and (BIL) 325 kV peak
and rated. voltage 72.5 kVrms as specified and according to the attached SLD.
Each bus bar section shall include but not limited to the following:
1.3.1. l 66 kV Two (2) three single phase GIS longitudinal bus bar disconnecting
switch with rated current 2500 A for each sectionalizer.
1.3 .1.2 Three single phase (high speed) earthing switch.
1.3.1.3 Three single phase GIS inductive potential transformer complete
with its GIS disconnecting and earthing switch.
1.3 .1.4 One complete bay for bus coupler with rated current 2500 A contain but
not limited to: - -_
1.3.1.4.1. One (1) three phase GIS circuit breaker rated 2500 A.

1.3.1.6 Two (2) Transformer 66/22kV (40 MVA) bays, each bay shall be
equipped with the following:
1.3.1.6.1. One (1) three phase SF6 circuit breaker rated 600 A.
1.3.1.6.2. Two (2) three phase disconnect switches rated 1600 A.

1.3 .1.5 .3. Two (2) three phase earthing disconnect switches.
1.3.1.6.4. One (1) three phase CT rated (400-800/111/1/lA).
1.3.1.6.5. Three (3) single SF6 to air Bushing
1.3 .1 .6.6. Local control panel.
1.3 .1.6. 7. In addition to the following Conventional type switchgear:
1.3.1.6.8.1. Three (3) single-phase lightning arresters rated 4.5 kJ/kV, 60
kV.
1.3 .1. ?Metering, interlocking, recording, signaling, synchronizing, and
protection (equipment and cables) as specified.
1.3.1.8 Control cables between the switchgear equipment and Bay control
panels of SAS in control room as specified.
1.3.1.9 All required connections between the 66 KV switchgear and 40 MVA
transformers.
1.3.1.10 All required AC and DC cable connections.
1.3 .1.11 The building shall be sized to accommodate the 66 kV GIS
);> Two (2) sections single bus bar with rated current 2500 A as specified.
);> Two (2) incoming cable feeder cells with CB rated current 1600A as
specified.
);> Fomieen (14) outgoing cells with CB rated current 800 A.
);> Two (2) measuring cells as specified.
);> Two (2) bus tie cells with (coupler and riser) Four CB rated current
2500 A as specified.
>- Two (2) auxiliary transformer cell with CB rated current 800A as
specified.
>- Two (2) Capacitor bank cell with CB rated current 800A as specified.
);> Two (2) three single phase lightning arrester for two sections.
);> Control, measuring, metering and protection as specified.
);> Any other equipment required to complete the works as specified (such
as surge arrestors, cable clamps, ... etc.).
1.3.6 Auxiliary power (AC and DC) systems as specified and space sufficient
for future extension.
1.3.7 Cables
1.3.8 Indoor and outdoor lighting for whole S/S including emergency lighting
as specified.
1.3.10 Air conditioning and ventilation, fire detection alarms, and fire hydrants
and firefighting system for 2x40 MVA transformer as specified.
1.3.11 Telephone exchange with two incoming lines and 12 internal set.
1.3.14 Any other equipment works required for completion and proper
commercial operation of the plant.

1.5.2 Supply, installation and testing of busbar protection of 2 bays for (AL
ALAJ\1EEN S/S) including all works required for complete the
installation and the works is finished and handling over to EETC
1.5Past Experience
Data submitted by bidder shall be evaluated on the basis that the proposed
equipment have been in successful operation in an integrated system for a
period of three years minimum on three different substations of same or
higher capacity equipment (within the last ten years) one of these locations
should be outside his country, including evaluation of the Contractor and his
subcontract or for all the activities of the works if they had successfully
completed similar works on the above basis.
c. The Contractor shall submit, within 20 days after the effective date of the
Contract, to the Owner the following:
d. The schedule shall further show a breakdown of all main elements of the
work, indicating the approximate dates when such elements will be ready
for acceptance test, arrive on site, completion of construction, test and
ready for commissioning and operation. For the construction period a
detailed breakdown per "milestones" shall be given.
e. Every three months, and at such other times as may be necessary (e.g.
progress meetings), until the works are completed the Contractor shall
submit to the Owner for his review either a revision to bring the program
up to date, or a statement to the effect that the previous program is still
valid. The revised schedule shall be mailed or submitted not later than
1Odays after revision. The submission to, approval and/or review by the
Owner of any program shall not relieve the Contractor of any of his duties
or responsibilities under the Contract.
b. All construction work shall be planned and carried out in collaboration with
Owner and executed in compliance with all regulations, orders and rulings
d. The access to and possession of the site shall not be exclusive to the
Contractor but only shall enable him to execute the works.
f. The Contractor shall have available at site, at all regular working times, a
member of his organization, with authority, whom the Owner may contact
regarding any problem arising with respect to materials workmanship,
specification compliance or works progress so that decisions may be
obtained on such matters without delay.
g. The Contractor shall afford to the Owner and to other Contractors whose
names shall have been previously communicated in writing to the
Contractor by the Owner every reasonable facility of the execution of work
concurrently with his own.
h. The Owner shall have free access to the site at all times and shall have free
access to places where any part of the works is being executed, for
inspection of such works in progress.
1. The Owner reserves the right to place his representatives at the site
throughout the entire period of the contract.
J. The Owner also reserves the right to conduct visitors and/or supervisory
authorities around the project through the entire construction and erection
period, for the benefit of public relations and for official inspections.
k. Labors shall be the responsibility of the Contractor. The rate of pay for
local labors at project Site shall not be less than prevailing wage scales for
similar duties in the locality. The Contractor shall furthermore make all
efforts to avoid labors disputes, strikes, slowdowns and similarly
difficulties which may delay the completion of the contract.
o. The Contractor shall carry out the work on site continuously during the
normal working hours generally recognized in the area.
q. Contractor shall provide his own security measures for safety of equipment
and materials.
r. The Contractor shall provide an adequate crew at all times for continuous
clean-up work at the site.
s. Contractor should operate with other contractor and provide in the due time
any required, design, information, drawings, etc .. .,
b . Bidders are also requested to submit with their bids complete technical and
operational descriptions, catalogues, design calculations and all other
information concerning the offered materials.
b. The design of all the equipment shall be such as to minimize the risk of
damage, which may occur deterioration in service for any part of the said
equipment due to site and work conditions.
d. The design shall ll!corporate every reasonable precaution and provision fo_r
the safety of all those concerned in the operation and maintenance of the
contract works and of associated works whether existing or under erection
under other contracts.
e. All design carried out by Contractor shall comply with these specifications
and shall take into account all requirements of the works.
f. The Contractor shall be entirely responsible for all design carried out by
him.
g. The Contractor shall himself fully of the actual dimensions, levels etc., of
any other existing or proposed structure before commencing the
manufacture of parts dependent on such data. the design calculations for
each member forming part of the Plant shall be based on the most
unfavorable combination of the loads which the said member or part is
intended to support or assist in supporting. either permanently of
temporarily. All design calculation shall be subject to the approval of the
Owner.
c. Equipment and materials which use components and S/S with adverse
effect on the environment such as polychlorinated biphenyl (PCB), Halone
,etc., should not be used. So, EETC shall approve all materials via official
material submittal.
1.13 Workmanship
All works, methods of work and workmanship, whether fully specified herein or
not, shall be of the highest order in all respects. The generally accepted
requirements and commonly recognized good practice for first-class work of the
same nature is to be adhered to. All works shall be to the satisfaction and
approval of the Owner.
1.14 Documentation.
Bidders shall submit with their offers all detailed catalogues, pamphlets and
description they may think necessary to explain the constructional features and
functioning characteristics of the different apparatus they are offering.
The following diagrams and drawings shall be submitted with the bid:
• Within two months the contractor shall submit to owner for approval, detailed
design drawings of the various parts of equipment and building, together with
the calculations justifying their use.
• The contractor shall prepare all drawings necessary for the works, which
drawings shall be based on the specifications and Drawing included in the
contract Documents.
• The contractor shall prepare his drawings to show the most suitable
affangements of all details and accessories regarding the conditions
applicable at the site.
• The contractor shall submit to Owner for review, within the times named in
the Specifications or agreed in accordance with these conditions such general,
workshop and erection drawings, calculations, samples, patterns and models
as are called for in the specifications or required by these conditions or as
Owner may reasonably require.
• Within a reasonable period not exceeding one month after receiving such
drawings, calculations, samples, patterns and models, one copy of each
document will be returned to the contractor, dated, signed and marked by
Owner and, with necessary, proposed c01Tections indicated.

• Drawings marked "Returned for c01Tections" shall be c01Tected by the
contractor and sent to Owner for his further review, upon receipt of a copy of
drawings marked "reviewed" the contractor shall send one transpatent copy
to Owner, this transparent copy will be stamped "Reviewed" and returned to
the contractor. No drawings prepared by the contractor which require to be
reviewed by Owner shall be used for manufacturing or erection purposes until
they have been marked "Reviewed" and signed by Owner.
• Review of the Contractor's drawings shall not relieve the Contractor of his
obligations under this Contract or of his responsibility for the correctness of
the drawings. As soon as the transparent copies have been reviewed, the
Contractor shall, in addition to the copies for his own use, distribute copies
of the reviewed drawings and such other particulars as directed by Owner (2
paper copies) and to any other parties who may, in the opinion of Owner
requires them.
• One copy of the drawings shall be kept by the Contractor at the site and shall
at all reasonable times be available for inspection and use by Owner and by
any other person authorized in w~iting by Owner. The paper copies shall be
used under the manufacturing and erection period. Calculations, samples,
patterns, models etc., submitted to the Owner for his review, shall be such as
are called for herein or as may be necessary for proving compliance with the
contract. Calculations shall be submitted in triplicate.
• The Contractor shall submit in due time, two copies of preliminary operation
and maintenance instructions and service book to the Owner for comments.
Commented documentation shall be delivered in three sets to the site three
months before commissioning and be updated under the erection and the
commissioning period. After commissioning, the Contractor shall submit two
copies of the operation and maintenance instruction books with all the design
modifications incorporated to the Owner for review.
• The S.C calculations, protection system concept and selectivity study within
the SS equipment shall be submitted to the owner for review.
c) As-Built Documentation.
• Within three months after the commissioning three complete sets of the as
built drawings, one of these sets to be on reproducible transparent material,
one on electronic and one paper copy and five sets of the operation and
maintenance instruction book shall be supplied by the contractor.
• The work will not be considered as completed and final taking over certificate
will not be issued until all documentation as specified in this clause to be
delivered by the Contractor.
d) General Manuals.
• The general manuals, covering the whole project, shall be delivered to the
owner before the works are taken over, they shall be in sufficient detail to
enable the owner to extend, maintain, dismantle, reassemble, repair,
overhaul, test and adjust all the part of the works.

~ Schematic diagrams covering the complete plant in a survey- able way. The
diagrams shall contain apparatus numbers, terminal block numbers and all
contact numbel's.
~ All layout, civil works, construction and installation.
~ All calculations regarding electrical, mechanical and civil design.
f) Apparatus Documentation.
• Documents for approval shall be delivered as follows but shall also be included
in the as built documentation.
In the Bid:
Type test certificates and special test certificates.
(ii) Data lists with by the Owner amendments incorporated. The contents
of the lists shall correspond to the schedules of this document. Data
lists will be regarded as binding for the manufacturer.
(vi) List of components and details on the apparatus. They may preferably
be included in the dimension sketch.
(vii) In case of alterations, agreed upon by all parties, new documents shall
be issued.
1) All final test records - factory and site tests shall be consolidated in to one
book called, The Test Repmi Book (TRB) which will be part of the "as
built documentation".
c) The cost of the supply of all documents necessary for transport, shall be
included in the contract price.
e) It shall be deemed that all costs in connection with the transport, including
storage, insurance etc., detailed above and in conditions of contract, being
the responsibility of the contractor, have been included and allowed for in
his prices stated in the schedules.
f) The contractor shall arrange and carry out under his own responsibility and
supervision the local transport to the site.
h) The Contractor shall use every reasonable means and care to prevent any
of the highways or bridges on the route to the site from being damaged or
injured by any traffic of the Contractor or any of his sub-Contractors. He

shall select routes, choose and use vehicles, restrict and distribute loads so
that any such extraordinary traffic that will inevitably arise from the
moving of Contractor1s equipment and material from or to the site shall be
limited as far as reasonably possible and so that no damage or injury may
be occasioned to highways and bridges. If during carrying out of the work
at any time thereafter the Contractor should receive any claim arising out
of the execution of the works in respect of damage or injury to highways
or bridges he shall immediately report the same to the Owner and thereafter
he shall negotiate the settlement of any payment of all sums due in respect
of all claims, demands, proceedings, damages, costs, charges and expenses
in relation thereto.
b) All parts, packages and crates shall be adequately marked in order to enable
identification. Each item contained in a package shall be clearly identified
on the packing list by its description and part number and assembly
drawing reference, and each item shall be marked or labeled to correspond
with the packing list. The marking system to be used shall be as instructed
by the Owner.
c) The cost of all equipment necessary for the temporary fixing and
supporting of the various parts of the plant and the various packages to
crane hooks, rail wagons etc., during handling, transport and storage and
the cost of load distribution beams, etc., where they form part of the
packing or crates, shall be included in the contract price. The contractor
shall be entirely responsible for all packing and unpacking .and any loss or
damage shall be made good to the satisfaction of the Owner by the
Contractor ·and, except where otherwise provided, at the Contractor's own
expense.

b) These approved progress reports shall be considered the base for payment.
• All switchboards, distribution boards and control boards and units thereof
components mounted therein and wiring and cables shall be labeled and
marked.
• All labels shall be in English and shall comply with IEC standards.
• Control cable terminals and, for small load circuits also power terminals
shall be clearly marked for identification.

as mentioned in the instruction to Bidders, any accepted deviations,
modifications or clarifications shall be issued by addenda and others shall
be considered null and void.
