Guideline Questions & Definitions:

NOTES:

If you encounter content that needs to be escalated to Community Operations for further
review. The following are procedures for doing so.
• Submit a Safety Escalation form if you see any media relating to:
o Terrorism (endorsement or active practice) and dangerous, real-world
organizations
o Potentially viral mass killing
o Self-injury or suicidal content
o Child exploitation and child nudity
o Human trafficking
• To immediately escalate content with credible threats of self-injury or suicidal
content, email: outsourcing-suicidelertesc@fb.com. This will generate an investigation.
Also CC your Team Lead, who will also escalate to the Project Manager.
Definitions:

Subject: Human or animal, subject must be a living being and not an object. Must see subject[s]
face[s] in order to count as a subject.
1. [Short Form Video Visuals] Which visual elements are present or descriptors of the
Reel? Select all that apply.
a. Static Image - Mark static background images with or without live audio if the
single static image persists for greater than or equal to 50% of the duration of
the video. Includes static images with slightly moving elements such as the
camera panning against the static image, sound waves, effects, or text added to
the static image.
Note: This should not be selected with the little movement label

b. Little Movement - Videos where primary subject(s) or objects and camera have
little to no movement throughout the entire duration of the video. Includes
natural movements that are light and repetitive, such as wind, snow, rain, the
sky, and if camera moves slightly and shakes around subject.
Note 1: If subject(s) are performing (singing a song, playing musical instruments, face
expressions), you should NOT mark little_movement.

Note 2: This should not be chosen for static images, only applies to videos with non-static
images in the background

a. Animated Text as Subject- Videos where animated text, text that is changing, is
in the center of the screen and is the primary subject of the video for a majority
of the duration of the video.
Note: This can be selected along with static image and little movement labels if applicable

Always look for all elements before marking Animated Text as Subject:
• Animated text
• Changing text
• At the center of the screen
• Primary focus of the video
• Present for 50% or more of the video

2. [Unique to Reels] Which attributes does the Reel contain that signal it’s not content
unique to Reels? Select all that apply.
a. Significant Borders - Significant border (+5% of screen) is present around any
edges of the media for the entire duration of the video, indicating the media is
not taken on a mobile device. Note: if significant and thin borders are equally
present for the duration of video, mark significant borders.
Important: Look at the video on normal mode to see if there are any borders, and if there are,
label it as such. If there are no visible borders, look at it in full-screen mode. If there are borders
in any of the modalities, label as such. Always make sure that borders belong to the media
(video) and not to the User Interface.

Ex of what to not mark as Significant Borders:


1. Significant borders are not present for the entire duration of the

2. Do NOT mark videos with large white borders and added text in
the border area. (If the video has large white borders with text on
them and also black large borders, label as Significant Border)

format on the UI, either split by top and bottom or left and right.

b. Thin Borders - Small border (<5% of screen) is present around any edges of the
media for the duration of the video
Important: Look at the video on normal mode to see if there are any borders, and if there are,
label it as such. If there are no visible borders, look at it in full-screen mode. If there are borders
in any of the modalities, label as such. Always make sure that borders belong to the media
(video) and not to the User Interface.

a. External Watermarks - Content with watermarks from other platforms. E.g.
TikTok, Likee, FB Family of Apps.
External Watermarks - Content with watermarks from other platforms. E.g. TikTok, Likee, Xiao
Hong Shu, FB Family of Apps.

i. External Watermark Definition: A watermark is a stamp embedded in the content that


indicates ownership/originality of content. Incidental logos that appear within the content do
not show ownership or originality; therefore, will not be considered external watermarks.

Note 1: Any incidental logo (owned and transferred to IG Reels will be marked as external
watermark)

Note 2: Account handle names (@username) on their own without an app watermark should
be marked as 'None of the Above'.

For remixes (i.e. split screen with two videos side-by-side), only evaluate the right
hand side (newly remixed video) of the media
a. Stories Watermark - Reels watermark is at the top left of the video signaling it is
taken from Stories. (Username may be in the bottom left quadrant of the media
and / or a timer in the top right.)
Note: username and timer are not required to mark this label, the primary signal is the reels
watermark in the top left

a. User Generated Watermark - Non-official watermarks or Instagram or Reels
logos that users are adding to their videos or incidental watermarks from app
recordings, promotional materials, etc. Often includes an @ symbol + the
Instagram username. Does not match the 2 types of watermarks above.

Appendix 1.

Little Movement Rating Checklist

Please use the “Little Movement” label when the following are true:

The video MUST have:


• Slight movements of subjects or camera
• That movement is captured by the original video recording (it is NOT an after effect or
animation added onto the video during editing)
AND the video must NOT have any of the following exceptions:
• Static Image for at least 50% of the Reel
• Large movements at any point in the video (even if this is brief)
• Subjects are performing (singing, playing instrument, making facial expressions)
• Vehicles in motion
• Camera panning, zooming, or moving significantly*
• Focus on waves, snow
• Time-lapse videos
AND you cannot answer “yes” to any of the following questions:
• Is there anyone walking/ engaging in an activity in the foreground of the video?
• Is there at least one subject with their entire face visible in the video?
• Is there at least 1 transition to a different scene?
• Does the camera move significantly for the majority of the video?
• Can you hear someone speaking clearly in the video? (Not a recorded track)
• Is there someone singing/ performing in the video?
