3. DATA COLLECTION

3.1 Preliminary Surveys

Preliminary surveys were undertaken to characterize general conditions around the


study area and determine possible locations of traffic counts. The map in Figure 3.1
shows the immediate vicinity of the site of the proposed GRASS Katipunan. Shown in
the figure are general descriptions of the areas in the immediate influence area,
including the residential areas (e.g., Bgy. Pansol and La Vista Subdivision), units of the
University of the Philippines Diliman (e.g., various colleges and institutes along
Katipunan), and MWSS. There are no major commercial establishments found in the
immediate impact area. These may be found along the stretch of Katipunan Avenue
fronting Ateneo De Manila University and Miriam College.

Ocular surveys of the study area conducted on various occasions before and after the
traffic surveys yielded the photos shown in the Figure 3.2 to 3.21. These photos show
the traffic conditions and situations in the area. These conditions include public
transport operations, pedestrian movements, queuing at intersection approaches, non-
motorized transport observations, motorcycle behavior, and roadside parking. These
observations were used to plan the surveys conducted as well as to make a preliminary
assessment of traffic conditions that would have a bearing on the proposed development
as well as in the formulation of recommendations for mitigating the potential negative
impacts of traffic generated by the proposed development.

3.2 Secondary Data

Secondary data for the study included information provided by GRASS pertaining to
the proposed development. These include area tabulations that were employed for
estimating trip generation and parking requirements. The drawing in Figure 3.22 shows
the lower ground floor and open parking layout for the proposed GRASS Katipunan.
Shown is the location of the driveway in relation to the mall and clearly illustrates direct
access only via Katipunan Avenue. The access/egress to the mall parking is similarly
located only along Katipunan Avenue. That is, there will be no direct entries or exits
along Ventura and Bernardine Streets.

The proposed mall will only have 3 levels. In addition to the lower ground level are the
upper ground and second floor levels. The respective layouts are shown in Figures 3.23
to 3.24.

3.3 Traffic Counts

16-hour classified traffic volume counts were conducted on November 26, 2010
(Friday). The DPWH vehicle classification system was used to ascertain the
composition of truck traffic in the area particularly since it is expected that these will be

diverted back to Katipunan from C.P. Garcia once the C5 links to Commonwealth and
Luzon Avenues are completed. Tricycles and pedicabs were also counted since these are
currently present in the area and are used as public transport modes to Balara and are
generally tolerated along Katipunan despite a ban for these vehicles along national
roads. Figure 3.25 shows the locations of traffic count stations.

For the major intersection of Katipunan Avenue and C.P. Garcia Street, the morning
and afternoon peak volumes are summarized. The traffic volumes shown in the
following Figures 3.32 and 3.33 are expressed in passenger car units. The morning and
afternoon peak hours in relation to the proposed GRASS were determined to be 11:00
AM to 12:00 noon and 5:00 to 6:00 PM, respectively. Note that the morning peak of
traffic (i.e., typically 7:00 to 8:00 AM) is not considered here since the mall will still be
closed at that hour and would have very minimal, if any, impacts on traffic.
