A. GOVERNANCE
The PCCP leadership, amidst the challenges of the COVID pandemic now on its 2nd year, conducts with
great gratitude the general management of the affairs of the organization. We continued using
virtual platforms in our administrative meetings, activities including CME webinars and advocacy
events.
Affidavit of Undertaking was sent and received by the members of the Executive Board. Highlights of
the undertaking include:
o To protect and treat with utmost confidentiality all non-public, confidential or proprietary
information relating to the association, its directors, members, and officers, whether written or
oral, which have been communicated to the board member as confidential information or which
the member may have access to in the course of and in connection with the performance of
his/her duties and responsibilities. Furthermore, any confidential information mentioned above
will not be disclosed to any person even after the member’s term has ended.
o Undertake not to engage in any act that may be in conflict and /or acquire any personal or
pecuniary interest in conflict with member’s duties and responsibilities as member of the Board
of Directors.
In preparation for the 2022 Strategic Planning workshop, the incumbent board thru the
Committee on Long Range Planning, has reviewed the 2017 Strategic Plan Report with Mr.
Jose Picar as facilitator. SWOT (strengths, weaknesses, opportunities, and threats) analysis
was directed to facilitate a realistic, fact-based, data-driven look at the strengths and
weaknesses of the College. The Board established the following Wildly Important Goals
(WIGs):
A. Participate in Policy-Making for Lung Health
B. Elevate Training Programs to International Standards
C. Lead and Collaborate in Pulmonary Health Research

PCCP Board on the Road virtual meetings with provincial chapters were held to review its
basic structure, composition and direction moderated by the PCCP national leadership. This
was endeavored to familiarize the national with the unique local issues of a chapter, to foster
camaraderie among the members and strengthen the sense of belonging and to maximize the
productivity of each chapter. Main discussion focused on COVID-19 local situation, needs and
issues.
The PCCP had entered a new phase in the pandemic as it emerges from surges in the
NCR, ongoing vaccination efforts, emergence of variants, and regional issues. The PCCP
ACTS needed to reassess or discover the needs of the various chapters and identify
areas where the national leadership can be of service.
With the continued effects of COVID pandemic, the PCCP Executive Board has retained the
PCCP ACTS ad-hoc committee. Three focus areas were covered, namely, a.) accredited
pulmonary fellowship training centers and our trainees, b.) the provincial chapters and c.)
the councils. Baseline survey for each category was conducted by identifying the issues
related to COVID-19, prepared creative solutions and maximizing collective resources and
pool of talents, with comprehensive feedback system.
Overall, the PCCP leadership did not only deal with the pandemic but also on natural
calamities affecting our membership and population. Donations coursed thru our
chapters were sent to areas affected by typhoon Odette last December 2021.
4. Collaborative Partnerships
The PCCP continued to be an integral part of a collaboration with other public and private
groups for relevant projects, i.e., Department of Health, Department of Science and
Technology, Philippine College of Physicians, etc.
B. FINANCE
1. Approval of 2021 annual budget categorized to general operating funds and College
designated special projects and purchases fund.
2. Building improvement was completed with sound-proof media room and facility
adjustment at the first floor. The PCCP building also accommodated rentals during the
virtual conventions of CHEST Philippine Delegation and Philippine Foundation for Lung
Health Research Development.
C. MEMBERSHIP
The PCCP has updated statement/guideline/recommendations related to COVID-19 pandemic for
our members’ guidance and reference. Regular CME learnings were also offered to update on the
diagnosis and management of COVID-19.
The COVID-19 situation became prolonged and drawn out, and as the cases continue to rise, the
exposure to frontliners increased in direct proportion to the rise in the number of cases. The
PCCP regularly gets reports from our colleagues who were afflicted by COVID-19, these members
were given “COVID-19 Care Package” and offered disability benefit (for critical illness).
As approved via Board Resolution 2020-30 (from Dr. Ivan Villespin’s term):
Associate Members: Members are those who have been inducted as such and have satisfactorily
completed a pulmonary training in a PCCP-accredited program but have not yet passed the PCCP
Diplomate Certifying Examination. The PCCP shall not anymore conduct or administer the
induction of new Associate Members, effective and beginning March 2022. This revision will be
presented for constitutional referendum in our next election in March 2023.

D. ADVOCACY AND CORPORATE SOCIAL RESPONSIBILITY
Recognizing our role in the society as advocates of pulmonary health care in the country, the
College continuously engages in various activities with a common goal of promoting enhancing
lung health in our country. For this year, despite facing the challenges of a new normal, the PCCP
Advocacy Committee has come up advocacy activities starting with our Usapang Lung series (lay
fora session) on various topics in pulmonary diseases. This year’s theme is “Beyond Borders:
Facing The Future Together.”

education campaigns were conducted in partnership with Watsons Personal Care Stores.

The PCCP Advocacy committee acknowledges the hard-working men and women of the
different councils for continuing to educate and increase awareness of the different

E. RESEARCH
The committee maintained the requirements for research to meta-analysis, systematic review, or
COVID related research (2 fellows per research) to be accepted for graduating pulmonary fellows.

Research Grant given to several fellows-in-training from PCCP accredited hospitals whose papers
were accepted for presentation (oral, poster) in any international convention, screened and
approved by the Scientific and Research Committee. The Research Fund gets an allocation from
the income received from the yearly annual convention.
2. The European Respiratory Society (ERS) likewise contributed to the CME activities of the
College by providing speakers for State-of-the-Art Pulmonology: Disease Updates on COPD,
Prof. Daiana Stolz, from the Institution University Hospital Basel, Switzerland and for the 41st
Annual Chest Convention with Prof. Felix Herth from the University of Heidelberg, Germany, an
expert in Interventional Pulmonology. The PCCP also participated in the international congress
of the ERS on September 4-8, 2021 as society member exhibitor showcasing the College’s
activities, profile and invitations for future CME activities.
The PCCP participated in the Conference of European Respiratory Societies (CERS) meetings
held on March 9 and October 27, 2021. Discussed were ERS-related affairs on Science Council,
Education Council, Advocacy Council, European Lung Foundation Council, ERS Respiratory
Channel, ERS Satellites and ERS Congress.

As society member of the ERS, the PCCP is one of the signatories in the 2021 WHO Air Quality
Guidelines 2021; other supporters are from public health, medical and patient organization
sectors.
3. The Asian Pacific Society of Respirology (APSR) co-hosted the sessions on pneumonia and
TB at the State-of-the-Art Pulmonology: Disease Updates, with Prof. Ki Suck Jung from Hallym
University Sacred Heart Hospital and Prof. Guy Marks from the University of New South Wales,
Australia. Prof. Jung and Prof. Marks also served as official representatives from the Korean
Academy of Tuberculosis and Respiratory Diseases (KATRD) and The Union, respectively.
The APSR 2021 Virtual Congress in Kyoto, Japan conferred the first ever APSR-PCCP Young
Investigator Award to Dr. Marian C. Dimabuyu from Cardinal Santos Medical Center. Other

Dr. Jennifer Ann Wi, past president of the PCCP, has been appointed as Associate Editor of the
APSR Case Reports publication.
4. For our partnership with the Korean Academy of Tuberculosis and Respiratory Diseases
(KATRD), the PCCP has nominated Dr. Jubert Benedicto and Dr. Bernice Ong-dela Cruz as
speakers in the sessions on Tuberculosis and COPD, during the KATRD International
Conference held on November 11-12, 2021.
5. The PCCP correspondingly collaborated with the Turkish Thoracic Society (TTS) for
partnership focusing on academic, clinical interests and advocacy. PCCP President led by Dr.
Gregorio Ocampo and Dr. Jude Guiang, Chair of the Advocacy Committee graced the invitation
from the TTS for an exploratory meeting held last December 14, 2021 via Zoom Meeting. Initial
activities identified are attendance to annual scientific meetings and joint CME session on
topics like Tuberculosis, COVID-19, Pneumonia, COPD focusing on best practices. Future joint
projects identified includes advocacies, research collaboration and exchange of publications/
statements/ and local guidelines.
The Turkish Thoracic Society extended invitation to PCCP members in its annual congress
"Lung Diseases and COVID-19 Online Congress for the Public” held on February 26 and 27,

invited to join the PCCP’s 41st Annual Chest Convention.
2. The Council on Interventional Pulmonology, chaired by Dr. Julius Caesar Dalupang, represented
the PCCP in the 9th Asian Pacific Congress on Bronchology and Interventional Pulmonology on
October 8-10, 2021. Also, all members of the Council on IP are members of the World
Association for Bronchology and Interventional Pulmonology (WABIP).

G. TRAINING
1. In response to the mandate to adopt OBE in all levels of education, the Philippine College of Chest
Physicians (PCCP) drafted a working outline and conducted a series of capacity building
workshops to prepare for the shift towards OBE with resource persons from the National
Teacher Training Center for the Health Professions, University of the Philippines Manila. The
PCCP Training Committee (from 2018 – present) underwent a series of meetings to evaluate
current teaching-learning strategies and instruments for both summative and formative
assessment. Outputs from these activities formed the basis for this final manuscript that will act
as a guide or backbone to the basic structure of any training program on Adult Pulmonary
Medicine in the Philippines. The proposed implementation timeline for the OBE curriculum:
transition year for the academic year 2022, with full implementation on 2023. The training
institutions are encouraged to use the guide and the tools therein and may revise it according to
their needs and setting.
2. The PCCP Training Committee has continued to review and monitor how the different training
institutions are coping with the requirements for promotion, graduation and accreditation in the
midst of the current pandemic. Clearly, there is a need to balance the service component of
fellowship training with to the need to ensure that our graduates will receive the necessary
knowledge and skills. Interim guidelines are monitored to address the different issues related to
training during the COVID-19 pandemic. Training conferences, procedures, cases were
monitored through (Web-based Census and Accreditation System (WebCAS), maintaining the
data input lock-out period of 45 days to facilitate tracking of training activities.
The scientific activity was aimed to highlight relevant updates and describe some local response
to provide some Philippine perspectives. It was truly momentous occasion for the College, made
especially relevant and unforgettable because of the concrete partnership with ERS, ATS, APSR,
The Union and the KATRD where the speakers tackled plenary topics on COPD, asthma,
pneumonia and tuberculosis. All PCCP speakers contributed valuable lessons as they provide the
local flavor of these sessions. This collaborative scientific event has demonstrated that the
cascade of respiratory knowledge across countries can be possible in an engaging manner even
during this challenging times.
Registration was 1,677 participants for the 2-day meeting [1,392 for Nov 4 and 1,218 for Nov 5].
This event was also made possible without soliciting CME grant or other support from the
pharmaceutical industry as the expenses incurred were from subsidized from the CME royalty
fees.

Due to the present health crisis, several pharmaceutical companies have continued to partner
with the PCCP for its CME sessions which earned royalty fees of more than 1.3 million PhP. About

ISSUE: In the management of a mild COVID patient with risk factor/s for progression, is the use of
molnupiravir efficacious and cost-effective?
INTRODUCTION: Two years into the pandemic, COVID-19 disease still causes significant morbidity and
mortality. But given the significant headway in vaccination rates, there is an increasing trend in the
percentage of mild cases. However, some patients, even with mild disease, are still at risk for progression.
New treatments that can potentially reduce this risk, are therefore needed. Molnupiravir is an oral antiviral
medication with activity against SARS[1]CoV-2, that may potentially address this issue. The objective of this
debate is to review the efficacy and cost-effectiveness evidences that support the use of molnupiravir in the
management of a mild COVID patient with risk factor/s for progression.

Established on April 25, 1973, the Philippine College of Chest Physicians is a value-
centered specialty organization acknowledged as the authority in pulmonary
medicine in the country. It empowers its members, who are recognized and
respected experts in the field, to constantly adapt and innovate to set the benchmark
of excellence in the practice of pulmonary medicine in the Philippines.
Provincial Chapters
The PCCP has ten chapters in the Philippines. The members continue to be dynamic
and consistently position themselves at the forefront of lung health and various
related advocacies. They have fostered strong linkages with the public sector and
other local and global stakeholders.
PCCP Councils
The organization also has eleven councils which is one of the important lifelines of the
College and has enabled PCCP to provide unwavering focus to address various lung-
related diseases and issues. The Councils are involved in a lot of activities which
mainly revolves around training and CME sessions, scientific and lay forum, locally
responsive and relevant research investigations, local and international collaborative
works on various pulmo-related initiatives and projects, and crafting of important
documents like clinical practice guidelines and statements.
