OVERVIEW 

Through a cooperative agreement with the Bureau of Population, Refugees and Migration, U.S. Department of State, USCRI
manages a Reception and Placement (R&P) program across the U.S. The R&P program helps refugees secure early economic self-
sufficiency and successfully integrate into American society. The Program Officer is directly responsible for managing a regional
portfolio of resettlement sites.

ESSENTIAL DUTIES AND RESPONSIBILITIES   

 Serve as first point of contact for designated sites and/or regional areas, providing general management of program activities and
program compliance.
 Ensure consistent oversight and support of pre-and-post- arrival program processing and activities.
 Provide consultations, technical assistance, and guidance to portfolio sites.
 Supervise and ensure overall compliance with required site trainings and certifications for case managers, resettlement directors, and
associated staff.
 Disseminate communications to select sites within a regional portfolio.
 Participate in R&P committee meetings and contribute materials and support for committee objectives which may include
development and evaluation of training materials, cultural orientation implementation, program protocols, and monitoring activities.
 Contribute to annual publications, policy updates, and strategic programmatic workplans.
 Conduct monitoring and desk audits to evaluate the quality of services being provided to qualified participants and ensure efficient
funding allocation.
 Collect, review, and submit quarterly consultation reviews and financial reporting.
 Assist in drafting and submitting the annual program proposal to funder.
 Track and report program activities for sites within assigned portfolio.
 Identify, leverage, and stay abreast of relevant existing promising practices and tools from a wide range of sources and partners to
enhance resource capability and impact.

 POSITION REQUIREMENTS 

 Master's degree in the areas of health and social services, international affairs and/or immigration policy, international law, or social
work with related technical assistance and training, OR a Bachelor’s degree with at least three years’ experience in related fields;
 Experience working with refugee serving programs and/or related programs aiming to increase access to critical resources for
immigrant and underserved populations, and demonstrated knowledge and experience of immigrant needs and services;
 Experience in grants management and financial oversight;
 Experience providing training and technical assistance;
 Experience in program monitoring and evaluation or continuous quality improvement;
 High proficiency in Microsoft Office, specifically proficiency with Word, Power Point and Excel;

 Ability to work both as a team member and independently, with a high level of self-motivation, flexibility to meet goals and deadlines
in a fast-paced environment;

 RECEPTION & PLACEMENT
Strong interpersonal skills, including the ability to communicate with providers, partners, and funders;
Highly adaptable and flexible with the ability to multi-task and prioritize in a demanding work environment;
 Positive attitude and willingness to work as part of a team and independently;
 Foreign language ability is desirable, and individuals of culturally diverse and/or underrepresented backgrounds are encouraged to
apply;
 Ability to travel domestically, as required; and
 Demonstrated support of USCRI’s values by exhibiting respect for others, maintenance of confidential information, an appreciation of
a multicultural workplace, and a dedication to human rights, including of trafficking victims, refugees, immigrants, asylum seekers,
and vulnerable or disenfranchised populations.

TRAINING REQUIREMENTS   

 Satisfactory completion of USCRI’s Orientation and Program Trainings; 


 Complete additional training as identified by supervisor or Human Resources.  

PHYSICAL DEMANDS   

 Use of manual dexterity, tactile, visual, and audio acuity;


 Use of repetitive motion, prolonged periods of sitting and standing, and sustained visual and mental applications and demands;
 Occasional lifting (up to 25 pounds), bending, pulling, and carrying; and
 Quantitative/mathematical ability (addition, subtraction, multiplication, division, standard measurements).
