We present the Annual Letter of Public Policies and Corporate Governance for the year
2021, which expresses the commitment of Banco da Amazônia to the process of sustainable
and inclusive development in the Region.

As members of the Board of Directors, we believe that regional development requires the
formulation of strategies that are in line with a sustainable business model, providing economic
growth and social development, with actions based on the conservation and preservation of the
environment in order to provide quality of life to the population and future generations.

In this regard, the year 2021 was celebrated for the achievement of great results: we
solidified the growth and importance of BASA for the Amazon; we reached an unprecedented
level of net income of R$ 737.8 million and in the volume and quantity of financing contracting,
which are fundamental for encouraging productive activities that generate employment and local
income; and in the midst of pressing environmental preservation actions, we strengthened our
socio-environmental and climate responsibility policy that guide the actions of Banco da
Amazônia.

In line with the ESG Agenda (environmental, social and governance), with Basa's
commitment to directly contribute to the achievement of 10 goals related to 07 United Nations
Sustainable Development Goals, green financing lines were launched with funds from the North
Constitutional Regional Fund - FNO, ending the year with R$7.1 billion contracted. And in the
last quarter of 2021, the "Pecuária Verde" product was launched, an unprecedented initiative in
the region that seeks a prudent and responsible transition to a green economy, by reducing the
environmental impacts and carbon emissions of this relevant activity for the region.

And for 2022, the year commemorating the Bank's 80th anniversary, our actions will remain
firm and focused on the sustainable development of the Amazon, having as pillars the promotion
of sustainability, innovation in our financial solutions and the generation of solid results.

Banco da Amazônia, a federal public financial
institution created in 1942, is constituted as a
publicly traded, mixed-capital company, under the
control of the Federal Government.

Law no. 5.122/1966, in its Art. 1, provides for the transformation of Banco de Crédito da
Amazônia into Banco da Amazônia S.A. Pursuant to Art. 1 of this law, Banco de Crédito
da Amazônia S.A., a public financial institution, pursuant to art. 22 of Law No.
4.595/1964, is renamed Banco da Amazônia S.A.. Among the Bank's attributions

compliance with the collective interest or the imperative of national safety that justified
the authorization for their respective creations, with a clear definition of the funds to be
used for this purpose, as well as the disclosure of relevant information, in particular,
related to the activities developed, control structure, risk factors, economic and financial
data, administrators' comments on the performance, policies and practices of corporate
governance and the description of the composition and of management remuneration.

In line with the PNDR guidelines, R$ 8,571.2 million (68% of the total volume
invested) was allocated to municipalities classified as Low and Middle Income,
with an amount distributed in 20,489 operations that corresponded to 88% of the
total amount. Compared to 2021, the growth in the application to Low and Middle

The municipalities that are part of the Border Strip of the Northern Region, which
constitute priority areas of the PNDR for FNO financing, received special attention in the
granting of credit in the year 2021.All municipalities were served with financing from the
Fund, which totaled R$ 3,346.12 million (growth of 23.07% compared to 2020, when R$
2,718.70 million were funded).In 2021, 6,501 credit operations were contracted.

Small entrepreneurs were awarded 51% of the amounts funded. Thus,


R$6,371 million were allocated to family producers, mini and small rural
producers and micro and small companies, which form the basis for greater
employment and income generation in the local economy.

Microcredit

The Oriented Productive Microcredit (MPO) is a strategic product of Banco da Amazônia,


which has social and economic relevance for serving micro-entrepreneurs in the urban
and rural sectors.
In 2021, R$ 215 million were invested in this financing line, with a growth of 108%
compared to the amount contracted in the previous year (R$ 103 million). For the year
2022, more than R$ 411 million will be offered to microcredit.

The Amazon Region has specific needs that represent real challenges for it to
reach higher levels of sustainability and social development, highlighting the
implementation of an economic infrastructure capable of facilitating the storage,
flow and commercialization of production.

Sensitive to this reality, infrastructure constitutes one of the priority axes of the
Regional Development Plan for the Amazon (PRDA), which directs the
North Constitutional Regional Fund (FNO) investments. In this regard, the
infrastructure projects had the support of R$ 2,876.4 million (23% of the
funding carried out) through the contracting of 13 credit operations, which
positively impact the economic and social scope of the region, to the
entrepreneurs and local society.

POLICIES Banco da Amazônia is the executing agent of
governmental public policies in the Legal Amazon
(PROGRAMS) and, for that, it uses several sources of funding. The
main sources of funds are:

NORTH CONSTITUTIONAL REGIONAL


FUND (FNO)

Created by the Federal Constitution of 1988 and regulated by Law


No. 7.827/89. FNO has its funds from 0.6% of the proceeds from the
collection of the tax on income and earnings of any nature and the tax
on industrialized products to be applied in the financing of economic
activities developed on a sustainable basis in the North Region.

DEVELOPMENT FUND
OF THE AMAZON (FDA)

It is intended to finance private ventures located in the Legal Amazon,


in accordance with the guidelines and priorities approved by the
Deliberative Council of the Superintendence for the Development of
the Amazon (CONDEL/SUDAM), limited to 60% of the total
investment and 80% of the fixed investment of the project.

MERCHANT NAVY FUND (FMM)

It serves Brazilian shipping companies (legal entities), constituted


according to Brazilian laws, authorized to operate with headquarters
in the country, whose purpose is waterway transport, own or
chartered.

FUNDS OF NATIONAL BANK FOR ECONOMIC AND


SOCIAL DEVELOPMENT (BNDES)

The Bank transfers funds from the BNDES to financing aimed at


supporting enterprises in the rural and non-rural sectors by financing
investment projects and the acquisition of machinery, equipment and
agricultural implements.

(OGU)

As a financial agent of the OGU, whose funds aim to serve, with


funds from PRONAF, family farmers in the Amazon region, their

The history of the North Region's default rate in relation to the National Financial
System, demonstrates the size of the challenge that is to implement public policies
that prioritize long-term investments and support for smaller entrepreneurs, who
present greater credit risk, and the data shows that Basa has expanded its credit
portfolio with quality.

The performance of Banco da Amazônia is based on


the effectiveness of funding that translates into
socioeconomic impacts generated in the region.

To project the socio-economic impacts generated by the


financing of productive activities in the rural and urban
sectors, the Input-Output Matrix (MIP) methodology is
used, with estimates of the values added by the financed
projects during the period of their implementation,
considering an average term of 7 years old.
In 2021, the Bank reached the level of R$ 12.5 billion in
total operations contracted with FNO funds. The
investment of this amount was of fundamental importance
for the regional economy, in view of its investment in
raising the product, in income, wages and collection of
internal taxes and in other regions with which economic
flows are established.

mitigating the risks existing in the company's activities. In turn, the Bank's main risk
management and control policies are established and segregated into: Corporate
risk policies; Social and environmental responsibility policies; Internal controls
policy and; Compliance Policy.

environmental and reputational risks with a
view to strengthening its institutional
positioning

Risk management is carried out based on the guidelines established in the Corporate
Risk Policy and in the Operational Risk Management normative (NP 204), which provides
for the mapping, classification of risks and definition of mitigating actions, always in line
with the rules of the National Monetary Council and the Central Bank of Brazil.

We work with different indicators for each type of risk. The indicators
monitored are:
 Market and Liquidity Risk: Interest rate and price indices;
 Operational Risk: External fraud, internal fraud, service failure, IT failure, lawsuits (labor
and civil);
 Credit risk: HHI and;
 Social and Environmental Risk: ESG Rating.

The main Strategic Risks are:


 Risk of Default (increase in PCLD);
 Legal Risk - Change in rules or in the availability of the FNO and;
 Legal Risk - Non-compliance with legislation (labor and social security).

In addition to the above risks, the most relevant Climate Risks are monitored for the
Bank, which are:
 Modeling risk of the socio-environmental and climate risk management process of the
credit portfolio;
 Risk of image damage by association with social, environmental and climate risk;
 Collapse in critical infrastructure for the institution resulting from climate change and;
 Pandemics.

The remuneration policy of Banco da Amazônia's
Managers considers the managers who make up the
Bank's Board of Directors and Executive Board.
The policy also includes the remuneration of the
members of the Audit Board.

The remuneration of the members of the Board of Directors and the Audit Board is
composed solely of fees, while the remuneration of the Executive Board includes other
items, such as Variable Remuneration of Managers (RVA), direct and indirect benefits,
as shown in the tables below.
