Invitation to Bid # SC/ITB/19/013

For the Solarisation of 09 Basic Health Units (BHUs) and 02 Rural Health Centres
(RHCs) in District Kohat, KPK

1. In the Annex B and C of RHC section there are 5 systems per RHC required. The said
technical and financial document requests 5 inverters of 5kva for each RHC and 72 Nos
of 200 AH Batteries. There seems technical error. As in each BHU per system only 8
batteries are required which is fine but in RHC 72 for 5 systems means 14.4 per system
which is technically not fine. This should be either 20, 40, 60,80. So kindly correct me
if I am wrong. In case same figures of BHUs needs to be followed then 40 is correct.
We will give you exact pricing then as the battery price matters a lot.

Answer: The total number of batteries will not be equally divided over 5 inverters, areas
with higher load requirement will get more sets of batteries (1 Set of 4 Batteries to
complete 48 volts).

2. Further there is one Annex of FAQ which seems to be response to earlier advertised
and some FAQs are not applicable to this tender.

Answer: This FAQ is just shared for information for bidders to have a better idea about
any possible questions. Actual FAQs will be shared on the date already specified in the
tender documents.

3. Do we need to follow the Bank Bid Security Format provided with US $ 5000? Or can
we make Bank Draft, CDR from Bank.

Answer: Yes, Bank Bid Security format has to be followed for USD $ 5,000 equivalent
amount.

4. Last question is related for JV. Can two firms apply on JV as we are facing problem to
secure Bank Bid Security. In Case CDR or Bank Draft is acceptable as we do in Govt
tenders then we will be thankful.

Answer: Yes you can apply through JV but please note that a proper joint venture deed
should be submitted on stamp paper.
5. Is there a pre-bid meeting that will be held? If yes, what is the date, time and venue?

Answer: There will be no pre bid meeting for this tender.

6. Can the Google pin locations or coordinates of all the sites be provided to aid in
designing and preparation of the bids?

Answer: Coordinates for all the facilities are in the attached documents.
7. Can you please share the type of rooftops on each building where Solarisation is to be
done?

Answer: UNHCR at this stage cannot entertain such requests but bidders are
encouraged to visit the facilities on their own expenses to have better idea of the on
ground situation.

8. What will be the scope of civil work i.e., will the system be mounted via chemical
anchoring or cement base pads are required?

Answer: No need for chemical anchoring.

9. Is Gird supply available to the buildings where the Solar Systems are to be
implemented?

Answer: Yes, grid supply is available with frequent load-shedding.

10. The inverters mentioned are “Off-Grid hybrid” inverters. But in technical specifications
it is required that the inverter should be able to operate in off grid, on grid, and hybrid
modes. Please clarify this. As off grid inverters cannot connect to grid under any case.
If these operation modes are required, On-Grid hybrid inverters are used which can
operate in all three modes.

Answer: As per technical specifications, the inverter must have programmable multiple
operation modes i.e. off-grid, grid tie with back up, grid tie if these functions are
available along with other technical details clearly elaborated in the technical bid data
sheet than it is acceptable.

11. We are registered with UNGM at the basic level. Do we still need to fill and attach the
registration forms for registration with UNCHR attached in the annexures of the
bidding documents and send them with our bid?

Answer: Yes, vendor registration form is a must to be filled, singed and stamped along
with the bid.

12. If the bid is submitted through email, what is the process of submitting bid security?

Answer: The original bid security will have to be sent through courier on the address
mentioned in the tender documents.

13. Kindly conform that the panels you are using mono crystalline, which is not suitable
according the climate of Kohat region KPK. Clarify that can we Quote Poly crystalline
or Just mono crystalline.

Answer: Poly-crystalline are not acceptable, only Mono-crystalline PV panels will be


accepted.

14. As you haven’t provide the drawings of roof, so we have little problem in selecting the
type structure either 3PV, 4PV, 5PVor 6PV. Also the nature if civil work. Clarify?

Answer: There is no need for 3PV or above structures, simple PV panels roof mounts
are acceptable. Mounting structures must be strong enough to withstand the load /
weight of PV panels considering worst weather condition. Moreover civil works
include general works like earthing, mounting structure works, underground cabling
(where required) etc.

15. The inverter, some place in SBD off grid hybrid, in FAQ wrote that inerter have all the
three function capability Off-grid, Hybrid and on grid. Clarify? (because Rates are too
different i.e. inverters that have all the three function capability Off-grid, Hybrid and
On grid rates is 2 times higher than the inverter that have just off grid hybrid functions)

Answer: As per technical specifications, the inverter must have programmable multiple
operation modes i.e. off-grid, grid tie with back up, grid tie if these functions are
available along with other technical details clearly elaborated in the technical bid data
sheet than it is acceptable.

16. Can we only apply for one project for BHU or RHC only?

Answer: No, bidders are supposed to quote for all facilities, partial bids may result in
disqualification.

17. Kindly clarify that if is there any option of partial payments i.e. if we complete 10 site
then UNHCR will release the partial payment against completed sites or not.

Answer: Yes, there is provision for partial payments against completion of respective
sites subject to verification from concerned technical unit.

18. Solar Panels:


Solar Panel required 7200Watt Mon-crystalline
It means 360watt x 20 panels = 7200 watts
Or 330watt x 22 panels = 7260watts
325watt x 22 panels = 7150
280watt x 26 panels =7280
What is your suggestion we quoted any wattage of solar panels more than 7200watt or
have any restriction only quote 300watt or above solar panels.
Answer: There is no objections on the quantity of PV panels if the required wattage is
achieved.

19. Solar Hybrid Inverter


Mention in this ITB required solar hybrid inverter OFF-Grid, Grid Tie with backup,
Grid Tie. Your requirement is three in one inverter near future can use this inverter
without battery backup. Or near future you can export electricity to the grid (net
metering) then we can decide which inverter you have required.
Answer: As per technical specifications, the inverter must have programmable multiple

20. Civil Works related not details mentioned, which kind of civil work required all sites
civil work required. Civil work specification if mounting pad required, mounting pad
dimensions etc.

Answer: Civil works include general works like earthing, mounting structure works,
underground cabling (where required) etc.

21. Solar panels mount at roof top or ground mount, if ground mount than what is the size
of mounting structure pads. (etc. 1.5 x1.5 x 3 feet)

Answer: Simple PV panels roof mounts are acceptable, mounting structures must be
strong enough to withstand the load / weight of PV panels considering worst weather
condition.

22. Any restriction if we can use 10mm2 flexible DC wire 2 core.

Answer: As per ITB document clause 2.4.1 Alternate Products: If you have an
alternative product(s) that fulfill the same function of offer better performance in terms
of quality., cost-effectiveness, environmental impact etc., we would like to ask you to
include them in your offer in addition to the offer for items specified in Annex B.

23. Complete system warranty covered time period? ( after sales time period)

Answer: Warranty period against each items is specified in Bid Data Sheet, Your bid
shall include defects and liability period with terms of warranty. Minimum period of 25
years of PV Panels, 1 year for Inverter and 1 year for Batteries.
