2. The Philippines government took the following steps to ensure equitable access to
education for all citizens. Explanation: permission to the school for hiring teachers
personnel which easy previously done at the division level in which school authorities
have the right to send the number of teachers needed.

3. It can definitely trace back to poor quality of education ever since as people still are
not educated enough to elect government officials that truly worse for the people and
not for their own gain.

5. Yes, bribery and nepotism could have infiltrated the system if there was no tradition
of civil service and the pervasiveness of strong family and community ties, because civil
service, strong family and community ties all play a role in addressing corruption and
nepotism. Since Americans instilled in us the value of honesty and integrity in the civil
service in today's democratic era, this plays a critical role in administration, policy
formulation, implementation, and moving the country forward toward development and
progress. Furthermore, strong family and community ties have been regarded as the
foundation of society. Strong families produce the stability and future citizens required
for society to thrive. Strong, positive relationships enable us to build trust and feel
supported. Having people around us who can share both positive and negative
experiences can also help us manage stress when things get tough. If public service
and strong social and familial ties were not taught and practiced by every member of the
community, bribery and nepotism could not be controlled and later percolated the
system. Corruption and nepotism are both considered forms of corruption because they
both involve illegal or improper behavior aimed at gaining an advantage through
illegitimate means. Bribery is defined as the offering, promising, giving, accepting, or
soliciting of an advantage as an inducement for an illegal, unethical, or deceptive action.
On the other hand, nepotism is generally defined as the bestowal of patronage by public
officials in the appointment of others to positions based on blood or marital
relationships. In fact, the Civil Service provides public services and assists the
government of the day in developing and implementing policies to combat bribery and
nepotism. One example was the passage of the Anti-Red Tape Act in 2007. (Republic
Act No. 9485). This is a law that seeks to reduce bureaucratic red tape and to combat
corruption caused by improper and ambiguous frontline service methods. In addition,
the execution of a policy on Statement of Assets, Liabilities, and Net Worth (SALN),
which requires all public officials and employees to proclaim and submit an annual true
copy of their earned assets and liabilities. These are just a few of the many steps that
the civil service has taken to uphold their principle of <public office is a public trust=
and, as a result, has launched a number of programs aimed specifically at combating
corruption and promoting good governance. Furthermore, strong family and community
ties play an important role in trying to instill ethical values and moral standards in
children, particularly at a young age. Being such a good influence and providing a good
moral and right conduct (GMCR) environment for these children will be a stepping stone
in shaping them to avoid wrongful acts that would cause anomalies in the exchange of
something and unfairness due to personal interest. They will habitually acquire those
ways enough for them to become a good influence and productive member of society
that promotes the ideals of civil service and strong family and community ties rather
than bribery and nepotism
