CHAPTER 1.

THE PROBLEM AND ITS SETTING

1.1. Background of the Study

The Air Force Doctrine and Education Command (AETDC) of the

Philippine Air Force (PAF) is an important part of the country's defense system.

The AETDC is responsible for the education, training, and doctrine development

of PAF staff to support PAF's mission. As part of its facilities, the AETDC

Grandstand offers a venue for a variety of events, including graduations, parades

and other military events.

Structural safety is a fundamental aspect of engineering design, and large

structures such as the AETDC Grandstand need to be assessed regularly to

ensure their safety and longevity. Structural assessment of the Aviation

Education, Training and Doctrine Command stands is an important part of

maintaining the structural integrity of the facility and the safety of PAF staff and

participants at events. The design and construction materials of the rack play an

important role in determining its stability and safety. As a result, engineers had to

perform a comprehensive assessment of the stand's support structure,

foundation, seating, and overall design. The assessment is intended to identify

potential structural risks or weaknesses that could cause the stand to fail or

collapse, endangering the lives of PAF staff and participants.

The evaluation process involves a series of steps, starting with an assessment of

the original stand design, construction methods and materials used. Engineers

pressures of a large crowd. They assess seating areas and overall grandstand
design to identify any potential safety issues, such as obstructed visibility or

1.2. Problem Statement

The Grandstand of the Philippine Air Force Education, Training and Doctrine

Command (PAF) (AETDC) is a large structure used for various events such as

graduations, parades, and other events. other military events. Despite its
importance, the structural integrity of the stands has not been assessed in recent

years. The recent lack of structural review raised concerns about the security of

the booth and the potential risks it poses to PAF staff and other attendees. The

purpose of this survey is to conduct a structural assessment of the stand to

determine its current structural integrity and to identify any existing structural

issues that may need to be addressed. The study aimed to make

recommendations to improve the structural integrity of the pavilion and ensure

safe use by PAF staff and other attendees. Specifically, the researchers sought

to answer the following research questions:  

1. What is the current structural integrity of the Air Education, Training, and

Doctrine Command Grandstand?

2. What are the potential risks associated with the use of the grandstand for

various events?

3. What are the existing structural issues that need to be addressed to

improve the safety of the grandstand?

4. What recommendations can be provided to improve the structural integrity

of the grandstand and ensure its safety for use by the PAF personnel and

other attendees?

1.3. Purpose of the Study

The primary purpose of this study is to conduct a comprehensive structural

assessment of the Air Education, Training, and Doctrine Command Grandstand

to ensure that it is structurally sound and safe for use by the PAF personnel and

other attendees. The study will utilize both qualitative and quantitative research
methods to determine the current structural integrity of the grandstand and

identify any existing structural issues.

The study aims to provide recommendations for improving the structural integrity

of the grandstand and ensuring that it is safe for use by the PAF personnel and

other attendees. The study will be important in ensuring the safety of the PAF

personnel and attendees during events held at the grandstand. It will also help to

preserve the grandstand as an important landmark for the AETDC, showcasing

the achievements of the PAF personnel.

The results of this study will be of significant importance to the PAF and other

organizations involved in the planning and execution of events at the grandstand.

The study will provide valuable insights into the current state of the grandstand

and recommendations for addressing any structural issues. Ultimately, the study

aims to ensure the long-term safety and viability of the grandstand as a vital

infrastructure asset for the AETDC and the PAF.

1.4. Scope and Limitations

The focus of this study is on the Structural Assessment of the Air

Education, Training, and Doctrine Command Grandstand, which is an important

facility of the AETDC used for various events. The primary objective of the study

is to evaluate the grandstand's construction design and materials, foundation,

seating areas, and overall design to identify potential safety issues. By identifying

any potential hazards or weaknesses, the study aims to develop a plan to

address them, which may involve repairs, modifications, or reconstruction of the


grandstand to ensure the safety and longevity of the facility and the PAF

personnel and attendees during events

However, the study has some limitations that must be taken into account. Firstly,

its scope is limited to the Structural Assessment of the Air Education, Training,

and Doctrine Command Grandstand only and does not include other facilities or

structures within the AETDC. Secondly, the study's evaluation is limited to the

grandstand's construction design, materials, foundation, seating areas, and

overall design and does not include other factors such as weather conditions,

natural disasters, or human error. Thirdly, the study's plan for addressing

identified structural hazards or weaknesses may be limited by budget constraints

or the availability of resources, such as materials or expertise. Finally, the study

does not guarantee the complete elimination of all potential safety issues, as

some issues may only surface after the assessment has been completed.

Despite these limitations, the study is an essential investment in ensuring the

safety and longevity of the grandstand and serves as a testament to the PAF's

commitment to excellence.
