Aimed at achieving standardized/uniform process in administering the Pen and Paper Test (PPT),
this Manual mainly features the activities undertaken on exam day, plus the health protocols. It is
composed of three (3) parts: Part I presents the activities before the test proper; Part II presents the
activities involved during the test proper; and Part III presents the activities after the test proper.
Examiners1 and Test Administrators2, especially Room Examiners and Proctors, should be familiar
with and guided by this Manual in the administration of Civil Service Examination – Pen and Paper
Test.
A. ARRIVAL OF EXAMINERS
Examiners/test administrators shall be required to wear proper attire on examination day. For this
matter, SLEEVELESS SHIRT/BLOUSE, SHORTS/SHORT PANTS, TOKONG PANTS, RIPPED
JEANS, and SLIPPERS ARE NOT ALLOWED. Color scheme may be adopted upon the discretion
of the Regional Exam Committee (REC)/Local Exam Committee (LEC). FACE MASK SHALL BE
WORN AT ALL TIMES, EXCEPT AS OTHERWISE ALLOWED.
1. Chief Examiner
The Chief Examiner (CE) should arrive at the testing venue not later than 6 a.m. Upon arrival,
the CE shall conduct (ocular) survey of the school/testing venue premises, and check and
ensure the following:
a. Physical set-up complies with the requirements of the health protocols, as follows:
(i) Physical distancing of at least 1 meter (or arm’s length apart) between examinees’
seats, with 25 examinees per room3
(ii) Designated main entrance and main exit
Note: In case of schools/testing venues with only one main gate, the same shall be
divided into entrance and exit, respectively.
(iii) Designated holding/quarantine/isolation area for examinees and examiners/test
administrators with high temperature/other COVID-19 symptoms
(iv) Available and well-sanitized comfort rooms, with hand washing station or sink,
adequate and safe water supply, and alcohol, or hand soap.
(v) Windows kept open for adequate air exchange and ventilation.

In cases of large examination venue (e.g., session halls, conference halls), examinees shall be grouped or arranged per
set of 25.
d. Alphabetical List of Examinees is posted at the main entrance area and other strategic
place in the building. While examinees may already know their room assignment through
the ONSA or Online Notice of School Assignment, the list should still be displayed in such
a manner that examinees will not converge/crowd in one area and will maintain physical
distancing while looking for their testing room assignment.
e. Rooms to be used are clean and well-ventilated, with windows open and lights and electric
fans all functioning.
g. Examinee Attendance Sheet (EAS) without examinee numbers is posted outside the room.
h. Five (5) rooms to be supervised by each Supervising Examiner are adjacent as far as
practicable.
Note: Refer to the attached CE’s Guide in (PPT) Exam Administration for comprehensive
“To-Do-List” for the Chief Examiner (with suggested time), and important reminders.
2. Supervising Examiner
The Supervising Examiner (SE) should arrive at the testing venue not later than 6:15 a.m.
Upon arrival, proceed to the Distribution Center, report to the CE for rooms to be supervised,
and submit/present Certificate of Consent/Release/Waiver as appropriate.
Then, conduct survey of the assigned rooms to check and ensure on the following:
a. Working area for the Supervising Examiner.
b. Proper lay-out of rooms to supervise (as far as practicable, excess chairs should be placed
outside the room).
c. Ventilation of the rooms (i.e. windows are open; lights and electric fans are functioning).
d. List of examinees posted on the door of the room.
Note: Refer to the attached SE’s Guide in (PPT) Exam Administration for comprehensive
“To-Do-List” for the Supervising Examiner (with suggested time), and important
reminders.
3. Room Examiner/Proctor
The Room Examiner (RE) and Room Proctor (RP) should arrive at the testing venue at 6:30
a.m. Upon arrival, report to the SE for room assignment, and submit/present Certificate of
Consent/Release/Waiver as appropriate.
Then, proceed to the assigned room and do the following: (Note: Refer to the attached
important reminders on “Do’s” and “Don’ts for Room Examiners and Room Proctors.)
a. Inspect the cleanliness and readiness of the room (windows are open; lights are
functioning and turned on including electric fans, if any; room is clean and free from litter).
b. Ensure that a table with one (1) chair for the proctor and two (2) chairs for the examinees
are placed in front of the room for the accomplishing of forms, the set-up of which should
be at a physical distance of at least one (1) meter from the first row of examinees’ seats.
c. Check and ensure arrangement of chairs (as far as practicable, excess chairs should be
placed outside the room) according to the room layout, with at least 1 meter (or arm’s
length) distance in between.
d. Ensure that the chairs have stable stands, and have arms suitable for convenient writing
(replace defective chair/s with extra ones as applicable).
e. Number the chairs in a “snake-like” manner based on the illustration below (refer also to
the attached Room Layout).

g. Post/Write on the board illustrations on filling out the forms (refer to attached illustrations)
i.1 Using pencil, number the upper right-hand corner of the Answer Sheets from 1 to 25
(or depending on the number of assigned materials for the room). The numbers will
correspond to the sequence or seat number of the examinees in the EAS.
i.2 Using pen, number the PSP (on the picture box) in a “snake-like” manner as illustrated
in Item 3(e) above / attached Room Layout.
Note: Refer to the attached RE’s Guide in (PPT) Exam Administration for comprehensive
“To-Do-List” (with suggested time), and important reminders.
Note: The principal and other staff of the school/testing venue shall also submit/present to the
Chief Examiner a Certificate of Consent/Release/Waiver as appropriate. The Chief
Examiner shall submit/present the same document to the REC/LEC.
Note: Examinees shall be required to wear proper attire on examination day. For this matter,
SLEEVELESS SHIRT/BLOUSE, SHORTS/SHORT PANTS, TOKONG PANTS, RIPPED
JEANS, and SLIPPERS ARE NOT ALLOWED. Long hair (for both male and female) must
be tied in “ponytail”.
NO FACE MASK, NO ENTRY TO TESTING VENUE RULE SHALL APPLY. FACE MASK
SHALL BE WORN BY EXAMINEES AT ALL TIMES, EXCEPT AS OTHERWISE
ALLOWED.
1. At the main entrance/gate, ensure that arriving examinees observe physical distancing of at
least 1 meter from each other as they queue. (Guard-on-Duty/Assigned CSC Staff if
any/Local Officials)
2. Check bags of examinees. If there are firearms, and any other harmful/pointed/sharp objects
(e.g. knife/swiss knife; scissors, etc.), require the examinee to surrender the items. (Guard-
on-Duty)
3. Upon clearance, instruct the examinee to proceed directly to the assigned testing room.
STRICTLY, NO LOITERING / NO HANGING AROUND. (Guard-on-Duty/Assigned CSC
Staff if any)
Note: Examinees shall not be allowed to bring companion/s. However, companion may be
allowed for persons with disabilities (PWDs), or those with special needs/concerns,
provided that, the companion shall be limited to only one per examinee. Provided
further, that the companion shall strictly stay/wait at the designated place for visitors
so that they could be readily called on as the need arises.
Note: Examinees should be at their assigned school early on examination day. Testing venues
shall be open to examinees starting 6:00 a.m.
The Room Examiner starts admitting examinees as soon as non-confidential
materials have been received from the SE, provided that the chairs have been properly
arranged and numbered.
Physical distancing of at least 1 meter from each other shall be observed by examinees
while queuing to be admitted to the testing room.
GATES SHALL BE CLOSED TO EXAMINEES AT 7:45 A.M. Examinees that arrive later
than 7:45 a.m. shall NOT be admitted.
The Room Examiner (RE) should be stationed at the back door of the room bringing on hand the
Application Forms, and one (1) copy of the EAS (without examinee number), to admit the
examinees.
a. Original I.D. card/document (preferably the same I.D. a. Duly accomplished Certificate of Consent/Release/
card/document submitted during filing of application) Waiver (only if not submitted during filing of
application)
b. Original Birth Certificate issued by the Philippine
Statistics Authority, or the Local Civil Registry (only if
I.D. card has no date of birth)
Note: - In case of loss or unavailability of the I.D. card presented during filing of application,
the examinee must present any of the other accepted I.D. cards for civil service
exam (refer to attached list), which is preferably valid (not expired).
- The NO I.D., NO EXAM policy still stands. As such, CSC shall still require the
examinees to present I.D. card/document for admission on exam day. However,
on a case-by-case basis and subject to the sound discretion of the REC/LEC/CE,
examinees without I.D. card/document on exam day but with application receipt
may be admitted, provided that, the examinee's identity can be established through
the photocopy of the I.D. attached to the application form, the photos, and the
application receipt. In case of agency-based exam, the HRMO/Agency Focal
Person may attest that indeed the examinee is an employee of the agency.
- Photocopy only of I.D. card, or cellphone photo of I.D., shall not be accepted.
- All other I.D. cards not included in the attached list of accepted I.D.
cards/documents for civil service exam shall not be accepted.
- As a last resort, expired I.D. card may be presented for admission on examination
day, provided that, the expiry date of the I.D. card is within the preceding months
of the year reckoning the date of examination.
3. Check and ensure that the names of the examinees are included in the EAS. (RE)
Note: In case where an examinee’s name is not found in the EAS, such examinee shall be
admitted ONLY upon presentation of the following:
Duly processed and signed original Application Receipt with corresponding
original CSC Official Receipt (these items should come together; one item without
the other shall not be accepted); and
I.D. card/document.
4. Require the examinee to remove temporarily their face mask, and compare the examinee’s
actual face against the photographs in the I.D. card presented and the Application Form. Make
sure that the examinee is the same person as the one appearing in the photographs affixed
in the mentioned documents. (RE)
For female examinees wearing Muslim covering/clothing (e.g. Hijab, Abaya, or Niqab), do as
follows:
(Hijab is a head covering worn in public by some Muslim women. Abaya is a full-length,
sleeveless outer garment worn by some Muslim women. Niqab is a veil worn by some Muslim
women in public, covering all of the face apart from the eyes).
a. Ensure that the examinee is the same person as the one appearing in the photographs in
the I.D. card/document presented, and Application Form.
b. When in doubt, assign a female CSC staff or a female Room Examiner/Proctor to verify
the identity of the examinee in a designated area/room where the covering may be
removed or at least enable the female CSC staff or the Room Examiner/Proctor to verify
the facial features of the examinee.
Note: Once identity is established/ensured, the examinee shall immediately wear back
his/her face mask.
5. After identity has been duly established, return to, and collect from, the examinee the
appropriate documents as listed in Item 1 above. (RE)
6. Detach the two (2) extra pictures from the examinee’s Application Form and give them to the
examinee for pasting on the PSP. Advise examinees to write at the back of photo the name of
school, date and title of examination, and room number as written/posted on the board. (RE)
7. Direct the examinee to the Room Proctor (who will attend to the depositing of examinees’
belongings in front of the room and guide the examinees to their assigned seat) inside the
testing room. (RE)
8. Upon entering the testing room, instruct the examinees to do the following before occupying
their assigned seats: (RP)
In this regard, prior to occupying their assigned seat, examinees shall be required to
deposit said items and all other personal belongings in front of the room, or in the
designated area.
However, examinees of BCLTE are allowed to bring in their seat, and use, ONLY NON-
SCIENTIFIC AND NON-PROGRAMMABLE CALCULATOR. (Note: Watch calculators,
cellular phone calculators, and any other gadgets with calculator are NOT allowed.)
a. Put all their personal belongings, including mobile phones (turned off or in silent mode),
timepieces that are smart phone/with camera and/or calculator, all other
gadgets/electronic devices, I.D. cards/documents, including water bottle/container and
biscuits/candies (if any), inside their bags and place their bags in front of the room, or in
the designated area. Hats/caps/headgears (except the hijab/niqab), sunglasses, jackets,
sweat shirts, and other similar clothing/accessories must also be set aside. (In cool places
such as the Cordillera Administrative Region, examinees need not remove their jackets/sweat shirts but shall
be required to roll the sleeves up to their elbow.);
Note: - For examinees who do not have a bag, require them to surrender their mobile
phone/s and timepieces if these are smart phones, with camera or calculator,
and the like, place the same inside the plastic bag with zip lock together with the
examinee’s ID card for proper identification in claiming after the examination.
b. Present, for inspection, water or beverage container and biscuit or candy wrappers. (Note:
Ensure that the water/beverage container and biscuit/candy wrappers are free from any
attached/affixed crib sheet or any dubious stuff.)
c. Pocket out [Note: Ensure that all pockets are empty of any pieces of paper and all other
similar materials/items, including cellphones (examinees are not allowed to keep their
cellphones in their pockets during examination) and any electronic devices/gadgets.]
Note: - Check and ensure that there are no other materials or electronic devices
attached to examinees’ sleeves, arms, or wrists.
9. Guide the examinees to their assigned seats based on the EAS. (RP)
Note: The ONLY ITEMS that examinees shall bring with them in their seat are:
Black ballpen/s;
Two extra pictures; and
Alcohol/hand sanitizer (not more than 100 ml.).
The RP shall closely inspect examinees’ face mask and alcohol bottle/container,
making sure that the items are completely free of any dubious/suspicious
markings/inscriptions.
10. Establish the identity of examinees with possible multiple applications. Refer to the Watch
List provided by CSC (if any). (RP)
11. As applicable, seat far apart examinees who are relatives (same surnames, middle names,
and/or addresses). Refer to the List of Examinees with the Same Personal Data provided by
the CSC, if any. Have one of the examinees concerned exchange seat with another examinee
far enough from the other relative. (RP)
Note that the examinees concerned will still use their original assigned examinee numbers.
In accomplishing the PSP, the two (2) examinees who exchanged seats should fill out the
box that corresponds to their new seats. The adjustment in seating arrangement must be
reflected in the EAS, PSP, and Room Examiner’s Report (RER).
Example:
Examinees 1 and 2 happen to be husband (Examinee 1) and wife (Examinee 2) with assigned EN
000121 and 000122, respectively. Examinee 2 has to exchange seat with Examinee 4 (EN 000124).
In filling out the AS, Examinee 2 and 4 should use their assigned EN, i.e. EN 000122 for Examinee 2
and EN 000124 for Examinee 4.
As for the PSP, Examinee 2 should fill in with her original EN (000122) and other personal
information, and paste her photo in, box no. 4 while Examinee 4 should fill in with original EN
(000124) and other personal information, and paste own photo in, box no. 2.
The exchange of seats should be done before the start of the Preliminary Activities and
before distributing the Answer Sheets (AS) and Test Booklets (TB) to the examinees so
that the AS and TB numbers would correspond to each other.
12. Report to the SE in case any examinee in your assigned room is your relative so that you can
be transferred to another room before the test proper starts. (RE and RP)
Preliminary activities involve the accomplishing/filling out of the EAS, PSP, and Answer Sheet
(AS). In accomplishing these documents, the examinees shall use ONLY BLACK BALLPEN for
ALL ENTRIES, both written and shaded.
As soon as the examinees are already settled in their assigned seats, including those who have
exchanged seats due to similar names and other circumstances, preliminary activities may be
started. Do not wait for all examinees to arrive before starting the preliminary activities.
Note: - Examinees shall not be allowed to eat/drink inside the testing room during the
preliminaries. Provided, however, that examinees may be allowed to do so outside the
testing room, one at a time, only upon request and approval by the RE. This includes
taking of maintenance medicine/s as the case may be.
- Examiners (RE and RP) are also not allowed to eat/drink inside the testing room during
the preliminaries. Provided, however, that examiners may eat/drink outside the testing
room alternately.

3. Distribute the AS to the examinees in a snake-like manner as illustrated in Item A(3)(e) of this
Manual. Check and ensure that the number written in pencil at the upper rightmost portion of
the AS corresponds to the sequence or seat number of the examinees. (RP)
Please check and ensure that the number written in pencil at the
upper rightmost portion of the Answer Sheet you are holding
corresponds to your sequence or seat number.
Now, please accomplish the fields at the upper left portion of your
Answer Sheet. Use black ballpen.
Note: Examinees shall fill out the appropriate fields at the upper left portion of the AS with
the Title, Date, and Place of Exam, and their Date of Birth (as written/illustrated on the
board). The Examinee Number field at the upper right portion of the AS shall be filled
out in front, at the Proctor’s table.
Next, I will call two examinees at a time who will take turns in
accomplishing the EAS and the PSP at the Proctor’s table. They
will also fill out the space for Examinee Number on the Answer
Sheet.
6. Call the examinees two at a time to accomplish the Examinee Number portion (of the AS), the
EAS, and the PSP at the Proctor’s table. (RE)
Note: - At the right side of the table is where examinees shall accomplish the EAS and
the Examinee Number portion of the AS, while at the left side of the table is
where the PSP shall be accomplished.
- The two examinees called in front will take turns in accomplishing the forms.
While one is doing the EAS and the Examinee Number portion of the AS, the
other is doing the PSP, and vice versa. Upon accomplishing one form, they will
exchange seats to accomplish the other form.
a.1 Check carefully whether their name, birthdate, and birthplace are correct. If not,
they shall write the correct data on the "REMARKS” column. (Note: Examinees
should not correct on the entry itself.)
a.2 Write the number of their Answer Sheet on the corresponding column in the EAS.
a.3 Affix their signature on the EXAMINEE'S SIGNATURE column in the EAS.
b. In accomplishing the Examinee Number portion of the AS, the examinees shall:
b.1 Copy their Examinee Number as indicated in the EAS on appropriate space at the
upper right portion of the AS.
b.2 Shade the circles corresponding to their Examinee Number on the AS using black
ballpen. [Note: The numbers corresponding to the circles start with one (1) at the top
and end with zero (0) at the bottom. The shading should be done neatly and
completely in circular motion.]
c.1 Paste their two extra photos on the box corresponding to their seat number in each
of the PSPs.
c.2 Affix their thumb mark vertically and their signature on appropriate spaces provided.
c.3 Print clearly on the corresponding space provided their examinee number, sex, date
of birth, and name.
Note: The examinees should write the required data in the following format:
Name – First Name, Middle Initial (if any), Last Name, and Extension Name
(if any)
Month of birth – in words and not in number (e.g. “October 10, 1974” or “Oct.
10, 1974”) and not 10/10/74.
7. While the examinees are accomplishing the forms, oversee and check if they are properly
accomplishing the same specifically the shading of the circles that correspond to the Examinee
Number on the AS. If not, require the examinees to immediately make the necessary
corrections. (RE and RP)
8. After accomplishing the forms, instruct the examinees to return to their respective seats,
bringing with them ONLY their accomplished Answer Sheet, and black ballpen/s. (RE)
Note: In case any examinee arrives while the Preliminary Activities are already going on, the RE
shall attend to admitting the examinee and have the examinee comply with the procedural
requirements to include depositing of personal belongings in front of the room.
E. EXAMINEE’S GUIDE
An Examinee’s Guide shall be provided to the examinees approximately two (2) weeks before
exam day through a link accessible in the ONSA4, or as feasible via e-mail. It shall contain
comprehensive information on the conduct of the examination including guidelines and
procedures to be observed before exam day, on exam day, after exam day, and other concerns.
The Examinee’s Guide shall serve as the orientation/briefing material of examinees to be familiar
with the whole examination process. As such, it shall be the responsibility of the examinees to
access, read thoroughly, and fully understand the Examinee’s Guide.
Note: The Examinee’s Guide shall NOT be posted on the CSC website and other platforms of
public domain for security reasons of the CSC test procedures.

B. TEST RULES
a. Do not leave the room once the test proper has started, except in cases of extreme
necessity and only in the company of one of the room examiners. “Pocket out” when going
to the comfort room.
b. Be reminded and warned that the Civil Service Commission uses a highly reliable system
to detect cheats. In particular, the CSC subjects test results to item analysis to detect
copying on tests.
c. Use only the spaces on the pages of the Test Booklet for scratch work. Do not use, as
scratch paper, the side margins and the back page of the Answer Sheet. Examinees are
not allowed to use any other piece of paper for scratch work.
d. Examinees shall work on their own. They are not allowed to communicate with their co-
examinees, or use any aid in answering the test questions such as calculators; books,
dictionaries and any other forms of printed materials; watch calculators; cellular phones,
tablets and any other gadgets; and all other similar materials or items. Examinees who
violate these rules will not be allowed to continue taking the test and their examination
shall be cancelled.
Note: For BCLTE, examinees shall be allowed to use non-programmable and non-
scientific calculator during the examination, except watch calculators, cellular
phone calculators, and the like. Other than non-programmable and non-scientific
calculator, examinees are not allowed to use any aid in answering the test
questions such as those mentioned above. Similarly, examinees who violate this
rule will not be allowed to continue taking the test and their examination shall be
cancelled.
e. During the examination, examinees are strictly prohibited from tearing any page of the
Test Booklet, making copies of the examination questions and their answers, comparing
or copying notes or answers with and of others, using crib sheets, and any other form of
cheating in civil service examination. Anyone who violates this prohibition shall be
administratively and criminally liable in accordance with R.A. 9416 otherwise known as
“An Act Declaring as Unlawful Any Form of Cheating in the Civil Service Examination,
Unauthorized Use and Possession of CSC Examination-Related Materials, and Granting
the Commission Exclusive Jurisdiction Over the Cases Including Those Committed by
Private Individuals.”
f.1 Examinees who finish the test ahead of time should raise their hand to call the
attention of the examiners. The Proctor will go to the examinee’s seat to collect the
Answer Sheet and Test Booklet.
g. Upon submission of the Test Booklet and Answer Sheet, examinees shall sign in the
retrieval column of the RER.
h. Bringing of the Test Booklet outside of the testing room/venue is strictly prohibited.
Violation of this rule shall result in the cancellation of examination.
i. Only examinees who reach the finish time shall stay inside the room and remain seated
until the Supervising Examiner gives the go signal to leave which may take
approximately 15 to 30 minutes after the exam. While waiting, examinees are not allowed
yet to get their personal belongings and to use their cellular phones or any other gadget.
If they need to use the toilet, they may do so one at a time.
j. Examinees shall not be allowed to eat/drink inside the testing room during the test proper.
Provided, however, that examinees may be allowed to do so outside the testing room,
one at a time, only upon request and approval by the Room Examiner, and provided
further, that there would be no extension of the test proper time. This includes taking of
maintenance medicine/s as the case may be.
k. Examinees shall be allowed to bring personal alcohol/hand sanitizer in their seat, which
should not be more than 100 ml in size, to enable them to hand sanitize as often as
possible.
Note: Examinees shall be reminded to be careful and avoid getting the test materials
wet especially the Answer Sheet when using alcohol/hand sanitizer.
a. The examiners shall not entertain questions about the directions for the test, or about any
test item. The RE and the RP are prohibited from reading the test items. However, the
RE/RP should ask the item number and note the same in the RER.
b. The examiners shall take turns in keeping watch of the examinees and in accomplishing
appropriate exam reports/forms: EAS, PSP, RER.
Note: While the RP is accomplishing the exam reports/forms, the RE shall keep watch of
the examinees and vice versa. DO NOT LEAVE THE EXAMINEES UNWATCHED
AND UNATTENDED.
The Proctor shall be the one to approach the examinees at their seats and collect the test
materials. This procedure shall apply in the following circumstances: Examinees who finish
the test ahead of time; and Examinees who reach the finish time.
Upon collecting the examinees’ Test Booklets and Answer Sheets, the Proctor shall
require the examinees to sign in the retrieval column of the RER.
d. Examiners shall not be allowed to eat/drink inside the testing room during the test proper.
Provided, however, that examiners may eat/drink outside the testing room alternately.
e. Examiners shall be allowed to bring cellular/mobile phone, considering that it is a fast mode
of communication especially in case of emergency/urgent exam related concerns.
However, use of cellular/mobile phones shall be strictly controlled or regulated while REs
and RPs are performing their duties and functions, especially while the exam is on-going
to enable them focus in attending to and keeping close watch of the examinees. For this
matter, cellular/mobile phones, tablets, and any other gadgets/devices shall be put in silent
mode, and kept inside the RE’s/RP’s bag.
The SE, in doing periodic rounds of his/her assigned rooms, shall ensure compliance by
the REs and RPs, otherwise, call the attention of any RE, or RP spotted using
cellular/mobile phone.
The Answer Sheet (AS) has numbers written vertically that correspond to the question items. After
each question item number are five (5) circles corresponding to the five (5) answer options. For
each question, examinees shall choose the correct or best answer from among the given answer
options, and on their AS, shade neatly and completely the circle that corresponds to their chosen
answer option using BLACK BALLPEN ONLY. For example, for question item no. 1, the chosen
answer is option no. 3, shade neatly and completely circle number 3.
Since the test is machine-scored, examinees should strictly observe proper shading of the circles
in the AS and use only BLACK BALLPEN in shading the circles. Pencils and any other kinds of
pen such as gel pen, sign pen, fountain pen, friction pen, etc., including other colors of ball pen
are not allowed.
To change an answer, examinees shall put an “X” mark over their original answer, then shade
the circle which corresponds to their new and final answer. Correction fluid, correction pen,
correction tape, pen eraser, or any other similar materials are not allowed. Examinees are allowed
to CHANGE ANSWER for each test item ONLY ONCE.
Finally, examinees should not make any unnecessary marks on their AS.

b. Distribute the TB face down. Retain in your possession the TB allotted for absent
examinees. (RP)
Note: While distributing the TB, the RP shall simultaneously do a quick check if the items
on the examinees’ desks are only those required and allowed (i.e. AS; black
ballpen/s; and personal alcohol/hand sanitizer).
The Test Booklet has ____ pages (consult CSC on the number
of pages) including the front and back covers. Please check
your Test Booklet for misprints or missing pages. Raise your
hand if you have problems with your copy.
d. Pause. Allow examinees to check their TB. Look for raised hands, if any, and assess
their concern. Replace the TB using unused or extra ones, if necessary. (RE)
e. As applicable, record the TB replacement, or any noted misprint, or missing pages in the
PSP and RER. (RP)
At this point, let us pause for a while and silently offer a Prayer.
(pause for about 15-20 seconds)
IMPORTANT REMINDERS:
The examination proper should only be started upon completion of the preliminary
activities but not earlier than 8:00 a.m.
Those who completed the preliminary activities before 8:00 a.m. should wait until 8:00
a.m. to start the test.
Those who are still doing the preliminary activities at 8:00 a.m. should continue with
the preliminary activities and start the test only after they are completed.
While examinees are answering the test, take turns in keeping watch of examinees while doing
the succeeding activities: (RE and RP)
a. Account the unused AS and TB and place them separately inside the corresponding brown
envelopes provided by the SE. Ensure that the total of unused AS/TB and the distributed
AS/TB tally. For any unaccounted AS/TB, double check distributed AS/TB to examinees
until the used and unused AS/TB tally. Indicate in RER any discrepancy and report it to
the SE. (RP)
b. Submit to the SE the two envelopes, respectively containing the unused AS and TB. (RE)
c. Let and witness the SE count and record the unused AS and TB, then seal the same in
their corresponding envelopes using adhesive tape. (RE)
Note: The Supervising Examiner and the Room Examiner should sign on the adhesive
tape, with their respective signatures extending to a portion of the document
envelope.
e. Have the SE sign on appropriate space at the lower portion of the RER. (RE)
a. Double check if there are still errors committed, especially with regard to the Answer Sheet
Number. Should there be still any, require the examinee/s concerned to correct the error/s
immediately.
c. Check pictures pasted. Make sure that: 1) The examinees are the same persons in the
pictures; 2) The data written are legible and in the proper format; and 3) Signatures of
examinees are affixed on the space provided.
e. Sign diagonally on the edge of the upper left portion of each picture extending from one
side of the picture to the white portion of the PSP (see illustration on page 34).
a. Make sure that the examinees are still holding and working on their respective Answer
Sheets corresponding to their seat number written on the upper rightmost portion of the
Answer Sheet. (RE/RP)
b. Let the SE review the PSP and EAS inside the examination room. (RE)
c. Submit one of the PSPs to the SE; Retain the second PSP in the room for reference when
checking from time to time whether examinees are still seated in their designated seats.
(RE)
f. Accompany the examinees who would use the rest room/toilet. Require them to “pocket
out.” (RE/RP)
Note: While the RP is accomplishing the exam reports/forms, the RE shall keep watch of the
examinees and vice versa. DO NOT LEAVE THE EXAMINEES UNWATCHED AND
UNATTENDED.
After completing the activities, the RE and the RP should position themselves
separately in the room to keep watch of the examinees. BE VIGILANT. Closely monitor
examinees and make sure that they are still in their proper seats.
1. Examinee
(i) In case of examinees who would manifest any symptoms of COVID19 infection DURING
the test proper, immediately notify the HMT through the Supervising Examiner (SE), as
practicable. (RP)
(ii) Instruct the examinee to stop the test and submit his/her test materials (Test Booklet and
Answer Sheet). (RE)
(iii) Account and immediately seal the examinee’s Test Booklet5 and Answer Sheet6 in a
separate envelope/plastic for immediate submission to the SE who will then submit the
same to the Chief Examiner. (RE)

Note: The examinee concerned shall be fetched by the HMT and taken to the designated
holding/quarantine/isolation area for assessment and, as appropriate, refer the
examinee to the on-site nurse/medical staff (if any), or to the on-call nurse/medical
staff (if any).
The examinee concerned shall be allowed rescheduling of the exam, free of charge,
in the next available exam schedule, either via PPT, or COMEX. The examinee shall
submit a letter request, which shall be subject to verification and validation by the CSC
RO based on records (e.g., RER, EAS, PSP, RUI).
2. Examiner/Test Administrator
The remaining examiner shall properly indicate/report the case in the Room Examiner’s
Report, and Report of Untoward Incident. In the Report of Untoward Incident, those who had
close contact with the affected examiner (inside and outside the testing room) shall also be
included.
1. For examinees who finish the test ahead of time, do the following procedures: (RP)
b. Instruct the examinees to accomplish the portion for “Time Finished” on their Answer
Sheet;
e. Instruct the examinees to get their bags/personal belongings deposited in front of the room,
or in the designated area, and quietly leave the room.
STOP answering the test. It is now ____ (dictate the time). Please
accomplish the portion for “Time Finished” on your Answer Sheet.
Our Proctor will now collect your Test Booklets and Answer Sheets.
Please REMAIN SEATED.
4. Upon submission of their AS and TB, require examinees to sign in column 5 of the RER. (RP)
5. Account all the collected AS and TB, including those submitted by examinees who finished
the test earlier. (RE)
6. AFTER ACCOUNTING OF THE TEST MATERIALS, the RE and the RP shall do the following:
a. Arrange the used AS according to Examinee Number and the used TB according to Serial
Number. (RP)
b. Accomplish and sign the RER, and the Report of Untoward Incidents (only if applicable).
(RE and RP)
d. Write under the “Remarks” portion of the PSP any violation of examination regulations
and/or incidence of irregularities during the examination. (RE)
I will now proceed to submit the test materials while our Proctor
stays with you. YOU WILL BE PROPERLY DISMISSED UPON
CLEARANCE BY OUR SUPERVISING EXAMINER.
Note: While waiting for the clearance to be dismissed, the examinees are NOT YET
ALLOWED to get their personal belongings and to use their cellular phones or any
other gadgets. If they need to use the toilet, they may do so one at a time.
7. Proceed to the work station of the SE to submit the test materials, including the RE/RP I.D.
cards. (RE ONLY)
Note: While awaiting turn to submit the test materials to the SE, the RE should guard the
used TB and AS. The used TB and AS should NOT BE LEFT UNATTENDED.
8. Stay in the room together with the examinees and wait for the RE to return. (RP)
Note: Examinees in emergency cases/situations (e.g. pregnant having pains or cramps;
lactating mothers; those experiencing nausea and other medical conditions, or are
already in indisposed state; and other analogous situations) may be
exempted/excused from this procedure and dismissed accordingly, provided the
test materials (used AS & TB) have already been submitted to and properly
accounted for by the RE.
10. UPON CLEARANCE BY THE SE, immediately return to the assigned room to dismiss the
examinees. (RE)
Note: The RE and RP shall leave only after the last examinee has left the room.
For the CSE-Professional/SubProfessional, test results shall be released within 60 calendar days
after the examination, or as indicated in the corresponding issuance/advisory.
For the FOE, POE, CSE-FSO, and BCLTE, test results shall be released within 42 calendar days
after the examination, or as indicated in the corresponding issuance/advisory.
The release of test results shall be through posting of the List of Passers on the CSC Website
www.csc.gov.ph.
Only the List of Passers posted on the CSC Website is official. The CSC does not recognize and
is not liable for any other postings on any other websites that are not affiliated with, or are engaged
in the unauthorized use of the name of, the CSC.
Examinees (both passed and failed) can generate their individual examination rating through the
OCSERGS or Online Civil Service Examination Result Generation System, which can also be
accessed through the CSC website. OCSERGS shall be available approximately 75 days after
the examination (for CSE-Professional/SubProfessional), and 57 days after the examination (for
FOE, POE, CSE-FSO, and BCLTE), or as indicated in the corresponding advisory. No Report of
Rating shall be mailed.
As feasible, a Post Examination Advisory shall be released, and posted on the CSC website,
containing guidelines, procedures, requirements and schedule on the issuance of
Certificate/Certification of Eligibility to examination passers, and other information/updates on
the release of examination results.

Identification (PhilID) card issued by the Philippine Statistics Authority shall be accepted as valid I.D. card for civil service

Do’s
1. Wear proper attire on examination day (i.e. NOT in sleeveless shirt/blouse, or shorts/short
pants, or tokong pants, or ripped jeans, or slippers).
2. Be prompt.
3. Familiarize yourself with and FOLLOW STRICTLY the Directions for Administering the examination
(Manual on administering the examination).
4. ALWAYS KEEP CLOSE WATCH OF THE EXAMINEES particularly those not answering the test at all
but are merely reading the test items. Such examinees might only be intentionally reading the
test items to memorize them. In any such case, immediately call the attention of the examinee/s
concerned. Be also watchful of examinees cheating by looking at others’ answer sheet and
copying answers, using crib sheets, and such other unusual actuations.
5. Be vigilant and exercise utmost diligence to safeguard the integrity of the examination. Report
any untoward (unusual) incident/irregularity to the Supervising Examiner (SE), and
write/document the same, including any change, particular instance or action taken relating to
the conduct of the examination, in the Examinee Attendance Sheet and Room Examiner’s Report.
[Note: SE should report any incident to the Chief Examiner (CE), the CE to the Regional/Local Examination Committee,
and the REC to ERPO, CSC.]
6. Instruct examinees to use BLACK BALLPEN only for all entries (written and shaded); pencils are
not allowed.
Don’ts
1. DO NOT USE CELLULAR PHONES AND TABLETS (texting, browsing, making and receiving calls,
surfing the internet, taking pictures/video, doing selfie, etc.), image capturing devices,
earphones, or any other similar gadgets during the examination. Any such devices should be
turned off, or in silent mode, and kept inside one’s bag.
2. DO NOT READ THE TEST BOOKLETS, OR ANY OTHER READING MATERIALS (e.g. newspapers,
magazines, pocketbooks and the like) during the examination.
3. DO NOT ENGAGE IN UNNECESSARY TALKING (i.e. chat) with your room co-examiner, or with
examiners from other rooms during the examination.
4. DO NOT TAKE PHOTO/PICTURE/VIDEO of any part/section of the Test Booklet, Answer Sheet, or
any examination related forms/materials (such as but not limited to Picture-Seat Plan, Examinee
Attendance Sheet, Room Examiner’s Report, Manual/Guide on administering the examination)
regardless of whatever circumstance or purpose, and/or of examinees and testing venue/room,
and/or of “selfie”, before, during, or after the examination and posting them in the social
media.
