ू ग राज्य आिंे. त्यामुळे मिंाराष्ट्र राज्यातील केंद्र सरकारची सिग कायालये ि
आस्थापना आत्रण मिंाराष्ट्र राज्यातील जनतेला बँकींग, दू रध्िनी, टपाल, त्रिमा, रे ल्िे, मेरो, मोनो-रे ल, त्रिमान
प्रिास, गॅस, पेरोत्रलयम, करािान इत्यादी सेिा पुरत्रिणारी केंद्र सरकारची अन्य कायालये यांमध्ये केंद्र
सरकारच्या त्रिभाषा सुिानुसार इंग्रजी ि हिंदी बरोबरच प्रादे त्रशक भाषेचा, म्िंणजेच मराठी भाषेचा िापर करणे
बंिनकारक आिंे . या संदभात, भारताच्या संसदे च्या दोन्िंी सभागृिंांमध्ये ठराि संमत केलेले आिंे त. त्रि-भाषा
सूिाच्या िोरणाची अंमजबजािणी करण्याच्या दृष्ट्टीने, केंद्र शासनाच्या राजभाषा त्रिभागाने संबत्रं ित राज्यांच्या
प्रादे त्रशक भाषांचा िापर करण्यासाठी िर त्रनर्ददष्ट्ट केलेल्या त्रद.18.06.1977 ि त्रद.01.07.2010 च्या कायालयीन
आदे शांन्िये त्रनदे श त्रदलेले आिंे त. राजभाषेचे कायगक्षेि संपण
ू ग राज्य असल्याने मराठी भाषा त्रिभागाने केंद्र शासनाचे
िंे त्रनदेश (सूचना) पिाद्वारे िेळोिेळी मिंाराष्ट्र राज्यात कायगरत असणारी केंद्र शासनाची कायालये ि आस्थापना,
बँका, रे ल्िे, मेरो, त्रिमान कंपन्या इत्यादींच्या त्रनदगशनास आणून त्रदलेले आिंे त. तथात्रप, राज्य शासकीय कायालये
िगळता राज्यातील केंद्र शासनाच्या कायालयांमध्ये इंग्रजी ि हिंदीसोबत मराठीचा िापर सक्षमपणे िंोत
नसल्याबाबतची बाब शासनाच्या िारं िार त्रनदशगनास आली आिंे . तसेच केंद्र शासनाच्या रे ल्िे/पोस्ट/बँका, इतर
कायालये इत्यादी त्रिभागांच्या परीक्षांमध्ये मराठी भाषेचा समािेश करण्याबाबत लोकप्रत्रतत्रनिी ि सिगसामान्य
जनता यांचक
े िू न सूचनािंी प्राप्त िंोत आिंेत. िरील िस्तुस्स्थती ि पत्ररस्स्थती त्रिचारात घेता, केंद्र शासनाच्या
त्रि-भाषा सुिाच्या िोरणानुसार, इंग्रजी ि हिंदी यासिं मराठी भाषेचा िापर करण्याबाबत सिग समािेशक त्रनदे श
(सूचना) तयार करण्याचे आत्रण िंे त्रनदे श (सूचना) मिंाराष्ट्र राज्यात कायगरत असणारी केंद्र सरकारची सिग कायालये
ि आस्थापना आत्रण मिंाराष्ट्र राज्यातील बँकींग, दू रध्िनी, टपाल, त्रिमा, रे ल्िे, मेरो, मोनो-रे ल, त्रिमान प्रिास,
गॅस, पेरोत्रलयम, करािान इत्यादी सेिा पुरत्रिणारी केंद्र सरकारची अन्य कायालये,मिंामंिळे , सािगजत्रनक उपक्रम,
इत्यादींच्या त्रनदशगनास आणून दे ण्याची बाब शासनाच्या त्रिचारािीन आिंे.

शासन पत्ररपिक:-

िोरणाची प्रभािीपणे अंमलबजािणी करण्यासाठी मिंाराष्ट्र शासन, याद्वारे, मिंाराष्ट्र राज्यातील केंद्र सरकारची
सिग कायालये आत्रण मिंाराष्ट्र राज्यातील जनतेला बँकींग, दू रध्िनी, टपाल, त्रिमा, रे ल्िे, मेरो, मोनो-रे ल, त्रिमान
प्रिास, गॅस, पेरोत्रलयम, करािान इत्यादी सेिा पुरत्रिणाऱी केंद्र सरकारची अन्य कायालये, मिंामंिळे ि

सािगजत्रनक उपक्रम इत्यादींमध्ये इंग्रजी ि हिंदी भाषेबरोबरच मराठी भाषेचा िापर करण्याबाबत पुढीलप्रमाणे
त्रनदे श देत आिंे .
1) केंद्र शासनाच्या राजभाषा त्रिभागाने संबत्रं ित राज्यांच्या प्रादेत्रशक भाषांचा िापर करण्यासाठी िर
त्रनर्ददष्ट्ट केलेल्या त्रद.18.06.1977 ि त्रद.01.07.2010 च्या कायालयीन आदे शांन्िये त्रदलेल्या
त्रनदे शानुसार, मराठी भाषेचा ि दे िनागरी त्रलपीचा िापर करािा.
2) मिंाराष्ट्र राज्यातील जनतेशी केल्या जाणाऱ्या सिग पिव्यििंारांमध्ये, संदेशििंनांमध्ये आत्रण
मौत्रिक ि त्रलत्रित व्यििंारांमध्ये ि संिादांमध्ये मराठी भाषेचा ि दे िनागरी त्रलपीचा िापर करािा.
3) मिंाराष्ट्र राज्यातील सिगसामान्य जनतेच्या मात्रिंतीसाठी प्रदर्दशत कराियाच्या सिग सूचना, जािंीर
सूचना, सूचना फलक, त्रनदे श फलक, जात्रिंराती ि नािाच्या पाट्या यामध्ये मराठी भाषेचा ि
दे िनागरी त्रलपीचा िापर करािा.
4) मिंाराष्ट्र राज्यात उपरोक्त नमूद कायालयांमाफगत पुरत्रिली जाणारी सिग प्रपिे, नमूने, आिेदन
पिे, आरक्षण नमुने, प्रिासी त्रतकीटे , सिग बँक ि टपाल पाित्या आत्रण जनतेशी संबत्रं ित असलेले
सिग दस्तऐिज यांमध्ये मराठी भाषेचा ि दे िनागरी त्रलपीचा िापर करािा.
5) मिंाराष्ट्र राज्यातील जनतेसाठी पुरत्रिण्यात येणाऱ्या सिग ऑफलाईन ि ऑनलाईन सेिांमध्ये
मराठी भाषेचा िापर करािा.
6) मिंाराष्ट्र राज्यात रेल्िे , मेरो, मोनो-रेल ि त्रिमाने यांचे आगमन ि त्रनगगमन त्रनदेशफलक ि
िेळापिक, रे ल्िेची नामफलके, रे ल्िे िब्बा हकिा यान क्रमांक, स्थानके, िािंनतळे , बंदरे ि
त्रिमानतळ यांची नािे, सूचना ि अनुदेश फलक तसेच सािगजत्रनक उद्घोषणा प्रणाली इत्यादींमध्ये
मराठीचा िापर करािा.
7) उपरोक्त नमूद कायालयांकिू न िरील प्रयोजनांची पूतगता करण्याच्या दृष्ट्टीने ि प्रादेत्रशक भाषेचा
यथायोग्य िापर करण्याकत्ररता सदर कायालयांनी त्यांच्या अत्रिकारी/कमगचारी यांच्या सेिाप्रिेश
त्रनयमांमध्ये प्रादे त्रशक भाषेची अट अत्रनिायग करािी.
8) मराठी भाषेचा सक्षमपणे िापर करण्याच्या दृष्ट्टीने ि स्थात्रनक जनतेशी करण्यात येणारा
पिव्यििंार अथिा संिाद सुलभ व्िंािा यासाठी उपरोक्त नमूद कायालयातील
अत्रिकारी/कमगचारी यांच्याकत्ररता मराठी भाषा कायगशाळा ि प्रत्रशक्षण कायगक्रम यांचे आयोजन
करािे.
9) उपरोक्त नमूद सिग कायालयांमध्ये भरल्या जाणाऱ्या त्रित्रिि पदांकत्ररता घेतल्या जाणाऱ्या सिग
लेिी ि मौत्रिक परीक्षांमध्ये इंग्रजी ि हिंदी भाषांसिं मराठी भाषेचा ि दे िनागरी त्रलपीचा िापर
करािा.
मिंाराष्ट्र राज्यात कायगरत असणारी केंद्र सरकारची सिग कायालये ि आस्थापना यांचे आत्रण मिंाराष्ट्र
राज्यातील जनतेला पुरत्रिण्यात येणाऱ्या बँकींग, दू रध्िनी, टपाल, त्रिमा, रे ल्िे, मेरो, मोनो-रे ल, त्रिमान प्रिास,
गॅस, पेरोत्रलयम, करािान इत्यादी सेिा पुरत्रिणारी कायालये, केंद्र सरकारची अन्य कायालये, मिंामंिळे ि
सािगजत्रनक उपक्रम इत्यादींचे सिग त्रिभागप्रमुि, कायालय प्रमुि ि कायालय प्रभारी यांना याद्वारे , अशी त्रिनंती
करण्यात येते की, कृपया त्यांनी ह्या सूचना त्यांच्या सिग क्षेिीय कायालयांच्या ि आस्थापनांच्या त्रनदगशनास आणून

Introduction -

“Marathi” is the official language of State of Maharashtra under the Maharashtra

Official languages Act, 1964 and Ammendment Act, 2015 and its jurisdiction is whole of
the state. So, as per Tri- language formula of the Central Government, it has been
mandatory to use Regional language, i.e. Marathi language along with English and Hindi
in all offices and Establishments of the Central Government in the state of Maharashtra
and other offices of the Central Government which provides banking, telephone, post,
insurance, railway, metro, mono-rail, airline, gas, petroleum, taxation, etc. services to the
people in the State of Maharashtra. In this context, the resolutions had passed in both of
the Houses of the Parliament of India. In order to implementing this Tri- language Policy,
Department of Official language, Central Government, had given the instructions for the
use of regional languages of the respective state, vide its above referred office orders,
dated 18.06.1977 and 01.07.2010. As the jurisdiction of the official language is whole of
the state, Marathi Language Department, Government of Maharashtra has been brought
to the notice of these instructions to the Central Government offices and establishments,
Banks, Railway, Metro, Airline Companies, etc. It is however, noticed that excluding the
State Government Offices, the Central Government Offices in the state are not using
Marathi language effectively along with English and Hindi. Also the State Government
is receiving instructions from representatives of the people and general public, regarding

inclusion of Marathi language in the examinations of Central Government’s,

Railway/Post/Banks, other offices, etc. Considering the above facts and circumstances,
Government of Maharashtra has had under consideration to frame the comprehensive
instructions about the use of Marathi language along with English and Hindi as per Tri-
language formula of the Central Government and bring to the notice of these instructions
to the Central Government offices and establishments and other offices of the Central
Government working in the state of Maharashtra which provides banking, telephone,
post, insurance, railway, metro, mono-rail, airline, gas, petroleum, taxation, etc. services
to the people in the State of Maharashtra.

Government Circular:-

“Marathi” is the Official language of the State of Maharashtra as per Maharashtra

Official language Act, 1964 and the Amendment Act, 2015 and its jurisdiction is whole of
the state of Maharashtra. According to this, in order to implement the Tri- language
formula of the Central Government effectively, the Government of Maharashtra, hereby,
issued the following instructions to use the Marathi language along with English and
Hindi language in all offices and establishments of the Central Government in the state of
Maharashtra and other offices, corporations and Public Undertakings etc. of the Central
Government which provides banking, telephone, post, insurance, railway, metro, mono-
rail, airline, gas, petroleum, taxation, etc. services to the people in the State of
Maharashtra.

1. As per instructions given under the above referred office orders dated
18.06.1977 and 01.07.2010 in relation to use the regional language of respective
states, use the Marathi language and Devnagari script.
2. Use the Marathi language and Devnagari script in all correspondences,
communications and in oral and written transactions and interaction with the
people in the State of Maharashtra.
3. Use the Marathi language and Devnagari script in all the instructions, public
notices, Notice boards, indicators and name-plates to be displayed for the
information of the general public in the State of Maharashtra.

4. Use the Marathi language and Devnagari script in all pro forma, forms,
application forms, reservation forms, passenger tickets, all bank and post slips
and all public related documents, which are provided by the above mentioned
offices in the State of Maharashtra.
5. Use the Marathi language in all offline and online services provided for the
people in the State of Maharashtra.
6. Use the Marathi language in arrival and departure indicators and time table of
the railway trains, metro, mono-rail and flights, train name boards, coach or
bogie numbers, name of stations terminals, ports and air ports, notice and
instruction boards and public announcements systems in State of Maharashtra.
7. In order to fulfil the above purposes and use the regional language appropriately
above mentioned offices should incorporate regional language in the Service
Rules of its officers and employees and make provisions in recruitment rules
about the mandatory qualification of Marathi language.
8. In order to use Marathi language competently and make easy communication
and interaction with local public, arrange the Marathi language workshops and
training programmes for the officers and employees of the above mentioned
offices.
9. Use the Marathi language and Devnagari script along with English and Hindi
languages in all written and oral examinations, which are conducted at the time
of appointment of the various posts in all above mentioned offices.

It is hereby, kindly request to all the Head of the Departments, office

Heads and office in charge of all the Central Government offices and
establishments working in the State of Maharashtra and other offices,
corporations and Public Undertakings etc. of the Central Government which
provides banking, telephone, post, insurance, railway, metro, mono-rail, airline,
gas, petroleum, taxation, etc. to the public in the State of Maharashtra that please
bring to the notice these instructions to all its field offices and establishments
and make endeavour to use Marathi language in their offices and establishments.
