We, the undersigned, and offer to provide the consulting services for
geotechnical investigations service in accordance with your Request for Bids dated
July 09, 2019. We are hereby submitting our Proposal, which includes this
Technical Proposal and a Financial Proposal sealed in a separate envelope.

(a) All the information and statements made in this Proposal are true
and we accept that any misinterpretation or misrepresentation
contained in this Proposal may lead to our disqualification by the
Client and/or may be sanctioned by the Bank.

period of time specified in 90 days.

(c) In competing for (and, if the award is made to us, in executing) the
Contract, we undertake to observe the laws against fraud and
corruption, including bribery, in force in the country of the Client.

Contract on the basis of the proposed Key Experts..

(e) Our Proposal is binding upon us and subject to any modifications


resulting from the Contract negotiations.

1.1 Company’s description
Background

Water Supply, Sewerage and Environment Consultancy Joint Stock Company (WASE) (formerly Water
Engineering Consultants, established October 1977) was established under the Ministry of Construction’s
Decision No. 1651/QD-BXD dated December 06, 2006. Inheriting a building up and development process in
the past 30 years of Water and Sanitary Engineering Consultants, the Water Supply, Sewerage and
Environment Consultancy Joint Stock Company (WASE) is the prestigious trade mark in Viet Nam and
international. WASE has now a skill, dynamic and creative staff, including almost 100 special engineers, of
which nearly 20 MSc and top-ranking experts who have strong attachment to the firm for a long time.

The WASE’s top goal is to consult locals for determination and implementation so as to get the best
efficiencies about the water supply and environment sanitation projects, design and management of
operation of water supply and environment sanitation projects conforming to the local actual conditions and
in accordance with the framework development strategy within the country.
With such goal, in the recent years, WASE has performed a large number of projects in Central and South
Viet Nam, includes projects funded by domestic capital and ODA fund as: WB, ADB, JBIC, AusAID,
DANIDA …

4. The survey method


4.1 CPT-u
The main purposes of static cone penetrometers tests with pore water pressure measurements (CPT-u), or
piezocone tests, are to evaluate the lithology of soils and to define the end bearing and side friction of soils,
at different depths, to obtain the following parameters:

+ Penetration resistance of a standard cone;


+ Lateral friction resistance of the soil on a cylindrical tube;
+ Pore pressure measures.

CPT-u tests shall be performed using a mechanical or electric cone, in accordance with unified standard EN
ISO 22476 1 or American Standards ASTM D 3441-16 / ASTM D 5778-12.

The cone shall incorporate filter and transducer for the measurement of pore pressure, cone resistance and
sleeve friction. CPT-u tests shall be carried out by an experienced operator.

Tests shall be made with a thrust of 20 tons and shall have a maximal cone resistance capacity of 100
MPa. A 36mm piezocone shall be used, with the following tolerances to be respected and regularly
checked:

+ Cone diameter dc=35.75mm. tolerance: 35.4 < dc < 36.0 mm


+ Cone rod diameter: ds=36.1 mm. tolerance: 35.5 < ds < 36.1 mm
+ Angle at the apex: 60° +/- 5°

+ The following tolerance shall regularly be checked with calliper: dc < ds < dc + 0.35 mm
Wear of the tools shall be regularly checked in order to respect the above tolerances.

The penetrometer shall be equipped with an inclinometer with a precision of 1° in order to measure the
deviation of the profile with depth. Penetration shall be at a constant rate of 20 +/- 5mm/s.

Point resistance, lateral friction, pore pressure at shoulder (u2) and deviation from the verticality shall be
measured continuously during penetration. Readings of point resistance, local lateral friction, pore pressure
and verticality shall be recorded at intervals not greater than 30 mm.

The filter element and other parts of the pore pressure system shall be saturated with a liquid before field
use. De-aired, distilled water shall be used preferably. If not feasible, glycerine can be used. Saturation of
all elements shall be made before use in field. In the field, the filter elements must be installed so that a
continuity of fluid is maintained from the filter face through the ports in the penetrometer and cavity housing
the pressure transducer. These ports and cavities must also be fluid-filled at all times. Saturation shall be
maintained by applying a rubber membrane around the filter. During saturation and mounting of the rubber
membrane, the penetrometer shall be subjected to small stresses so that the sensors can show values
different from zero. All appropriate measures shall be taken to preserve the saturation during the test.

Treatment of data shall include the reduction of qc and fs values into qt and ft values; qt and ft values into
Friction ratio Rf taking into account the influence of pore pressures on different areas of the cone (angle at
the apex shall also be clearly specified), and pore pressure ratio Bq.

Results must be provided in graphical format according to the depth, and also as tables (excel files).

4.2 Rotary Cored Drilling


The purpose of boreholes is to enable in situ testing and recovery of undisturbed samples, at the indicated
testing locations.

Methodology:

The boreholes shall be performed through continuous coring techniques, whatever soils materials are
encountered. Rotary cored drilling shall produce cores of high quality throughout the core length, with
diameter cores no lower than 82 mm. Sampling shall be continuous from existing ground level down to the
bottom of boreholes. The diameter proposed above will be maintained over the entire length of the
boreholes.

Due to the known presence of soft soils to an estimated depth of 10 m, stability of the boreholes for
conducting in situ testing and sampling is in question. The upper unconsolidated deposits shall be cased, as
required, in order to support the borehole, if necessary.

In any single run, 100 % core will normally be targeted. If less than 90 % is recovered and the core quality
could be improved, the SERVICE PROVIDER shall immediately inform the CONTRACTOR and shall take
measures to improve the situation by experimentation with different drill bits, change in core barrels or
change in the drilling techniques.

Drill runs in each hole shall normally not exceed 1.5 m in length and the core barrel will be removed from
the drill hole as often as it is required to obtain the best possible core recovery. Plastic core liners shall be
used to aid in the quality core (for undisturbed soils samples, notably). When any recovery is less than 90
%, the next drill run shall be reduced to 50 % of the previous length, and so on down to a minimum length of
0,5 m. If less than 30 % core recovery is achieved, the SERVICE PROVIDER shall perform an SPT and
decide if boring or coring techniques shall be further deployed.

In case of any drilling equipment becoming detached from the drill string and/or casing during the
fieldworks, the tool shall be recovered by means of “fishing” tools. Under no circumstances shall any
equipment be left in the ground after the completion of the works.

Groundwater levels shall be taken by means of a dip meter, at the start and end of each drilling shift.
The retrieved core shall be sealed either end, with the soil samples labelled with the borehole number,
depth range and way up on the core liner, where after it is placed in core boxes. If required, the sample may
need to be cut at a minimum length of 0.5 m, with labelled markers placed in the core box. Depth shall be
indicated on the core box by permanent markers at the end of each drill run. Where there has been failure
to achieve 100 % recovery, core spacers of appropriate size clearly indicating the missing lengths, shall be

placed in the boxes. The location, exploratory borehole number and the depth of coring relating to the
contents of each box shall be clearly indicated in indelible ink on labels, inside the box, on the top and on
each end of the box. Any markings from previous investigations shall be removed or painted over with fully
covering paints. All core boxes shall be stored over a minimum period of 3 years, in an air controlled
environment.

Reporting:

All soils samples collected shall be described on drilling logs in accordance with ASTM D2487-00 and
D2488-17.

For photography of drilling works, the cores shall be prepared in the following manner:

+ Prior to photography, the labelling of the cores shall be checked and any anomaly resolved. The
labelling on the liners shall be duplicated such that after splitting of the core liner, both halves of
each section of liner are explicitly labelled with exploratory hole number, core run, cut depths and
way up.
+ The core of soils will be split such that the fabric of the core is clearly visible for logging and
photography. Half the split core shall be placed in the core box for photography. The core shall not
be split until all the required samples have been taken.
+ Samples shall be replaced with suitable markers of equivalent length and clearly marked with
sample number.
+ The cores shall be resealed, immediately after photography and logging is completed.
Photographs shall be taken using a good quality digital camera. Illumination shall be provided by indirect
flash and a suitable reflective surface to direct the light onto the subject. Each photograph shall include an
approved reference scale, a colour chart and an approved board giving details of:

+ Works order and contract number;


+ Job title;
+ Borehole number;
+ Core box number;
+ Depth below ground level of start and finish of cores;
+ SERVICE PROVIDER’s name;
+ Date of the photograph;
+ A suitable colour comparator placed alongside the core box;
+ Scale.

4.3 Instrumented destructive drilling


Destructive drilling, for pressuremeter tests, shall be carried out using rotary open hole drilling techniques
with fluid flush, adapted to encountered soils.
The drilling rig to be used is capable to maintain a constant net down thrust pressure throughout the entire
drilling process. The hydraulic pump (mud injection pump) allows for a continuous water inflow, with a
pressure regulator bottle.
The rig hold-back (retain) pressure shall be disabled in order to identify any very depressed soils, while
drilling.
The drilling bit shall be 2,5’’ (64 mm) minimum, which allows for a good vertical clearance between the
bottom of the bit and the water injection holes.
Records of the drilling parameters shall be undertaken by a purpose –built logging unit with a corresponding
operating software package.

Calibration:

During calibration, the recorded drilling parameters shall be checked against the gauges from the drilling rig.
No works will start unless the difference between the data logger readings and the gauges indicators is less
than 1 % on all the drilling parameters.

Once hold back (retain) pressure is disabled, a free fall test will be carried out at the completion of the first
borehole, at the top elevation and bottom elevation.

Methodology:

Advancement of the diagraphy (instrumented) boreholes shall be performed under constant net down thrust
pressure and rotation speed. After each addition of an extension rod, the driller shall adjust the drilling

parameters to the same values as before. References are made here to the net thrust pressure, rotation
speed and mud injection pressure. If not provided by the data logging software, manual records of events
shall also be kept (i.e. each activity performed on the data logging device will be recorded and references
will be made to the exact date and time of device operation).

The logging unit shall be set to take a reading at 1 cm depth increments in order to provide continuous
profiling.
The following parameters shall be recorded:

+ Bit load (kN)


+ Hold back (retain) force (kN)
+ Rotation speed (RPM)
+ Rate of penetration (m/min)
+ Torque (kN)
+ Hydraulic fluid pressure (bar).

During the drilling of the instrumented boreholes, the driller shall ensure that the following parameters are
held constant:

+ The bit load shall be held between 60 – 65 bars


+ The rotation speed shall be held between 120 – 130 RPM
+ The hydraulic fluid pressure shall be maintained so as not to cause washing of fine materials
On maintaining the above parameters, the torque and rate of penetration shall react to the rigs’ behaviour to
the geology.

Reporting:

Reporting of the instrumented drilling activity counts for:

+ Graphical representation of each drilling parameter against depth. The rate of penetration against
depth graph is overlapped by the free fall calibration curve if hold back pressure was disabled.
+ Tabulated drilling parameters data are provided in a digital format.

Note: to aid with the advancement of the boreholes, to facilitate the removal of cuttings and to support the
borehole, the SERVICE PROVIDER will use drilling fluid and describe type (mud / polymer flush).

4.4 Pressuremeter tests


The pressuremeter test is an in-situ loading test executed by radial expansion of a cylindrical cavity in a
borehole.
This test method provides a stress-strain response of the soil in-situ.
The pressuremeter has two major components:

+ The first component is a read-out unit that remains above ground


+ The second component of the pressuremeter is a probe that is inserted into the borehole to read
the pressure

The probe of the pressuremeter is inserted into the borehole and is supported at test depth. The probe is an
inflatable flexible membrane which applies even pressure to the walls as it expands. As the pressure
increases and the membrane expands, the walls of the borehole begin to deform. The pressure inside the
probe is held constant for a specific period of time and the increase in volume required to maintain the
pressure is recorded.

The exploitability of the tests results is very dependent on the degree of disturbance during drilling of
borehole and insertion of the pressuremeter probe. This is why special care will be taken to get satisfactory
boreholes:

+ Undisturbed soil
+ Borehole of proper diameter (not greater than 64 mm)
+ Smooth wall borehole

Boreholes will be drilled to 64 mm diameter with tricone, mud and temporary steel casing.

Before each use, the pressuremeter probe will be calibrated to compensate for pressure losses (P0) and
volume losses (V0). The pressuremeter equipment used will be able to perform the tests with a limit
pressure of not less than 5 MPa.
The tests will be carried out in accordance with French standard procedure AFNOR P 94-110 or ASTM D
4719-07. Pressuremeter tests will be carried out every 1.5 m in all layers, per borehole.

4.5 SPT tests


The “SPT” is an in-situ dynamic penetration test designed to provide information on the geotechnical
engineering properties of soil. The SPT method consists in drilling a borehole at a required depth of test,
then drive a split-barrel sampler into the ground with a sledgehammer and count the number of blows, in
order to get the standard penetration resistance.

SPT will be performed according to ASTM D1586-99, using appropriate tool (clayey soils) mounted on
drilling rigs, at regular 2.0 m intervals starting from existing ground level.

The sampling will be made with a split barrel sampler, 50.8 mm outer diameter and 38.1 mm inner diameter
and 600 mm length. An approximate 63.5 kg hammer falling 30 inches under its own weight will be used.

The number of blows for the first, second and third penetration of 15 cm will be recorded and systematically
presented in standard reporting and borehole logs. If the number of blows for the first, second or third 15 cm
would exceed 50, the test will be stopped and the precise penetration depth for 50 blows will be
imperatively measured (with a precision of 0,1 cm) and reported. The sum of number of blows required for
the second and third 0.15 m of penetration will be the standard penetration resistance or “NSPT value”.

In order to improve the reliability of the tests carried out, at least one of the SPT tests will be performed
using a SPT energy analyser (or “SPT Analyser”) in order to measure the energy transferred into an
instrumented SPT rod. This will permit the calibration of the test and the adjustment of the measured N-
value to the normalized N60 for standard 60% energy transfer into the rods.

The used equipment and analysis will be conform to ASTM D4633 (taking also into account the
recommendations of ASTMD 6066). For lack of SPT analyser, the adjustment of the measured N-value to
the normalized N60 for 60% energy transfer into the rods will be realized from the calibration data available
for the equipment used.
All SPT samples will be preserved in plastic bags and labelled appropriately.

4.6 Pumping tests


The proposed location for pumping test well shall be chosen, taking into consideration that this well may be
one of the working wells during the operation of the pumping station.
Pumping well installation:
The proposed well shall have a screen diameter of 12’’ (300 mm), which shall be inserted into a drilled
borehole of 16’’ (400 mm) diameter, 60 m deep. The top of the well shall be chosen at the existing ground
level.
The well will comprise:
+ A screen: 300 mm ID (12’’) PVC pipe with plain and factory slotted screen of at least 10 % opening
of size 1.0 mm. Slotted section will be in the layer 4 only, from approximately 40 m deep down to 60
m deep.
+ A filter which will be selected according to the ground structure (sieve analysis of layer 4): well
rounded, uniform gravel filter pack, cleaned/washed prior to installation, introduced around the
screen. Manufacturer specifications for the gravel pack will be made available prior to standpipe
installation and will meet the following criteria:
o Diameter passing 15% of the filter material not to exceed 5 times the diameter passing 85%
of the finest soil gradation curve;
o Diameter passing 15% of the filter material not to be less than 5 times the diameter passing
15% of the coarsest soil gradation curve;
o Diameter passing 50% of the filter material not to exceed 25 times the diameter passing
50% of the finest soil gradation curves;
o The percent passing from sieve 200 not to exceed 5%.
For the efficient operation of the pumping test, the following precautions shall be followed during
construction of the well:

+ Care shall be taken during welding of the different segments of well screen and pipes, to ensure
that they are vertical;

+ During construction of the well, ensure that casing remain filled with water, in order to prevent
boiling.
+ The well configurations should be confirmed with design drawings from the SERVICE PROVIDER,
with approval of the CONTRACTOR. The screen diameter shall be 2’’ more than the pump size in
order to ensure installation.
+ The screen shall be positioned centrally in the well by the use of spacers (centralizers). Centralizers
shall be attached at the ends of the screen section. Centralizers shall be located 120 degree in
plan.
+ The filter material shall be lowered around the screen by gravity, to form a uniform filter pack
around the screen. The filter packing should extent at least 1.0 m above the perforated part of the
screen.
+ The distance between the bottom of the borehole and the bottom of the screen shall be 0.5 m.
+ The well should be developed after construction by over pumping, to reach clear water flow and to
calibrate the gate valve t the set test flow.
+ The pumping well shall be provided with a suitable generator, flow meter on the discharge line and
a sample collection tap.
+ The soils types encountered during excavation for the well shall be classified. Any change between
the encountered soils and the boreholes used in the design shall be taken into consideration
immediately and the welle arrangement shall be altered to cope with the new data.

Piezometer installation:
Six standpipe piezometers shall be installed in drilled (destructive) boreholes 60 m deep, around the
pumping station, with locations confirmed on site in agreement with the CONTRACTOR. These locations
will be chosen in such way to avoid clashing with the detailed design structures and allow for long term
groundwater monitoring during and post construction activities.

Installation details will be proposed by the SERVICE PROVIDER and confirmed by the CONTRACTOR,
prior to installation. It will be performed in compliance with standard BS EN ISO 22475-1 or similar.

The standpipe piezometer will comprise of:

+ A piezometer pipe: 50 mm ID (2’’) PVC threaded pipe with plain and factory slotted screen of at
least 10 % of slot size 0.2-0.5 mm. Geotextile will be placed around the slotted section of the pipe.
Slotted section will be in the layer 4 only, from approximately 40 m deep down to 60 m deep.
+ A filter which will be selected according to the ground structure (sieve analysis of layer 4): well
rounded, uniform gravel filter pack, cleaned/washed prior to installation, introduced around the
screen. Manufacturer specifications for the gravel pack will be made available prior to standpipe
installation (same criteria as for pumping well).
+ At the bottom of the borehole as well as above the filter pack / slotted screen, a one (1) meter thick
bentonite pellets layer will be placed. This layer will be hydrated for a minimum of one (1) hour prior
to any further installation. The annulus above the bentonite layer will be backfilled with cement
bentonite grout to the ground surface.

The top of each standpipe will either protrude approximately 600 mm abode the surrounding ground level
and will be encased in concrete, fitted with a threaded screw top for protection and ease of access, or it will
be cut slightly below ground level and fitted with a flush lockable cover, based on borehole location and site
constrains.

The installation will then be furnished with a lockable metal cover to prevent damage during the period of
groundwater level measurement.

Pumping test procedure:


Preliminary calculation of the water flow necessary to obtain the required dewatering level, during
construction, shall be about 60 m3/h. However, the chosen pump shall be chosen with capacity of about
100 m3/h, in order to assess the maximum capacity of the well.
The following information shall be recorded during the pumping test:
+ Elevation of the ground surface at the well and at each piezometer
+ Elevation of the reference datum for water levels at well and each piezometer
+ Depth of pumping well
+ Actual distance between the pumping well and all piezometers
+ Water levels in the well and the piezometers before the start of the test
+ Time of starting pumping to the nearest minute

+ Pump discharge and water levels in the well as well as in the piezometer in the following intervals in
minutes: 0 ; 5.0 ; 10.0 ; 20.0 ; 30.0 minutes for the initial draw down phase and every 30 minutes
until steady state conditions is established and/or three sets of measurements of discharge and
water levels in the piezometers are almost the same
+ Quantity of any sand or silt discharged by the pump
+ Discharge of the pump from the flow meter.

4.7 Laboratory tests


In addition to the in-situ tests, laboratory tests are also planned.
Some laboratory tests might be performed either locally by the SERVICE PROVIDER or provided by a sub-
contractor, depending on the number of tests to be performed and the time available with consideration of
the existing workload in local laboratories and the available capacity.
The SERVICE PROVIDER shall coordinate with the CONTRACTOR to assign laboratory testing following
the geotechnical testing activities.
The following gives the laboratory tests planned and corresponding internationally accepted standards:
+ Disturbed samples recovered by SPT testing:
o Grain size analysis (standard ASTM D422-63)
o Atterberg limits (standard ASTMD4318-05)
o Water content (standard ASTM D 2216-10)
+ Undisturbed samples recovered by coring / shelby tube:
o Bulk weight (standard ASTMD7263-09)
o Chemical analysis on soil for concrete aggressivity: pH (BS 1377 P3 CI 9.5), .2chloride (BS
1377 P3 CI 7.2), sulphate (BS 1377 P3 CI 5), organic matter content (standard BS 1377 P3
CI 3)
o Consolidated undrained triaxial compression test for cohesive soils (standard ASTM
D4767-11)
o One dimensional consolidation properties of soils (standard ASTM D 2435 - 96)
+ Groundwater testing recovered from standpipe piezometers or boreholes
o Chemical analysis on soil for concrete aggressivity: pH (BS 1377 P3 CI 19), chloride (BS
1377 P3 CI 17), sulphate (BS 1377 P3 CI 5).
Total number of laboratory tests may vary during the investigation when unforeseen variations in ground
conditions are met, on agreement between the SERVICE PROVIDER and the CONTRACTOR.

5. GEOTECHNICAL FINAL REPORT


5.1 Factual report
By the end of the field works, the full factual final geotechnical report (in pdf format) shall contain the
following minimum data/information:
+ Summary of the scope and duration of work;
+ Methodology of performed works (drilling activities, filed tests and laboratory tests); Characteristics
of equipment and devices;
+ A summary table with type, number, dates, coordinates, elevation and depth of each borehole;
+ A site plan presenting all tests and exploratory borehole locations;
+ A brief discussion on local geology and setting;
+ The ground conditions encountered on the site;
+ The groundwater levels encountered on site;
+ Photograhs of the recovered core from the boreholes; All exploratory Boreholes logs with:
o SPT values for concerned boreholes;
o Pressuremeter modulus, creep pressure and limit pressure values for concerned
boreholes; o measured level of water table;
o Description of each identified layer, updated after identification laboratory tests results are
available;
o All useful indication (water level during drilling, core recovery ratio, any incidents or
observations that have occurred during the work: refusal, etc…);
+ All CPT-u logs (graphical data versus depth (m)) with:
o Cone resistance qc in MPa;
o Friction sleeve fs in kPa and Bq value;
o Friction ratio (Rf=fs/qc) in %;
o Excess interstitial pressure u2 and hydrostatic pressure u0;
o Type of sol depending on Robertson and Lunne Abacus.
+ All monitoring data;
+ Standpipe installation logs;
+ All in situ tests results: pressuremeter curves (pressure/volume curves) for all pressuremeter tests,
calibration curves of used pressuremeter probes, etc.;

+ All laboratory test results: full test sheet for each test, including all input parameters as per test
standard and a summary table of the results;
+ All chemical testing results; Geological cross-sections.
Results must be provided in graphical format according to the depth, and also in usable electronic format as
a summary table (excel file), including all the CPT-u, pressuremeter tests, triaxial tests results, reference,
coordinates and elevation (x,y,z), depth of test from ground level, geological formation and measured
values.
