SAFE Work Procedures for: Use of Mobile Scaffold

PURPOSE
a. To define proper safety measure that has to be taken while working on mobile
scaffold to protect staff, workers & contractors from falling from height
hazards.
b. When work is carried out at an elevation where there is a potential for falling
more than 2 metres is considered as working at height and the following
requirements shall apply to such works.
RESPONSIBILITIES
a. Any work carried out at heights > 2m shall be subject to the approval of the
employee’s supervisor and upon the worksite’s Project Manager / Authorized
Manager authorisation of the Permit-To-Work.
b. The Department Managers and Supervisors must ensure that proper safety
precaution has been taken during working at height in accordance to the Fall
Prevention Plan, and that safe procedures for working at height is being
communicated to the workers.
c. Workers must follow the safe work procedures stipulated, and the Fall
Prevention Plan that is briefed to them

PROCEDURES Safe Work Procedure for Usage of Mobile Scaffold


(also refer Appendix I)
a. The mobile scaffold is to be erected by trained scaffold erectors
under the supervision of a scaffold supervisor
b. The scaffold must be inspected by the scaffold supervisor after the
erection, and ‘Safe for Use’ tag is to be displayed on the access
ladder.
c. Workers using the mobile scaffold are not allowed to perform any
alteration, addition, erection or dismantling of the scaffold on their
own.
d. Supervisor shall brief the workers on the hazard on the usage of
mobile scaffold and the control measures to be taken, during the risk
assessment and safe work procedure briefing and during daily tool
box meeting, prior to commencement of work.
e. Established Fall Prevention Plan shall be briefed to all workers before
commencement of work.

f. Safety harness with double lanyard and shock absorber must be


issued to the workers, and inspected by the supervisor to ensure that
it is in good and serviceable condition, during the tool box meeting.
g. The supervisor shall brief the workers on the correct anchorage point
of the scaffold during work.
h. The castor wheels must be locked at all times during the use of the
mobile scaffold. Outrigger is to be provided for all mobile scaffolds.
i. Proper coordination shall be adopted in such a way that no person
shall work at any open areas underneath if works are in progress at
upper levels.
j. Permit-To-Work at Height shall be applied prior to work.
k. The supervisor will conduct a visual inspection of the mobile scaffold
and verify that it is safe for use.
l. Supervisor will inspect the work area to ensure that the mobile
scaffold is able to park on firm and level ground, and without any
obstruction during the use and shifting
m. The mobile scaffold can only be shifted when no person is on the
work platform of the mobile scaffold
n. The scaffold must be provided with proper access ladder that
extends at least 1.0m above the work platform, toe board of at least
90mm and guardrail of at least 36 inch to 45 inch

o. The scaffold must be provided with a safe landing at every 2 lifts of
the scaffold.
p. Workers shall only access the scaffold using the proper access
ladder provided
q. Proper housekeeping must be maintained on the work platform
regularly.
r. Work area around mobile scaffold is to be cordoned off with warning
signage.
s. The mobile scaffold must not be overloaded with materials at all
times
t. The scaffold must be inspected by a scaffold supervisor and the
‘Safe for Use’ tag updated once every 7 days.

Human Factor
a. Workers to have sufficient and uninterrupted rest the night before

before working again

Emergency Response Procedures

a. Site Supervisor shall inform main contractor and raise the alarm
should an emergency occurs.

b. Emergency access and escape route shall be established and


remain unobstructed during the course of work.

c. Serviceable fire extinguisher shall be made available at the work area


at all times.

d. First aider of the worksite shall be made known to the workers in


case of emergency.

e. Workers shall be briefed on the workplace emergency escape route


and assembly area.

f. All workers shall be given a list of emergency contact numbers to


summon for assistance should an emergency arised.
