Overview: The Existing
guidelines for posting and
transfer of the officers of IP
&TAFS Gr. B
Accordingly, some Inputs towards modification of present guidelines for posting and transfer of
the officers of IP &TAFS Gr. B are enumerated hereunder:

Since existing transfer policy was formulated keeping in view special
needs of the service and in compliance to Hon’ble Supreme Court’s
judgement dated 31.10.13 in WP (Civil no. 82/2011 in matter of Sh
T.S.R Subramanlum & others Vs Union of India & Others , It is better
to modify partially on basis of present scenarios in IP &TAFS Gr. B
cadre.
“Home Circle” for the purpose of transfer policy guidelines is the
Circle where the officer was initially appointed or Circle of
“Domicile’.” Preferred Circle “ is the Circles indicated by the officer as
his/her preferred choice of posting.
As at present Room to accommodate in Home Circle based on the
Officer’s choice is too low with reference to willing AOs/AAOs
posted in outside of Home Circle, It is prudent to reduce post/
station tenure to give opportunity maximum cadre fellows.
Thus, it is proposed that Station Tenure in case of the officers posted
in DOT HQ/DOP HQ and other than posted in HQs ( normal case)
may be reduced to 6 Years and 5 years respectively.
After completion of one hard tenure for the period 2 years , the
officer shall be accommodated at the choice station. In that case,
order for transfer/posting like BSNL authority should be released
prior to completion of tenure subject to willingness of the
concerned officer. Such prior intimation / willingness cannot be
treated as request transfer in any circumstances.
Preference might be considered as per following merits subject to
availability of vacancy:
1) Officers who served in Hard area
2) Officer who due for retirement within 2-3 years
3) Posting of husband and wife in same station
4) Posting of physically handicapped officer
5) Posting of Officers who have mentally tetarded children; at
the same station
6) Officer who served maximum Post/ station tenure in HQs/
outside Home Circle
Preference for replacement from the Home Circle w: ( transfer from
Home Circle)
1) The officers who have served the highest period in Home
Circle
2) Any willing officer who opt to shift from Home Circle.
Option with maximum 5 ( five) choices of Station preference from

the officers is to be taken before implementation of
Transfer/posting in case of promotion/transfer. Initially , Authority
may try to accommodate as per preference of Choice of posting
extended by the officer keeping in view vacancy position in live data
base and if the same would not be matured , accommodate with in
the neighbouring state.
It is obvious that introduction of online cadre management system
can only give the extent transparency towards implementation of
transfer/posting of this cadre.
So, Active effort to introduce the same by the HQs may be taken.
Request transfer can be preferred by the officer atleast after
completion of 1 years of service at a particular station. Under any
circumstance, request transfer, provided some exceptional
circumstances under acute medical ground/illness etc ,cannot be
forwarded before completion of 1 year to the HQ .
All post tenure transfer are to be allowed TA/TP/. If one officer
preferred request transfer after completion of 1 year but the order
releases after the completion of tenure, he /she should get TA/TP.
Keeping in view vacancy position ( retired/ to be retired/ promoted
to next post etc) all promotional DPC under this cadre should be
done for one year. DPC will also meet as & when required basis so
that seniority of the officer will not loss/ clear road map under the
promotion/transfer will perceptible.
It may be allowed subject to application for such request transfer
preferred by the officer atleast after completion of 1 years of
service in a particular station. Since it appears to be like a request
transfer, in that case no TA/TP be allowed.
It appears that there is scarcity of habitable accommodation under
departmental building/quarter. Asso may request authority to make
arrangement for transferee officer in other habitable Govt
accommodation like CPWD etc.
