IMPORTANT
1. CANDIDATES TO ENSURE THEIR ELIGIBILITY FOR THE RECRUITMENT TEST (RT):
All candidates (male/female/transgender) are requested to carefully read the Advertisement. The
Candidates applying for the Recruitment Test (RT) should ensure that they fulfill all eligibility conditions
for admission to Recruitment Test (RT). Their admission to all the stages of the Recruitment Test (RT)
will be purely provisional subject to satisfying the prescribed eligibility conditions. Mere issue of e-Admit
Card to the candidate will not imply that his/her candidature has been finally cleared by the Commission.
The Commission takes up verification of eligibility conditions with reference to original documents only
after the candidate has qualified for Interview/Personality Test.

2. HOW TO APPLY:
Candidates are required to apply online by using the website upsconline.nic.in. It is essential for
the applicant to register himself/herself first at One Time Registration (OTR) platform, available on the
Commission‟s website, and then proceed for filling up the online application for the Recruitment Test
(RT). OTR has to be registered only once in life time. This can be done anytime throughout the year. If
the candidate is already registered, he/she can proceed straightway for filling up the online application
for the Recruitment Test (RT).

Modification in OTR Profile:


In case, the candidate wants to effect any change in his/her OTR profile, it shall be allowed
only once in the lifetime after the registration at OTR platform. The change in OTR profile data shall
be available till expiry of 7 days from the next day after the closure of application window of his/her
first final application for any Recruitment Test (RT) of the Commission. In case, the candidate, after
registration of OTR, applies for the first time in this Recruitment Test (RT), last date of modification of
OTR would be 24.03.2023.

Modification in application form (Other than OTR Profile):


The Commission has also decided to extend the facility of making correction(s) in any field(s) of
the application form for this Recruitment Test (RT) from next day of the closure of the application window
of this Recruitment Test (RT). This window will remain open for 7 days from the date of opening of the
same, i.e., from 18.03.2023 to 24.03.2023. In case, a candidate wants to carry out any change in his/her
OTR profile during this period, then he/she should login to the OTR platform and do the needful
accordingly. In other words, no change in the OTR profile can be made by visiting the window for

The candidates will not be allowed to withdraw their applications after the submission of the
same.

Candidate should have details of one Photo ID Card viz. Aadhaar Card/Voter Card/PAN
Card/Passport/Driving Licence/Any other Photo ID Card issued by the State/Central
Government. The details of this Photo ID Card will have to be provided by the candidate while
filling up the online application form. This Photo ID Card will be used for all future reference and
the candidate is advised to carry this Photo ID Card while appearing for Recruitment Test
(RT)/Personality Test.

3. LAST DATE FOR RECEIPT OF APPLICATIONS :


The online Applications can be filled up to 17th March, 2023 till 6:00 PM. The eligible candidates
shall be issued an e-Admit Card three weeks before the commencement of the Recruitment Test
(RT). The e- Admit Card will be made available in the UPSC website [ https://upsconline.nic.in ]
for downloading by candidates. No Admit Card will be sent by post.

4. PENALTY FOR WRONG ANSWERS:


There will be penalty for wrong answers. Every wrong answer will carry a deduction of one-third of the marks
assigned to that question. If no answer is marked for a question, there will be no penalty for that question.

5. FACILITATION COUNTER FOR GUIDANCE OF CANDIDATES:


In case of any guidance/information/clarification regarding their applications, candidature etc.
candidates can contact UPSC‟s Facilitation Counter near gate „C‟ of its campus in person or
over Telephone No. 011-23385271/011-23381125/011-23098543 on working days between
10.00 hrs and 17.00 hrs.

6. MOBILE PHONES BANNED:


(a) The use of any mobile phone (even in switched off mode), pager or any electronic
equipment or programmable device or storage media like pen drive, smart watches etc. or camera
or blue tooth devices or any other equipment or related accessories either in working or switched
off mode capable of being used as a communication device during the Recruitment Test (RT) is
strictly prohibited. Any infringement of these instructions shall entail disciplinary action including
ban from future Recruitment Test (RT).

(b) Candidates are advised in their own interest not to bring any of the banned items including
mobile phones/pagers to the venue of the Recruitment Test (RT), as arrangement for safe-keeping
cannot be assured.

7. Candidates are advised not to bring any valuable/costly items to the venue of the Recruitment
Test (RT), as safe-keeping of the same cannot be assured. Commission will not be responsible
for any loss in this regard.

8. Those candidates who wish to apply for both the posts have to pay Rs. 50/- (Rupees Fifty only).
However, those candidates who wish to apply for the single post have to pay Rs. 25/ - (Rupees
Twenty Five only)

The Centers and the date of holding the Recruitm ent Test (RT).as mentioned above are liable to be
changed at the discretion of the Commission. Applicants should note that there will be a ceiling on the number
of candidates allotted to each of the Centers, except Chennai, Dispur, Kolkata and Nagpur. Allotment of
Centers will be on the "first-apply-first allot" basis, and once the capacity of a particular Centre is
attained, the same will be frozen. Applicants, who cannot get a Centre of their choice due to ceiling, will
be required to choose a Centre from the remaining ones. Applicants are, thus, advised that they may
apply early so that they could get a Centre of their choice.

NB : Notwithstanding the aforesaid provision, the Commission reserves the right to change the
Centres at its discretion if the situation demands. All the Recruitment Test Centers for (I)
ENFORCEMENT OFFICER/ACCOUNTS OFFICER AND (II) ASSISTANT PROVIDENT FUND
COMMISSIONER IN EMPLOYEES PROVIDENT FUND ORGANISATION(EPFO), 2023 will cater to
Recruitment Test for Persons with Benchmark Disability in their respective Centers. Candidates
admitted to the Recruitment Test (RT).will be informed of the time table and place or places of

Recruitment Test (RT) . . The candidates should note that no request for change of Centre will be
entertained.

Appendix-II

INSTRUCTIONS TO THE CANDIDATES FOR FILLING ONLINE APPLICATIONS

 Candidates are required to apply Online using the website www.upsconline.nic.in.

 Salient features of the system of Online Application Form are given hereunder:

 Detailed instructions for filling up online applications are available on the above mentioned
website.

 Candidates will be required to complete the Online Application Form containing two stages viz.
Part-I and Part-II as per the instructions available in the above mentioned site through drop down menus.

 The candidates are required to pay a fee of Rs.25/- Rupees Twenty Five only) [Except SC/ST/
Female/Persons with Benchmark Disability candidates who are exempted from payment of fee] either
by remitting the money in any branch of State Bank of India by cash, or by using net banking facility of
any bank or by using any Visa/Master/RuPay/Credit/ Debit Card/UPI Payment.
 Applicants who opt for “Pay by Cash” mode should print the system generated Pay-in-Slip during part II registration and
deposit the fee at the counter of SBI Branch on the next working day only “Pay by Cash” mode will be deactivated at 11:59
P.M. of 16th March 2023 i.e. one day before the closing date. However applicants, who have generated their Pay-in-Slip before
it is deactivated, may pay at the counter of SBI Branch during banking hours on the closing date. Such applicants who are
unable to pay by cash on the closing date i.e. during banking hours at SBI Branch, for reasons whatsoever, even if holding valid
pay-in-Slip will have no other offline option but to opt for available online Debit/Credit Card/UPI Payment or Internet Banking
payment mode on the closing date i.e. till 18:00 hrs (6:00 P.M.) of 17th March 2023.
 Those candidates who wish to apply for both the posts have to pay Rs. 50/- (Rupees Fifty only).
However, those candidates who wish to apply for the single post have to pay Rs. 25/- (Rupees Twenty Five
only)
 Before filling up Online Application, a candidate must have his photograph and signature duly
scanned in the .jpg format in such a manner that each file should not exceed 300 KB each and must not
be less than 20 KB in size for the photograph and signature.

 The candidate should have details of one Photo ID Card viz. Aadhar Card/ Voter Card / PAN
Card / Passport/ Driving License / Any other photo ID card issued by the State / Central Government.
The detailsof this photo ID will have to be provided by the candidate while filling up the online application
form. This photo ID will be used for all future references and the candidate is advised to carry this Photo
ID while appearing for the Recruitment Test (RT)/Personality Test.

 The Online applications (Part I and II) can be filled from 25th Feb, 2023 to 17th March, 2023 till
18:00 Hrs.

 Applicants should avoid submitting multiple applications. However, if due to any unavoidable
circumstances, any applicant submits multiple applications then he/she must ensure that the
applications with higher RID is complete in all respects.

 In case of multiple applications, the applications with higher RID shall be entertained by the
Commission and fee paid against one RID shall not be adjusted against any other RID.

 The applicants must ensure that while filling their Application Form, they are providing their valid
and active E-Mail IDs as the Commission may use electronic mode of communication while contacting
themat different stages of Recruitment Test (RT) process.

 The applicants are advised to check their emails at regular intervals and ensure that the email
addresses ending with @ nic.in are directed to their inbox folder and not to the SPAM folder or any other
folder.

 Candidates are strongly advised to apply online well in time without waiting for the last date for
submission of Online Applications.

Instructions for filling online Application Form of Enforcement Officer / Accounts


Officer (EO/AO) and Assistant Provident Fund Commissioner (APFC)-2023

Important

 All Candidates are advised that before filling the online application form for
Special Advt. No. 51/2023 for the following posts: (i) Enforcement
Officer/Accounts Officer (EO/AO) in Employees’ Provident Fund Organisation,
Ministry of Labour & Employment (ii) Assistant Provident Fund Commissioner
(APFC) in Employees’ Provident Fund Organisation, Ministry of Labour &
Employment, they must register themselves through ONE TIME
REGISTRATION (OTR) using the URL https://www.upsconline.nic.in
 Before applying for the Special Advt. No. 51/2023, the candidates are
requested to check their eligibility (w.r.t. minimum educational qualification,
age etc.) given in the Notice of the Advertisement available on
Commission’s website.
 Candidate should have details of one Photo ID Card viz. Aadhaar Card/Voter
Card/PAN Card/Passport/Driving License/Any other Photo ID Card issued by the
State/Central Government. The details of this Photo ID Card will have to be
provided by the candidate while filling up the online application form. This Photo
ID Card will be used for all future referencing and the candidate is advised to
carry this Photo ID Card while appearing for Recruitment Test
(Examination)/Interview.
 The candidates who are required to pay the online application fee must ensure
that the fee is paid by them. The online application fees once paid, either for (i)
Enforcement Officer/Accounts Officer (EO/AO) (ii) Assistant Provident Fund
Commissioner (APFC) will not be refunded under any circumstances. It may also
be noted that the fee once paid for one application is not allowed to be adjusted
against another application.
 Candidates applying for the posts of (i) Enforcement Officer/Accounts Officer
(EO/AO) (ii) Assistant Provident Fund Commissioner (APFC), 2023 will be
required to select Recruitment Test (Examination) Centre.
 While filling in his/her online application form, the candidate should carefully
decideabout his/her choice of centre for the RT (Examination). If any candidate
appears at a centre other than the one indicated by the Commission in his/her
Admit Card, the papers of such a candidate will not be evaluated and his/her
candidature will liable to cancellation.
 Suitable provisions for information regarding use of scribes by the Candidates
(PwBD/PwD) who are eligible to avail the facility of scribe (as prescribed in the
Rules) have been made in the online application at the time of the initial online
application itself.
 Applicants are requested to note that before filling the online application they may
have a careful look on the common reasons where an applicant’s online
application is being rejected by the Commission. Applicants are therefore advised
to be careful enough so that chances of their applications being rejected are
minimized to thebest possible extent and their effort is not lost due to the reasons
which can be avoided by them if they remain slightly more careful while
.
submitting their application to the Commission.

The Experience of Commission (UPSC) shows that major rejection happens due to
the following reasons: -

a) Application being rejected on the grounds of bad quality of submitted photograph.


b) Application being rejected on the grounds of bad quality of submitted signature.
c) Application being rejected on the grounds of swapping of photograph with
that of signature.
d) Only PART-I of the application is submitted to the Commission and thus
their application is incomplete because of non-submission of PART-II.
e) Fee Payment details against one application has been submitted to
another application ID (Fee once paid against one application, is not
allowed to be adjusted against another application).
f) Applicant having submitted PART-I, but failing to complete Part-II
registration. Applicant must complete Part-II registrations by uploading
appropriate photograph and signature, paying admissible fee, if
applicable, and giving his choice of Recruitment Test (Examination) Centre.
g) Application being rejected on the grounds of non-submission of payment
proof to the Commission within specified time in case of fictitious f e e
payment cases*.
*Fictitious fee payment cases are those cases for which the Commission does not receive
any information from the bank authorities to which the applicant has claimed to have
deposited his/her fees.

Please do not use any prefix such as Mr. or Ms. etc. unless it consists of only 3
letters as 4 letters are mandatory for NAME field.

7. “Click Here for Part I” registration given against Special Advt. No. 51/2023
for the posts of (i) Enforcement Officer/Accounts Officer (EO/AO) in
Employees’ Provident Fund Organisation, Ministry of Labour & Employment

PwBD (Persons with Benchmark Disability): Applicant should indicate
by Yes/No.
PwBD Category: There are five categories i.e (a) blindness and low vision;
(b) deaf and hard of hearing; (c) locomotor disability including cerebral palsy,
leprosy cured, dwarfism, acid attack victims and muscular dystrophy; (d) autism,
intellectual disability, specific learning disability and mental illness; and (e)
multiple disabilities from amongst persons under clauses (a) to (d) including
deaf- blindness.
Applicants with less than 40% disability will be considered as PWD
candidates and are not eligible for age relaxation, reservation and fee exemption
under the rules. For other details, Applicant may refer to the Detailed Notice of
the A d v e r t i s e me n t .
Certificate of Disability date: Date of issue of the Certificate.
Community: Fill the appropriate category
from EWS/General/OBC/SC/ST. Applicants who belongs to OBCs but
come in the ' Creamy Layer ‘are not entitled to OBC reservation as per rules.

13. After filling Claiming Age Relaxation, Applicant must click on “Continue”
button at bottom of the page to proceed to the next step. The candidate
should provide the details of Photo ID like Voter ID /Aadhaar /Driving License
etc.

13.2 The candidate should provide Photo ID number and confirm it.

14. Click on “Continue” button at bottom of the page to proceed to the next
step. Herethe system displays all the information provided by the candidate in the
application form for verification. „Update‟ button is also provided therein at the
bottom of the Online Application details to move back and make any correction in
the information filled in. Thecandidates are advised to check the filled in details and
satisfy themselves that all information is correctly filled up. No change in
information filled in by the candidates would be allowed at any subsequent stage of
the examination process except during the correction window.

15. Declaration box: In case the candidate opts to “I Do not Agree”, the
application will be dropped and the procedure will be terminated.
Accepting to “I Agree” only will submit the candidate‟s
Online Application.

16. When an applicant clicks on “I Agree” button, his/her
eligibility for age relaxation and other criteria is automatically
checked by the system. With the correct eligibility, the system
Displays the system generated unique „Registration ID‟ along with the
essential identification information about the candidate viz. ‘Name’,
‘Father’s Name’, ‘Mother’s name’, ‘DOB’, ‘Address’,’ Recruitment Test
(Examination) Centre’ etc. opted by the candidate.

17. The candidate is also intimated that he has completed PART-I of the
Registration of Online Application procedure. The candidates may
however note that Application would be treated as
incomplete and rejected unless accompanied with Part-II
Registration.

18. CANDIDATES ARE ADVISED TO TAKE A PRINT OF THIS PAGE BYCLICKING ON


THE “Print Slip” OPTION AVAILABLE BELOW THEREIN.

PART-II Registration:

19. Once PART-I of the Online Application procedure is completed, an


applicant has to complete the PART-II Registration by clicking on the
“Latest Notification” for submission of Online Application successfully.

20. PART-II REGISTRATION COMPRISES THREE STEPS: -

1. FEE PAYMENT (Female / SC, ST & PwBD Candidates are exempted from payment of fee)
2. RECRUITMENT TEST (EXAMINATION) CENTRE for APFC and EO/AO HAS
TO BE CHOSEN FROMTHE AVAILABLE DROP-DOWN MENU.
. 3. UPLOADING OF PHOTOGRAPH, SIGNATURE, PHOTO ID and
RELEVANTDOCUMENTS.

Applicants have to upload images of their photograph and signature in JPG


format. Scanned photograph should be in JPG format and must be uploaded
first. The digital size of file should not exceed 300 KB each and must not be
less than 20 KB and resolution 350 pixels (Width) X 350 pixels (Height)
minimum, 1000 pixels (Width) X 1000 pixels (Height) maximum and Bit
Depth of image file should be 24 bit.
Scanned signature should be in JPG format and must be uploaded. The
digital size of each file should not exceed 300 KB each and must not be less
than 20 KB and resolution 350 pixels (Width) X 350 pixels (Height)
minimum, 1000 pixels (Width) X 1000 pixels (Height) maximum and Bit
Depth of image file should be 24 bit.

Photo identity card document in PDF format must be uploaded. The digital
size of PDF file should not exceed 300 KB and must not be less than 20 KB.
24. After uploading a fresh page shows the preview of the uploaded
images by the candidate. Here the candidate is advised to see his/her
uploaded photograph that the photograph is clearly
visible/identifiable in the upper row and the specimen signature
in the lower row. In no case these rows should be swapped and uploaded
photograph and specimen signature must be clearly identifiable / visible,
otherwise the candidature of the candidate is liable to be cancelled by the
Commission and no representation from the candidate will beentertained by
the Commission regarding any change for the wrong data uploaded /filled up
by the candidate. If the candidate is satisfied with the uploaded images, he
may CONFIRM the uploading of photograph and signature by clicking on
Confirm Upload button. If by any reason uploaded images are not
up to the mark thenthe candidate can RELOAD these images by
clicking on the Reload Photograph and/or Reload Signature
button. They can view reloadedPhotograph/signature by clicking on
“Image refresh” button. The software will not savephotograph and
signature of the candidate unless he confirms the upload by clicking on
Confirm Upload button.
Note: Candidates should satisfy themselves about the quality of photograph
&signature files upload. Applications having poor quality photo or signature
files are liable to be rejected.

25. At the bottom of the page there is a 'Declaration' for the candidates.
Candidates are advised to go through the contents of the Declaration
carefully. Candidate has the option to either agree or disagree with the
contents of Declaration by clicking on “I have read Declaration & Agree”
or “I Do Not Agree” buttons. In-case the candidate opts to 'I Do Not Agree',
the application will be dropped and the procedure will be terminated.
Accepting to “I have read Declaration & Agree” only will submit
the candidate's Online Application Finally.

26. FOR FEE PAYMENT CANDIDATES HAVE THREE OPTIONS: -

THEY CAN PAY CASH AT ANY BRANCH OF STATE BANK OF INDIA


THROUGH THE PAY-IN-SLIP GENERATED BY THE ONLINE APPLICATION
PROCESS.
THEY CAN PAY ONLINE USING THE INTERNET BANKING FACILITY OF
ANY BANK.
THEY CAN PAY ONLINE USING ANY VISA/MASTER CARD Debit
OR Credit Card/UPI ISSUED BY ANYBANK/INSTITUTION.

27. Applicants who opt for "Pay by Cash" mode should print the system
generated Pay-in- slip during part II registration and deposit the fee at the
counter of SBI Branch on the next working day only. "Pay by Cash” mode will be
deactivated at 11.59 P.M. of 16.03.2023 i.e. one day before the closing date;
however applicants who have generated their Pay-in- Slip before it is
deactivated may pay at the counter of SBI Branch during banking hours on
the closing date. After receipt of cash, the Bank would stamp the pay-in-slip and
also provide a “TRANSACTION ID” as indicated on the Challan Form as SBI Journal
Number. After paying fee through Cash Mode, the candidate would have to go to
the website (www.upsconline.nic.in)again and fill the transaction id and other
details with PART-IIRegistration process.

28. After filling fee details (in case of cash payment) or paying fee through
other than Cashmode, the application must click on the Continue button provided
at the bottom of the page.

29. In next step, Applicant must fill in the Centre of Recruitment


Test (Examination) Centre for APFC and EO/AO and click on the
submit button given at the bottom of the page.

30. In a next step, through a fresh page the applicant is intimated that
their application has been submitted successfully. This page has also a link to
view the complete application. Applicants are advised to take printout of
their completed application right after they have completed the application
process.

31. To view the application submitted by the candidate a link View/Print


Application is also given on the home page.
32. Candidates applying online need NOT send hard copy of the Online
Application filled by them online or any other
document/certificate/testimonial to the Union Public Service
Commission. However, they are advised to take printout of the Online
Application and retain it for further communication with the Commission.

33. The Candidates applying for the recruitment posts should ensure that
they fulfill all eligibilityconditions for admission to the recruitment process.
Their admission at all the stages of the recruitment will be purely
provisional subject to satisfying the prescribed eligibility conditions.

34. Mere issue of e-Admit Card to the candidate will not imply
that his candidature has been finally cleared by the
Commission. The Commission takes up verification of eligibility
conditions with reference to original documents at subsequent stages of
recruitment process.
