CHANAKYA STRATEGY

One who behaves contrary to this


Code is sure to invite his doom.

INTRODUCTION
Dhan Nanda, king of
Magadh, was holding court
when Saint Chanak’s young son
Vishnugupta, drew his attention
to prevailing situation in the
kingdom.
“People are totally dissatisfied
with the administration” said
Vishnugupta
“What reason the people have
to be dissatisfied?” the king
reacted with pride.
“Your Lordship, whatever
the people earn half of its
goes for paying taxes. From
the other income our corrupt
officials take away half the
amount. The common man is
crushed under the burden of
heavy taxation and the loot by
officers”. Vishnugupta explained
the chaotic conditions prevailing
among the citizens.
“If people do not pay their
taxes how can there be law and
order? People evade taxes and
then blame the bureaucracy”
king Dhan Nanda rejected
Vishnugupta’s complaint.
“If the people are evading
taxes than the king and officials
would not be in a position to
enjoy such luxurious life.” All
your prosperity my Lord is due
to the taxes paid by the common
man and this you should not
forget” said Vishnugupta in a
raised voice.
The whole assembly was
stunned. Everyone was
startled by Vishnugupta’s bold
behaviour. Truth is always bitter
and all cannot digest it. Dhan
Nanda was a haughty and cruel
king. He treated his subjects
like slaves. On the other hand,
Vishnugupta had studied law,
moral science and economics.
He was aware that there is
a limit to torture and when
that is crossed people rise in
revolt. He wanted to warn the
king to improve as still there
was time. If the king desired,
good administration can still be
brought back. When intoxicated
with power even a scholarly
king like Ravana fell to his
doom, therefore, an ordinary
king like Dhan Nanda had no
hope.
Even after hearing the telling
arguments of Vishnugupta, the
king was not convinced and
treated him like an enemy. He
called his soldiers and ordered
– “Take away this scoundrel of
a Brahmin and banish him from
our kingdom. He survives on
the king but speaks for people.
He is not faithful to the throne
and is an enemy”.
“My Lord I am your servant
and being a well wisher of
your dynasty I was only fore
warning you” Vishnugupta tried
to explain.
“You dare to warn me, the
king Dhan Nanda? Who is the
ruler – the king or the people?
Do I have to remind you
about this? Guards, throw out
this stupid Brahmin from this
assembly” the king thundered
shaking with anger.
The guards physically carried
out Vishnugupta and laughed at
him. The soldiers too were as
high handed as their king. For
Vishnugupta the people were
of utmost importance. He left
for his house but his mind was
occupied with welfare of the
state.
He thought that citizens in this
kingdom were not secure. When
king himself is the exploiter
such a state is not worthy of
residing. He was not prepared
to leave his motherland at the
mercy of such a cruel king. He
took a vow to destroy the rule
of Nanda dynasty.
He was aware that such a
task was difficult to achieve
single handed. His aim was clear
but how to accomplish it was
a problem. At that time he got
an offer from Taxila university
(in present day Afghanistan) to
teach economics. He went to
Taxila and there he was known
as Chanakya, the son of Chanak.
That period was around 330
B.C. People of Magadh were
disgruntled with their king
and desired a change. They
wished for a king who could
bring prosperity not only to
Magadh but also expand the
kingdom beyond its borders.
During this period Chanakya
met Chandragupta, who was
a bold warrior. Chanakya
assessed his strength. He was
convinced that his diplomacy
and Chandragupta’s bravery
can spell doom for the Nandas.
They became friends and first
subdued areas of Punjab and
Sind.
At that time Punjab and
Sindh were ruled by deputies
of Alexander the Great. People
were unhappy with their rule
and ready to rise against them.
Chandragupta took advantage
of the situation. With help of
Chanakya he could work out a
strategy to defeat these foreign
rulers. Since then Chandragupta
accepted Chanakya as his guru.
These two combined to attack
the Nanda rules of Magadh.
Dhan Nanda had a large army
but no support of the people.
This led to his downfall and
Chanakya emerged as a master
strategist. It is believed that he
had taken a vow not to tie up
the symbolic tuft of hair kept on
his otherwise bald head till the
destruction of Nanda dynasty
in Magadh.
With blessings of Chanakya
the Maurya dynasty was
established by Chandragupta at
Patliputra (present day Patna)
the capital of Magadh. Chanakya
was made the Prime Minister. He
explained to Chandragupta the
importance of welfare of people
and their support. He said –
“People are the foundation of
any kingdom. In the welfare
of the people lies the welfare
of a king. The main task of
a king is to look after the
well being of his people and
increase their prosperity. Even
if something brings happiness
to the king but misery to his
people such a policy should
always be avoided”.
Later on Chanakya became
known as Kautilya and he
published “Arthshashtra” (a
treatise on economics). This
book advises both king and the
commoner on policy matters.
Side by side he complied
Nitishashtra (code of conduct)
where he discusses the roles
of the king, duties of citizens,
practice of religion and the
role of women in society. The
norms of behaviour fixed by
Chanakya are relevant for all
ages, including the present times.
Chandragupta extended his
kingdom from east to west
with support of Chanakya.
From Gandhar in north
(present day Afghanistan) to
Mysore in south, all were
part of his empire. According
to Tibetan Lama Tarnath and
Jain scriptures Chanakya had
subjugated 16 kings. The rules
of administration devised by
Chanakya for Magadh closely
resemble the principles of
present day democracy. It had
centralised administration, well
organised bureaucracy, law and
order, promotion to agriculture,
art and craft trade etc.
Welfare of people was the
main thrust of his administration.
Both he and Chandragupta were
deeply religious. In old age,
Chandragupta got converted
to Jainism. Around 300 B.C.
Magadh faced famine for almost
twelve years. He handed over
the kingdom of Magadh to his
son Bindusar and left for Mysore
with a Jain Acharya Bhadrabahu.
Chandragupta did penance like
a Jain monk at Sravanbelgol
and left this world while fasting
in true Jain discipline for the
monks.
After Chandragupta’s
departure from Magadh,
Chanakya continued as a
minister with Bindusar, although
his power was reduced. Bindusar
did not have the talent of his
father to assess the qualities of
men. He relied heavily on one
of his ministers Subandhu. This
minister aspired to be the Prime
Minister and treated Chanakya
as an adversary. He tried all the
tricks to belittle Chanakya but
could not succeed. Yet he did
not give up. He learnt about
the secret of Bindusar’s birth
and his mother’s death during
childbirth.
Jain scriptures note that
Chandragupta, on advice of
Chanakya used to take limited
doses of poison to guard against
his enemies. Once his wife
Durdha, who was pregnant, took
this food containing poison. To
save the child in her womb she
was operated upon as advised
by Chanakya. The child Bindusar
was saved but his mother died.
Bindusar was unaware of this
incident. Subandhu told him
about the cause of his mother’s
death blaming Chanakya for
that. Bindusar in his anger
banished Chanakya from his
kingdom. Chanakya donated all
his wealth among poor and sat
on hunger strike. On learning
the true facts from mid wives
Bindusar repented his action and
requested Chanakya to continue
in Magadh. Chanakya refused
to hold any official position in
the kingdom.
Bindusar punished Subandhu
by removing him as a minister.
Subandhu was determined to
take revenge against Chanakya.
He organised a function to
felicitate Chanakya and by deceit
burned him to death. Historical
records put Chanakya’s period
between 350 B.C. to 283 B.C.
British historians call Chanakya
as “Indian Machiavelli” but
Jawaharlal Nehru does not agree
with this.
He writes in “Discovery of
India” that Chanakya’s life was
simple and modest. He was not
interested in the luxurious life
of a palace. Once his purpose
was achieved he wanted to lead
a simple life like an ordinary
Brahmin. He cannot be compared
with Machiavelli. Chanakya’s
policy covered politics, economy,
religion and moral values while
Machiavelli was only concerned
with diplomacy and state craft.
“Chanakya Strategy” is a
text that covers all aspects of
life which are beneficial to an
individual. It guides every ruler
on how to rule. He advises
women about their role in society
and explains to every monk the
true essence of religion. This text
touches upon every situation
in one’s life. Many translations
of “Chanakya Niti” have been
published. This Gujarat edition
explains the meaning of each
shloka with proper examples.
At the end, a quote from this
text would sum up its essence-
अधीत्येद ं यथाशास्त्रं नरो जानाति सत्तमः ।
धर्मोपदेशविख्यातं कार्याकार्यं शुभाशुभम् ।।
After detailed study of
“Chanakya Niti” a person would
understand what is proper
behaviour. What one should do
and what one should avoid.
PREFACE
“Chanakya Niti”was
published in Gujarati by M/s
R. R. Sheth & Co. in February
2008. Till January 2010 it has
already been reprinted seven
times and sold more than
45,000 copies. This is a rare
achievement for any Gujarati
book. The publishers decided
to come out with an English
version of this successful book
to reach wider readership.
This book comprises of
seventeen chapters and contains
original shlokas from “Chanakya
Niti”. Each Shloka is explained
in simple language and provides
relevant examples. This text
which is more than two
millenniums old still appears
relevant in the twenty first
century. That is precisely the
reason for its resounding success
with Gujarati readers.
While rendering in English, I
have tried to remain as close
to the text as possible. My
aim was to keep it simple and
reader friendly. Some thoughts
of Chanakya, particularly those
on caste and role of women,
may seem incoherent with
present day social environment.
We should always keep in mind
that these ideas originated more
than two thousand years back.
Considering this fact, barring a
few exceptions, the text seems
acceptable and relevant to
the present times. A text that
transcends the barriers of time
becomes a classic. Chanakya Niti
is such a classic.
I wish this rendering into
English meets with a similar
success when placed before a
larger readership.
BAKUL BAKSHI
