DATA COLLECTION
3.1 Preliminary Surveys
Preliminary surveys were conducted to identify potential areas for traffic counts and to
describe the overall factors around the study location. The map included in Figures 3.1
and 3.1.1 depicts the region immediately surrounding the proposed apartments’
location, including nearby intersections. General descriptions of the locations within the
immediate influence area including residential areas (Brgy. Cavinitan and Brgy.
Calatagan Proper), are presented in the figure. There are commercial establishments
found in the immediate impact area along the Catanduanes Circumferential Road
namely Catanduanes State University, ACC Mini, Powerzone, Landbank of the
Philippines, Restaurants and Coffee shop (Dan-Yan-Wan Malay Filipino Cuisine and
Café Ubaldita) and etc.

Ocular surveys are the type of residents in the area, the standard of living, potential
dangers from the environment, and other significant elements that might influence our
course of action of the study area conducted on various occasions before and after the
traffic surveys yielded the photos shown in the Figure 3.2 to 3.11. These photos show
the traffic patterns and local conditions. These circumstances include parking on the
road, pedestrian movements, traffic jams at intersections, observations of non-motorized
traffic, and the operation of public transit. A more thorough understanding of the traffic
dynamics in the study area will be made possible by the surveys that were based on
these observations, the preliminary evaluation of the traffic conditions that would affect
the proposed development, and the formulation of recommendations for reducing any
potential negative effects of the traffic that the development would generate. Utilizing
the information gathered from the ocular surveys also helps to optimize the planned
apartment building's development and offers practical suggestions for handling and
reducing any potential traffic-related difficulties that may arise during project
construction.

3.2 Secondary Data
Secondary data for the study included information collected pertaining to the proposed
development. These include area tabulations that were employed for estimating trip
generation and parking requirements. The drawing in Figure 3.22 shows the lower
ground floor and open parking layout for the proposed Apartment Building. Shown is
the Lot location of the proposed development and clearly illustrates direct access only
via Catanduanes Circumferential road. The access/egress to the Apartment Building is
similarly located only along Catanduanes Circumferential road. That is, there will be no
direct entries or exits along the streets beside the location of the proposed development.

3.3 Traffic Counts

On November 17, 2023 (Friday), 16-hour categorized traffic volume counts were
conducted accordingly. The traffic composition in the area was determined using the
DPWH vehicle categorization system. Tricycles and motorbikes were also counted,
since these vehicles are now common in the area and serve as the primary means of
private or public transportation for traveling from uptown to downtown. This
information is useful for understanding the dynamics of local transportation and can
help guide future efforts in traffic control and urban development. Additionally,
communities may use data-driven tactics to optimize current infrastructure and boost
efficiency by utilizing the massive amounts of data provided by various transportation
systems.

The summary traffic counts showing the hourly variation of traffic along the traffic
counting stations are shown in Figures 3.14.
